Harmony Day is celebrated on 21 March each year. Jabiru residents got together to share brunch at Lake Jabiru to celebrate.

Harmony Day is an opportunity for people to get together, have some fun, food and games and acknowledge the wonderful diversity of people and cultures living in harmony!

Managed by the Department of Immigration and Citizenship (DIAC), Harmony Day celebrates the cohesive and inclusive nature of our nation and promotes the benefits of cultural diversity.

WEST ARNHEM NOMINATIONS INVITED

Nominations Invited

Mr Bill Shepheard, the Returning Officer for the West Arnhem Shire Council Maningrida Ward supplementary election, said:

‘Nominations to stand as a candidate for 1 (one) Councillor vacancy in the Maningrida Ward of the West Arnhem Shire Council are being invited and nominees are urged to lodge their completed nomination forms as soon as possible.

No nominations were received for the Maningrida Ward by-election which closed on 18 February 2010 and therefore a supplementary election is required.’

Nominees must be enrolled electors living in the council area and be nominated by at least three other persons who are eligible to vote at the election. Nominations must be received by the Returning Officer at the Northern Territory Electoral Commission (NTEC) no later than 12 NOON SHARP on TUESDAY 30 MARCH 2010.

Candidate information packs, including nomination forms and procedures are available from West Arnhem Shire Council offices and the NTEC in Darwin. Forms and procedures can also be downloaded from the NTEC website (www.ntec.nt.gov.au).

Electoral Roll

The roll, prepared for the by-election, was closed on 9 February 2010 and will apply for the supplementary election.

Only electors enrolled in the Maningrida Ward of the West Arnhem Shire Council are eligible to vote at this by-election.

Voting is compulsory for all eligible electors.

From the Editor...

Well, the year is certainly scooting by with it being the end of March already!

With the dry season just around the corner, it’s won-derful to see the dragonflys out and about and particu-larly welcome is the drop in humidity! Much has been happening within our Shire since our last edition. The by-election for the Gunbal-

anya Councillor vacancy was won by Mr Otto Dann. The Maningrida vacancy was not filled and another by-election for this position is now un-derway. Also filled was a va-cancy in Kakadu Ward by Mr David Norton.A new office located in Dar-win was opened early March. This office will greatly en-hance the smooth operations of Council providing access to city facilities for staff and Councillors.

We said our farewells to for-mer Chief Executive Officer, Mr Mark Griffioen in Febru-ary and have welcomed the appointment of several new staff members.

The Wire team has been joined by Mr David Ball and we look forward to reading more articles and pics from across the Shire. Make sure you say gidday if he crosses your path.

Jabiru Childcare has ap-plied for and been chosen to participate in a pilot program to be run over the next two years, 2010 – 2011. Only 110 Childcare Centres and Preschools across Australia were cho-sen to participate.

KidsMatter Early Child-hood is a national mental health promotion, preven-tion and early interven-tion initiative specifically developed for early child-hood services. It involves the people who have a sig-nificant influence on young

children’s lives – families, early childhood profes-sionals along with a range of community and health professionals – in making a positive difference for young children’s mental health during this impor-tant developmental period.

This program aims to pro-vide an effective platform for supporting children, families, and services in strengthening children’s mental health and wellbe-ing.

Jabiru United in Community Events (J.U.i.C.E) launched its 2010 Welcome to Jabiru program and J.U.i.C.E Events calendar on 24th February at the Jabiru Sports and Social Club.

J.U.i.C.E were thrilled with the strongest program attendance to date of 34 people - introducing new members of the community to the privileges and obligations of living in a World Heritage - listed National Park and enabling existing members of the community to catch up with old mates and welcome newcomers.

Children living in West Arnhem Shire communities enjoyed the expanded School Holiday Pro-gram which ran for 7 weeks over Christmas and the New Year.

Volunteers from Trinity Grammar School in Melbourne again assist-ed with the program in Gunbal-anya, while volunteers from Youth Challenge Australia visited Min-jilang, Warruwi and Maningrida for the first time.

“Volunteers are an essential part of the School Holiday Program,” says West Arnhem Shire Coun-cil Regional Youth Coordinator Delight Smallridge. “All of us at West Arnhem Shire, and espe-cially the kids in the communities, thank the volunteers for giving up their Christmas holidays to help

deliver the program,” she said.

The volunteers work in partner-ship with West Arnhem Shire Council to organise and help fa-cilitate youth, sport and recreation programs in the communities, of-ten having as much fun as the kids they are supervising.

Claire Rochford and Jessica Jameson volunteered for the Schools Holiday Program in Min-jilang and found the experience to be educational, as they told the Youth Challenge Australia March newsletter.

“We feel that we are making sig-nificant progress with the learning outcomes of participants through organising a variety of sporting and craft activities that develop

skills and encourage ongoing par-ticipation.

The Minjilang community still holds very strong cultural ties and we have found that most commu-nity members are extremely proud to share their culture with us” said Claire and Jessica.

Due to the success of the partner-ship, volunteers are now being recruited for the June winter holi-day. Youth Challenge Australia volunteers will be returning to Minjilang, Warruwi and Manin-grida and, for the first time, YCA will also be sending volunteers to Gunbalanya and Jabiru. Judging from the smiles in these photos, it’s sure to be a great deal of fun for all involved.

Territorians warned: Record rain will bring mosquito borne diseases 4 March 2010

All Territorians are advised step up their mozzie protection after recent heavy rains from the Top End to Central Australia.

Director of the Centre for the Disease Control, Dr Vicki Krause, said the recent and widespread heavy rainfall brings with it an increased risk of mosquito borne diseases.

“The most dangerous mosquito-borne disease is Murray Valley encephalitis (MVE) which is endemic to the NT, from the north coast to Tennant Creek,” Dr Krause said.

“Kunjin (KUN) virus disease is also endemic to the Territory. Both MVE and KUN, as well as Ross River virus (RRV) and Barmah Forest virus (BFV) disease have an increased occurrence across the NT following heavy rainfall, cyclones and floods.

“The best precaution for Territorians to take is to avoid being bitten. Recognise and avoid areas that are prone high biting activity.

“This includes flooded areas, as well as permanent water sources including swamps, creeks, rivers or wetland areas,” Dr Krause said.

Usual symptoms of MVE disease include severe headache, high fever, drowsiness, tremor and seizures – especially in young children – and in some cases the condition progresses to delirium and coma, leading to paralysis, brain damage or death.

Despite best care, 25 per cent of people die from the MVE infection, and at least 25 per cent will have residual neurological effects.

“Those most at risk of MVE are people with no prior exposure to the virus, including babies, young children, and tourists. However, cases have been reported in long-term residents of the Territory,” Dr Krause said.

“People experiencing the early symptoms of MVE should seek urgent medical attention.”

KUN virus disease is milder and usually non-lethal, causing fever and severe headaches.

Ross River or Barmah Forest virus may cause a wide range of symptoms including painful or swollen joints, particularly in the hands, ankles and knees, and sore muscles, aching tendons, skin rash, fatigue, fever, headache and swollen lymph nodes. Symptoms can last from a few weeks or months, with some people experiencing symptoms up to 6 months. The best way to avoid mosquito-borne disease? “Take precautions and don’t get bitten in the first place,” Dr Krause said.

To prevent mosquito bites, Territorians are advised to:

Avoid outdoor exposure around dusk and at night Use mosquito-proof accommodation and camping facilities at night Use a protective repellent containing 20 per cent DEET or picaridin, in combination with protective

clothing Empty any receptacles that could collect or store water around the household, including tyres, pot

plant drip trays and plastic sheeting Clear roof gutters.

If you are concerned you may have contracted a mosquito born virus, contact your local GP, health clinic, hospital or Centre for Disease Control.

This massive team of Veteri-narians and University of Melbourne vet students is lead by Dr Liz Tudor and has occurred every July for the past six years. Many thanks to Alex Debono and the market garden team, who, under Liz’s guidance, have been providing monthly mange and worm treatments to dogs throughout the community since the start of the year! Please catch up with Alex if you think your dog has missed out!

West Arnhem Shire OH & S Man-ager Tim Harding doesn’t remem-ber a great deal about the events at the Cavanagh Street, Darwin, TIO agency where he was arranging some Council business on Febru-ary 3rd 2010. In a well publicised incident, a man allegedly set alight a shopping trolley filled with fire-works and containers of petrol in-side the office. Tim says he remem-bers seeing fireworks going off, and felt an intense heat searing his arm and neck.

“I remember thinking ‘You’ve got to get out; it’s up to you what you do now,’” Tim says. Fighting his way through the thick black smoke filling the building, Tim eventually found the front door where he re-ceived some relief from the pain of his burns with the much appreciated assistance from staff from the near-by supermarket while he awaited medical attention.

Tim spent ten days in Royal Dar-win Hospital, receiving extensive skin grafts to his arm and hand, and accumulating an impressive collec-tion of photos of his injuries. He says that the pain of the injuries was soothed somewhat by the applica-tion of an unusual dressing: cling wrap! The plastic wrap prevents air reaching the nerve endings exposed by the burnt skin, and prevents the wound drying out. The unorthodox treatment also has the advantage of being transparent, allowing medi-cal staff to view the healing process without having to painfully unwrap the dressing on each occasion.

After time spent recuperating at home, Tim was more than ready to return to work at the Shire’s Dar-win office. He says, “I was going round the twist at home, not think-ing – going brain dead,” alone in the house during the day while his fam-

ily were at work and school. Tim received a warm welcome from his fellow staff, and his return to work was featured in the NT News.

Tim’s injuries are healing at a rate that is surprising even the medi-cal staff continuing to monitor his progress, but he is restricted to light duties and shorter days for the time being. Having only joined West Arnhem Shire in December last year, Tim says he is frustrated that his work has been set back by a month, and that he is looking for-ward to visiting the communities throughout the Shire in the near fu-ture, adding that, “We’ve got a great group of people here to work with.”

Keep an eye out for Tim in your communities. He’ll be wearing a pressure bandage for the next twelve months but expects to make a full recovery. And at 6’8” tall, he is not one for low-key entrances – not to mention being a certain starter for the West Arnhem Shire basketball team!

March 21 marked the first birthday of the relaunched Mardbalk Arts & Craft Centre at Warruwi. Art-ists and staff celebrated their hard work and dedication which has seen the building, badly damaged by cy-clone Monica in 2006, completely renovated and turned into a thriving art space.

“We have come a long way over the year,” said Mardbalk Art Coordina-tor Belinda Carlson, “Thank you to everyone who has supported us and for all the hard work involved with this milestone.”

After a grand reopening on March 21, 2009 which featured traditional singing and dancing, as well as a speech by Traditional Owner John-ny Namiwaya, Mardbalk Arts &

Craft Centre has gone from strength to strength. Artists from Warruwi and Minjilang communities have created and displayed carvings, tra-ditional and contemporary paint-ings, and works made from Panda-nus.

Mardbalk artists also travelled to exhibit their work at the Darwin Aboriginal Art Fair in August 2009, and the Jabiru Mahbilil Festival last September. Centre Coordinator Be-linda Carlson says that Mardbalk artists are eagerly preparing to re-turn to both festivals this year, and would like to participate in the Art Sydney show in November.

Mardbalk artist Richard Dhay-mutha has also been nominated for the prestigious Telstra National Ab-

original and Torres Strait Islander Art Award. Now in its 27th year, this award is the preeminent nation-al Indigenous art award, and will be announced in August.

Textile printing is an exciting new development for the centre. Staff and artists received training in this medium in Darwin during Febru-ary of this year and are already pro-ducing impressive works. Belinda Carlson says that the centre hopes to establish a dedicated textile work space by the end of April.

Each year on 8 March, hundreds of International Women’s Day (IWD) events occur all around the world. These events range from small infor-mal gatherings to large-scale highly or-ganised events. All celebrate women’s advancement and highlight the need for continued vigilance and action.

Women disproportionately suffer the burden of poverty, are victims of wide-spread discrimination from violence to human trafficking and put their lives at risk every time they become pregnant.

The first IWD was run in 1911 and 2011 will see the IWD Global Cen-tenary. In some countries like China, Russia, Vietnam and Bulgaria, IWD is a national holiday.

In our region, Jabiru United in Com-munity Events (J.U.i.C.E), proudly presented the 2010 Energy Resources of Australia Ltd (ERA) Kakadu Inter-national Women’s Day dinner to a sold out audience of seventy guests.

The fabulous level of participation was only possible as a result of the gener-ous support of ERA. J.U.i.C.E com-mittee member, Philipa Varris said “without the support of ERA, J.U.i.C.E could not have made this event so ac-cessible to the community. The sup-port shown by ERA demonstrates their commitment to our community and an understanding that only through con-tinued action can we achieve gender equality.”

Guests were motivated, enthralled and inspired by the messages of the local speakers Leona Katzer, Lourdes Ordasi and Kirsti Boothroyd. Guests remarked that the thought provoking presenta-tions not only raised awareness of the continued plight of women internation-ally and locally but also felt reinvigo-rated by new ways to support women. Keynote speaker Kirsti Boothroyd, a qualified life coach from Spheres of Success Pty Ltd said “I am thrilled to have had the opportunity to get people thinking about their lives. I have had a number of discussions already with people who got something out of my speech. I hope that I have been able to contribute to helping people take a step

in the right direction to start creating their best life.”

The event was not without its contro-versy with some guests remarking on the gender of the event Master of Cere-monies. J.U.i.C.E Committee member, Leona Katzer explains “J.U.i.C.E is a community group run by volunteers. At the time of our event, Kevin volun-teered to provide support as event MC, easing the burden on the small group of female committee members available to assist on the night”. Two of the six committee members were otherwise engaged with child birth or advanced stages of pregnancy. “I would like to thank Kevin for his support of his fel-low committee members. More im-portantly, by acting as MC for an event celebrating women, Kevin proudly demonstrated his support and respect of women to his daughter (who was present in the audience) and provided a positive role model to other men.

Something we can hope all men will one day feel confident enough to dem-onstrate publically.” Tamice Matson (18 years) reported that she was very proud of her dad “On the night of the event I said to dad that I was very proud of him for being involved in In-ternational Women’s Day”.

In reflecting on the fabulous success of the event and overwhelmingly posi-tive feedback, Philipa mused, “from the perspective of J.U.i.C.E, we are all about gender equality – next year I would like to target greater event at-tendance by men. After all, both men and women in society must demand a change if the advancement of women is to be achieved”.

J.U.i.C.E would like to again thank Energy Resources of Australia for their generous major sponsorship of the 2010 ERA Kakadu International Women’s Day dinner. J.U.i.C.E would also like to thank the Gagadju Croco-dile Holiday Inn for their kind dona-tion of two $100 dinner vouchers at the Escarpment Restaurant, which in combination with two bottles of Moet and Chandon champagne, provided by J.U.i.C.E, contributed to a very suc-

cessful raffle. Congratulations to Nata-lie Cordier as the first prize winner. The Jabiru Sports and Social Club pro-vided a wonderful venue for the event in the newly renovated back room and provided further event support by pro-viding starter refreshments for attend-ees.

Profits of the event will support local projects encouraging the participation of young women and girls.
