    Model Parliament 19th March, 2014 at MIT-SOG

    Introduction:

    The Model Parliament of MIT-School of Government was held on March 19, 2014 at

    Saint Dnyaneshwar hall in the MIT campus. A huge delegation of dignitaries from

    various walks of life had gathered for the event. The participants of MIT-SOG and

    BCS-4 took part in this. The chief guest and the speaker for the day was none other

    than Honorable Shri. Rajendra Arlekar presently speaker of Goa Legislature. Few of

    the important aspect and questions that were discussed were on Division of States,

    Implementation of Education policy, Holding of important posts of sports body,

    Environmental and forest issues, Afgan issues, Indigenization of defense weapons,

    discussion on Food Security Bill and National Youth Policy of 2014.

    Mission & Vision:

    The main idea of conducting model parliament for the participants of MIT-SOG and

    BCS was to make them aware about how proceedings are conducted of Lok

    Sabha/Rajya Sabha/State Legislative Assembly. The conduct of model parliament

    sensitizes the parliamentary procedures and parliamentary language to be used.

    Proceedings of the Model Parliament:

    The model parliament started with Arrival of Speaker Mr. Rajendra Arlekar Speaker

    of Goa Legislative assembly. Business of house started with National Anthem.

    Initially the House conducted the oath taking ceremony of newly elected Prime

    Minister of Model parliament Smt. Khyati Srivastava and on behalf of other

    parliamnetarians. Then Honourable Speaker expressed his profound grief on the

    demise of Shri Sis Ram Ola and Mr. Nelson Mandela, in giving obituary reference.

    House observed the silence in the memory of departed souls.

    Question Hour:

    In this period, the parliamentarians in the opposition, by convention put forward

    questions in front of the Ministers. Questions were from diverse subjects and

    Ministers of respective portfolios asked to give required answers. Questions like

    concern related to implementation lacunae of Sarva Siksha Abhiyaan,

    recommendations of the Kasturirangan report vs Western Ghats Ecology Expert

    Panel (WGEEP), Supreme Court verdict on UGC review of 44 deemed university,

    international issue like problems to come froth after USA army prepares to retreat

    from Afghanistan, discrepancies and irregularities have come out to the notice of

    government in the implementation of NREGS, inability of government in

    implementation of Aadhar Enabled Payment System, purchasing the weapons from

    other countries and lastly, big states vs small state problems.

    Legislative Business - Introduction of Food Security Bill by Prime Minister:

    In continuation of the proceedings of house, National Food Security, 2013 Bill was

    introduced in the parliament by Prime Minister and Speaker sensed the leave of

    house with the voice vote to introduce the bill. Then following Bill was taken for

    Consideration and house was opened for discussion from both the sides, ruling and

    opposition.

    Initially, Leader of Opposition put forward his points and concerns for not supporting

    the bill and said that this bill is very weak and also stated that the way it is being put

    forward is not right. As already PDS system is very weak and beneficiaries are also

    not well defined. They also stated that this bill is not securing nutritional support to

    the malnourished population of our country. Having said, they also said that it is

    going to increase the fiscal deficit of our country.

    However, Ruling Party also put forward valid points to support the bill in countering

    the lacunae put forward by the opposition party. With respect to the concern of

    strengthening PDS, digitalization of PDS is been planned. It was also told that bill

    has very well defined the nutrition security, selection of the beneficiaries are given in

    the hands of state government, where as in order to strengthen the implementation

    process to a wider extent, local self government is empowered.

    Moreover, on the concern of Fiscal deficit, Minister of Food & Civil Supplies,

    categorically portrayed that government is not increasing the burden of fiscal deficit

    to a very large extent rather heavy subsidies are already being paid by the

    government, so the increase in the amount is not very much.

    At the same time the concern of sanitation was voiced by the Opposition party,

    where as it was brought out by the Ruling Party this aspect of sanitation is already

    being covered under Nirmal Bharat Abhiyaan. In order to increase the transparency

    and accountability, government is also planning to put the list of beneficiaries in

    public and the concern of fake identification cards, the ruling party said that they are

    implementing with Aadhaar card.

    On the issue of inadequate amount of production of food grains, there would be a

    chance of importing, so the opposition said that it would increase the Current

    Account Deficit of the country. But the ruling party said that it would give more

    chance to farmers to increase their production of food grains and they would be well

    secured through Minimum Support Price.

    However, some of the questions were not adequately defined by the ruling party, like

    issue of selling the quantity at higher price, which was being bought at lower price

    from Fair Price Shop and also the owner of FPS can also sell the grains and which

    will lead to corruption.

    The Speaker thought that there is a need to have more dialogue and discussion on

    various aspects of Food Security Bill so as to have a holistic view and subsequent

    implementation more time is required and due to paucity of time Bill was not passed.

    Honorable speaker said it would be taken up in next session.

    Calling Attention Motion:

    There were three calling attention motions on issues like, Hailstorm in Maharashtra &

    Karnataka and measures taken by the government to safeguard the farmers, next

    issue was the naxal attack on CRPF security men and lastly, the issue of Green

    Rains, due to unchecked pollution in Dombivli (E) region of Maharashtra. These

    issues were taken up by the house and the respective Ministers answered the

    house.

    Short Term Discussion, Under Rule 193:

    The house took National Youth Policy for Short Term Discussion, Under Rule 193.

    For this issue few of the Member of Parliament put forward their concerns and by

    and large agreed to the policy parameters along with few suggestions of age cap

    and also to include other parameters concerning youth in making Youth

    Development Index. Then the Minister of Sports and Youth Affairs gave her

    concluding remark with accepting suggestions made by parliamentarians.

    Resolution:

    One Resolution was taken up by the Member of Opposition, for establishing One

    stop crises centres for survivors of rape and sexual assault to resolve problems

    being faced by women. These centres are to be set up in designated hospitals. She

    urged and requested that one-stop crises centres are required to set up in

    designated hospitals across the country as soon as possible to improve the

    institutional response towards survivors of rape and sexual assault. Most of the

    Members of Parliament gave their consent by vote voice and agreed in principle to

    establish such centres across the country.

    Finally the Business of House was concluded by the National Song and distribution

    of certificate to the participants.

    Khyati Srivastava. Prime minister took the oath of affirmation on be half of newly

    elected ministers.

    and that I will faithfully discharge the duty upon which I am about to enter.

    OBITUARY REFERENCES

    Hon. Speaker to read obituary references for the passing away of Shri Sis Ram Ola

    and Mr. Nelson Mandela.

    Honorable Speaker expressed profound grief over the passing away of Shri. Sis

    Ram Ola and Mr. Nelson Mandela and urged the house to maintained one minute

    silence in the memory of departed souls and expressed heartfelt condolences.

    Sis Ram Ola:

    Shri. Sis Ram Ola was a renowned political leader of India.

    Born on July 30, 1927. Shri. Shis Ram Ola was a member of the 14th Lok Sabha of

    India. He represented the Jhunjhunu Constituency of Rajasthan and was a member

    of the Indian National Congress.

    On June 17, 2013 he was sworn as Cabinet Minister for Labour.

    He held different ministries in state and central cabinet. He passed away on 15th

    December 2013.

    May god bless his soul!

    Nelson Mandela:

    Nelson Mandela was born in Africa. He was an Activist, Politician, Philanthropist,

    Freedom, Fighter and Lawyer. He was South Africas first democratically elected

    President. He passed away on 5th December 2013, aged 95.

    Nelson Mandela endured great personal hardship so that others could be provided

    with dignity, equality and opportunity. He fought discrimination and inhuman

    exclusion, but rose above bitter divisions to heal and reconcile a fractured nation. His

    life and work made him a citizen of the world.

    India, in particular, had great affection and regard for him. It also mirrored our own

    hope for a better world and we were greatly honored when he accepted the highest

    Indian civilian award of Bharat Ratna. Mandela stood as a beacon of hope for those

    struggling against oppression and injustice and his passing away is as much a loss

    to India and the world as it is to South Africa.

    May his soul rest in peace!

    We mourn the passing away of Shri. Sis Ram Ola & Mr. Nelson Mandela. I now

    request members to stand in silence for a while as a mark of respect to the

    departed souls.

    Hon. Speaker requested Shri. Shardul Jadhavar ask question.

    Shri. Shardul Jadhavar- Honorable Speaker, Will Minister of Home Affairs be

    pleased to state:

    Although we have sorted out the problem of separation of Andhra Pradesh

    and Telangana to some extent but there are several states which are raising

    their voice to get a separate state status and thus creating hue and cry.

    On seeing all this agitations and strikes why the government is not making

    separate small states?

    Minister answered Sir GOI has recognized the importance of small states

    and their necessity also, to some extent. There are several states asking for

    separate states but we cannot give separate state on the self interest of some

    political active people.

    However we are going to make a special committee to study the entire

    problems of the state and whether its solution can be achieved from division

    of states or not.

    The GOI respects the sentiments of the people so I appeal to all the citizens

    to understand the issue and dont take law in their hands.

    All the necessary actions would be taken after receiving the recommendations

    from that committee.

    Shri .Jamshed Bhatnagar

    Ques - Thank you, Honble Speaker. Can I ask Minister of Home affairs

    further, that immediately after passing Telengana Bill, the committee for

    Bodoland has been set-up. Why not the committees for other proposed states

    like Bundelkhand, Vidarbha has been also set-up?

    Minister answered Sir I have already informed the house about the strategy

    of the govt on this issue. Division of States is a matter of deep concern. We

    dont want to divide states on any XYZ criteria stated. However, if peoples

    sentiments are very much attached to the issue, it should be divided.

    Telengana was created out of the same main reason.

    Peoples agitation for Bodoland has taken our deep concern. We dont want

    more chaos and violence. Hence, we have taken up the Bodoland issue first.

    After this, we may consider other demands as well if people want and their

    desires should be reflected.

    Hon. Speaker requested to Shri Varun Kamble to ask question

    Varun Kamble - Honorable Speaker, Will minister for Rural Development be

    pleased to state:

    The Funds from Sarva Siksha Abhiyaan are pumped into schools in Bastar,

    even when those schools do not exist.

    (Question to Ministry of Tribal Development Shri Bhargav Mallina)

    Minister answered Sir, There are 3000 tribal residential schools under tribal

    department and 200-250 schools are funded by education department.

    It is very difficult to reach remote areas and there is monitoring problem.

    But the ministry has already issued orders to the district collectors to visit

    these schools.

    We have also asked teachers to present periodical reports to Gram Sabha so

    that villagers can communicate their grievances to the teachers.

    We will ensure that money is spent properly.

    Hon. Speaker requested Shri Abhimanyu Shinde to ask question

    Shri Abhimanyu Shinde - Honorable Speaker, Will Minister of Foreign and

    External Affairs be pleased to state:

    In 2014, another great army prepares to retreat from Afghanistan lessons of

    that last conflict are worth remembering power competition is toxic,

    withdrawal does not end wars & war destabilizes the region.

    Therefore, it is of prime importance to look into this matter in order to maintain

    the stability in the country. The stability in the country can only be achieved by

    maintaining peace in the surrounding.

    (Question to Ministry of Foreign and External Affairs- Shri. Jayesh Khatu)

    Minister answered Sir, India is looking for long term planning as India seeks

    to expand its economic presence in Afghanistan as the international coalition

    fighting the Taliban withdraws combat forces through 2014. Till now, if we look

    at the condition of Afghan insurgents, they have infiltrated into J&K since

    Afghan fighting began in the 1980s.

    Almost all the terrorists who sneaked into India over the years were trained

    and armed by Inter-Services Intelligence (ISI) for that purpose, with few of

    them being of Afghan origin. ISI has used Afghan recruits against Indian

    targets not in the alien terrain of India but in the home turf of these Afghans,

    as underscored by the terror attacks on Indian diplomatic missions in Kabul

    and Jalalabad.

    Therefore, we are trying to improve the conditions and working on confidence

    building measures and people to people tie ups.

    Especially, it wants to improve transport connectivity and economic

    collaboration with countries in Central and South Asia.

    India has already invested US$ 10.8 billion in Afghanistan as of 2012. More

    such projects are likely to come up after NATO'S withdrawal. This includes

    setting up Iron ore mines, a 6 MTPA steel plant (by SAIL--Steel Authority of

    India Limited), a 800 MW power plant, Hydro-electric power projects,

    transmission lines, roads etc., India and Iran are set to ink a transit agreement

    on transporting goods to landlocked Afghanistan. The Indian government is

    investing more than US$100 million in the expansion of the Chabahar port in

    south-eastern Iran which will serve as a hub for the transportation of transit

    goods.

    Swapnil Bhagat - Honorable Speaker, Will Minister of Youth & Sports Affairs

    be pleased to state:

    It is often found that the politicians are holding posts of various sports bodies

    in the Nation.

    But my concern is that India is having so many talented and devoted athletes

    and sports persons but they are not given positions to handle the

    administrative positions of various sports bodies?

    Minister answered Sir, All sports bodies in country are having their own

    Constitution for functioning on their own. They are following democratic

    method of electing their representatives. All sports bodies also affiliated with

    International Sports association. Till date all these international sports

    organization never raised the question on the authenticity or credibility of

    Indian Sports body. It means that they are comfortable or having no objection

    on their functioning. In fact government appeals to various sports streams

    that they should come forward and take the opportunity.

    Hon. Speaker requested Smt. Shivani Uppalwar to ask question

    Shivani Uppalwar - Honorable Speaker, Will minister for Environment &

    Forest be pleased to state:

    The recommendations of the Kasturirangan report are undemocratic and anti-

    environmental, said V.S. Vijayan, member of the Western Ghats Ecology

    Expert Panel (WGEEP).

    There were crucial amendments to some of the recommendations of

    Kasturirangan committee report on Western Ghats conservation related to

    123 villages identified as ecologically sensitive area.

    What measures is ministry taking to resolve this matter?

    Minister answered Sir,- In the Draft Notification issued on Monday (10-03-

    2014) 3115 sq km from 123 villages, earlier notified as Ecologically Sensitive

    Area (ESA) in the Kasturirangan report have been exempted. We have

    constituted an expert committee to study the shortcomings of the

    Kasturirangan report. This report has been accepted by the Centre and the

    Draft Notification has been issued on this line.

    As per the direction issued on November 13, 2013, 13,108 sq km in Kerala

    was placed under ESA. The new Draft Notification exempted 3115 sq km from

    this, bringing down the total area under ESA to 9993.7 sq km. Out of this 9107

    sq km is forest land and the rest 856.7 sq km comprises water bodies, rocks

    and grasslands. The 3115 sq km exempted comprises populated areas,

    farmlands and plantations.

    The final notification would come into effect after two months, after taking into

    account the complaints of the public, if any.

    As per the latest draft notification, the State government has been entrusted

    with the implementation and monitoring mechanism and the government will

    start working on it with immediate effect.

    Hon. Speaker requested Shri Utkarsh Kale to ask question

    Utkarsh Kale - Honorable Speaker, Will Minister of Human Resource and

    Development be pleased to state:

    The Supreme Court 2014 order in the form of UGC review of 44 deemed

    university has ensured mental trauma for lakhs of students and applicants.

    Though it has not approved or dissolved Tandon Committee, it has made

    UGC subservient to MHRD.

    The country needs a system overhaul. SC has prolonged the issue without

    reaching any finality. They must order for review of all the deemed university

    as undeserving ones have been placed in A and deserving ones in B & C.

    Minister answered Sir, It would provide the antidote and reform the entire

    deemed university & public university. We had discussed this issue prior and

    formed one committee to address this issue. This thing, I can assure you that

    Government is concerned about the future of the students.

    2. Hon. Speaker requested Shri Aditya Shende to ask question

    Aditya Shende - Honorable Speaker, Will the Prime Minister be pleased to

    state:

    What did international pressure and globalization have to do with the setting

    up of various commissions? The answer is no.

    Under pressure from countries and businesses wanting to engage with India

    as it opened its door to the market economy and thus the ideas of setting up

    commissions was 1st mooted in 1992. It was purely politically motivated

    propaganda by foreign and Indian civil rights agencies.

    Primary intent was to keep west happy rather than improve rights within the

    country. Problem is that commissions do not perceive themselves

    independent; nor they seek autonomy. They believe they are answerable to

    govt and not to citizens. So I request the PM to look into the matter and give

    them tooth to bit the rotten fruits existing in the society.

    Minister answered Sir, You have very well stated that it is an advisory body

    and it can only recommend the report and its guidelines are not binding on the

    government. But it is according to the Constitution. How can you talk anti

    Constitution?

    Yes, we all should think about this. If it is so then we all should come together

    to make it as a constitutional amendment.

    Hon. Speaker requested Shri Yogesh Dunakhe to ask question

    Shri Yogesh Dunakhe- Honorable Speaker, Will Minister of Foreign and

    External Affairs be pleased to state:

    What is Indian Govt.'s stance & recent developments on the slow moving

    issue of punishing the Italian mariners for killing 2 Indian fishermen in the year

    2012?

    (Question to Ministry of Foreign and External Affairs- Shri. Jayesh Khatu)

    Minister answered Sir, I would like to bring it to your attention that the Indian

    Coast Guard had released its report into the Italian mariners incident last

    year. The Italian ship has violated Alert Embankment issued by the

    International Maritime Organization.

    Later, the government has given the National Investigation Agency charge of

    conducting investigation into the case & we've filed an FIR against the two

    mariners.

    After the initial disputes over the jurisdiction of the marines, Italy had agreed

    to India's adjudication over the case after the ministry had promised not to

    seek the death penalty. Government policy is that as per Indian rules the case

    will go ahead. There will be no compromise. We are not going back in any

    case.

    But we are not taking any decision in a hurry because a smooth handling of

    the case is in the interest of India, Italy & the European Union.

    Ques- Thank you, Honble Speaker. I would like to ask further whether any

    move has been taken for safety & security of Indian government employees

    when a live bullet was found recently in the mailbox of the Indian embassy at

    Rome?

    Minister answered Sir, We have demanded that the Italian government

    should provide improved security and guarantee the safety of our employees

    working in Italy as per Italy's obligations under the Vienna Convention on

    Diplomatic Relations.

    3. Hon. Speaker requested Shri. Varun Kamble to ask question

    Shri .Varun Kamble- Honorable Speaker, Will Minister of Rural Development

    be pleased to state:

    A. Whether discrepancies and irregularities have come out to the notice of

    government in the implementation of NREGS.

    B. If so the broad nature of such discrepancies.

    C. whether government has decided to extend NREGS to more districts in the

    country and

    D. if so, the reasons

    Minister answered Sir, GOVT has come to notice a few discrepancies and

    irregularities in NREGS implementation at some places in few states, as

    Inadequate comprehensive survey about productive work opportunities in

    some states.

    Improper work evaluation and decreased transparency as complaints

    received from few districts of Orissa, MP, Bihar, Jharkhand etc

    Yes, GOI already extended NREGS to all districts of our country.

    Development of self-sufficient villages was a dream of Mahatma Gandhi.

    NREGS is powerful tool to alleviate poverty and empower poor people. It is a

    vision of our party to extend the benefits of such a development program to all

    poor people from all over our country.

    Puneshwar Nath Mishra - Honorable Speaker, Will Minister of Human

    Resource and Development be pleased to State what are initiatives taken by

    govt to stop commercialization of education?

    Minister answered Sir, I would like to inform all the members of this House

    that govt is very serious about reducing the cost of education throughout the

    country. So that whomsoever in this country would like to take education will

    get education according to his/het will. Govt is already providing scholarships

    to SC, ST & minority category students, and girl students for higher education.

    Govt is also providing junior research fellowships to research scholars. Last

    few years, no of IIMs, IITs, National Law Universities has increased, which are

    providing quality higher & technical education to students of the country at low

    cost.

    Hon. Speaker requested Shri Harshal Gajeshwar to ask question

    Minister answered Sir, I would like to tell that we have already discussed this

    issue with the Govt of Saudi Arabia, and assure the job-security of Indians in

    Saudi Arabia. I would like to quote here the Nitaqat law: As per a notification

    &official letter from the kingdom, Indian workers who travelled to Saudi Arabia

    legally will be allowed to regularize the visa status get new jobs or to return

    home if they register voluntarily with the Saudi authorities in their labour ministry,

    after the unemployment & labour crises are over.

    Shri. Jamshed Bhagnagar- Honorable Speaker, Will the PM be pleased to

    state:

    Jharkhand was one of the three pilot states chosen for Aadhar Enabled

    Payment System beginning with MGNREGA payments in selected blocks in 4

    districts in 2012 and then AEPS added pension and scholarships schemes

    and also the Janani Suraksha Yojana in its second phase.

    But nearly 3 years passed by, it has still not been able to start disbursing

    payments to their doorsteps as visualized. And now Aadhaar has been made

    compulsory without supporting infrastructure.

    Prime Minister answered Sir, Government instability in Jharkhand was one

    of the biggest hurdles for achieving the target. But now Presidential rule in

    Jharkhand will give gear up process of implementation. Please dont discard

    and according to SC verdict Aadhard card is no more compulsion for getting

    benefit of payment or schemes.

    Shri Kishore Dhamal- Honorable Speaker, Will Minister of Defense be

    Why are we purchasing the weapons from other countries by paying undue

    prices? Why cannot we design and manufacture the weapons and other

    requirements in our own country with the help of DRDO, ISRO, HAL and other

    private companies in India?

    Minister answered Sir, Yes, it is indeed a great topic of discussion. And I

    would like to make you aware that GOI is trying to make the weapons in India

    but there are several problems and for that to tackle we require another

    Research wing to develop and it would require at least 10-15 years. And

    unfortunately we cannot wait until then. So we are purchasing weapons from

    other countries which are advance. However, we are trying to establish them

    in India by concentrating on Research wing in future. We are trying to

    collaborate with other countries to exchange for technology transfer. And we

    have already proved ourselves by Nuclear test, our own fighter planes and

    tanks.

    Shri Sawan Umesh Chudiwala - Honorable Speaker, Will Minister of Finance

    be pleased to State:

    I would like to ask Minister of Finance when recently we have seen

    Uttarakhand disaster due to unbalanced non-eco-friendly development, hence

    now the state has adopted GEP (gross environment product), why dont we

    apply this index for all the states, or Nation for that matter along with GDP?

    Minister answered Sir,-The ecology of all the states is different and GEP has

    yet not been defined properly. This index in Uttarakhand considers

    parameters that may not be the same for other states. Hence, we cant

    measure & compare GEP figures of several states to derive conclusions.

    Moreover, GEP is not a recognised index like GDP. It has no role play in

    international economy & market.

    However, Ministry of environment has developed certain other parameters for

    that matter to control this ecological imbalances & development.

    Development be pleased to State what is the Govt doing towards skill

    development & employment oriented education of the youth of the country?

    Minister answered Sir, Prime Minister has already announced ambitious

    project under the name of National Skill Development Corporation (NCDC).

    This project will provide skill development training to youth of our Nation. At

    present, Nation Retail Association of India, Banking & Finance Institutes of

    our country already tied up with NCDC. After getting training from NCDC the

    youth are getting opportunities in above industries. We are appealing more &

    more NGOs and educational institutes to join NCDC movement.

    What are the reasons behind the economic slowdown situation in the Nation

    and state reasons why shouldnt it be considered as the failure of the govt to

    meet economic challenges? When Aam Aadmi of the country is finding

    difficult to meet both ends, what are the measures taken by the govt to

    overcome these economic challenges?

    Minister answered Sir, I would like the house to know that the govt is taking

    serious measures to revive the economy. We acknowledge that certainly we

    are passing through challenging times economically. A lot of it was due to

    changes in global economy. Europe is the most important destination for our

    exports, and turbulence in their economy has affected ours as well. We then

    had global oil price rise. For a nation, that imports 80% of its oil, this badly

    affects our trade balance. Then, there are certain domestic factors as well that

    have added to the adversities. Still, I see that the India Growth story is intact.

    As compared to other nations, we have shown a lot of resilience. We will

    continue to work to keep the story going. The currently focused measures are:

    bring complete clarity on tax-matters. Then, control of fiscal deficit is being

    worked upon. Revival of mutual funds and insurance industries which have

    seen a downturn recently is also been focused. It will also reduce burden on

    gold reserves. There are clear major investments in the pipeline awaiting

    FIPB approval. Most importantly, we have given a major push to infrastructure

    through PPP. A lot of investment avenues are opening up in railways, roads,

    ports, and civil aviation. All these measures will surely help the revival of the

    economy.

    arising out of the continued unseasonal heavy rains and hailstorm in the Vidarbha

    region of Maharashtra and also in Karnataka, this has caused heavy damage to the

    standing crops and made so many people homeless.

    Please tell us what the steps are taken up by the government for its relief work.

    It is very unfortunate that farmers of Maharashtra and Karnataka are suffering from

    heavy losses due to unseasonal rain. The Government is extending its support and

    sympathy towards all those who are affected due to the unseasonal rain. It has

    already instructed District collectors of both the States to conduct a survey of loss

    and damages happened due to this unseasonal rain. It will also pay reimbursement

    and will also take steps to rehabilitate the affected people.

    development process which is going on in tribal and rural areas. Our Intelligence is

    doing their best to find out the exact reasons and responsible persons behind this

    attack.

    situation out of ineffective pollution control policies and actions of the various

    agencies concerned which caused the Green Rain in the Dombivli (E) region of

    Maharashtra, due to uncontrollable pollution done by the hazardous chemical

    industries.

    Sir, Green rains have been a disastrous cause of unchecked policies of the

    industries in the industrial development corporation of the state of Maharashtra i.e.

    MIDC. A special team will be appointed to study the issue & problems arisen in the

    MIDC area in Dombivali. We have also decided to issue orders to all the states to

    check the pollution control mechanism & activities carried out in the industrial areas

    in the respective states. Accordingly actions will be taken against the industries

    violating the environmental norms.

    Resolution: One stop crisis centres for survivors of rape and sexual assault to

    resolve problems being faced by women.

    These centres should be set up in designated hospitals.

    Such centres should have gynecologist or medical assistance (preferably women),

    trained police personnel of the rank of inspector or above (preferably women), a

    trained women counselor or a representative of a concerned NGO; a forensic

    expert, and a qualified nurse, so that a survivor of rape and sexual assault can be

    properly examined in one place. A judicial or metropolitan magistrate should also be

    called immediately to record the supervisors statement in order to enable swift

    action and speedy justice.

    I urge and request that one-stop crisis centres be set up in designated hospitals

    across the country as soon as possible to improve the institutional response

    towards survivors of rape and sexual assault.
