quarter?
India Employment OutlookIndian employers predict a booming labor market in
Quarter 2 2011. While 57% o employers expect toincrease staing levels, 8% orecast a decrease and 16%
anticipate no change, resulting in a Net Employment
Outlook o +49%. This is the most optimistic Outlook
reported since the survey began in Quarter 3 2005.
Throughout this report, we use the term Net
Employment Outlook. This igure is derived by
taking the percentage o employers anticipating total
employment to increase and subtracting rom this the
percentage expecting to see a decrease in employment
at their location in the next quarter. The result o this
calculation is the Net Employment Outlook.
The Outlook strengthens both quarter-over-quarter and
year-over-year, improving by 8 and 13 percentage points,
respectively.
Once the data is adjusted to allow or seasonal variation,
the Outlook stands at +51% with Indian employers
reporting the strongest hiring intentions since the survey
began. Quarter-over-quarter, hiring plans improve by 8
percentage points, while year-over-year, the Outlook is
13 percentage points stronger.From this point orward, all data discussed in the
commentary is seasonally adjusted, unless stated
otherwise.

Regional ComparisonEmployers in all our regions report bullish hiring
intentions or Quarter 2 2011. The most optimistic
orecast is reported by employers in the South,where the Net Employment Outlook stands at +58%,
while Outlooks o +54% and +53% are reported by
employers in the North and the East, respectively. In the
West, the Outlook stands at +43%.
Quarter-over-quarter, employers report stronger hiring
plans in three o the our regions. The Outlook in the
North strengthens sharply, increasing by 22 percentage
points, while in the East, employers report an 11
percentage point improvement. The Outlook or the
South strengthens by 7 percentage points. Meanwhile,in the West, the Outlook declines by 6 percentage
points.
When compared with Quarter 2 2010, hiring
plans strengthen in all our regions. Considerable
improvements o 19 percentage points are reportedin the Outlooks or the North and the South, and
employers in the East report a 16 percentage point
increase. In the West, meanwhile, a slight improvement
o 2 percentage points is reported.
Based on unadjusted survey data, employers in the
East, South and North all orecast dynamic hiring
activity in the upcoming quarter, and a brisk hiring pace
is expected in the West. Considerable improvement
is reported in the Outlook or three regions quarter-
over-quarter, although the Outlook or the West ismoderately weaker. Year-over-year, hiring prospects are
stronger in all our regions.

NorthWith a Net Employment Outlook or Quarter 2 2011 o
+54%, employers report the most optimistic hiring plans
since the survey began in Quarter 3 2005. The Outlook
improves sharply quarter-over-quarter, increasing by
22 percentage points, while year-over-year, it is 19
percentage points stronger.
Based on unadjusted survey data, employers predict
a vigorous hiring pace in the coming quarter. A steep
increase is reported in the Outlook quarter-over-quarter,
and hiring plans are also considerably stronger year-
over-year.
SouthEmployers anticipate a vigorous hiring pace in Quarter
2 2011, reporting a Net Employment Outlook o +58%.
This is the strongest Outlook reported or the region
since the survey began in Quarter 3 2005. The Outlook
improves by 7 percentage points quarter-over-quarter,
and by 19 percentage points year-over-year.

EastEmployers in the East orecast a dynamic labor market
in Quarter 2 2011, reporting a Net Employment Outlook

the survey began in Quarter 3 2005. Considerable
improvements are reported in the Outlook both
quarter-over-quarter and year-over-year, by 11 and 16
percentage points, respectively.
Based on unadjusted survey data, employers report
bullish hiring plans or the coming quarter. The Outlook
is considerably stronger both quarter-over-quarter and
year-over-year.
WestIn the West, employers report bullish hiring plans or
Quarter 2 2011, with a Net Employment Outlook o
+43%. Quarter-over-quarter, the Outlook declines by 6
percentage points, but year-over-year it is 2 percentage
points stronger.
Based on unadjusted survey data, employers anticipate
a brisk hiring pace in the coming quarter, despite a
moderate decline in the Outlook when compared with
the previous quarter. Year-over-year, the Outlook isslightly stronger.

booming hiring prospects during Quarter 2 2011. The
most bullish orecasts are reported in the Manuacturingsector and the Finance, Insurance & Real Estate sector,
with Net Employment Outlooks o +56% and +55%,
respectively. Dynamic hiring activity is also expected
in the Public Administration & Education sector and in
the Wholesale & Retail Trade sector, with Outlooks o
+52%.
Quarter-over-quarter, hiring prospects strengthen in six
o the seven industry sectors. The most noteworthy
increase o 19 percentage points is reported in the
Finance, Insurance & Real Estate sector. Elsewhere,the Mining & Construction sector Outlook increases by
16 percentage points, and employers in the Wholesale
& Retail Trade sector report a 13 percentage point
improvement. The Outlook or the Public Administration
& Education sector improves by 12 percentage points.
Year-over-year, stronger hiring plans are reported in
all seven industry sectors. Wholesale & Retail Trade
sector employers report a sharp Outlook increase o22 percentage points, while in both the Manuacturing
sector and the Public Administration & Education
sector, Outlooks improve by 19 percentage points.
Transportation & Utilit ies sector employers report a
17 percentage point improvement, and the Outlook
or the Finance, Insurance & Real Estate sector is 16
percentage points stronger.

the most optimistic hiring prospects since the survey
began in Quarter 3 2005, according to employers, who
report a Net Employment Outlook or Quarter 2 2011 o
+52%. The Outlook improves by 13 percentage points
quarter-over-quarter and by 22 percentage points year-
over-year.
Based on unadjusted survey data, employers predict a
dynamic hiring pace in the coming quarter. The Outlook
improves considerably quarter-over-quarter and is
sharply stronger when compared to Quarter 2 2010.

Survey Respondents by Region
Research or the Quarter 2 2011 Manpower
Employment Outlook Survey involved surveying nearly
64,000 human resources directors and senior hiring
managers rom public and private organizations
worldwide. 47% o respondents came rom 10
countries in the Americas; 25% rom eight countries
and territories across Asia Paciic; and 28% rom 21
countries in EMEA.
Nearly 64,000 employers have been interviewed across
39 countries and territories to measure anticipated
employment trends* between April and June 2011.
Employers in 33 o the 39 countries and territories
Manpower surveyed expect to add to their workorcesto varying degrees over the next three months.
Employers in India, Taiwan, Brazil, China, Turkey and
Singapore report the strongest irst-quarter hiring plans,
while those in Greece, Spain, Ireland and Italy report the
weakest hiring orecasts. The hiring pace is expected
to improve rom three months ago in 18 o 39 countries
and territories. In the 36 countries and territories where
year-over-year comparisons are possible, the hiring
pace is expected to improve in 25.
Regionally, employers in the Americas and Asia Paciic
continue to report positive Net Employment Outlooks.
Employer demand or talent has improved somewhat
rom 12 months ago in seven o eight Asia Paciic
countries and territories, and in seven o 10 countries
in the Americas. The conservative hiring Outlook in the
U.S. is unchanged quarter-over-quarter but improves
slightly rom last year at this time. Meanwhile, Indian
employers report their most optimistic orecast sincethe survey began there in the third quarter o 2005.
In the EMEA region, Outlooks improve in 11 o 21
countries rom three months ago, with slight to
moderate improvements reported by employers in all
o the Eastern European countries surveyed. Year-over-
year comparisons show improved job prospects in 11
countries. European hiring intentions are strongest in
Turkey, Bulgaria, Belgium and Poland while employers
in Greece expect the hiring environment to remain
gloomy.

International Comparisons Asia PaciicIn India, employers in each o the surveyed industry
sectors and regions are orecasting a vigorous hiring
pace in the next three months and the countrys NetEmployment Outlook is the most optimistic reported
since the survey began in Q3 2005. Taiwanese
employers are also orecasting the strongest hiring
pace since their survey began in Quarter 2 2005. As in
India, much o this optimism is ueled by conidence in
the Manuacturing sector. Similarly, the Manuacturing
sector is expected to provide mainland Chinese job
seekers with the most job opportunities.

Nearly 16,000 interviews have been conducted across
Australia, China, Hong Kong, India, Japan, New
Zealand, Singapore and Taiwan to measure anticipatedhiring activity in Quarter 2 2011.
Employer hiring expectations continue to be positive
throughout the region where job prospects improve
year-over-year in seven o the eight countries
and territories surveyed. In a quarter-over-quarter
comparison, employer optimism is mixed with Outlooks
declining in our o the eight countries and territories.
Regional hiring plans continue to be strongest in India,
Taiwan and China, and weakest in Japan despite
employers there reporting seven consecutive quarterso steadily improving Outlooks.

the most optimistic Outlooks reported in the Finance

Second-quarter hiring expectations remain mixed, with
employers in 15 countries reporting varying degrees
o positive hiring activity. Net Employment Outlooks
strengthen in 11 countries in both quarter-over-quarter
and year-over-year comparisons. Hiring expectations
are strongest in Turkey, Bulgaria, Belgium and Poland.
The weakest hiring intentionsas well as the only

About the SurveyThe Manpower Employment Outlook Survey is conducted
quarterly to measure employers intentions to increase or
decrease the number o employees in their workorces during
the next quarter. The survey has been running or more
than 48 years and is one o the most trusted surveys o
employment activity in the world. Various actors underpin the
success o the Manpower Employment Outlook Survey:
Unique: It is unparalleled in its size, scope, longevity and area
o ocus.
Projective:The Manpower Employment Outlook Survey is
the most extensive, orward-looking employment survey in
the world, asking employers to orecast employment over the
next quarter. In contrast, other surveys and studies ocus on
retrospective data to report on what occurred in the past.
Independent: The survey is conducted with a representative
sample o employers rom throughout the countries in which
it is conducted. The survey participants are not derived rom
Manpowers customer base.
Robust: The survey is based on interviews with nearly
64,000 public and private employers across 39 countries
and territories to measure anticipated employment trends
each quarter. This sample allows or analysis to be perormed
across speciic sectors and regions to provide more detailed
inormation.
Focused: For nearly ive decades, the survey has derived all
o its inormation rom a single question.
Survey QuestionAll employers participating in the survey worldwide are asked
the same question, How do you anticipate total employment
at your location to change in the three months to the end o
June 2011 as compared to the current quarter?
MethodologyThe Manpower Employment Outlook Survey is conducted
using a validated methodology, in accordance with the
highest standards in market research. The research team or
the 39 countries and territories where the survey is currently
conducted includes Manpowers internal research team
and Inocorp Ltd. The survey has been structured to be
representative o each national economy. The margin o error
or all national, regional and global data is not greater than
+/- 3.9%.
Net Employment OutlookThroughout this report, we use the term Net Employment
Outlook. This igure is derived by taking the percentage
o employers anticipating an increase in hiring activity and
subtracting rom this the percentage o employers expecting
to see a decrease in employment at their location in the next
quarter. The result o this calculation is the Net Employment
Outlook.
Seasonal AdjustmentSeasonal adjustments have been applied to the data orArgentina, Australia, Austria, Belgium, Canada, Costa Rica,
China, France, Germany, Hong Kong, India, Ireland, Italy,
Japan, Mexico, Netherlands, New Zealand, Norway, Peru,
Singapore, South Arica, Spain, Sweden, Switzerland,
Taiwan, the United Kingdom and the United States to provide
additional insight into the survey data. These adjustments
make it possible to review the data without the employment
luctuations that normally occur at the same time each
year, thus providing a clearer picture o the data over time.
Manpower intends to add seasonal adjustments to the data
or other countries in the uture, as more historical data is
compiled. Note that in Quarter 2 2008, Manpower adopted
the TRAMO-SEATS method o seasonal adjustment or data.
History o the Survey1962 First generation o the Manpower Employment Outlook
Survey launched in the United States and Canada.
1966 Manpowers United Kingdom operation launches the
equivalent o the United States survey, naming the
report the Quarterly Survey o Employment Prospects.
The survey adopts the same orward looking researchormat as the United States survey and is the irst o its
kind in Europe.
1976 Second generation o Manpowers Employment
Outlook Survey launched in the United States and
Canada. Research methodology is updated to evolve
with advancements in the ield o market research.
2002 Manpower United Kingdom's Quarterly Survey o
Employment Prospects is updated to adopt an
enhanced research methodology. Manpower's
operations in Mexico and Ireland launch the survey in
their respective countries.
2003 Third generation o the Manpower Employment
Outlook Survey is launched, expanding the program
to a total o 18 countries worldwide: Australia, Austria,
Belgium, Canada, France, Germany, Hong Kong,
Ireland, Italy, Japan, Mexico, Netherlands, Norway,
Singapore, Spain, Sweden, the United Kingdom and
the United States.
2004 Manpower operations in New Zealand launch the
Manpower Employment Outlook Survey.
2005 Manpower operations in China, India, Switzerland, and
Taiwan launch the Manpower Employment Outlook
Survey.
2006 Manpower operations in Costa Rica and Peru join the

join the survey program. China and Taiwan add
seasonally adjusted data in the second quarter. India
and Switzerland add seasonally adjusted data in the
third quarter.
2009 Manpower operations in Hungary and Brazil launch the
Manpower Employment Outlook Survey.
2010 Manpowers Panama operation launches the
Manpower Employment Outlook Survey, expanding the
program total to 36 countries and territories worldwide.
Peru adds seasonally adjusted data in the second
quarter. Costa Rica adds seasonally adjusted data in
the ourth quarter.
2011 Beginning in the irst quarter, operations in Bulgaria,
Slovenia and Turkey join the Manpower Employment
Outlook Survey. Additionally, seasonally adjusted data
is added in the irst quarter or Argentina and South
Arica.
