MESSAGE It seems that just yesterday, Putch Puyat and I were discussing the best ways to help improve

Philippine thoroughbred racing and breeding, and after much study and research, we came up with the concept of the MARHO Breeders’ Cup program.

The program’s aim was to bring racing and breeding closer to international standards. Its

objectives were to provide incentives for local breeders to improve bloodstock in the country, and for racehorse owners to bring up their runners to championship standards.

FourteenyearshavepassedsincethefirstMARHOBreeders’Cupeventwasheldin1996atthe

old Santa Ana Park in Makati City. It was a simple, low-key affair. But we of the MARHO vowed to sustain it so that its long-term goals would be met.

Today,IamgratifiedtoseehowwelltheMARHO’svisionforanincentiveprogramhassuc-

ceeded. The MARHO Breeders’ Cup is now an annual tradition eagerly awaited by participants and aficionados.ThankstotheleadershipofMARHOthroughtheyears,whichhasnotwaveredfromthispath, the program is stronger than ever, offering bigger prizes. Its prestige is now such that a MARHO Breeders’ Cup trophy is one of the most coveted by breeders and owners.

Allthis,though,isicingonthecake.ForthetrulysignificantresultsoftheMBCprogramare

intangible. Among them, the discernable improvement in track times, showing an improvement in the quality of local-bred runners; the camaraderie that ensues as MARHO members and directors work together to stage the event, and fellow horseowners rally round to support as best they can; the enjoy-ment that racing fans derive from watching the championship races.

To all who have supported the MARHO Breeders’ Cup through the years, please accept the

deep and sincere thanks of MARHO directors and members. We welcome everyone to this year’s staging, made even more memorable by this being MAR-

HO’s 35th anniversary year. Together, let us celebrate milestones, accomplishments, fellowship, and the horses that have brought us all together here, for one week of friendly competition, as we set our sights ever higher.

Once more, it is time for the eagerly anticipated MARHO Breeders’ Cup Racing Festival, all the more memorable this year for coinciding with MARHO’s Jade Anniversary celebration.

Knowing that the objectives of the MARHO Breeders’ Cup are noble and worthy, with the

best interests of the Philippine thoroughbred industry at heart, MARHO directors and members have always made an effort to hold this event that is much-awaited by participants and racing fans alike.

In the face of industry challenges, and concerns of greater national impact such as the re-

cent devastating typhoons, MARHO has forged ahead with its commitment to its members and the thoroughbred community in general to stage what is still the prestigious horseracing festival on the calendar.

As a long-time thoroughbred breeder and horse racing enthusiast, I look forward to the annual Metropolitan Association of Race Horse Owners (MARHO) Breeders’ Cup Championships.

The MARHO Breeders’ Cup is more than just a horse race – it has become a tradition and one of the Philippines’ premier horseracing events, drawing elite local-bred competitors such as Don Enrico, Shining Fame, and defending champion Es Twenty Six in the San Miguel Beer Classic event, and proven performers such as Heaven Sent and EJ’s Magic in the other races.

Withatoughfieldofhorsesandsomanydeservingentries,thisyear’sMARHOBreeders’ Cup Championships is certain to be exciting as ever, allowing us to admire the compelling nature of the sport and the beauty of the country’s top racing champions and thoroughbreds. This event is all the more special since it is held during MARHO’s 35th anniversary year.

MESSAGE The Philippine Racing Club, Incorporated takes pride in hosting this year’s MARHO Jade Breeders’ Cup Racing Festival on November 24 – 29, 2009 which marks the debut running of the horse racing industry’s biggest event in the new Santa Ana Park Naic racecourse. THE PACE AFTER35 YEARS

How It Began Sometime in the early 1970s, a

group of dedicated horsemen encoun-tered problems in sourcing a consis-tent supply of oats for their racehorses. Bound by a common need, together they sought a solution to their dilemma. Their attempt at cooperation worked so well that they decided to extend the process further to establish in 1974 the first horseowners’ organization in thecountry - the Metropolitan Association of Race Horse Owners (MARHO).

The founding members were Eduardo Cojuangco Jr., Antonio Ara-neta, Macario Asistio, Angel Castano, Jose Cojuangco Jr., Pedro Cojuangco, Elias Coscolluela, Emilio Espinosa, As-terio Favis, Eric Moreno, Jose Revilla, Isidro Rodriguez, Constante Rubio, Samuel Sharuff, and Conrado Trini-dad. The relative success of their initial venture encouraged them to undertake other projects with the objective of ben-efitingtheindustryasawhole.

One of MARHO’s first efforts asa group involved inviting from other countries a professional farrier and large-animal veterinarians to dissemi-nate their knowledge to local industry members.

Creation of the PhilippineRacing Commission

Inspired by these undertakings, the then-president of MARHO, Amb. Eduardo “Danding” Cojuangco Jr., and some other notable MARHO stalwarts pushed for the creation of a specialized government agency that would oversee the growing sport of horseracing. They believed that nothing less would secure

the trust of the racing public and speed up the process of improvement needed to make the country at par with the rest of the racing world.

Thus the Philippine Racing Com-mission (Philracom) was created in March 1974 under Presidential Decree No. 420. One of the reasons it was es-tablished was to ensure the clean, fair, and unbiased operation of racing and to raise the standards of the sport to in-ternational levels.

To acknowledge MARHO’s tremen-dous role in the creation of the Phil-

racom,Cojuangcowas named its firstChairman, while MARHO members Favis, Alfonso Lacson, and Federico Moreno were appointed Commission-ers.

Atfirst, the lawprovided that onlyMARHO recommendees would be qualified for appointment to thePhil-racom. In 1991, the law was amended to allow representation from all other sectors of the industry.

Upon his appointment to the Phil-racom, Amb. Cojuangco passed on the presidency of the MARHO to Antonio Araneta, himself a noted sportsman. After Araneta’s stint of service, Justice Federico Moreno took over the reins. His dynamic leadership revitalized the association, which spearheaded such projects as the giving of annual awards and recognition to champion horses, jockeys, and trainers, among others.

STILL SETTING THE PACE AFTER

35 YEARS

Moreno and the rest of MARHO also pushed for the reduction of horseracing taxes, a move which resulted in the en-actment of Exec. Order No. 194, which in 1988 restructured the level of betting duties.

In 1989, then-President Corazon Aquino reappointed Moreno to the Philracom. The leadership of MARHO fell to an equally dedicated horseowner and breeder – Aristeo “Putch” Puyat, who steadfastly steered MARHO through the group’s turbulent years.

Among his many accomplishments, Puyat was instrumental in bringing to-gether warring horseowners’ factions, ushering in a new era of harmony and cooperation among horseowners’ groups that led to a resurgence of spirit and vitality to the sport.

The Beginnings of the MARHO Breeders’ Cup Program

In1996,Puyat,alongwitheminentbreeder and fellow MARHO leader Leonardo “Sandy” Javier Jr., estab-lished the annual MARHO Breeders’ Cup (MBC) program. From a low-key racing event, it has grown into a yearly extravaganza that brings together the best horses in the land to compete for track supremacy and rich purses. It is inarguably the most prestigious an-nualeventinracing,andisnowfirmlyentrenched as a respected racing tradi-tion.

In addition, the MARHO Breeders’ Cup has gained so much popularity among racing fans that it is the most awaited festival of the year. The 2004 edition broke all sales records when it was held at the Santa Ana Park.

Puyat also spearheaded the running of the First MARHO Founders’ Cup fes-tival in 2004, on the association’s 30th Anniversary. Dubbed the Pearl Stakes, it was warmly received by all in the in-dustry and promises to be the start of another revered tradition.

In 2005, Puyat stepped down from the presidency and passed the baton to Atty. Benhur C. Abalos, then a con-gressman. Though a virtual newcomer to the sport, Abalos has shown his ded-ication to the sport and industry he has embraced with so much enthusiasm.

Meeting Industry Challenges Head-On

Abalos arranged the 2005 edition of the MBC, which was the tenth anniver-sary of the event. “A Decade of Cham-pions” was the theme for that year, in celebration of ten glorious years of producing champions and rewarding excellence in the sport.

He also took charge of the 2006,2007, and 2008 MARHO activities, including the MARHO Founders’ Cup and MARHO Breeders’ Cup.

Abalos juggles his duties as Manda-luyong City mayor and MARHO presi-dent, among other roles, while still findingtimefromhisbusyscheduletoguide the group’s projects and give his advice on industry concerns.

In 2005, Abalos, backed by fellow MARHO directors and members and other horseowners’ groups, galvanized the industry into taking action on the illegal bookie problem. This was done with the cooperation of the two racing clubs – Manila Jockey Club and Phil-ippine Racing Club - which removed

for a time the Daily Double wagering event in the hopes of curtailing bookie activities. The campaign continued un-til 2006,withAbalos coordinating in-creased police and legal action against bookies.

Early last year, MARHO again showed concern for the industry by be-ing in the forefront of the campaign for change in the leadership of the Philra-com. Abalos, MARHO executive vice-president Eric Tagle, other MARHO di-rectors and members, and independent horseowners and those affiliated withthe other groups – Philippine Thor-oughbred Owners’ and Breeders’ Or-ganization, Klub Don Juan de Manila, and Samahan ng Horseowners ng Pili-pinas - rallied together in a rare show of force that proved to all that there is strength in unity. Working as one, they succeeded in achieving their common objective.

Currently, MARHO is working to-wards getting support for the racing taxes reduction bill, spearheaded by MARHO director Cong. Amado S. Bag-atsing. The bill has passed the Lower House and needs Senate backing for it to be implemented as a reality that will contribute to the further growth of the industry and the sport.

MARHO looks forward to more years as a vibrant, active organi-zation that promotes thorough-bred horseracing and breeding and places its interests – that of the greater good of the commu-nity – foremost.

DON Enrico’s loss and Blue Arch’s win summed up the drama that un-

folded during the action-filled 2008 running of the MARHO Breeders’ Cup Championships at the Santa Ana Park in Maka-ti last 23 November 2008.

Heavily favored to rule the Santa Ana Park - MBC Colt Mile, Don Enrico ran into a razor-sharp Shining Fame in a shocking setback, while Blue Arch likewise dropped the upset axe in the Andok’s – MBC Filly Mile at the ex-pense of Love Story.

All told, last year’s MBC hostilities resulted into a merry-mix of fortunes among the country’s local-bred run-ners.

the Philracom – MBC Juvenile Colts, and Heaven Sent topped the Philracom - MBC Juvenile Fillies to round out vic-tors in the six championships.

In the accompanying mainers, Ibar-ra made an emphatic return by snar-ing the Philippine Racing Commis-sion-sponsored Eduardo Cojuangco Jr. Cup, while Queen of Queens captured the Philippine Charity Sweepstakes Of-fice SpecialMaiden Race to completethe battles in the day-long affair which ended up the way it has always been – a huge success.

Don Enrico sped ahead when the gates opened with Shining Fame in tow, turning the event into a two-horse affair and relegating Tabako and Royal Fair to non-factors.

The son of Wind Blown out of Ka-yumanggi showed the way up to the far turn but started to tire, prompting John Alvin Guce to rouse him up by using the stick. In came Shining Fame with Jesse Guce on the saddle, whizzing past the outstanding pick and kicking away to prevail by three lengths.

Both horse had strutted into the Colt Mile each holding a leg win in the Triple Crown, with Don Enrico bagging the second leg and Shining Fame the third.

THE best producer of great sires of the 20th century was Plucky Liege, a daughter of Ep-

som Derby winner Spearmint out of Concertina, by St. Si-mon.

Bred in England by Lord Michel-ham in 1912, Plucky Liege made her firstracecourseappearanceatthe1914Epsom Derby meeting and, still un-named,ranfifthbehindthegreatfoun-dation mare Lady Josephine (dam of Mumtaz Mahal and Lady Juror) in the AcornStakesatfivefurlongs.

Unplaced again in the British Do-minion Two-year-Old Plate a month later, she won her maiden victory in the five-furlongnurseryhandicapatNew-market in September under the name Lucky Liege. She won a similar event two weeks later under the same name..

World War I had begun in earnest by then, however, and the courageous defenders of the Belgian town Liege had won British hearts, so Lord Michelham renamedhisfillyPluckyLiegeintheirhonor. A few weeks later, she won the Great Sapling Plate, the equivalent of a modern minor stakes race, by a head from the high-class colt Volta, and she completed her juvenile season with an-other victory in a minor event.

Her record of four wins in six starts earned Plucky Liege third highest weight of 117pounds amongfillies in the 1914Free Handicap, behind only champion filly Silver Tag and Lady Josephine.Plucky Liege raced seven times at three, but she may well have developed her own

ideas about the game and did not win. However, she did run a very good third, beaten a length by 1914 champion juve-nilecoltFriarMarcus inherfinalstart,but was then sold to American expatri-ate Jefferson Davis Cohn as a broodmare prospect and exported to France.

Six stakes winners

In a long and glorious stud career, Plucky Liege produced 12 foals, six of them stakes winners, headed by clas-sic winners *Sir Gallahad III and Bois Roussel. In addition, her top-class son Admiral Drake won the 1934 Grand Prix de Paris, then a more prestigious race than either the Prix du Jockey Club (French Derby) or the Prix de l’Arc de Triomphe.

Sir Gallahad III and his stakes-win-ning full brother Bull Dog both led the American general and broodmare sire lists and established powerful male lines. Admiral Drake twice ranked second on the French general sire list

and led the French broodmare sire list twice. Bois Roussel likewise was twice second on the English general sire list and led the English broodmare sire list on two occasions. Plucky Liege’s sons topped general or broodmare sire lists in England, France, or the United States 24 times, a total unmatched by any other 20th century broodmare.

Thought the achievements of Plucky Liege’s sons have been well documented, the contributions of her daughters have been largely neglected. Her 1921 daugh-ter Noor Jahan by Teddy is the fourth damof 1963PrixduJockeyClubwin-ner Sanctus and stands at the head of a thriving family. Plucky Liege’s fourth generation tail-female descendant Ce-quillo, however, may well be on her waytobecomingalmostassignificantafactor in 21st century pedigrees as was Plucky Liege in the 20th century.

In foal to the great French racehorse and sire Saran-daple, she was imported into the United States. Marguerite de Valois is also the 4thdamofRomanBrother,1965Horseof the Year.

MargueritedeValois’1936daughterby Man O’ War, Hostility, was a high-class filly who won the Acorn Stakes,ran second in the Coaching Club Amer-ican Oaks and Gazelle Handicap, and finishedthirdintheAlabamaStakes.

Hostility in turn produced 1951 Black Helen Handicap winner An-tagonism, by Eight Thirty, dam of the good Phipps runner Fool’s Play, by Tom Fool.. Antagonism’s half-sister by *Mahmoud, Boldness, won a maiden race and it was sold out of the Phipps Stud. Her third foal was Cequillo, who was bred by Charlton Clay and foaled at his Marchmont Farm near Paris, Ken-tucky, on2April 1956.Cequillo camefrom the fifth Kentucky-sired cropof *Princequillo, winner of the 1943 Jockey Club Gold Cup and Saratoga Cup and generally rated the second-best American three-year-old (behind Triple Crown winner Count Fleet) that season.

Consigned to the 1957 Keeneland July Sale, Cequillo was listed as pur-chased for $10,000 by Olin Gentry. But John Nerud, former president and general manager of Tartan Farms, said that was only part of the story.

“Gene Mori and Jimmy Jones went down to Keeneland, and let’s just say they got a little carried away and bought seven horses,” Nerud remembered. “And then Mori couldn’t pay for them. Mr. Mcknight agreed to buy all seven of them and one of them was Cequillo.”

Cequillo was sent to trainer John W.. Sceusa, and she appears to have been regarded early in her career as a betterfillythanherrecord–notevenclose to a victory in eight starts - might indicate. Cequillo continued to be a me-diocre racehorse until McKnight gave up on her a racemare. Nerud said that the mare’s race record could be partly excused because of a training accident. “She walked with a limp all of her life,” Nerud said. “She was a beautiful mare, not gross but quite a large mare. She and My Dear Girl (dam of In Reality) werealotalike.Theywerebothrefinedand feminine, but they were big mares. She was very correct.”

Splendid mare

Cequillo’s third foal was the Correla-tionfillyGrandSplendor,whoshowedherbestformonturf,winningthe1965Pageant Handicap at the Atlantic City race course. Trained by Nerud, Grand Splendorwon6of35 starts from two

to four and retired to Tartan with earn-ingsof$44,684.

Grand Splendor is largely respon-sible for the current high profile ofCequillo’s family. Her daughters Kil-laloe, by Dr. Fager and Gonfalon by Francis S. have more than made up for its worth. Killaloe was never quite good enough to win a stakes, Nerud said, “but when a mare is sound and can run often and has good skeleton, you go ahead and breed them. They are hard-hitting mares and you can breed from them. Sometimes they are a lot better broodmares than the top-quality stakes mares. Sometimes those mares are too masculine.”

Killaloe has been a rare broodmare, producing five stakes winners amongher 11 foals. Certainly her best was her second foal, the brilliant Fappiano, a son of Mr. Prospector, who stood his initial seasons at Savin Farm in Flori-da.

Mr. Prospector, and that was Killaloe,” Nerud said. “It was late in the year and he was the best horse down there. Har-tigan (Tartan Farms manager) called up the farm, and they said they would not take her because they did not want any late-May foals. So I had to call up Butch Savin and told him ‘Are you crazy? I’m trying to pay you $7,500 and you won’t takeit?’Hefinallysaidokay,andthat’swhy we got Fappiano.” Fappiano was foaled 19 May 1977.

Trained by Nerud’s son Jan, Fappi-ano won all his four starts at two, which was climaxed by a track-record 1:08 3/5 scorcher in the 1979 Morven Stakes at the Meadowlands. Fappiano grew too fast early in his three-year-old season, Nerud said, but nonetheless won the Discovery Handicap (G3) at 1 1/8 miles late that year. Nerud had always wanted to win the Metropolitan Handicap (G1) with the colt “because I knew it would make him,” and the colt duly obliged with a brilliant 2 ¾ length victory in the 1981 Met Mile over Irish Tower.

Champion in his first crop

Retired to Tartan in 1982, Fappiano made an equally brilliant start at stud, siring 1985 champion two-year-old Tassoinhisfirstcrop.Fappiano’ssec-ond crop included one of 1987’s best three-year-olds, Cryptoclearance, win-ner of four Grade 1 races and $3.3 mil-lion.

Fappiano’s son Unbridled was the best three-year-old in 1990, when he won the Kentucky Derby (G1) and Breeder’s Cup Classic (G1). Unbridled stood at Claiborne Farms and is the sire of numerous classic winners, among them Grindstone, Red Bullet, Empire Maker and Unbridled’s Song. Fappia-no’s offspring also included champion Rubiano and top-class runners Quiet

American, Defensive Play, Tappiano, and Grand Canyon.

In an all-too-brief career at stud, Fappiano sired 48 stakes winners from 420 foals (11%) and ranked in the top fiveU.S. sires on three occasions.Hismale line is now well-established as the most classics-oriented branch of the Mr. Prospector male line.

Killaloe’s first foal, stakes winnerJedina (by What a Pleasure) produced the G1 winning Alydar filly ClabberGirl, winner of $1,006,261.. Jedina isalso grand dam of 1998 Kentucky Oaks (G1) winner Keeper Hill, by Deputy Minister, and the good sprinter Golden Gear by Gulch.

Killaloe’s winning daughter Bought Twice by In Reality is responsible for the family’s most recent star in Com-mendable by Gone West. Commend-able scored a stunning upset in the 2000 Belmont Stakes (G1) on June 10.

Killaloe’s half sister Gonfalon, by Francis S., won only a maiden race on the grass from 14 starts, but she be-came a high quality broodmare. Her fourth foal, Ogygian by Damascus, was one of the best two-year-olds of 1985, scoring a dominating victory in the Fu-turity Stakes (G1). As a three-year-old, Ogygian added G1 wins in the Jerome Handicap and Dwyer Stakes before re-tiring to stud. An inconsistent stallion, Ogygian sired 21 stakes winners from seven crops before his export to Japan in 1995.

Gonfalon’s unraced daughter by Al Nasr (Fr), Fair to All, is the dam of promising stallion Honour and Glo-rywhowon6 of 17 starts and earned$1,202,942 for owner Michael Tabor.

but was a much more effective brood-mare. Quiet Charm’s daughter by Dr. Fager, Demure, produced the talented Fappiano colt Quiet American, who is inbred 3x2 to Dr. Fager and 4x3 to Cequillo. Winner of the 1990 NYRA

Handicap (G1), Quiet American has sired 1998 Kentucky Derby (G1) and Preakness Stakes (G1) winner and champion three-year-old Real Quiet and 1997 champion older mare Hidden Lake among his 16 stakes winners from190 foals aged three and older (8%).

Key to a Dynasty“Aspidistra (dam of

Dr. Fager and Ta Wee and fourth dam of Un-bridled) was a hard mare to be around,” Nerud remembered. “She was kind of chicken, afraid of everybody for some reason. John Hartigan used to say ‘You’ve got one mare that’s lame (Cequillo) and the other is chicken. You ought to get rid of both of them.’

“I said I’ll get rid of them when you show me a better mare to buy. Turns out they were the key to the whole thing.”

TheedificethatNerudbuiltatTar-tan on the foundation of Cequillo and Aspidistra was one of the sturdiest and most important private breeding oper-ations of the last half of the 20th centu-ry. Tartan bloodlines produced Racing

Hall of Fame members Dr. Fager and Ta Wee, classic winner and good sire Codex, and champion Cozzene which carried the blood of either Aspidistra of Cequillo or both.

Cequillo’s produce record is in some ways more remarkable than Aspidis-tra’s. In 23 covering seasons, Cequillo produced 20 foals, 19 of which lived. Eighteen of those 19 started, and 14 were winners, four of stakes events. Many of her daughters were almost as prolificas producers, making Cequillo’s family much more numerous today than that of her Tartan paddock mate Aspidistra.

Like the vast majority of mares in the Foundation Mares series, Cequillo was truly bred for the job. Her sire *Prince-quillo was the best broodmare sire of the second half of the 20th century, and her maternal grandsire *Mahmoud led the broodmare sire list in 1957 and sired the foundation mare Grey Flight. Furthermore, her fourth dam, Plucky Liege, was one of the greatest brood-mares ever tracing to the great “Agnes” family of broodmares.

Although very stoutly bred (by a win-ner of the two-mile Grand Prix de Paris out of a mare by 2½ mile Ascot Gold Cup winner St. Simon), Plucky Liege was a sprinter, and a very good one. She passed that priceless speed down to grateful generations of American Thoroughbreds through her acclaimed sons *Sir Gallahad and *Bull Dog.

Through Cequillo, those same priceless genes have been preserved in female line for the 21st century.

THIS year’s Phil-racom-MBC Juvenile Fillies contest could be any-body’s affair.

Without the controversial Azcarraga in the roster, who is island –born and thus ineligible, expect the entries to crowd each other out for the top plum.

Also handled by Guce, Gastambide bravely fought a game longshot Lako-ta Creek down the stretch to salvage the win.

HER stock boosted by a two-leg win in this year’s Triple Crown se-

ries, Heaven Sent is setting out as the horse to beat in the Filly Mile of the MARHO Jade Breeders’ Cup 35th anniver-sary racing festival.

The distance – 1,600 meters – isjust fine for thefleet-footed grey gal-loper who has proven she can last any route against any rival around.

Though Heaven Sent suffered a heartbreaking loss in her last outing in the Philracom Sampaguita Stakes, she appears to have this race in the bag.

The daughter of Heza Gone West will be battling Nuclear Power, Blue Ocean, and Sutter Dee Night in the P900,000 race and it looks like no one among them can match her terrificburst from the gates.

“Basta maka pwesto lang kami agad nang maganda, malaki ang tsansa (As long as we get a nice jump in the early going we have a big chance of winning),” said jockey Rodeo Fernandez , who will be back to steer Heaven Sent.

Despite being pressed early on by Thoti’s Best, Carriedo proved tough, getting into higher gear as they round-ed the last turn and powered home to a three-length win.

In the 1,800-meter Sampaguita Stakes, Heaven Sent looked every inch the winner when she led from the out-set but in the waning strides, she was caught by the outside-rushing Trea-sured Ack.

As for her stiffest rival, Nuclear Power could be it. The daughter of the

great Wind Blown outclassed Heaven Sent during their juvenile days but the latter has improved steadily, now showing better speed and staying power. Nuclear Power landed second to Heaven Sent in the Triple Crown thirdlegandwaslast-placedatfifthinthe Sampaguita Stakes.

Heaven Sent, bred by Jose Mari Franco, is among the returning cham-pions in this year’s MBC event. She topped the 2008 Juvenile Fillies with-out Nuclear Power to contend with.

“Sana suwertehin uli at maging Marho champion uli siya (I hope she emerges a MARHO champion again),” added Fernandez.

Blue Ocean and Sutter Dee Night are the outside shots in the cast and will be both looking for upsets which abound in the annual racing spectacle.

DON ENRICO suffered perhaps his bitterest career loss during the

MARHO Breeders’ Cup Cham-pionships last year in the Santa Ana Park-MBC Colt Mile, out-kicked by a rival in one of the biggest reversals that rocked the racefest.

Now, it’s time to get payback for the past as the most prominent offspring of former local track king Wind Blown comes back to reclaim lost glory.

And that would be accomplished if he wins the P1.8-million Classic, the main event of the MARHO Jade an-niversary racing extravaganza of the country’s foremost horseracing group on 29 November at the New Santa Ana Park in Naic, Cavite.

Don Enrico is parading as the heavy pre-race favorite in the 2,000-meter event after stamping himself as this season’s hottest local galloper.

He’s not only on a roll, having won three of his last races as of presstime, but he’s also in hot pursuit of the 2009 Horse of the Year award, a coveted honor that will be his if he succeeds in his remaining stints for the year, one of them the San Miguel Beer - MBC Clas-sic.

Battling Don Enrico are Shining Fame, Es Twenty Six, Sword O’War, Ididitmyway, Gypsy Grey, Scud Mis-sile, and Tigerwould.

Don Enrico will be setting his sights mainly on Shining Fame, his tormen-tor in last year’s Colt Mile, and another arch nemesis, Es Twenty Six, winner of last year’s Classic. The trio each won a

leg in the 2008 Triple Crown, but the latter has raised the ante of her prow-ess a notch higher and is now consid-ered the best among them.

Don Enrico’s sterling campaign this year got off to a blazing start when he upset 2008 Presidential Gold Cup champion Ibarra in the 14th First Gen-tleman Silver Cup. It was one jaw-drop-ping win that elicited oohs and ahhs from local fans as he chased Ibarra throughout and persevered. He nipped the long-striding galloper at the wire and has since bolstered his reputation as the hottest galloper this year.

The pride of the Uy Wi Stable has yet to lose against Shining Fame this year. In fact, in the Yellow Topaz I Stakes recently over 1,500 meters, Don En-ricofinishedofftheopposition,amongthem Shining Fame and Es Twenty Six, with one superb move off the gates.

Star jockey Fernando Raquel Jr. sent the Herma Farms-bred colt right to the front, giving no time for the rest to put up a decent challenge, and prevailed pulling away. Shining Fame arrived a far, far second, with Es Twenty Six coming in third. Before that, Don En-rico had also swamped Shining Fame in the Sapphire Stakes.

“Kung ganun pa rin katindi ang kundisyon niya, mahihirapan sila (If he maintains his sharp condition, they’ll have a hard time beating him),” said Raquel, noting Don Enrico still has ample room for improvement.

“It’s a landmark day for the racing industry.”

This was the comment of Palawan Rep. Abraham Mitra last May 2009 when the House of Representatives Ways and Means and Games and Amusements Committees approved House Bill 4176 that heauthored.

The law rationalizes direct taxes on exotic bets which at present make Philippine horseracing, taxed at 20%, among the highest-taxed even among its counterparts abroad. With other deductions such as those for track take and prize money, the total tax rate for exotic bets soars to about 35%.

Exotic bets include the Winner-Take-All, Pick 6, Pick 5, superfecta,supersix, pentafecta, quartet, and triple trifecta. Direct taxes on these are the documentary stamp tax at 10% and the tax on winnings at 10%.

Cong. Mitra’s bill, incorporating policy suggestions from the Philippine Racing Commission, will cut the taxes on exotic bets by half to mirror the present tax rate on special bets - daily double, forecast, double quinella, trifecta, daily double plus one, extra double, and win - which are taxed 5% for DST and 4% for tax on winnings.

In his presentation before the two House committees, Philracom chairman lawyer Jose Ferdinand Rojas II pointed out that every time taxes on racing were reduced, industry gross sales and government revenue increased. “When Executive Order 194 was passed in 1987,” said Rojas, “reducing direct taxes on special bets, gross sales reached a billion pesos for the first time the following year. He added that paradoxically, when taxes are increased, revenues plunged. This occurred several times - when Presidential Decree 1947 increased the DST to 10%; in 1984 when PD 1959 doubled the DST to 20%, causing racing operations to cease for a time due to the prohibitive tax burden; and in 1993 whenRepublicAct7660increasedtheDST from 5% to 10% on special bets.

The bill still has to undergo the scrutiny of the Senate before it passes into law. Cong. Bagatsing, a long-time member of MARHO, has appealed to his fellow MARHO directors and industry stakeholders for support of this bill “whichwillbenefit theentire industryand boost revenue, something we need in this time of declining sales.”

MARHO president Mayor Benhur Abalos plans to seek an audience with a senator from the Ways and Means Committee, along with representatives from the different racing industry sectors. “We need a personal meeting,” he said, “to explain to the Senate how important this bill is to the industry andwhatit’simpactandbenefitswill.”

2. The maximum number of entries for each race shall be fourteen (14). In case there will be more than 14 declared entries for any of the races, horses that have won the highest prize money as of the day of declaration will have entry preference. Owners whose horses were not accepted due to the oversubscription of entries will receive a refund for the declaration fees paid. Fees paid for horses which have already been accepted and qualified shall be non-refundable.

3. The residual of the guaranteed prizes for the said races (guaranteed prize less prize of the day) shall be paid directly by MARHO to all the winners at MARHO office.

4. Declarations and entries in all of the MARHO Breeders’ Cup Championship Races are accepted on the condition that all claims and objections arising out of a race with respect to any interpretation of any rules or condition of the races shall be decided by MARHO and PRCI.
