Dick Purcell, NRCS State Engineer, and several members of his staff will provideexplanations and help in understanding the new engineering software which NRCS isusing. During this session, they will answer your questions and cover some basics of thesoftware program.

1.) New checkout sheet format

2.) Documenting UGO checkout with orifices

3.) Data collection for NRCS' use in project design

4.) Output from NRCS program for machine guidance

5.) GPS equipment using coordinate systems and conversions

In order to tailor the course to your specific needs, please let Debbie know what machinesoftware you are using when you register. Bring your computer and GPS unit. You canget the latest version of NRCS software loaded on your computer.

Springfield Plastics, Inc., friends and customers donated$22,665 to the Simmons Cancer Institute at SouthernIllinois University in Springfield on Friday, November14th. Springfield Plastics launched its “Drain for theCure” campaign in October in order to raise money forcancer research at the Institute. For each donationreceived, Springfield Plastics pledged to match theamount up to $10,000. By the end of the campaign, theyhad raised $12,665 from donations alone.

New MLICA Memorial Scholarship

At its October meeting, the MLICA Board ofDirectors established the MLICA MemorialScholarship. This $1,000 scholarship will beawarded annually to a qualifying child, step-child, grandchild, or step-grandchild of aMissouri LICA contractor member. The awardwill be distributed directly to the student to beused for tuition and/or any ancillary expensesrelated to his or her college education. TheExecutive Committee will serve as the selectioncommittee. Requirements for this scholarshipwill be similar to those used by Nebraska LICAand National LICA scholarship programs.

A portion of the Annual Auction funds, as well ascontributions made in honor of deceasedMissouri LICA members, will be used toestablish and maintain this scholarship fund.

The Missouri LICA Memorial Scholarship will notreplace the current scholarship program throughthe State Technical College of Missouri (formerlyLinn State Technical College).

MLICA has made the first contribution to thisscholarship in memory of Andre Lance, thegrandson of Caryl and Betty Lance, whotragically passed away on November 22, 2014.If you would like to make a contribution to theMLICA Memorial Scholarship in honor of a lovedone, please send a check made payable to“LICA Memorial Scholarship” to the MLICA officeat 1101 West High Street; Jefferson City, MO65109.

Rita Koenigsfeld, wife ofLarry and mother of Steve

Koenigsfeld, passed awayon August 19, 2014. In 1987,Rita was the 31st person toreceive a liver transplant atBarnes Hospital in St. Louisand one of the longestsurviving recipients.

On November 22, 17-year old Andre Lance(pictured far left) and hisfriend Tyler Brandt passedaway in Savannah, MO.Andre was the grandsonof Betty and Caryl Lance,son of Paige Lance, andfirst cousin once removedof Jeff Lance. On November 5 & 6, 2014, over 1,500 contractors fromacross the state gathered at the Boone CountyFairgrounds in Columbia, MO to participate in theUnderground Damage Prevention Summit. The eventincluded 19 safety classes, field demonstrations of howto safely dig around power lines, a live burn as a resultof hitting a gas pipeline, a trench collapse docudrama,as well as skills contests for locators and equipmentoperators … all for free!

In addition, law enforcement demonstrated whathappens when alcohol is combined with equipmentoperation; vehicles were on site showing the results oftraffic accidents; and lots of heavy equiment was ondisplay. Missouri LICA hosted the Equipment Rodeowhere contractors were able to test their skills andaccuracy.

We want to thank Mona Bledsoe, Sue Gilbert, and theMissouri Common Ground Alliance for letting us use thepictures below.

The undersigned organizations appreciate yourwillingness to put the State of Missouri on record withconcerns as stated in your letter dated November 14to the U.S. Environmental Protection Agency and U.S.Army Corps of Engineers regarding the “Waters of theUnited States” (WOTUS) proposed rule.

In your letter, you rightly assert the state’s primacy inprotecting water resources under the federal CleanWater Act. The proposed rule does not comport withthis aspect of the federal law nor does it conform withthe U.S. Supreme Court rulings it purports to clarify.

As deliberations proceed, we urge you to bring the fullweight of your office to bear in compelling federalofficials to withdraw the proposed rule.

Missouri LICA, along with a number of other concerned groups, has been urging Governor Nixon to formally opposethe EPA’s and Corps’ proposed rule change to the “Waters of the United States” (WOTUS).
