1.0 OBJECTIVES

The objective of these guidelines is to document the process, controls and applicable regulations for the disposal of waste generated by vessels calling at Mesaieed and Ras Laffan Ports, as defined in MARPOL annex I, IV & V.

2.0 SCOPE

This document is applicable to the stakeholders (service providers, agents, vessels and Port Authority) involved in the disposal of waste generated by vessels calling at Mesaieed and Ras Laffan Ports, as defined in MARPOL annex I,IV & V.

3.0 DEFINITIONS AND ABBREVIATIONS

3.1 Definitions

Terms Description

Agent A local third party approved by port authority, appointed by ship owner to deal, on his behalf, with all local authorities.

Annex I MARPOL Regulations for the prevention of pollution by oil.

Annex IV MARPOL Regulations for the prevention of pollution by sewage from ships.

Annex V MARPOL regulations for the prevention of pollution by garbage from ships.

Bilge

Bilge means compartments where leaking water, oily waste waters from machines and auxiliary under-tanks, cofferdams, repositories and similar compartments of ships accumulate.

Bilge Water Bilge water are the liquids accumulating in the bilge.

Garbage Garbage means domestic and operational solid wastes produced during the normal operation of vessels and within the scope of MARPOL 73/78 Annex-V.

MARPOL The International Convention for the Prevention of Pollution from Ships (MARPOL) is the main international convention covering prevention of pollution of the marine environment by ships from operational or accidental causes.

Oily Water Oily water is the name of the liquid contaminated with oil from various oily waste.

Port Regulations Regulations published by Port Regulations division for the safe operation of RLC and MIC Ports.

Service Provider A service provider approved by Ministry of Environment / QP / Port Authority to collect, transport and / or carry out the proper treatment of the wastes as per type/quantity of the waste.

Sewage Drainage and other wastes from any form of toilets, urinal and WC scuppers within the scope of MARPOL 73/78 Annex-IV.

4.0 GUIDELINES

4.1 Introduction MARPOL includes regulations aimed at preventing and minimizing pollution from vessels – both accidental pollution and from routine operations.

To complement residue / waste minimization and management practices on board the vessels, the shipping industry needs access to adequate PRFs to enable compliance with the provisions of the Convention. Therefore, MARPOL places an obligation on States Parties to provide adequate reception facilities in their Ports.

The following regulations stipulate this requirement for each type of MARPOL residue / waste identified:

a. Regulation 38 of Annex I; b. Regulation 12 of Annex IV; c. Regulation 8 of Annex V; and

As per MARPOL annex I & V, the Arabian Gulf area is considered as “Special Area”.

The special hydrographic and ecological characteristics of the fragile marine environment of the region and its particular vulnerability to pollution due to high shipping traffic density is among other major reasons attributed to the "Special Area" status to the Arabian Gulf waters.

In addition to the basic rules in the MARPOL annexes, MIC and RLC Industrial Ports have implemented Regional and National requirements, which are enforced by MOE through the Permitting System. The environmental Consent To Operate (CTO) specifies source-specific standards and requirements (based on the Environmental Executive By-Law) and other conditions with which the Ports must comply.

Port Regulations require vessels calling at MIC and RLC Ports to comply with MARPOL pollution prevention requirements by:

Prohibiting the discharge of oily contaminated waters and residues into the sea

Not authorizing the discharge of non treated sewage into the sea

Requiring the compliance with MARPOL garbage management obligation.

5.0 WASTE RECEPTION FACILITIES AND ARRANGEMENTS AT

INDUSTRIAL PORTS

5.1 MARPOL Annex I Oily Waste This annex covers oily waste generated from machinery spaces like sludge and bilge water.

The vessels disposing of waste oils at MIC and RLC Ports shall comply with the standard delivery connection as stipulated in Regulation 13 of annex I to MARPOL 73/78 Convention.

The collection, transfer and disposal of any ship generated oily waste are coordinated by the respective shipping agency with the appointed authorized oil waste transporter (service provider).

Although the Port does not provide the reception facilities, facilities are made available at the Port through a local shipping agency.

Reception of bilge water and sludge from the vessel shall be effected by means of marked tank-carrying vehicles provided alongside the vessel.

5.1.1 Process of Collection and Disposal of Waste from Vessels The following is the process of collection and disposal of waste from vessels in MIC and RLC Ports:

a. Master of the vessel to submit a request to his nominated agent using the waste delivery

request form (refer to section 11.1), requesting to discharge / dispose oily waste with the

following information:

Name / call sign / IMO number

Flag state

ETA / ETD

Previous/next port of call

Type and quantity of waste to be delivered.

b. The agent to submit the vessel master's request to the respective Port Authority to get

their no objection.

c. Upon receipt of no objection from the Port, the agent shall nominate an approved service

provider to arrange for the collection of the waste from the vessel as per the service

provider approved procedure, port procedure and vessel's ISM procedure under port

supervision and control.

d. The service provider shall issue a waste delivery receipt (refer to section 11.2) to the

vessel's master with a copy to the Port Authority.

e. The service provider shall issue the required waste manifest, which shall be endorsed by

concerned authorities.

f. The service provider shall transport the received wastes from the vessel at the Port to

the assigned approved treatment plant.

g. The service provider shall obtain the evidence of delivery of the waste from the approved

treatment plant and shall submit to the respective Environment / Waste Operations

division.

5.2 MARPOL Annex IV Sewage This annex relates to both treated and untreated sewage generated on board vessels.

The vessels disposing off sewage at MIC and RLC Ports shall comply with all requirements stipulated in Regulation 10 of annex IV to MARPOL 73/78 Convention.

Reception of sewage from vessels shall be effected by means of marked waste removal vehicles provided alongside the vessel.

5.2.1 Process of collection and Disposal of Sewage from Vessels The process of collection and disposal of sewage from the vessels in the MIC and RLC Ports is the same as listed in section 5.1.1.

5.3 MARPOL Annex V Garbage This annex relates to garbage as defined in the annex as all kinds of victual, domestic and operational waste excluding hazardous waste, fresh fish and parts thereof, generated during normal operation of the ship.

Vessels disposing of solid waste at the MIC and RLC Ports shall comply with the following conditions:

Solid waste must be segregated into categories specified by MARPOL 73/78 annex V

and placed in labelled bags or disposable containers as below:

Reception of solid waste shall be effected from the vessel onto a marked vehicle provided

alongside the vessel or skips provided at the berth.

5.3.1 Process of Collection and Disposal of Garbage The respective Waste Operations division of Industrial City Operations departments in MIC and RLC handle collection of domestic & non-hazardous waste across Ports through an authorized service provider. The authorized service provider shall transfer / dispose the collected garbage waste at MOE approved facility in consultation of Waste Operations division / Environment Division.

6.0 PROCESS FOR REPORTING ALLEGED INADEQUACIES AT PORT

RECEPTION FACILITIES

Should the vessel encounter inadequate waste reception facility or unsatisfactory service, the ship owner may report such inadequacy using the form (refer to section 11.3).

The Port Authority shall communicate the inadequacy with the service provider and may reassess his capability in providing the service in the Ports.

7.0 ROLES AND RESPONSIBILITIES

7.1 Vessel Master The following are responsibilities of the vessel master.

a. To notify / request the vessel agent to dispose waste from the vessel to waste reception

facility at the Port.

b. Fill and submit the Waste Disposal Request form (refer to section 11.1).

c. Monitor and control the waste discharge / disposal procedure as per vessel’s safety

management procedures and checklists and take all extra precautions to ensure safe

and spill-free operation.

d. Ensure using the proper hoses, standard connections, approved lifting equipment and

lashings while discharging from vessel to the trucks.

e. Ensure receiving proper receipts (refer to section 11.2).

f. Notify Port Control before starting and after completion of the waste discharge operation.

g. Enter into the vessel’s oil record book or the garbage record book about the amount of

MARPOL waste discharged.

h. Vessel Master shall immediately communicate with the Port Control and provide detailed

information in case of any incident or spill.

7.2 Vessel Agent The following are responsibilities of the vessel agent.

a. The Vessel Agent shall send waste disposal request form received from the vessel to

Port Authority for review / approval and to assign local approved service provider for

disposal on-shore.

b. The waste collection operation shall be conducted and completed during day light hours

c. The Vessel Agent shall arrange approved service provider to provide trucks alongside

the vessel or to arrange tanker trucks to collect oily water residue or sewage as requested

by the vessel.

d. Communicate the scheduled date and time of the waste collection operation to Port

Authority and update them with any changes to the schedule.

e. Provide a copy of signed and stamped waste delivery receipt to Port Authority

f. Vessel Agent shall notify all concerned parties if the waste collection operation is

cancelled.

7.3 Approved Service Provider The following are responsibilities of the approved service provider.

a. The approved service provider shall be aware of oil waste collection procedures that

details the entire operation, safety measures, environmental aspect and impact,

operator’s qualifications, training and emergency response.

b. The approved service provider shall be in possession of valid license issued by the MOE.

c. The truck driver shall have a valid driving license and proper safety training course on

the waste oil and sludge handling operation.

d. Ensure that all spill kit equipment is available on the truck and ready for immediate use.

e. Shall issue, sign and stamp the waste delivery receipt and handover the original to the

vessel master.

f. Approved service provider shall deliver the waste to the MOE approved facility within the

State of Qatar.

g. Approved service provider shall submit documented evidence to Port Authority through

ship agent’s about delivery of the waste to MOE approved facility.

7.4 Port Authority The following are responsibilities of the Port Authority.

a. Receive and review the waste disposal request from the vessel and implementation of

waste disposal regulations and grant permission accordingly.

b. Verify the validity of approvals from MOE of the approved service providers.

c. Monitor and supervise the disposal operation to ensure full compliance with MARPOL

and Port Regulations requirement.

d. Maintain a record of all the waste disposal operation from the vessels within MIC and

RLC Ports.

8.0 APPROVAL OF WASTE COLLECTION AND DISPOSAL SERVICE

PROVIDER

The waste collection and disposal service provider require the following approvals to qualify as an approved waste collection and disposal service provider.

a. Approval from Ministry of Environment, Qatar (MOE).

b. Approval from respective QP Industrial Cities Operations departments (Waste

Operations division).

c. Approval from respective QP Industrial Cities HSSE departments.

d. Approval from respective Industrial Cities Port Authority.
