IMMIGRATION REFORM Comprehensive immigration law passes committee SALT LAKE CITY (AP) _ A Senate committee has passed a comprehensive immigration reform bill while holding a separate enforcement bill. Republican Sen. Curt Bramble of Provo says Senate Bill 288 incorporates enforcement provisions and a guest worker program into one bill to ensure the laws coordinate. The bill removes the more stringent enforcement provisions associated with an immigration law passed in Arizona last year. Bramble says the bill, which passed the Senate Revnue and Taxation Committee 7-1 Tuesday, works better for Utah. While it still punishes illegal immigrants who break the law, it offers an avenue for people already in the state illegally to remain with their families as workers. Prior to passing Bramble's bill, the committee held a House bill focused on punishing employers who use illegal immigrants. ABORTION BILLS-UTAH Utah House committee passes 3 anti-abortion bills SALT LAKE CITY (AP) _ A Utah House committee has passed three anti-abortion bills that critics say unfairly target women and doctors who perform abortions. Republican Rep. Carl Wimmer of Herriman, the sponsor of all three bills, says his primary goal is to ensure doctors who object to abortions are not punished and clinics are following the law. House Bill 171 would require clinic inspections twice a year, instead of the current state policy that inspects them every two or three years or when they receive a complaint. The other two bills would exempt the state from using federal funds for abortions and allow a doctor to refuse to conduct an abortion without fear of discipline. The three bills now move to the House floor for debate. NATIONAL PARKS-DRILLING Lawyer: Fake Utah drilling bids were `sabotage' SALT LAKE CITY (AP) _ A prosecutor is telling jurors in Salt Lake City that a man must be punished for the "sabotage" he committed by placing fake bids on federal oil and gas drilling leases to run up the prices. In opening statements Tuesday, Assistant U.S. Attorney Scott Romney said Tim DeChristopher's trial isn't about "Big Oil" or the Bureau of Land Management policies that prompted the 29-year-old's civil disobedience. Romney says DeChristopher knowingly placed millions of dollars in bids at the 2008 auction without any intention of paying. Defense lawyers are waiting to make their opening statements in the case that's become a cause celebre among Hollywood stars and environmentalists. DeChristopher pleaded not guilty to interfering with and making false representations at a government auction. He faces up to 10 years in prison and $750,000 in fines if he's convicted. WILDERNESS RULES-CONGRESS Western Republicans decry Obama wilderness policy WASHINGTON (AP) _ Republican governors and members of Congress are vowing to fight an Obama administration plan to make millions of acres of undeveloped land in the West eligible for federal wilderness protection. The GOP officials say the plan would circumvent Congress's authority and could be used to declare a vast swath of public land off-limits to oil-and-gas drilling. Rep. Denny Rehberg of Montana said the policy threatens the economy in rural Western states. He accused the Obama administration of waging a "war on the West."

Phelps says Kilmer didn't have custody of the child, and had been in Florida before heading to a relative's home in Utah. The girl is due to be returned to her father, and Kilmer is expected to be returned in custody to Pennsylvania to face charges. TRUANCY LAW-PROVO Provo truancy law dies amid home school outcry PROVO, Utah (AP) _ A Utah city mayor is withdrawing his request for a tough new truancy ordinance after home-schooling parents complained that it would make their children outlaws. The Daily Herald of Provo reported Tuesday that Mayor John Curtis pulled the idea before the Municipal Council got a chance to review it. Home-schooling proponents and others had planned a public protest of the Provo Gang Task Force recommendation. It would tag truant students with a misdemeanor ticket that would involve parents and the court system to resolve. Councilman Sterling Beck says a parent might have been cited for having his or her own children at work during school hours, or unaccompanied children could be ticketed in a doctor's office. Opponent Tana Arnoldsen says home-schooled children would feel like they were under house arrest. FOUR-DAY-WORKWEEK Utah House passes bill requiring 5-day workweek SALT LAKE CITY (AP) _ The Utah House has passed a bill requiring state agencies to keep office hours five days a week. Republican Rep. Mike Noel of Kanab says his House Bill 328 wouldn't eliminate the four-day workweek for most state employees. But he says the bill would require state agencies to be open at least five days a week, nine hours a day. Agencies would be given flexibility to open earlier or close later and to juggle employee schedules. Noel says when agencies close on Fridays it reduces access to government for residents and hurts businesses. Republican Rep. Jim Nielson of Bountiful says the executive branch, not the Legislature, has the power to determine rules for state agencies and employees. The bill now goes to the state Senate. TOW TRUCK LAW Utah bill would let wreckers act without police SALT LAKE CITY (AP) _ Tow truck operators won't need police permission to tow vehicles off Utah interstate highways and could seize property to cover towing costs under a bill passed by the state Legislature. Republican Sen. Peter Knudson of Brigham City says House Bill 81 will help wrecking companies recover costs from recovered vehicles that owners don't claim. The measure now goes to Gov. Gary Herbert for signature. Knudson says wrecking companies could hold property found with the vehicle until the towing costs are paid. The law is modeled on regulations for storage companies, which can hold property if rent isn't paid.

DAINES--Dr. Richard F.,60, passed away unexpectedly February 26th. He was Commissioner of Health for New York State from 2007-2010. He was deeply loved by his family and will be sorely missed. Dr. Daines was born February 17, 1951 to Newel and Jean Daines in Preston, Idaho, and grew up in Logan, UT. He served an LDS mission in Bolivia from 1970-72. He received a B.A. from Utah State University in 1974, and an M.D. from Cornell University in 1978. Dr. Daines and Linda, his wife of 36 years, made their home in New York City and Dutchess County, NY. Dr. Daines worked tirelessly to improve the health and happiness of his patients and all New Yorkers. His devotion to his work was exceeded only by his devotion to his family. Dr. Daines is survived by his wife, Linda, children William, Katherine, and Andrew, grandson Charles Richard, parents, and siblings Pamela, George, Janet, and Peter. A viewing will take place on March 1st from 6-8pm at Frank E. Campbell Funeral Home, 1076 Madison Avenue, New York, NY. The funeral service will be held at 11am on March 2nd at the Church of Jesus Christ of Latter-day Saints, 217 East 87th Street, New York, NY. Dr. Daines will be laid to rest at Logan City Cemetery in Logan, Utah on March 3rd. In lieu of flowers, the family kindly requests that contributions be made in his memory to the following charities: Weill Cornell Medical College (www.med.cornell.edu), the Leonard J.
