Volume XII Number 2 2011 Online Edition 4 ELEANOR HOBBS, PH.D., ANP, Editor MESSAGE FROM THE PRESIDENT After a long, cold, and snowy winter, I hope you are all enjoy- ing the warmer sunny weather and longer days of spring. We sold out our Annual Confer- ence held at the Crest Hollow on April 8th in record time. We had two outstanding speak- ers, Wendy Wright MS, ARNP, FNP, FAANP, and Margaret Fitzgerald DNP, FNP-BC, NP- D, FAANP, CSP who got rave reviews. I would like to thank Debra Chalmers, Program Chair, who spent hun- dreds of hours assuring that each and every detail was addressed so that we would all have a perfect day. This year many of our attendees registered on line us- ing Pay Pal. Many thanks to Carol D’Abbraccio, who worked out all of the issues with Pay Pal, and assisted many members with using this new system. There are many members who volunteer to make our Annual Conference the successful day that it is; and without “all hands on deck”, we would not be able to have this conference. Debra was able to work her magic once again, and we will have the pleasure of having Wendy Wright and Margaret Fitzgerald return for our 2012 conference, scheduled for March 30th, once again at the Crest Hollow. Our May dinner meeting about treating diabe- tes held at Carlton on the Park was both informative and enjoyable. This was the program snowed out in January, but it was certainly worth the wait. The June dinner will be held in Melville, about H-Pylori. There are no summer dinner meetings; but look for email notification this summer about our September dinner meeting. As you probably already know, this is a very important legislative year for NPs. Our Legislative Chair, Dr. Mary Beth Koslap-Petraco has been doing an amazing job setting up lobby visits with key Long Island Legislators to educate them about the impor- tance of our three (3) bills. Many thanks to Jeanne Martin, our Regional Director, and Secretary, who painstakingly went through our whole membership list and was able to identify each member’s senate and assembly district. Mary Beth then uses this list to contact our members to make legislative visits. As we all know legislators want to hear from their con- stituents. For those members who have gone on leg- islative visits, thank you! If you have not been on a visit, please think about going if Mary Beth contacts you. You will not have to go alone, and will be with an experienced NPA LI member. Although our membership is now over 700, there are still many of your colleagues who do not belong to The NPA. I ask that each of you recruit just one new member. For anyone that is precepting students, informing your student NPs about the benefits of membership should be part of what you are teaching them. The changes in the healthcare landscape are exciting; but we need to have all of the NPs joined together to help facilitate change. Nominations are in for our NP of the Year award. We look forward to honoring our winner at our 30th Anniversary dinner program in the fall. A big thank you to Anne Klassert and her committee, who make this a great event every year. If you serve on a committee, I would like to per- sonally thank you for everything you do to help our chapter be so successful. If you have not volunteered as of yet, please consider working with one of our committees…even a few hours of your time every few months would be very helpful. If you are interested, please email the chair of the committee that interests you, this information is on the web site. COMMuNITy SERvICE HappySpring!CommunityServicehasbeenbusyandourNPALImembershavebeenamaz-inglygenerousthispastwinter.TheFebruaryandMarchMeetingswerededicatedtocollectingitemsforourSoldiers.Membersbroughtinneededitemsandthosewhodidnothavetimetoshopdonatedmoney.CommunityServiceCommitteeMemberswentshoppingwiththe$384.00collectedandwewereabletogetmanymoreneededitems.Wedo-natedtheitemstotheBlueStarMothers,whichisanon-profitgroupofmotherswhohave,orhavehad, children honorably serving in the military.They sent our donations overseas to our troops.Thefollowingisaquotefromtheirletter: “Wewouldliketothankyou&yourorganiza-tionforthecookies,nutsandotheritemsthatyoudonated.Thesewerewonderfulsnacksthatmayremind them of home! SCHOLARSHIPCOMMITTEE ItiswithgreatpleasurethatweannouncedtheSNPScholarshipRecipientsattheAnnualConfer-enceonApril8th.TheywereRuchiSharmaandHarleenBedibothofAdelphiUniversity.AlltheSNPSchoolsonLongIslandwererepresentedinthecandidates thatapplied. It isalwaysa toughdecision for the Scholarship Committee tomakethefinalpick. Most of the candidate’s qualifications werequitesimilar,anditisoftenthestrengthoftheLet-terofIntentthatwasthetie-breaker. TheLetterofIntentwasthefactorthatmadeyoupursuetheSNPtrack.ItisokaytogiveaccoladestoyourPro-fessorsandorSchoolbutthatdoesn’ttellusany-thingaboutyourintent.TheymayhavereinforcedyourdecisiontobeanNPbutwerenotthereasonyouoriginallyhadtakenthatpath.Also,whyyouneed the scholarship is not intent. Everyone canfindaneedtouseextrafunds.AnyofthestudentsthatappliedcanreapplyinthefalliftheyarestillactivelypursuingtheirstudiesasaSNP. Ourlobbyvisitsareofftoagreatstartwiththe spirit of cooperation and assistance frommany of our members! To date we have vis-itedthreelegislatorsamongthemSenatorDeanSkelos, themostpowerfulRepublican legislatorinNewYork!InpastyearsittookmanymonthsofintensecallsandletterstogetanappointmentwithSenatorSkelos,andthisyearitonlytookafewweeks!Thatreallysayssomethingthatsuchan influential legislator iswilling tomeetwithourmembersona timelybasis. Ahuge thankyou to Peg O’Donnell, Susan Smith, and PatSullivan who visited Senator Skelos. The sena-toraskedsomegoodquestions,but theconsen-suswas thathewasnot surewhatNPsdo.HeseemedsurprisedwhenhewastoldNPsallhadprescriptive privileges. Pat Sullivan made verygoodpoints aboutpreventive care andkeepingelderlyoutofthehospitaltherebysavingmoney.PatSullivan(whohasherownbusiness),spokeagooddealabouthomecare,andhowhervis-itssavehealthcaredollars.SusanSmithandPegO’Donnellspokeagooddealaboutprimarycaresavinghealthcaredollars. Pat Bruckenthal and Patricia Hansen vis-itedAssemblymanAndrewRaia.Mr.Raiawasversedonthethreebills.HehadtheNewsdayeditorialwhich supports the repeal ofmanda-torycollaborationonhisdeskandhewassup-portiveofthebills.HisonlyquestionwaswhytheMedical Society of the State of New Yorkwasnotonboard. We talkedaboutperceivedthreats to theirpractice,but in realityhowtheModernizationActwouldnotchangethat.WealsospokeoftheimpactoftheACA,theimpactonprovidingprimarycaretoNewYorkersandhowNP’shave alwaysbeen there to take careof thosewithnoor lower reimbursement. Dr.BruckenthaladvisedtheAssemblymanthatoth-erphysiciangroupssuchastheFamilyPracticeMD’sareinfullsupportofourpracticeandre-mindedhimthatCollaborativePracticeAgree-mentsdonotmeanthatwearesupervised.HewassurprisedthatsomeNP’shavetopayforanMDtoenterintoaCollaborativePracticeAgree-ment.AssemblymanRaiafeltthemidwiveslawsof2010openedthedoorsforus. Itwasaverypositivemeeting. AssemblymanRaiawasquitesurprisedthatNPP’sarenotabletoadmittoinpatientpsychiat-ricfacilities.AspertheValidSignatureBill,As-semblymanRaiawastoldofanexamplewhereanNPcouldnotsigna“sicknote”forapatientthattheNPhadbeenseeingfor5yearsbecausethelanguageinheremploymentpolicyonlyallowedaphysiciantosignhersicknotes. InsummaryAssemblymanRaiasaid”Asfarasthetwocleanupbills(mentalhealthandvalidsignature),Iamrocksolid.”RaiastatedthatheisontheHealthCommitteeandtheNPModernizationActisintheHigherEducationCommittee. TheAssem-blymandidstate“Butifthebillcomesacrossmydesk,Iwillsignit.” Senator LaValle was visited by Linda Au-mock,MarionGolden,SherylNilsen,YvonnePi-neiro,andAlisonAbramsonApril18.Insum-mary,whileSenatorLaVallestatedhesupportedNPs,hewasnotforthcomingwithhisall-outsup-portofourbilltoremovestatutorycollaboration,

GreetingsfellowNPALImembers!Asyoumayallbeaware,thefutureofhealthcarefromanationalperspectivehascertainlygottenitsshareofheadlinesandattentionasthecurrentadministrationlookstoimplementhealthcarereformtoimprovecoverageandaccessofcaretoallcitizens.Tothatend,therehasbeenanincredibleamountofactivityandimportancegiventowhatTheNPAhasbeentryingtoac-complishforovertwodecades……theremovalofartificialbarrierstopractice,namely,removingStatutoryCollaborationforNursePractitionersinNewYorkState.

TheNPAanditslobbyingteamhavebeenextremelybusyputtingtogetherastrategy.InJanuary,theteamcreatednewlanguageforourcurrentlegislativeagenda,paringdownthenumberofbillstothree.Ourmainbill,formerlyknownasthePatientAdvocacyandAccessBillwasrevampedandgivenanewname:TheNursePractitionerModernizationBill.TheothertwopiecesoflegislationaretheGlobalSignatureBillthatwouldmakeexistingbillsproviderneutral,thusallowingNPstosignoffondisabilityforms,andothersuchformswhereitstipulates“PhysicianSignature”andtheMentalHealthbillthatwouldallowPsychiatricNPs (NPP) tobeable tovoluntarilyor involuntarilyadmitpatients to inpatientpsychiatricunitsbasedontheirclinicaljudgment.InFebruaryandMarch,theGovernmentalAffairsteamkeptaneyeontheCapitol,waitingforanopportunitytobeginlobbyingthelegislatorsasmostoftheirtimewasconsumedwiththeNYSbudgetprocess.Asyouallknow,forthefirsttimeinmanyyears,theStatebudgetwaspassedONTIMEbyMarch31,2011.Afterthat,ithasbeenfullspeedahead.

OurlocalgrassrootseffortshavebeenmobilizedstatewideandnursepractitionersthroughoutNYShavebeencallingontheirlocallegislatorstodiscussourlegislativeagendawiththem.TheNPALIhasbeennoexception.WithgreatthankstoDr.MaryBethKoslop-Petraco,ourGrassrootsCoordinatorandLegisla-tiveAffairsChair,andaPegO’Donnell,ourPublicRelationsChair,wehaveputtogetherastrategythathaspairedupourNPALImemberswiththeirlocalSenatorsandAssemblypersonsforlocallobbyvisits.Thankyoutoallwhohavesogenerouslygivenupyourtimeandhavealreadymadethesevisits.Thereisnothingmorepowerfulthanhavingaconstituentdiscussanissuewithhis/herlegislator.Everyvotecountsandtheyarecountingonourvotessomakeyourvoicesheard.Ifyouhaven’tmadeavisit,pleaseconsiderdoingsoifaskedbyourLegislativeAffairsteam.

Fromapublicitypointofview,TheNPAhasbeenmakingappearancesacrossNYState.SeveralTVin-terviewshavebeengivenbyTheNPAleadershipandmembersalike.ArecentsevenminuteinterviewbySethGordon,President&CEONPAwasairedinAprilonCapitolTonight,amajornewsprogramintheAlbanyregion.TherehavealsobeennewspiecesintheAlbanyTimesUnionandNewsday.TheseopportunitieshavebeenmadepossiblebyourLegacyFunddollarsatwork.TheNPALIhasbeenverygenerousindonatingtothisfundandithasbeenabletodosobecauseofhowactiveandvibrantourchapterhasbeen.I’dliketothankallofyouwhocontinuetosupporttheNPALIthroughyourcontinuedmembershipandyourparticipationinourmonthlyevents.YouarethelifebloodofthisorganizationandyourcontinuedsupportwillhelpfurtherTheNPAinitsgoalstolimitbarrierstoNPpractice.
