On January 22-24, 2015, LICA members from acrossthe state gathered at the Hilton Garden Inn in Columbia,MO to share in one of the best Winter Conventionswe’ve ever held! The theme, “Building a BetterBusiness,” was thoroughly explored as contractorslearned about the latest in GPS systems, when a “hired-hand” becomes an “employee,” how to use contracts,how to read financial statements, and more. But theConvention wasn’t all about learning in the classroom.

We had a wonderful exhibit hall, supported by ourAssociate members; a tremendous auction which raised

over $5,000 to help our scholarships and MLICA; andthen we wrapped up the Convention with the CaterpillarAwards Banquet. We awarded Nelson Wilson anHonorary Membership in recognition of his years ofservice to both Missouri LICA and National LICA.

And, the final event of the Convention was a hypnotistshow where a few of our members explored theirimaginations and the rest of us doubled over in laughter!Check out the scrapbook on our web site(www.MLICA.org) for more pictures.

A Change to the AD&D Policy

Our current contractor members are covered by anAccidental Death & Dismemberment (AD&D) policywhich Missouri LICA provides at no charge. In February,we were notified that the carrier for that policy haschanged, which has resulted in changes to thecoverages. The new AD&D policy:

n Has a $25,000 benefit;

n Is provided free of charge by Missouri LICA for contractors whose dues are current and who are under the age of 80;

n Benefits reduce at the age of 65 (a reduction schedule is available upon request);

n Provides coverage 24/7, on or off the job;

n Does not require a physical or any health questions to qualify;

n Is provided free of charge by Missouri LICA for the spouse of a new contractor member during their first membership year, with the same age restrictions; and

n Can be purchased by current contractor members for their spouse and/or employees, with the same age restrictions, at a reduced rate of $15 per policy.

We have mailed our members a new beneficiary formfor this policy. Please complete the form and return it tothe LICA office as soon as possible. If there is nobeneficiary form on file, Missouri statutes will determineto whom the benefit is paid which can slow down theprocess of benefit distribution.

Note: If there is any variance between this notificationand the policy provisions, the policy provisions willprevail.

Jeff Lance Nelson Wilson

The Governor has appointed Jeffrey D.Lance, of Savannah and a Missouri LICAcontractor member, to the State Soil andWater Districts Commission. TheMissouri Soil and Water DistrictsCommission formulates policies andgeneral programs for the saving ofMissouri soil and water by the soil andwater conservation districts.

Lance raises cattle and grows corn andsoybeans on his farm in Andrew County.He and his wife also own and operateLance Construction Co., a family-ownedbusiness that has been doing soilconservation work since 1962. He hasbeen a board member of the AndrewCounty Soil and Water District Board ofSupervisors since 2012; active on theAndrew County Farm Bureau boardsince 1987; and a member of theMissouri Land Improvement Contractorssince 1994, having served as DistrictPresident, State President, and amember of the Board of Directors. TheGovernor has appointed Lance for a termending Aug. 15, 2016.

At the 2015 Missouri LICA Winter Convention held thisJanuary in Columbia, MO, Nelson Wilson was awardedan Honorary Membership in recognition of hiscontributions to both Missouri LICA and National LICA.

It was a good year for Missouri LICA in 1968 whenNelson Wilson joined the organization. Every memberhas the option of letting their dues do all the work oractually investing their time and talent in theorganization. Nelson made that decision early on – hewould invest himself in the future of Missouri LICA andeventually, National LICA.

Over the last almost 50 years, Nelson has served asBoard Representative and President for his localDistrict, Missouri LICA President, National LICA RegionIV Vice President, and National LICA Vice President,President, and Chairman, not to mention the vastnumber of committees he has served on or chaired.

One of Nelson's deepest traits is his conviction that it isfar better to "blow someone else's horn" than your own.As a result, it has been easy to overlook the dramaticcontributions of this outstanding member. We are allbetter for knowing him. In February, 2003, Nelson wasthe second inductee to the National LICA Hall of Fameand now he has been named Missouri LICA’s 13thHonorary Member since it’s founding in 1941.

At the 2015 National LICA Winter Convention in Tampa, FL thisFebruary, the Missouri chapter of the Land Improvement Contractorsof America was awarded the Kemps-LICA Legislative Award inrecognition of its accomplishments on behalf of its members. This is aprestigious award and we want to thank Gerald Bauer and Elwin Yoder,MLICA Legislative Committee Co-Chairs, for their hard work whichmade this recognition possible.

Scholarship Policy :

The Missouri LICA Memorial Scholarshipis a $1,000.00 scholarship to be awardedone time to: An active Missouri LICAcontractor member who has been aMissouri LICA contractor member for atleast five consecutive years; their spouse,child, step-child, grandchild, or step-grandchild.

Application Procedure:

• Student obtains a scholarship application from the Missouri LICA office or website (www.MLICA.org); completes the application per instructions and submits it to the Executive Director at 1101 West High Street; Jefferson City, MO 65109, postmarked no later than September 1. Incomplete applications and applications postmarked after September 1 will not be considered.

Award Procedure

• The Missouri LICA Board of Directors will vote on the selected applicant's award at its fall meeting and, if approved, the scholarship award will be issued by December 1.

• Scholarship will be given only to students who have been accepted by an accredited college or university for admission in the fall of the same year the award is granted. Recognizing the need for financial assistance with ancillary expenses related to a college education, Missouri LICA will make the scholarship award payable to the student .

This scholarship will be funded through contributionsmade from our Winter Convention Auction, as well asindividuals who want to honor a deceased loved one. Inaddition to the MLICA Memorial Scholarship, MissouriLICA offers a scholarship through the State TechnicalCollege of Missouri (formerly Linn Tech). Last year may have been a lot of thingsto a lot of people but one thing it surelywasn’t was predictable.

I mean who foresaw last year’s record-setting high in the U.S. stock market, theplunge in global crude oil prices, Russia’snaked grab of Ukraine’s sovereignterritory or the Obama Administration’sreaching out to Cuba?

Not me; I was a solid “Wow,” “Whoa,”“Nyet,” and “Really?” on four of thebiggest events to rock both the U.S. andits farmers in 2014.

This year I’m not taking any chances andannouncing 2015’s first big global event,the already announced (on Dec. 5 by theUnited Nation’s Food and AgricultureOrganization) “International Year ofSoils.” The goal of this yearlong,worldwide emphasis, explains the U.N.,is “to increase awareness andunderstanding of the importance of soilfor food security and essential ecosystemfunctions.”

You would think that everyone in theworld might already be aware of how thisthin layer of life-giving skin separateshumanity’s continuing rise from itscomplete collapse or that our future isrooted in how we responsibly andsustainably treat the very ground westand on.

After all, it’s not like soil conservation andsoil health are dirty little secrets. Thescience underpinning both is well knownand widespread.

What may be even less secret but fardirtier is how deeply and how long we’veabused soil. We don’t just treat it like dirt;we treat it as though it’s less than dirt.

For example, according to a 2001 report published bythe U.S. Department of Agriculture’s Natural ResourcesConservation Service, the yield reduction in Africa dueto soil erosion already stands at more than eightpercent.

That irreversible loss doesn’t sound like much if youfarm in the black earth country of Illinois or the yards-deep soil of the Pacific Northwest’s Palouse. It’s life anddeath, however, if you live — or hope to live —inTanzania or Kenya.

The story is the same in many of the world’s key farmingregions. According to the same NRCS study, the “annualloss in productivity” due to soil erosion and degradationin southern Asia is equal to “36 million metric tons ofcereal equivalent.”

In U.S. terms, 36 MMT “cerealequivalent” is 65 percent of the entire2014/15 American wheat crop.

We in the U.S. have no room to brag. “Itis estimated that the total annual cost oferosion … is about $44 billion per year orabout $247 per hectare [$100 per acre]of cropland and pasture,” reckonedUSDA in 2001.

Taken across the globe, total soil erosionand soil degradation numbers are knee-buckling: “The annual loss of 75 billiontons of soil costs the world about $400billion per year, or about $70 per personper year.”

Changing the perspective doesn’tchange the importance of soil or soilerosion. According to USDA, only 3percent of earth’s surface is “consideredas prime Class I land… [while] another 8percent is in Classes II and III. This 11percent of land must feed … the 7.6billion expected in 2020 …”

But “high population density is notnecessarily related to land degradation;it is what a population does to the landthat determines the extent ofdegradation.”

And population continues to grow; theamount of arable land does not. Writingfor Dec. 22 issue of Agri-Pulse, MarshallMatz, the former counsel for Senate AgCommittee, cited European data thatshows the amount of arable land perperson today is equal to 0.4 acre, or apatch 40 meters by 40 meters. By 2050,with 2 billion more in population, that tinyparcel will shrink by 30 percent.

Small? You bet. But it’s bigger than thesix inches of thin-and-getting-thinnertopsoil that separates success fromcatastrophe if we don’t take better careof the gift we’ve been given.

We can. We must. Now. This year.

Springfield Plastics, Inc., in conjunctionwith the Agricultural DrainageManagement Coalition (ADMC), hasreleased preliminary water quality resultsfor 2014 from the saturated buffersystems being monitored.

Saturated buffers remove nitrate fromwater flowing in underground fielddrainage tiles before it reaches streams,rivers and other waterways. SpringfieldPlastics has been working with theAgricultural Drainage ManagementCoalition on a project spanning 15 sitesacross Illinois, Iowa, Indiana andMinnesota to study how saturated bufferswork under different conditions and otherconservation practices.

Saturated buffer systems have a controlstructure that diverts the flow from the tileoutlet to a lateral distribution line in abuffer strip. The lateral distribution lineruns parallel to the buffer, and as thewater is diverted to this line, saturationoccurs. As this saturation, or lateral watermovement through the buffer occurs, thevegetation, soil organisms anddenitrification naturally removes nutrientslike nitrate that are in the water, thusreducing the nitrates discharged to thestreams.

The preliminary 2014 findings show thenitrate concentrations in the streamsideinspections are lower than the levels inthe field tile prior to being diverted to thebuffer. These findings were consistentacross all 15 sites.

Dr. Dan B. Jaynes, a Soil Scientist withthe US Department of Agriculturecommented, “I am pleased to see thatthese initial results show that saturatedbuffers have the potential to removenitrate from tile drainage across theMidwest. Continued research and

demonstration of this easy to install practice will helpidentify the best soils and landscapes for this practice.”
