The Portfolio Committee on Transport has welcomed the unqualified audits for all entities administered by the department.Entities administered by the Department of Transport recently presented their annual reports to the committee. However, Chairperson of the Portfolio Committee on Transport Dikeledi Magadzi has called for capacity to be enhanced at all the parastatals administered by the department.“Governance instability and financial mismanagement at any of the entities should not be tolerated, as they impact on the operations of entities and on service delivery,” Magadzi said.She was concerned that during the audit process, the Auditor General raised a lack of accountability, capacity and slow response in implementing recommendations.“Emphasis should shift to ensuring strong leadership, and continuous financial training for senior officials and those in procurement and supply chain management,” Magadzi said. –SAnews.gov.za

he Rand's staggering fall against the US Dollar has Tserious implications for

consumers when it comes to the sums insured on their motor and household insurance policies.

In one year alone the Rand has devalued by 41% against the US Dollar from trading at R11.43 in January 2015 to R16.17 on Wednesday, 3 February 2016.

According to Mandy Barrett of insurance brokerage and risk advisors, Aon South Africa, the knock-on effect of

the Rand's depreciation on the insurance industry is quite profound. “The replacement costs on imported car parts and imported goods are skyrocketing.

It's important for consumers to assess the potential impact that the falling Rand may have on the insured value of their property, and in particular, the cost to replace equipment, parts and items bought overseas.”“In the current scenario, the actual replacement value of items in your home and repairs on your vehicle could very easily outstrip the values that you are insured for,” warns Mandy. “Consult with your broker who will perform an insurance needs analysis to establish replacement values at today's prices, and if necessary, arrange for a professional valuation of your assets to ensure that you are not under-insured.” To Be Continued Next Issue

Re-Program Your Mind For Success ( Part Two)In part one, I promised you that in part two I will give you the talk about the GPS system in you and going forward, an exercise to help you reprogram your GPS for success. Because of the many inboxes I received, allow me to address a few issues first.There are some who confuse desires with manifestation. Right now, stop thinking of. Start thinking from. Desire is the gateway to your destination. Imagine how you would feel if your desires were fulfiled. As a human being, you are your imagination. In the words of Emmerson: "A man is what he thinks about all day". Desire is thinking of, while living is thinking from. Do not go through life desiring. Live your desires.When you pray, you orient yourself towards fulfilling your desires. You can also pray for another person as seen in my earlier piece about Abdullah and Vitallie. Prayer is motion. Unless you are doing it wrong, you cannot pray and remain in the same place. So, prayer is motion from a challenge towards a solution. The secret to prayer is persistence. One day you will learn that the greatest prayer is "Thank you father".A man came to ask for three loafs of bread and got the reply that 'we are closed and sleeping now'. If he had not persisted, he was going to go back home empty handed, but he did not desire to have three loafs, he already in his mind had three loafs and had persuaded himself so. Picture yourself having what you desire. Do not ask how or when. If you persist, God Almighty will move circumstances, people and events to manifest your desire.Do not get into the habit of judging and criticising. You have a life. Live it nobly. It's so much easier to be noble, kind and loving than to live a life of envy. If others want to do so, let them.Now that this is out of the way, let's come to the GPS system in you as promised.The GPS is your programable subconscious. It is your internal navigation system. There are three steps to programming your GPS.1. G - represents goals. As a living person, every time you have to set goals. You must write them down otherwise you will be like a headless chicken! See them first in black and white. This is very important.2. P - represents, funny as it may seem, pretending! It may sound playful to you but pretending is very powerful because it makes believe! Pretending comes from the word intending or intention. Some people set goals and they do not believe that they can realise them. That is a weakness. You must go to your destination (achieved goal) and pretend you are already there. Pretend that you have achieved your goal and let your imagination run wild with excitement.3. S - represents stress management. You can set your goals and do all the pretending but if you cannot control your immotional state, it all comes crushing down! If you fail to manage your stress, you will be off course. You will focus on what you do not want as you will allow distractions.In part three, we will consolidate this and then go through the exercise that I promised. This exercise will help you to reprogram you mind to achieve even those things you though were not achievable. I will meet you on the other side.Colosians 126 Even the mystery which hath been hid from ages and from generations, but now is made manifest to his saints: 27 To whom God would make known what is the riches of the glory of this mystery among the Gentiles; which is Christ in you, the hope of glory:Job 116 And that he would shew thee the secrets of wisdom, that they are double to that which is! Know therefore that God exacteth of thee less than thine iniquity deserveth.

How to Elect Capable Councillors in the Local Government Elections

In 2016 local elections many political parties will be asking you to vote for their candidates in your ward. But how will you know if these candidates are capable of being a good ward councillor?

Will they be able to represent the interests of you and your community? You need to have skills and experience in order to be a councillor, because it's not an easy job. But councillors get well paid, so you need to be sure that the candidate you vote for is capable of doing the job. Here are some ways to help you elect a good ward councillor.

Three Things a Ward Councillor Must Know

?A ward councillor has to understand three things well in order to be able to represent the interests of you and your community. If they don't have a good understanding of these three things, they can't be good councillors, and they will not be able to represent you properly. Unfortunately, even if they have other good qualities, such as honesty and being hard workers and good communicators, they still have to have this essential knowledge: it's what the job is about

First, the candidate must have a good knowledge of the community

? the candidate must understand the community well and know its main problems. Find out if the candidate knows:

?The number of women, men and children living in the ward;

?How many people are employed and unemployed;

?What the housing needs of the community are;

?If the elderly and children are looked after and protected ;

?The state of education and health facilities;

?The state of sports and recreation facilities;

?If there is good transport;

?What development is taking place in the area, and what developments are needed;

?Are services being properly delivered? If not, how will they fix the problems?

A candidate who doesn't know these things doesn't know the community – and can't represent you and your community properly.

Second, the candidate must understand how local government works –the candidate must know how a municipality functions what the responsibilities of a councillor are. Find out if the candidate knows:

?How Integrated Development Planning (IDP) and Local Economic Development (LED) in your municipality works;

?The laws governing how municipalities, councillors and officials work, especially the Municipal Systems Act (which contains the “Code of Conduct for Councillors”), the Municipal Structures Act and the Municipal Finance Management Act;

?The ways in which the public can participate in municipal affairs and especially in decisions which affect them directly.

A candidate who doesn't know these

things doesn't know how local government works – and can't represent you and your community properly.

Third, the candidate must have a good understanding of how municipal finances work –the municipality uses your money, and your councillor is responsible for ensuring it is properly spent. Find out if the candidate:

?Understands how the municipal budget works, and how municipal finances are planned and managed. Can they explain these things to you?

?Can do arithmetic – if the

?candidate cannot work with numbers they will not be able to understand the budget properly;

?Knows and understands the Municipal Finance Management Act.

A candidate who doesn't know these things doesn't know how municipal finances work – and can't represent you and your community properly.

You must check if the candidate has this knowledge to do the job. If they don't have a good knowledge of the community, a clear understanding of how local government works and how its finances are planned and managed, then how can they represent you properly?

Skills and Qualities a Ward Councillor Must Have

In addition to the essential knowledge, a ward councillor should also have some other important skills and qualities.

Good Communication Skills– can the candidate communicate well with the people in your ward? Can they

speak and write well? And, very important, can they really listen to others, understand them and respect their opinions?

Conflict Management Skills – can the candidate deal with conflict between different people, and help solve problems through discussion and negotiation?

Ethical Leadership Skills –the candidate must be honest and trustworthy, and must promote the interest of the community, not his or her private interests. You must be confident that the candidate will not be bullied by powerful people who want them to support decisions that are not in the best interests of the community or may even be illegal. If they cannot stand up for their community, or against corruption, then they cannot represent you properly.

Transparency – can the candidate discuss issues, even difficult problems, openly and publicly instead of trying to hide things away? You don't want a councillor who does

things in secret, behind your back.

Accept Criticism – can the candidate accept criticism (especially constructive criticism) and use it to improve their performance?

Find Out More

You can find out more about the knowledge and skills a councillor needs in the “Handbook for Municipal Councillors” produced by the South African Local Government Association (SALGA).

This will give you a very good idea of what knowledge and skills a good councillor needs. You can find this book, the “Councillor Induction: A Handbook for Municipal Councillors, 2011” on the SALGA www.salga.org.za.

SALGA offers the Councillors Development Programme for people who need to learn the knowledge and skills needed to be a good councillor.

ased on the information that you provide about your Bdepression, an insurer may

choose to charge you a higher premium. They may also apply what is called a 'permanent suicide exclusion', which means that they won't pay out if you take your own life.

An insurer may choose to apply a 'depression exclusion' on disability and income benefits because depression and associated conditions like chronic fatigue and fibromyalgia (a disorder that causes muscle pain and fatigue) can leave you unable to work for periods of time.

Some depression is temporary and happens as a reaction to a particular situation like the death of a loved one or having a baby (post-natal depression). This is called reactive depression and Hollard Life wouldn't charge you a higher premium for this kind of depression as long as it has been successfully treated.

A growing industry in South Africa The outbound call centre industry is also seeing considerable growth on the back of South Africa's burgeoning bancassurance (the sale of insurance products through banks) sector.

Despite being a relatively new player in the insurance space, bancassurance is rapidly growing as customers make an easier association between their banking provider and taking additional risk products such as funeral policies, debt protection, hospital plans and personal accident and disability benefits. s such, if you have any questions about your Afinance or deal, now is

the last time to ask them. The F&I will have a checklist of important points that you have to completely understand before signing your contract and taking delivery of your new car. If you don't understand anything then you can ask for clarification and simpler explanations. Don't rush the signing process. Rather make sure you understand everything, so that you aren't surprised a month or two down the line.

Get familiar with finance In the process of arranging your contract you'll be given the option to choose a fixed or linked interest rate. Know the difference, and how this will affect your budget in the short and long term.

A fixed interest rate on your loan will be higher at first, but it will also remain the same for the duration of the loan. Conversely, a linked interest rate will be lower at first, and save you money. However, it also increases – and so will your monthly car instalment – when the Reserve Bank changes interest rates.

Make a decision about the contract period. This is how long you'll be paying off the loan. You can choose from 12 months, all the way to 72 months. However, the longer the contract, the more you end up paying in interest and fees.

Ensure you know the advantages of putting down a big deposit. By doing so you will save on interest payments, and have lower monthly repayments.

If you have opted for a balloon payment to have lower, more affordable monthly repayments, make doubly sure that you know how much you will owe at the end of the finance term.

Try to save money to help pay this off at the end of the contract, or else you'll need a new loan to cover the balloon payment.To Be Continued next issue

Five Things To Know When Signing Your Contract

fter the nail biting season A1 finale,

viewers can look forward to finding out who survived the terrible shoot out rampage by the deranged Tsietsi Namane. The second season of the gripping, fast paced telenovela, will hit our screens on Monday, 14 March at 8PM on e.tv.

The telenovela is set against the backdrop of a family-owned business in Tembisa, Namane Funerals. The funeral parlour is headed by the husband and wife duo, Mandlakazi and Selogile Namane, who inherited it from their parents.

The pair have created an empire with the assistance of their children Tsietsi, Monwabisi and most recently, Reba Namane. On the surface all looks well, but the Namane family is haunted by deep, dark secrets, which are constantly swept under the carpet to keep the family intact.

“The show played an integral role in launching the 8PM telenovela slot for the channel and viewers couldn't get enough of it. We are thrilled about the new season of Ashes to Ashes and are sure that it will keep viewers consistently entertained”,

said Monde Twala, Managing Director for e.tv Channels Division. The first season allowed the Namane family to reinforce its presence in South African prime time television. In the second season, the changing power dynamics in the Namane family will bring fierce action to the fore. “Ashes to Ashes 2, promises to bring all the thrills, drama, love, hate and the complications that South Africans have come to expect from the series”, said Genna Lewis, Series Producer at Clive Morris Productions.

A series of scandalous dramatic moments, lead to the truth about the father of Mpho's baby being revealed. Shocking events continue to follow the Namane family, threatening the future of the funeral parlour and the Namane family as we know it. Love, support, and unity are put to the test when Selo makes a life changing decision which results in regret and despise.

Ashes to Ashes season 2 returns with much anticipated drama, new characters and more grim secrets that will further shatter the family unit. Some

of Mzansi's favourite actors will take on new roles in season 2. Tina Jaxa plays Nokulunga Rhadebe, Mandlakazi's estranged and feisty cousin. Atandwa Kani is Buzwe Sihlahla, Tsietsi's no nonsense lawyer. Industry veteran, Nandi Nyembe makes a debut as Detective Nkonzo's mother, Ma Nkonzo, who has a score to settle with the Namanes.

The new talent will join the stellar season 1 cast which includes Patrick Shai (Selo), Nambitha Mpumlwana (Mandlakazi), Zenande Mfenyana (Reba), Menzi Ngubane (Detective Nkozo), Nyaniso Dze Dze (Tsietsi), Chumani Pan (Monwabisi), Nyalleng Thibedi (Mpho), Craig Urbani (Mickey), Maggie Benedict (Violet), Mandla Gaduka (Damien) and Stitch played by Richard Lukunku.
