GENERAL INTRODUCTION

Situated on the North East coast of Qatar, in Latitude 25o 55.5'N Longitude 51o 36.5'E, the Port

of Ras Laffan has been designed and purpose built primarily as the export facility for Liquefied

Natural Gas (LNG), Liquid Petroleum Gas (LPG), Condensates, Petroleum Products and Sulphur

derived from the processing of gas landed from the North Field Gas Reservoir situated 67 km

NNE of the Port.

DEFINITIONS & ACRONYMS

Abnormal Load _ a) For road transportation means any load which has a length exceeding 20.0m and/or a width of 2.6 metres or greater and/or over 4.0 metres in height and/or cannot travel faster than 30kph,

b) For cargo lifting operations, means any item with a length or breadth exceeding 12.0m and/or a mass which exceeds 20.0 metric tons.

Agent – means the Vessel’s Agent licensed by the Port Authority. AIS – means Automatic Identification System Approved Equipment - means equipment of a design that has been tested and certified by a

recognised authority (e.g. a Government Department, Classification Society, etc.) as being safe for use in a specified zone, manner or condition, and duly endorsed by a certifying stamp on such equipment and the accompanying certificate as issued by such authority.

Arrived Vessel – means; a- for scheduling purposes of placing a vessel in the queue for Marine

Services, either a vessel that has crossed into port limits and is able to Tender Notice of Readiness OR in respect of a vessel due to take up a charter and which has arrived at port earlier than commencement of the laydays as set out in that charter, time of arrival shall be deemed to be such date and time that laydays are to commence.

b- For Port Management purposes of assessing Port Charges or statistical purposes, time that the vessel crossed into port limits subject to any instruction from Port Control directing such vessel to stay outside port limits which instruction is for Port’s purposes, then an estimate shall be made of the most probable time the vessel would have crossed into port limits if such instruction had not been given.

Ballast Water - means water taken into a vessel when partially loaded or not loaded to maintain suitable stability and reduce stresses to the hull structure.

CD - means chart datum. Company - means QP as beneficial holder of the concession to use and utilise the Port,

and, solely for the purpose of the indemnity and waiver of liability provisions set forth in the Conditions of Use, shall include its affiliated companies operating at the Port, as well as, for the avoidance of doubt, any of their directors, officers, agents, employees and servants in whatever capacity they may be acting.

Conditions of Use - means the document titled “Conditions of Use Port of Ras Laffan” which shall be signed by the master of every Vessel prior to entry to the Port and which sets forth additional terms and conditions with respect to the use of the Port.

Deepwater Harbour - means the area of water, within the breakwaters of the Port, dredged to -13.5m CD, and includes the LNG Berths, Liquid Berths, and Dry Cargo Berths.

Draft - means the depth below the waterline of the deepest part of the Vessel.

Drugs - means drugs (e.g. narcotics) which have been used, or obtained with the intention of being used, for the effects they produce.

DWT - Means Deadweight. End-Users - means each of Qatar Liquefied Gas Company Limited QatarGas), Ras Laffan

Liquefied Natural Gas Company Limited (Rasgas) and any other Company or Joint Venture duly authorised to establish an industry at Ras Laffan Industrial City under specific Land Lease and Port Users Agreement with QP.

EDP – means Early Departure Procedure Environmental Guidelines - means the guidelines issued by the Port Management, or any other

Government Authority, or through International Conventions advising on the minimum acceptable environmental requirements and maximum permissible criteria for effluent, gases, and operational waste.

ETA - means the Estimated Time of Arrival. ETD - means the Estimated Time of Departure. Gas Carrier - means any Vessel designed for the bulk carriage of liquefied gases, by sea. Gas Free - means a tank, compartment or container into which fresh air has been

introduced in sufficient quantities to lower the level of any flammable, toxic, or inert gases to that required for a specific purpose e.g. hot work, entry, etc.

GCC - means Gulf Cooperation Council GCC Regulations – means the GCC Maritime Rules and Regulations as amended, issued by the

GCC. Grey Water – means waste water generated from domestic activities such as dish

washing, laundry and bathing. Hazardous Cargo - means cargo of any kind classified by international or local regulations as

Hazardous cargo. Heavy Lift – means any single item of cargo with a weight in excess of 20 tonnes but

excludes ISO shipping containers or cargo contained in the ISO container. Hot Work - means work involving sources of ignition or temperatures sufficient to

cause the ignition of a flammable gas mixture. This includes any work requiring the use of any one, or combination of, the following - welding, burning, or soldering equipment, blow torches, some power driven tools, portable electrical equipment which is not intrinsically safe, sand blasting, and internal combustion engines.

Hot Work Permit - means a document issued or approved by the Port Authority, permitting specific hot work to be performed over a specified time period, in a defined area.

ILO - means the International Labour Organization IMDG Code - means the International Maritime Dangerous Goods Code IMO - means the International Maritime Organization. IMPA - means the International Marine Pilots Association.

Inert Condition - means a condition where the atmosphere throughout the tank or space has been reduced to not more than 8% oxygen by volume for an oil tanker and not more than the LEL limits of the previous cargo carried in such tank or space for a gas carrier.

Inert Gas - means a gas or a mixture of gases, such as flue gas, containing insufficient oxygen to support the combustion of hydrocarbons.

Intrinsically Safe - means the condition whereby any spark or thermal effect, generated by the normal operation or accidental failure of the equipment, is incapable, under prescribed test conditions, of igniting a prescribed gas mixture. Any equipment so rated will be certified, by the appropriate body, as 'Intrinsically Safe'.

ISGOTT - means International Safety Guide for Oil Tankers and Terminals. ISM Code - means the International Safety Management (ISM) Code 2002 and any

amendments. ISPS Code – means the International Ship and Port Facility Security Code. LNG - means Liquefied Natural Gas. LPG – means Liquefied Petroleum Gas LOA - means the overall length of the Vessel. MARPOL- means International Convention for the Prevention of Pollution from Ships. Master - means the master of the Vessel or, in his absence, his duly authorised

deputy. MENAS - means Middle East Navigation Aids Service. Moorings – means the system for securing a ship to a terminal. These are to be in

accordance with the relevant OCIMF Mooring Equipment Guidelines. Naked Lights - means open flames, exposed incandescent material or any other

unconfined source of ignition. OBO - means a ship which is designed to carry either petroleum cargoes or dry

bulk. OCIMF - means Oil Companies International Marine Forum. Offshore Support Vessel (OSV)- means any Vessel other than a Small Craft Vessel as defined in

these regulations, exclusively supplying services to the Off-shore Oil & Gas Industry.

Permit to Work (PTW) means the RLC PTW procedure Pilotage Exemption Certificate - means a certificate issued by the Port Management

authorising the Master of a Vessel to perform pilotage acts within the defined Port Area.

Port - means the Port of Ras Laffan and includes the Port Area and the areas defined within the Port Limits.

Port Area - means the area of land and water enclosed by and including, the Main and Lee breakwaters, and the Port security fence.

Port Access Documents – means documents submitted to the Master by the Pilot upon boarding of the Vessel. The document includes: Conditions of Use, Pilotage Passage Plan, Ballast Declaration, Navigation Equipment Check List and the Port Time Sheet.

Port Limits - means the area enclosed by the Port security fence and bounded offshore by the geographical coordinates itemised under Port Description in “Part III Port Description and Navigation” below. The Port Limits also include the designated anchorage areas and the area surrounding the SPMs.

Port Management or Port Authority - means QP, or any successor of QP, in its capacity as the party charged with the management and administration of the Port of Ras Laffan, pursuant to the terms of the Emiri Decree No. 35 of 1994 and the Council of Ministers Decision No. 9 of 1994, and more specifically the Port Management designated by QP or its successor, to be responsible for the administration and control of the Port. Such Port Management or manager includes the person or persons, his deputies and assistants, authorised by QP or its successor, to exercise the powers or perform the duties in respect of operations, administration and control of the Port, and of making and enforcing regulations.

Port Tariff - means the applicable terms, conditions and scale of charges levied by the Port Management for the use of the Port facilities and the provision of services within the Port. Port Management reserves the right at any time to amend, alter or change the port tariff with or without prior consultation or notice. The Port Tariff is obtainable through the Agency.

Port Users Agreement - means an agreement between QP and an End-User governing the conditions of use of the Port in connection with the End-Users’ activities.

Prohibited Items - means any item declared by Qatar legislation to be prohibited, including, but not limited to, pornographic material in any form or Pork products

P & I Club - means the Protection and Indemnity Club. QP – means Qatar Petroleum (formerly known as Qatar General Petroleum

Company). Responsible Officer (or person) - means the person appointed by the master of the Vessel and

empowered to take all decisions relating to a specific task, having the necessary knowledge and experience for that purpose.

RECSO - means Regional Clean Sea Organisation (formerly known as GAOCMAO). ROPME – means Regional Organisation for the Protection of the Marine

Environment. SBT - means Segregated Ballast Tank. Segregated Ballast Tanker - means a tanker which meets the segregated ballast requirements

of MARPOL 73/78 and whose ballast water is introduced into dedicated ballast tanks by a completely separate system to that used for the transfer of cargo oil and fuel oil.

Small Craft – means any vessel under 50 GRT. SOLAS - means the International Convention for the Safety of Life at Sea. SOPEP - means Shipboard Oil Pollution Emergency Response Plan. SPM – means Single Point Mooring system. Tank Cleaning - means the process of removing hydrocarbon vapours, liquid, or residue. Tariff – see “Port Tariff” above. Terminal - means the End-Users installations where LNG tankers, LPG tankers, Oil

Tankers, Product Tankers and Bulk Carriers are berthed for the purpose of

loading LNG, LPG, Condensate, Petroleum Products or Sulphur cargo respectively.

Terminal Regulations and Information - means rules, regulations, conditions, guidelines, procedures, recommendations and information issued by the relevant End User or the Port Management for the Purpose of conducting safe and efficient cargo operations at their Terminal.

Trim - means the difference between the forward and aft draughts. Vessel - means any ship, dredger, craft or other floating navigable object.

1. FOREWORD 1.1. Preface

Ras Laffan Port is located on the North East coast of Qatar about 80 km north

of Doha, the Port Limits are between Latitudes 25 51.0'N and 26 00’N and

Longitudes 051 33'E and 051 48'E.

Ras Laffan Port lies in the industrial heartland of the country and is the premier port in the State of Qatar. The enclosed Port area is the largest LNG and hydrocarbon export facility in the world with an annual export of 77 million tons of LNG expected by 2012.

The Port is able to accommodate LNG Carriers, LPG Carriers, partly laden/ballasted tankers up to 300,000 SDWT, Dry Cargo Vessels and Supply Vessels.

This Port Information & Regulation Guide is intended as a reference work for the purpose of acquainting Owners, Charterers, Masters of vessels and other interested parties with the general information, facilities, requirements, regulations and services available at Ras Laffan Port, which is operated by Ras Laffan Industrial City (RLC) Management.

RLC is managed and administered by Qatar Petroleum (QP).

Every vessel which arrives at Ras Laffan Port is required to be provided with a copy of this Guide and every Master/Owner contracts to abide and comply with the rules and regulations contained herein. Vessels are also required to have on board and abide to the latest edition of "Rules and Regulations for Seaports" enacted by The Cooperation Council of Arab States of the Gulf.

This Guide does not replace or modify official publications covering the waters, areas, hazards or other subjects to which it pertains, nor is it intended for such purposes. 3. RULES & REGULATIONS 3.1. Mandate

3.1.1. Ras Laffan Port is managed and operated by QP, in the capacity of beneficiary of the concession granted to it pursuant to the terms of the Emiri Decree No. 35 of 1994 and the Council of Ministers Decision No. 9 of 1994. The Port Management includes the person or persons, his deputies and assistants, authorised by QP, to exercise the powers, or perform the duties in respect of operations, administration and control of the Port, and the making and enforcing of regulations.

3.2. Regulations

3.2.1. Laws and Conventions

3.2.1.1. Applicable Law on which these Regulations are based; a) National Laws of Qatar, including but not limited to:

Law No. 15 of 1980 “Qatar Maritime Law 1980” as amended,

Law 48 of 1993 as amended,

Law 35 of 1994 as amended,

Law 41 of 2003 as amended. b) The GCC Rules & Regulations for Seaports. c) IMO Conventions acceded to by Qatar shall apply. Follow the link to obtain

d) IMO Guidelines for Safe Ocean Towage (MSC/Circ.884 dated 21 December 1998).

e) ILO Code of Practice “Accident prevention on board ship at sea and in port, 2nd Edition, 1996” as amended.

f) ILO Code of Practice “Safety and health in ports, 2005” as amended. g) ILO Occupational Safety and Health (Dock Work) Convention 1979, No 152.

3.2.1.2. Nothing in these Regulations shall be construed as over-riding or contradicting :

a) The Laws of the State of Qatar; b) The provisions of international and/or regional regulations as applicable;

c) The practice of good seamanship. 3.2.1.3. Nothing contained herein shall be construed as relieving the Master of any

Vessel from his responsibility for the safety of the Vessel under his command. Masters of all Vessels visiting the Port shall sign and agree to the “Conditions of Use”.

3.2.1.4. The Port Management reserves the right at any time, to alter, change or amend any or all of the provisions contained in these Regulations and in the “Conditions of Use” with or without prior notice.

3.2.1.5. The Port Management shall have the right at any time to inspect the Vessel and all required certificates and documents to ensure compliance with the Port Regulations.

3.2.1.6. The Port Management shall, at its own discretion, have the right to suspend or cease operations and remove any Vessel from the Port.

3.2.1.7. Neither the Port Management nor its servants or agents (in whatsoever capacity they may be acting) shall be liable for any costs incurred by a Vessel, its Owners, Operators, Charterers or Agents as a result of a refusal to load or discharge all or part of the nominated shipment, delay to or suspension of loading, discharging or bunkering, or a requirement to vacate the berth.

3.2.2. Accommodation Doors, Windows, and Portholes

3.2.2.1. All external doors, windows and portholes are to remain closed during the Vessel's stay within the Port.

3.2.2.2. The outermost doors to the accommodation block, engine-room and motor-room should preferably be fitted with self closing devices. This regulation applies to LNG carriers, LPG carriers, oil tankers and vessels loading sulphur.

3.2.3. Access to the Port

3.2.3.1. Strict access control to the Port Area is enforced and no person may enter or leave the Port without the authorized and/or relevant documentation.

3.2.3.2. Entry to the Port is restricted to authorised Vessels only. 3.2.3.3. See also “International Ship and Port Facility Security Code (ISPS)” below.

3.2.4. Automatic Identification System (AIS)

3.2.4.1. When alongside a terminal or port area where hydrocarbon gases may be ventilated, the AIS, if not fitted with a "low power lock" should either be switched off or the aerial isolated with a dummy load

3.2.5. Alcohol, Drugs and Prohibited Items

3.2.5.1. Qatar is a Muslim country with very strict laws governing the import and consumption of alcohol or of pork or any pork products.

3.2.5.2. Masters are to ensure that the bonded store is sealed prior to the Vessel's arrival alongside and an accurate declaration prepared for presentation to the competent authorities. Heavy penalties will be imposed on any infringement of the law.

3.2.5.3. The use or possession of Drugs anywhere within the State or territorial waters of Qatar are strictly forbidden with heavy and severe penalties for any transgressor. Masters are reminded of their responsibility for the security of prescription drugs carried onboard Vessels.

3.2.5.4. Smuggling or trafficking in any prohibited article between vessels or between vessel’s crew and shore personnel is strictly prohibited.

3.2.6. Agency Representation

3.2.6.1. All vessels calling at Ras Laffan shall have Agency representation. 3.2.6.2. At present the only licensed agency permitted to operate in Ras Laffan is Nakilat Shipping

Agency. Details are provided n Part1, section

3.2.7. Anchors

3.2.7.1. The anchors are to be unlashed and ready for letting go during transiting the Channel and maneuvering within the Port. Once the Vessel is moored, the bow stoppers are to be placed on the chains with the pins removed so that they can be lifted clear of the chain in an emergency.

3.2.8. Ballast, Oil Transfers and Pollution Prevention

3.2.8.1. The waters in and around the Port are renowned for their abundant marine life and there is an increasing awareness of the environment in the Ras Laffan area. Any pollution affecting the well-being of the area is looked upon as extremely serious and will incur heavy penalties, in addition to any clean up costs.

3.2.8.2. The Port does NOT currently have ballast or oily water reception facilities although the provision of waste reception facilities is in the process of being assessed. To protect the interests of all parties Masters should be guided as follows:-

a) Only the discharge of “clean” ballast from Segregated Ballast Tanks (SBT) is permitted;

b) All ballast water, other than that contained within SBT, shall be retained onboard;

c) Ballast water for discharge at this Port will be sampled and analyzed by the Port Management before discharge is allowed. Should any analysis indicate that the quality of the ballast water does not conform to that required within the “Environmental Guidelines” as published and amended from time to time by the Port Management, then appropriate action will be pursued;

d) A table showing the acceptable criteria for ‘clean ballast’ is given below:-

e) Masters are required to take all necessary precautions to minimize and control the introduction of unwanted aquatic organisms and pathogens from the Vessel’s ballast water. The IMO Ballast Water Reporting Form (Resolution A.868(20)) or the ROPME sea Area Ballast Water Reporting Form as mentioned in IMO Circular MEPC 60/INF.2 dated 9 December 2009 is to be completed and sent to RLC Port Management at same time as the 72 hour notification of arrival.

f) It is a ROPME requirement that the Vessel carries out a ballast water exchange and sediment removal program in accordance with the IMO Ballast Water Management Convention. This may be:

i. Empty and refill each tank, ii. Use of the flow through method or,

iii. Ballast Water treatment program approved by the Vessel’s Flag State Authority.

iv. Options (i) and (ii) are to be carried out in open ocean waters outside of the ROPME area and at least 50 nautical miles from the nearest land in water at least 200m deep.

g) In line with the ROPME Protocols any water discharged into Arabian Gulf should be free from substances that: i. Settle or form objectionable deposits;

ii. Floats as debris, scum, oil, or other matter to form nuisance; iii. Produce objectionable colour, odour, or turbidity;

iv. Result in impact on the adjacent open Gulf water quality and injure or are toxic or produce adverse physiological responses in humans, marine animals or plants.

h) Whilst within the Port Limits the internal transfer of any oil or slops is not permitted without the approval of the Port Management.

i) In the event that pollution, on the land or within the waters of the Port Limits occurs, regardless of cause or origin: i. The person in charge or responsible for the operation, works or

location where such pollution occurs, shall immediately report the incident to Port Control by the most expeditious means available;

ii. Immediate action must be taken to stop or minimize further pollution and contain or clean up any spillage of oil on the Vessel's deck or shore areas.

j) Failure to report a pollution incident is a serious offense and persons found contravening this requirement will be liable to heavy fines and prosecution in Qatari courts.

3.2.9. Berth Scheduling

3.2.9.1. Scheduling of provision of Marine Services shall be arranged in consultation with the End-Users, taking into consideration their agreed schedules and any other factor at the sole discretion of the Port Management.

3.2.10. Bunkers and Water

3.2.10.1. Except for Supply Vessels, bunkering and fresh water facilities are not available at present. On an emergency basis, gas oil and water can be supplied by road tankers at the Dry cargo berths only.

3.2.10.2. Supply Vessels can be supplied with Diesel (MGO) and Fresh Water through the relevant dispensing points on the Service Berths. These services are offered through a metered 3” line and the dispensing rate is maximum 50 m3/hr for Diesel and 75 m3/hr for Water.

3.2.10.3. Hoses in use should be certified and in good condition. 3.2.10.4. Responsible person onboard and ashore should be stationed at the area to

observe the hose and connections for leaks. 3.2.10.5. The hoses should be drained and blinded before bringing them back to the

shore.

3.2.10.6. If any oil spills or other incidental pollution occur should stop operation immediately and report to port control.

3.2.10.7. Fire-Fighting equipment onboard and ashore should be positioned and ready for immediate use.

3.2.11. Bunker Tank Openings

3.2.11.1. All openings to bunker tanks must be closed and gas tight apart from those openings designed and installed as the bunker tank ventilating system.

3.2.12. Cargo Handling Rights

3.2.12.1. The Port Management reserves the right to control and perform, or to appoint a party to perform the loading, unloading and handling of all cargo imported, exported or in transit through the Port.

3.2.12.2. See also Part V Port Operations Section 12 Cargo Operations. 3.2.13. Cameras

3.2.13.1. The use of photographic equipment of any kind including cameras, video cameras, within the Port Limits is strictly prohibited without the prior written permission of the Port Management and the applicant being in possession of a duly authorized Operational Photography Permit issued by QP Security.

3.2.14. Charts & Publications

3.2.14.1. Vessels visiting the Port must have on board a sufficient range of the latest Hydrographic Charts & publications relevant to the area.

3.2.14.2. These charts & Publications must be kept up to date with regard to Notices to Mariners and other notices promulgated for the area.

3.2.14.3. See “Charts and Nautical Publications” in “PART III - PORT DESCRIPTION & NAVIGATION” for more details on charts.

3.2.15. Communications

3.2.15.1. All communications shall be in English. 3.2.16. Conditions of Use for the Port of Ras Laffan

3.2.16.1. This document is found in the Port Access Documents Booklet which is presented to the Master of the arriving vessel by the Pilot for signature before the vessel is permitted to enter the Port.

3.2.17. Damage

3.2.17.1. Any damage caused to the berth or any of the installations or to any object or vehicle on the quayside or any spillage of material or liquids that may cause pollution or damage to the environment must be reported to Port Control immediately

3.2.18.1. Only QP approved divers are permitted to operate in Ras Laffan. 3.2.18.2. Diving operations must conform to Ras Laffan Procedure QPR-RPO-018

3.2.19. Early Departure Procedure (EDP)

3.2.19.1. EDP is practiced in Ras Laffan in accordance with procedures as laid down by the relevant End User.

3.2.19.2. Upon the Vessel’s arrival at the berth, the Vessel’s Agent shall obtain written consent from the Master of his acceptance of EDP at Ras Laffan.

3.2.20. Emergency Precautions

3.2.20.1. For emergency precautions, and in the event of an emergency, the Master shall act in accordance with the relevant Terminal procedures and those agreed during the 'pre-loading meeting'. For all vessels other than LNG and LPG carriers and oil tankers see Port Emergency Card.

3.2.21. Equipment, Fit for use 3.2.21.1. All equipment used onboard any vessel or ashore shall be fit for use and be

appropriately maintained. 3.2.21.2. All certification shall be up to date and available for inspection. 3.2.21.3. All portable electronic equipment and any electrical leads used with this

equipment shall be regularly checked by a suitably qualified person, especially for any earth fault that may develop.

3.2.21.4. All electrical leads shall be continuous and without damage. Joining two leads together should be avoided and if necessary, shall be by means of industry approved devices

3.2.22. Equipment, Use of Port Facilities and Equipment

3.2.22.1. The use of the Port equipment, facilities and services shall be given priority over other equipment, facilities and services whenever suitable and available for hire by the vessels’ owners, operators, cargo owners or contractors and subcontractors. The Port Management reserves the right to assign the equipment most suitable, in the opinion of the Port Managements, for the work to be performed. Port Management may permit deployment of third party equipment or services only if port resources are unable or unavailable to perform the work for which the third party equipment or services are required. Such permission shall be requested sufficiently in advance to allow the Port to assess its options.

3.2.23. Equipment, Suitability of Cargo Equipment Used

3.2.23.1. Vessels, cargo operators, contractors and subcontractors’ gear, equipment or facilities shall be adequate to handle the cargo and other services and may be subject to inspection by the Port Management. The Port Management reserves the right to suspend handling with the vessel’s gear or with the contactors and subcontractors equipment if in its sole opinion the gear or the equipment is inadequate or unsafe.

3.2.23.2. Masters are to ensure that a certificate of test is obtained for every lifting appliance and every item of loose gear carried on the ship and that the validity of the certificate of test is maintained.

3.2.23.3. Masters shall maintain a proper register of all lifting equipment along with relevant test and inspection certificates.

3.2.23.4. Masters are to ensure that every lifting appliance on the ship and every item of loose cargo gear carried by the ship are maintained in good

working order and thoroughly examined by a competent person at least once in every 12 months.

3.2.23.5. Masters are to ensure that all lifting appliance is clearly and permanently marked with its safe working load (SWL).

3.2.23.6. Vessels shall have onboard certificates covering any slings used to pre-sling cargo. Each sling to be marked/numbered so as to be able to unequivocally match the sling with the certificate.

3.2.23.7. QP Lifting Regulations (Document - Corporate Lifting Equipment Regulation QP-REG-Q-001) are applicable in Ras Laffan. A copy of this document can be supplied on request.

3.2.24. Explosives 3.2.24.1. Only explosives required for use at the off-shore facilities associated with

Oil & Gas Exploration and Production will be considered for movement through the port.

3.2.24.2. No importation or exporting of explosives for any other reason will be permitted.

3.2.24.3. No Vessels carrying explosives in transit will be permitted to enter the port 3.2.24.4. No explosives shall be brought into the Port without prior written

permission from the Port Management, who shall, if entry is granted, specify any special conditions over AND ABOVE those required precautions and procedures as imposed by the governing authorities.

3.2.24.5. Vessels carrying Class 1 material (Explosives) may only enter the Port during the hours of daylight.

3.2.24.6. No explosives may be brought to the berth unless the vessel is ready to receive them. No explosives may be discharged from the vessel unless the transport is ready to receive them.

3.2.24.7. Explosives may only be handled during the hours of daylight. If, due to unforeseen circumstances, the handling of the explosives may extend into the hours of darkness then permission must be obtained from Port Management prior to the loading / discharging commencing.

3.2.24.8. The equipment used for carrying and handling of explosives must be of an approved type, properly maintained and tested in accordance with national and international standards.

3.2.24.9. No bunkering is permitted during the handling of explosives. 3.2.24.10. No radar or radio transmitter should be used within 50 metres of the cargo

handling area. 3.2.24.11. Explosives must be the last item of cargo to be loaded on board the vessel

or the first item to be offloaded. 3.2.24.12. When the loading of the explosives is completed then the loaded ship (or

vehicle) must depart from the Port as soon as is reasonably practicable. 3.2.25. Firearms

3.2.25.1. All firearms, including ammunition, shall be declared to the Port Management who will specify the security arrangements required as imposed by the relevant authorities.

3.2.26. Flags and Signals 3.2.26.1. When within Port Limits, from sunrise to sunset, all Vessels shall fly their

national flag and the national flag of Qatar. 3.2.26.2. In addition, Vessels shall at all times, comply with the International Code of

Signals and display flags, shapes and lights as required by the International Regulations for the Prevention of Collision at Sea.

3.2.27. Funnel discharges 3.2.27.1. Soot blowing and excessive smoke emissions from the funnel are

prohibited. 3.2.27.2. All appropriate measures shall be taken to prevent the emission of sparks

from funnels. 3.2.28. Galley Stoves and Cooking Equipment

3.2.28.1. Only the use of galley stoves and other mechanically secured cooking equipment within the catering area shall be permitted.

3.2.29. Gangway Requirements 3.2.29.1. The purpose built shore gangway at the Tanker and LNG berths shall be

used at all times unless unavailable or unsuitable for the Vessel, at which time the Vessel is to provide a gangway.

3.2.29.2. At berths where no shore gangway is available, vessels are to provide safe means of access between shore and the vessel or in case of double banked vessels; the offshore vessel is to provide safe access between the vessels

3.2.29.3. Any gangway provided by any vessel should conform to the Regulations with correctly rigged rails, embarkation steps, safety net, and appropriately positioned lifebuoy.

3.2.29.4. During the hours of darkness the access area on deck, and where possible, the length of the gangway should be floodlit.

3.2.29.5. A gangway and manifold watch shall be maintained at all times by competent shipboard personnel.

3.2.29.6. During the Vessel’s stay alongside, notices and information shall be displayed at the gangway access area as required under the relevant Terminal Regulations and Information.

3.2.29.7. During the Vessel’s stay alongside at the LNG and Tanker berths, the offshore gangway is to be rigged and lowered to a height of approximately 3 metres above the water. However, should the Master feel that these conflicts with the ISPS Code then the gangway may be rigged and swung out ready for immediate lowering in the event of an emergency.

3.2.30. Gas Lines 3.2.30.1. Masters should be aware of the live gas lines which exist (and are charted)

off the Port. Extreme caution should be exercised when navigating in these areas.

3.2.30.2. Anchoring in the proximity of these gas lines is strictly prohibited. 3.2.31. Grey Water

3.2.31.1. The discharge of untreated contaminated shipboard wastes and refuse from vessels into port or coastal waters is not permitted.

3.2.32. Hazardous Cargo 3.2.32.1. Means any of the following cargoes, whether packaged, carried in packages

or in bulk within the scope of the following regulations: a) Oils covered by Annex 1 of MARPOL 73/78. b) Gases covered by the Codes for the Construction and Equipment of Ships

Carrying Gases in Bulk. c) Noxious liquid substances / chemicals, including wastes, covered by the

Codes for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk and Annex II of MARPOL 73/78.

d) Dangerous, hazardous and harmful substances, materials and articles, including environmentally hazardous substances (marine pollutants) and wastes, covered by the International Maritime Dangerous Goods Code.

e) Solid bulk materials possessing chemical hazards and solid bulk materials hazardous only in bulk (MHB’s), including wastes covered by Appendix B of the Code of Safe Practice for Solid Bulk Cargoes.

f) The term hazardous cargoes includes any un-cleaned packagings (such as tank containers, receptacles, intermediate bulk containers (IBC’s), bulk packagings, portable tanks or tank vehicles) which previously contained dangerous cargoes, unless the packagings have been sufficiently cleaned of residue of the dangerous cargoes and purged of vapours so as to nullify any hazard or have been filled with a non-dangerous substance.

3.2.32.2. All hazardous cargo must be packaged, labeled and transported as per the IMDG Code.

3.2.32.3. For Class 1 (Explosives), see “Explosives” above. 3.2.32.4. Vessels carrying dangerous goods must comply with the following:

a) Provisions of SOLAS Convention chapter VII Part A (CARRIAGE OF DANGEROUS GOODS).

b) Provisions of International Maritime Dangerous Goods CODE (Packaging, Labeling, Segregation, DG Manifest)

3.2.32.5. All vehicles transporting hazardous materials within Ras Laffan Industrial City, including the Port Area, shall:

d) carry the proper identification labels and documentation for such material, e) Have obtained prior approval from RLC Safety Department.

3.2.33. Heavy Lifts 3.2.33.1. Vessels must demonstrate that they will be able to maintain positive

stability and be within the maximum permissible draft at all stages of the heavy lift operation.

3.2.33.2. Heavy and abnormal lifts in excess of 50 m/t’s may only be handled during the hours of daylight, unless prior approval has been in writing obtained from the port management.

3.2.33.3. Ship’s crew is responsible for the discharge of heavy and abnormal lifts. 3.2.33.4. Ship is to supply all slings, strops, spreaders etc. required for discharging of

the lift(s). 3.2.33.5. Haulage of Heavy Lifts through the Ras Laffan Industrial City, including the

Port Area are subject to CPW requirements.

3.2.33.6. All heavy and abnormal lifts being transported from the Vessel out of the Port require a vehicle escort.

3.2.34. Hotwork Permits 3.2.34.1. No welding or burning or flame cutting or brazing or grinding or any other

such hotwork which produce ignition sources including the use of Naked Lights may be only carried out on board any Vessel within the Port with the prior permission of the Port Management.

3.2.34.2. Hot Work Permits are issued by the Port Management and are valid for a maximum period of 72 hours.

3.2.34.3. Hot work onboard vessel shall observe all safety measures as contained in the vessel’s ISM and any other safety procedure.

3.2.34.4. Any violation could result in the cessation of the cargo operations and the Vessel requested to vacate the berth and being put to anchor pending a full inquiry. The Vessel will be responsible for all the costs and delays whatsoever resulting from such action.

3.2.34.5. Any hotwork to be done ashore shall comply with RLC PTW requirements. 3.2.35. Lashings

3.2.35.1. The lashing and/or unlashing of cargo is to be arranged by the vessel. 3.2.36. Lifeboats See “Safety Drills/Exercises” below 3.2.37. Immigration and Persons in Transit

3.2.37.1. Immigration and transit facilities for arriving and departing ships’ personnel are available and can be handled efficiently through Ras Laffan Port to or from Doha International Airport.

3.2.37.2. A minimum of 72 hours prior notice to the Vessel’s Agent is normally required with full details of names, passport and seaman book for crew transits.

3.2.37.3. A Passport and Seaman’s Book is mandatory in order to join a vessel. 3.2.38. Indemnity

3.2.38.1. All persons who are not employees of Qatar Petroleum and who wish to use the pilot boat, tug or mooring boat as a means of transport must sign a Letter of Indemnity prior to boarding the aforementioned vessel.

3.2.39. International Safety Management (ISM) Code 2002 and amendments 3.2.39.1. All vessels shall fully comply with their Safety Management System.

3.2.40. International Ship and Port Facility Security Code (ISPS) 3.2.40.1. Ras Laffan Port is ISPS compliant and all vessels calling at the port must

meet the requirements as stated in the ISPS Code. 3.2.40.2. Vessels to which the ISPS Code does not apply will be subject to an

inspection prior to entry into the port and a Security Inspection fee will be charged accordingly.

3.2.40.3. See “Port Security” under “Part IV – Port Safety & Security” below. 3.2.41. Main Engine(s)

3.2.41.1. The main engine(s) shall only be tested with the prior approval of the Port Management who require the Pilot to be onboard and a requisite number of tugs in attendance.

3.2.41.2. The main engines of all Vessels within Port Limits shall always be kept ready for use within the shortest possible notice.

3.2.41.3. Repairs or other work, which may render the Vessel incapable of manoeuvering under its own power, are not permitted. In cases of breakdowns that affect the Vessel’s readiness to manoeuvre, the Port Management may agree to allow emergency repairs to be carried out on the condition that adequate safety and precautionary measures are undertaken by the Vessel including hiring sufficient number of tugs. The Port Management reserves the right to shift the Vessel to another berth for the purpose of such repairs. Costs for any such precautionary measures so imposed shall be for the vessel’s account.

3.2.42. Manpower Administration and Compliance with Labour Law

3.2.42.1. All Port users shall be responsible for compliance at all times with the Qatari Immigration and Labour Law with respect to persons employed or hired to carry out cargo handling operations or any other work, activities or services provided within the Port.

3.2.42.2. The Port users shall also be responsible for implementing discipline and safety measures including adequate protective clothing and ensuring proper supervision at all times.

3.2.43. MENAS

3.2.43.1. Unless paid elsewhere in the Arabian Gulf in connection with the current voyage, light dues for the Arabian Gulf navigation aids will be collected by the Vessel’s Agent at the Port for the account of MENAS.

3.2.43.2. Attention is drawn to the service provided by MENAS who promulgate warnings for the whole Gulf area.

3.2.43.3. Masters are required to report any navigational hazards to MENAS.

3.2.44. Mooring Requirement and Fire Wires

3.2.44.1. See “Part 9 Port Description & Navigation” below. 3.2.45. Naked Lights

3.2.45.1. The use of Naked Lights within the Port Area is prohibited except: d) Under a specific and detailed Hot Work Permit issued by the Port

Management for such purpose, time and area. e) In the designated places at the time that smoking is permitted. f) As approved under the Boiler Firing Precautions and Requirements.

3.2.46. Operational Procedures

3.2.46.1. Masters shall refer to the relevant Terminal Regulations and Information. 3.2.47. Personnel Access to Terminals

3.2.47.1. Access procedures to the terminals are enforced by the Port Management.

3.2.47.2. End User Security personnel control access to the loading berths. 3.2.48. Painting

3.2.48.1. The painting of the vessels hull is only permitted on the onshore side of the vessel at the General Cargo Berths and Service Berths when this does not interfere with cargo operations. No painting may be done during cargo loading/unloading operations.

3.2.48.2. No defacing of the quay wall with paint or any other substance is permitted.

3.2.48.3. Any paint that is spilled onto the quay or into the water must be cleaned up immediately.

3.2.48.4. Prior to the start of any painting work, adequate and suitable material and equipment shall be immediately to hand to clean up any such spillage.

3.2.49. Pilotage

3.2.49.1. See “Part III Port Description & Navigation” below. 3.2.50. Port Access Documents

3.2.50.1. See “Part III Port Description & Navigation” below. 3.2.51. Portable Radio Transmitters, Flashlights (Torches) and Electrical Equipment

3.2.51.1. Shall not be used on board gas or liquid tankers, unless certified as Approved Equipment. Similarly, the use of portable electric lamps and equipment on wandering electric cables is prohibited in any cargo or adjacent ballast space, pump room, compressor room, cofferdam, bunker tank, hold or anywhere over the cargo tank.

3.2.51.2. Domestic radios / tape recorders, electronic calculators, or any other electrically powered equipment shall only be used within the accommodation of any Vessel moored within the Deepwater Harbour.

3.2.52. Port Clearance

3.2.52.1. See “Part II Notification, Documentation & Reporting” below. 3.2.53. Port Control

3.2.55. Port Services

3.2.55.1. Only services provided or authorised by the Port Management shall be utilised within the Port Area. The use of the Port equipment, services and facilities shall have priority over other third party equipment, services and facilities. Requests for the various services shall be made through the Vessel’s Agent.

3.2.55.2. No third party services, equipment or facilities shall be allowed within the Port Area without the prior written approval of the Port Management having been obtained.

3.2.56. Port Tariff and Charges

3.2.56.1. Port Charges are levied for the use of the Port facilities and the provision of services to the visiting vessels. Port Charges are payable in advance and according to the applicable Tariff as published and amended from time to time by the Port Management.

3.2.56.2. The Port Tariff can be obtained, upon request, through the Vessel’s Agent or it can be found online on the Ras Laffan website.

d) The Port Management reserves the right to issue the Port Tariff which will contain the terms and conditions and the scale of charges that shall apply for the use of premises, facilities, works, equipment and services within the Port.

e) Where applicable, the terms, conditions and charges as agreed between QP and the relevant End-User under specific Land Lease or Port Users Agreements shall override those contained in the Port Tariff.

f) The Port Management reserves the right to alter, change, or amend from time to time any or all charges, terms, conditions or interpretations contained in the Port Tariff with or without prior notice.

3.2.57. Port Working Hours

3.2.57.1. See “Working Hours” under “Part III PORT DESCRIPTION AND NAVIGATION”

3.2.58. Pre-Arrival Information

3.2.58.1. See “Part II Notification, Documentation & Reporting” below. 3.2.59. Prohibited Areas

3.2.59.1. Masters should be aware of all the live gas lines which exist (and are shown on the charts) off the Port. Extreme caution should be exercised when navigating in this area and adequate under keel clearance allowed with due regard to swell, squat, and the profile of the gas lines which are often routed above the seabed.

3.2.59.2. Anchoring in the proximity of these gas lines is strictly prohibited. 3.2.60. Quarantine

3.2.60.1. Radio pratique can be obtained via the Vessel's Agent provided that the Master can declare that there has not been a serious illness on board for the preceding thirty days and the following information is supplied to the Quarantine Officer via the Agent

a) Ship's name and flag; b) Masters name and nationality; c) Number and nationality of officers and crew; d) Ports visited during the last 21 days; e) Has the vessel any suspected case of Plague, Cholera, Yellow Fever, Typhus,

or any other infectious disease?

3.2.60.2. All crew members shall be in possession of valid vaccination certificates. 3.2.60.3. The standard International Declaration of Health is required upon arrival.

Copies can be provided by the Vessel’s Agent if not available on board.

3.2.61. Recreational Activities

3.2.61.1. Recreational activities such as running, walking, swimming, diving and fishing are not permitted within the Port Area. Persons in breach of this regulation are liable to face prosecution.

3.2.62. Removal of Objectionable or Unclaimed Material, Equipment or Cargo

3.2.62.1. The Port Management reserves the right to move cargo, equipment, facility or appliance, which in its sole opinion is likely to damage other cargo or property, or cause hindrance or interference to the Port Management or other users operations, to other locations, at the risk and expense of the owner or agent of such cargo, equipment, facility or appliance.

3.2.62.2. Unless stored with prior agreement, the Port Management reserves the right to dispose of any unclaimed or un-cleared cargo and/or equipment stored at the Port for a period in excess of six months through public auction or any other means and reserves the right to recover all expenses including storage from the proceeds of the sale.

3.2.63. Responsibility for Damage to Facilities

3.2.63.1. All users of the Port, or their agents, contractors and subcontractors shall be responsible for any damage whatsoever and howsoever caused resulting from their use of berths, premises or any of the Port facilities or of equipment provided by the Port. Damage shall include any pollution or other forms of harm to the environment.

3.2.63.2. Port Management reserves the right to repair, or otherwise cause to be repaired, or remove pollution and/or rehabilitate the environment, any and all such remedial measures shall be at the expense of such users, agents, contractors or subcontractors.

3.2.63.3. Port Management shall require a suitable form of guarantee be furnished to cover the cost of repair, clean up or rehabilitation.

3.2.64. Reporting Operational failure

3.2.64.1. An operational failure on board a ship that could cause a hazard, damage or hindrance, shall be immediately reported to the Port Management through Port Control.

3.2.65. Safety Drills/Exercises 3.2.65.1. Any Vessel wanting to lower their lifeboat(s) either partly lowering them

from their stowed position or fully lowering them into the water while within the Port Area must first inform Port Control.

3.2.65.2. Lifeboats may be disconnected from the falls to test the engine under the following conditions:

d) Testing may only be done before connection or after disconnection of loading & vapour arms,

e) May only be carried out during daylight hours, f) Lifeboat shall not be taken more than 100m from the side of the vessel, g) Port control shall be informed on completion of testing, once lifeboat is re-

secured in position.

3.2.65.3. Prior to any such safety drills or exercises, vessel shall have approval from the responsible terminal operator. Such safety drills and exercises shall NOT be carried out during oil or gas loading operations.

3.2.66. Scuppers and Drip Trays

3.2.66.1. During the transfer by hose or loading arm of any liquid at ambient temperature all deck scuppers and drain holes must be plugged. Any accumulating water should be removed periodically. Drip trays must be placed under connections. During the transfer of LNG deck scuppers in the vicinity of the loading platform where water curtain or water hoses are in use should remain unplugged

3.2.67. Sea and Overboard Valves

3.2.67.1. Overboard discharge valves on the bilge and cargo systems shall be firmly closed and locked. Where the indicated valves are hydraulically powered then a suitable means of preventing accidental operation shall be arranged.

3.2.67.2. During the Vessel’s stay in the Port all overboard discharge valves shall be monitored to ensure that no polluting substances are released.

3.2.67.3. Water discharges (e.g. cooling water) shall not be directed onto or over the jetty or dolphins. Where this cannot be achieved mechanically then suitable baffle boards must be rigged to the satisfaction of the Port Management.

3.2.68. Security

3.2.68.1. The Ras Laffan Port Facility Protection Security Plan is based on the International Ship and Port Facility Security Code (ISPS Code) and laws of the State of Qatar.

3.2.68.2. Security passes are required for all personnel proceeding ashore; these can be arranged through the vessel’s Agent.

3.2.68.3. See Also PART IV “PORT SAFETY & SECURITY”. 3.2.69. Sewage

3.2.69.1. A self-contained sewage treatment system or a holding tank that meets both MARPOL and RECSO protocols shall be fitted onboard all vessels and operated at all times.

3.2.69.2. The discharges of sewage or shipboard wastes from vessels into port area or coastal waters are prohibited.

3.2.70. Shipboard Radio, Radar and Other Equipment

3.2.70.1. A Vessel's main radio station, including emergency transmitter, shall not be used when the Vessel is within 400 metres of any Terminal or loading Vessel. While berthed, the transmitting aerials shall be disconnected and earthed. At the LNG and liquid berths intrinsically safe VHF and UHF communications with a radiated power of 1 watt or less are allowed.

3.2.70.2. The prior written permission of the Port Management is required before any vessel can undertake radar repairs.

3.2.70.3. The testing of transmitters operating between 415 kHz and 26 MHz or ship-borne radar with a peak power pulse exceeding 60 kW is permitted if:

d) The Vessel's associated equipment does not present a source of ignition.

e) The written permission of the Port Management has been obtained prior to any testing.

3.2.70.4. Shipboard satellite telecommunications systems are allowed for use when alongside subject to the competent authorities' approval. Applicable restrictions if any will be advised through the Agent.

3.2.70.5. Subject to availability at certain berths, shore telephone lines with local access may be provided onboard upon request for the use of the Vessel. Details are obtainable through the Agent

3.2.71. Shipboard Hot Work

3.2.71.1. See “Hotwork permits” above.

3.2.72. Ship Sanitation Control Certificate (formerly known as a De-ratting Certificate)

3.2.72.1. All vessels are required to have a valid certificate onboard. 3.2.72.2. Qatar is currently not registered to issue these certificates for International

recognition. Owners should make arrangements at other ports for renewal of these certificates if they wish to have the certificate recognised at other ports.

3.2.72.3. Certificates issued locally will be recognised by Port Management for Vessels trading solely within Qatar waters. The Vessel’s Agent can make arrangements for a Qatar recognized company to issue such a certificate.

3.2.73. Ship/Shore Co-operation - Vessel Alongside

3.2.73.1. Whilst a Vessel is alongside at the berth: d) The relevant End-User shall appoint and maintain at the Terminal, at all

times, a sufficient number of qualified and experienced persons to monitor the progress of all operations onboard the Vessel and to ensure reliable communications are maintained with the Master and the Port Management.

e) The Master shall ensure that his staff who are charged with the responsibility of conducting or overseeing the cargo operations and related duties are qualified and competent, including the ability to communicate in English. Sufficient Vessel personnel shall be made available at all times to ensure that the Port Management requirements for safe and efficient operations and mooring practices are observed and that adequate ship/shore liaison is maintained. The Master and his delegated staff shall ensure that the instructions and requirements that may be imposed by the Port Management, pursuant to these Regulations, are attended to and performed with reasonable dispatch and in an appropriate manner.

f) The mooring pattern shall be regularly monitored. g) A pre-loading meeting shall be attended by the appropriate

representatives from the Vessel, representatives from the relevant Terminal, and a representative from the Port Management, to discuss: i. Ship/shore communications,

ii. Ship/shore safety checklist, iii. Emergency procedures, iv. Cargo handling plan, v. Bunker / ballast handling plan,

vi. Permit to work requirements, vii. Any concerns or operational requirements.

h) An inspection of the Vessel will be carried out: i. To confirm compliance with the ship/shore safety check list,

ii. In line with requirements of Port Regulations. i) Whilst the Vessel is alongside, subsequent inspections may be carried

out at any time by the Port Management. 3.2.74. Ship Standards

3.2.74.1. All Gas Carriers and Tankers nominated for the Port are required to be vetted and accepted as ‘suitable’ by the Port Management before the nomination is confirmed.

3.2.74.2. All Gas Carriers and Tankers that are first time callers or have not visited the Port in the last six (6) months may be subject to a safety inspection by Port Management Staff prior to being allowed entry to Ras Laffan Port.

3.2.74.3. All Gas Carriers or Tankers or Bulk Carriers intending to load Sulphur are required to have a valid SERDAL Clearance, validity requirements are as follows:

d) LNG vessels – issued within the last 12 months. e) All tankers, LPG tankers and bulk carriers– issued prior to arrival each and

every call. f) Coastal tankers transporting Gas Oil and/or Diesel Oil between Mesaieed

and Ras Laffan are exempt from this requirement. 3.2.74.4. Upon application, OBO Vessels may be accepted at the sole discretion of

the Port Management, and shall be subject to conditions and requirements to be advised on a case by case basis.

3.2.74.5. RLC Port Logistics Department administers calls by General Cargo vessels. Vessel Operators / cargo exporters and importers shall ensure that any vessel they intend to call at Ras Laffan is acceptable to Port Logistics.

3.2.74.6. General Cargo vessels may be inspected on berthing to ensure compliance with the safety and environmental policy of the Port.

3.2.74.7. Supply Vessels: d) Shall be inspected on their first visit to the Port and at random intervals

thereafter to ensure compliance with the Port Management requirements. e) Special provisions shall apply to the Supply Vessels authorised to use Ras

Laffan Port as a regular base for their operations. Such provisions shall apply to, access and security, environment protection, safety arrangements and emergency procedures.

3.2.74.8. Small craft & vessels below convention size

d) No favorable treatment is given to small crafts and ships below convention size calling the Port.

e) They may be inspected on their first visit to the Port and at random intervals thereafter to ensure

i. Compliance with the Port Management requirements. ii. Equivalent level of safety and protection of the marine environment

are maintained.

iii. Equivalent surveys and inspections are conducted. 3.2.75. Ship to Ship Transfer

3.2.75.1. The ship-to-ship transfer of cargo, bunkers, water, stores, provisions or any other materials and equipment, in the Port, or within the Port Limits, is strictly prohibited without the written permission of the Port Management.

3.2.75.2. For acid and other such liquid chemical type transfers: a) No Ship to Ship Transfer will be permitted within the Port Environs. Such

transfers may only take place outside Ras Laffan Port Limits. b) Hose transfers from Ship to Shore and vice versa will only be permitted

during the hours of daylight. c) All parties are to ensure that such transfers are conducted under full and

proper supervision and in the event of any spill occurring Ras Laffan Port Control is to be informed immediately.

d) The Ship-to-Ship transfer of the following substances will be allowed to take place at any time: i. Barite.

ii. Bentonite. iii. Calcium Carbonate. iv. Calcium Chloride Brine. v. “G” Cement.

vi. “LC” Cement. vii. Sodium Chloride Brine.

3.2.76. Shore Leave

3.2.76.1. Security passes are required for all personnel proceeding ashore 3.2.76.2. Shore leave can be arranged through the vessel’s Agent, including

transport from and to the Vessel. 3.2.76.3. Shore passes are supplied by the Agent to the Master and shall be returned

prior to sailing. 3.2.77. Sighting and Ullage Ports

3.2.77.1. Closed loading operations shall be maintained at all times. 3.2.78. Single Hulled Tankers

3.2.78.1. Ras Laffan follows the guidelines of the IMO Convention on accelerated phasing out of single hulled Tankers. See the IMO text using the link http://www.imo.org/Newsroom/mainframe.asp?topic_id=758&doc_id=3341

3.2.78.2. Single hulled tankers delivered in 1984 or later shall be phased out in 2010 unless the Flag State has permitted continued operation of Category 2 or Category 3 Tankers beyond 2010 subject to satisfactory results from the Condition Assessment Scheme (CAS), but the extended operation shall not extend beyond the anniversary of the date of delivery of the ship in 2015 or the date on which the vessel reaches 25 years of age after the date of its delivery, which ever is earlier.

3.2.79. Smoking

3.2.79.1. Ras Laffan Port is a no smoking zone inside all buildings. 3.2.79.2. However, certain areas have been set aside as dedicated smoking areas

and have been sign posted accordingly.

3.2.79.3. Smoking anywhere else within the Port Area is prohibited. 3.2.80. Static Electricity

3.2.80.1. Condensates are classed as static accumulators. When loading this product the procedures as detailed in ISGOTT, Section 7.4 must be adopted.

3.2.80.2. Masters should encourage officers in charge of the loading of condensates to read, as a minimum, ISGOTT, Chapters 7, 20, and 21.

3.2.81. Stevedoring and Port Handling

3.2.81.1. See Part V, Port Operations Section 12, Cargo Operations 3.2.82. Stores, Provisions and Spare Parts

3.2.82.1. Stores and provisions, other than hand carried provisions and laundry, are NOT permitted to be taken during the loading / unloading of LNG, LPG, condensates, or any other liquid petroleum cargoes.

3.2.82.2. Barges or any other craft(s) carrying stores or spare parts are NOT allowed alongside any LNG or liquid tanker when the loading arms are connected. Delivery of stores and/or spare parts by barge or boat should be arranged for the period before or after loading. Arrangements shall be made through the Agent.

3.2.83. Sulphur Vessels

3.2.83.1. Prior to the commencement of loading operations the vessel is to demonstrate positive trim and adequate intact stability will be achieved during loading and continue up to arrival at the discharge port, as per the applicable IMO code.

3.2.83.2. Vessels shall have emergency response procedures in place and have all safety gear in operational readiness during the entire stay alongside the berth.

3.2.83.3. Masters of Sulphur Vessels shall fully comply with the relevant Terminal Regulations and Information.

3.2.84. Surge Pressure Precautions

3.2.84.1. Surge pressure shall be minimised at all times, by sensible valve operation during cargo transfer and tank changeover periods, and regular communications and updates between the Vessel and the Terminal.

3.2.85. Tank Cleaning, Gas Freeing and Purging

3.2.85.1. Tank Cleaning, inerting, purging or gas freeing within the Port Area is strictly prohibited without the written permission of the Port Management with the exception of associated and agreed routine procedures pertaining to the LNG carriers operations performed under the relevant Terminal Regulations.

3.2.85.2. OSV’s carrying bulk materials to and from the field shall comply with their approved tank cleaning and all safety procedures. In no case may any tank wash water be discharged into the sea within the RLC Port area.

3.2.86. Tank Lids and Connections

3.2.86.1. Cargo and bunker tank lids must be closed and gas tight at all times. 3.2.86.2. Cargo and bunker connections not in use must be blanked and gas tight

with all holes bolted.

3.2.87. Telephone Services

3.2.87.1. Upon request and subject to availability at certain berths, shore telephone lines with local access may be provided onboard for the use of the vessel. Details are obtainable through the Agent.

3.2.88. Timber

3.2.88.1. Only timber which forms the make-up of packaging in or on which cargo is packed is allowed to leave the Port Area.

3.2.88.2. Any loose timber such as dunnage, broken packing cases, etc. may not be left on the quay and must be retained onboard the vessel.

3.2.89. Towage Services

3.2.89.1. All towage operations within the Port Limits shall be performed by tugs provided by the Port Management.

3.2.89.2. Tugs lines are used during normal towing operations. 3.2.89.3. The following protocol is observed when assigning Contracted Harbour

Craft: d) LNG Carriers with a LOA of 250 metres or more – minimum of 4 and 3 tugs

shall be used for berthing and unberthing respectively, e) LNG Carriers with a LOA of less than 250 metres – a minimum of 3 Tugs

shall be used for berthing and unberthing, f) Vessels of DWT in excess of 175,000 m/t – minimum of 4 Tugs shall be used

for berthing and unberthing, g) Vessels of DWT less than 175,000 m/t – a minimum of 3 Tugs shall be used

for berthing and unberthing, h) Vessels of DWT less than 60000 m/t – a minimum of 2 tugs shall be used

for berthing and unberthing, i) Certain vessels which are equipped with bow thruster and/or high

efficiency manoeuvring devices may be exempt from the compulsory use of tugs, but one tug will be required to attend the vessel, both on berthing and unberthing,

j) Towing operations are conducted subject to the terms stated in the ‘Conditions of Use’.

k) Above protocols are always subject to the individual pilot’s assessment of the prevailing conditions at the time and the pilot may require additional tugs, which decision shall be final and binding on the vessel.

3.2.90. Tug & Barge Combinations 3.2.90.1. All tows of a tug and barge combination shall comply with the Guidelines

for Safe Ocean Towage (MSC/Circ.884 dated 21 December 1998) issued by IMO appropriately modified to account for short sea towage within the Gulf area.

3.2.90.2. The tug and barge and the towage arrangement shall be inspected by a competent organization and such organization shall issue a Towage Certificate to certify their satisfaction that the tug, barge and towing arrangements comply with Guidelines mentioned above and the minimum following.

3.2.90.3. In all events:

d) The towage spread shall be suitable for the intended voyage, e) The Tug shall have adequate power, taking into account the currents to be

encountered and especially those around the Ras Laffan Port Entrance, f) The tug shall have a towage winch adequate to withstand the forces to

which the tow will be exposed. Should the tug be towing using a towing hook, then: i. The hook shall be fitted with a working quick release mechanism and

ii. The tug shall have means available to easily and rapidly shorten the tow line.

g) No tow shall be undertaken with the tow line led directly to a set of bitts, h) The barge shall be suitable for the intended voyage, have adequate intact

stability and have complete watertight integrity with all tank or other openings closed by appropriately approved means,

i) The barge shall have an appropriate bridle recovery system, j) The barge shall be provided with an emergency towage system consisting

of a spare towage bridal fitted with a floating rope and buoy so as to permit safe retrieval of the spare bridal by the towing vessel in event of the main tow line parting,

k) The barge shall display the appropriate shapes and lights, l) The barge shall have appropriate boarding facilities on both sides of the

barge. 3.2.91. Tug Stand-by

3.2.91.1. Any request for the services of a stand-by tug or additional tugs should be directed through ‘Port Control’ on channel 12 or 16. The scale of charges for tug services is published within the Port Tariff.

3.2.92. Ventilators and Air Conditioning Units

3.2.92.1. Intakes of central air conditioning or mechanical ventilation systems (fans) should be adjusted to prevent the entry of dangerous gases or vapours, if possible by the ‘recirculation’ of air within the enclosed spaces.

3.2.92.2. If, at any time, it is suspected that dangerous gas or vapour is being drawn into the accommodation, the central air conditioning and/or mechanical ventilating systems should be stopped and the intakes covered or closed.

3.2.93. Waste Disposal 3.2.93.1. Collection bins are available at the cargo and small craft berths for the

collection of inert and domestic (non -hazardous) wastes. 3.2.93.2. Collection from the Liquid Product and LNG berths can be arranged

through Nakilat Shipping Agency. 3.2.93.3. Hazardous wastes are classified as those wastes, which by virtue of their

concentration of constituents and characteristics (such as ignitibility, corrosiveness, reactivity, toxicity, mutagenity, radioactivity, etc) pose a hazard to human or environmental health and well being if improperly managed. Hazardous wastes shall be kept onboard as there are currently no collection facilities within the Port.

3.2.93.4. See also “Hazardous Cargo” above.

3.3. Conditions of Acceptance -

3.3.1. All Vessels except Supply Vessels and Tugs & Barges 3.3.1.1. The Master and owners of each Vessel utilizing the Port shall ensure that such Vessel, and

its Master, officers and crew, comply with all applicable laws which are in force, including by-laws, rules, regulations and/or ordinances enacted or issued by a competent authority and the “Conditions of Use” (hereinafter called “applicable laws”).

3.3.1.2. Vessels nominated for the Port shall be capable of operating within the limitations of the berth, loading facility, and mooring equipment, as set forth in these Regulations. The Company shall have the right, at its sole discretion, to exempt a Vessel from the application of the aforesaid design limitations and notify the Master of the Vessel accordingly. It is the responsibility of the Master, the owners, and the operators of each Vessel nominated for the Port to ensure the safe conduct of its operations at the Port, and to ensure that his Vessel meets the following requirements.

a) In the case of Vessels nominated for the carriage of liquefied gases in bulk, Vessels shall be designed, constructed, equipped, operated and maintained so as to comply with the provisions of the IMO Code, and any amendments, for the Carriage of Liquefied Gases in Bulk. Vessels designed for the carriage of liquefied gases in bulk, which for any reason are not subject to the provisions of the IMO Code, shall hold a valid certificate issued by the flag state administration of the Vessel, or by a Classification Society acceptable to the Company, confirming that the Vessel is designed, constructed, equipped, operated and maintained to the IMO standards for such Vessels.

b) Conventional Tankers, Chemical Carriers, and Dry Cargo Vessels shall comply with all relevant international rules and regulations and Classification Society Rules.

3.3.1.3. Vessels shall have on board a Master and sufficient officers and crew trained and qualified in accordance with the relevant provisions of the International Convention on Standards of Training, Certification and Watch keeping for Seafarers 1995, and any subsequent amendment, where applicable. In all cases, the training qualifications and experience of the Vessel’s staff shall be appropriate for the safe conduct of the loading or discharging operations being conducted at the Port and the nature of the products being handled.

3.3.1.4. Vessels shall have and retain onboard sufficient personnel with good working knowledge of the English language to, at all times, enable operations to be carried out safely and efficiently and to maintain immediate and reliable ship/shore communications on operating matters and in emergency situations.

3.3.1.5. Vessels shall have on board a complete and valid set of safety certificates including Statutory and Classification Society Certificates. A Certificate of Fitness is required in the case of all Vessels carrying liquefied gases in bulk, together with a General Arrangement plan showing the layout of the Vessel in the English language. Valid Certificates of Competency for all appropriate personnel in accordance with the law of the state in which the Vessel is registered are also required.

3.3.1.6. The Port Management and the relevant Terminal representative shall have the right at any time, to inspect the Vessel and all required certificates and documents to ensure compliance with the Port and Terminal Regulations.

3.3.1.7. Liquid Tankers are required to arrive with their Inert Gas system in a good working order with and all their tanks inerted, with a maximum oxygen content of 8% by volume and under positive pressure.

3.3.1.8. LPG Tankers are required to arrive with their Inert Gas system in a good working order with and all their tanks inerted, with a maximum oxygen content of 2% by volume and under positive pressure.

3.3.1.9. Vessels shall vacate the jetty as soon as loading or discharging operations are completed, or at any other time as so directed by the Port Management. The Port Management reserves the right to require the Vessel, on completion of loading, to proceed to the anchorage to await cargo documents.

3.3.1.10. The Port Management shall, at its own discretion, have the right to suspend or cease cargo operations and may require the removal of any Vessel from the Port.

3.3.1.11. Neither the Port Management, nor its servants or agents (in whatsoever capacity they may be acting), shall be liable for any direct or indirect costs and expenses incurred by a Vessel, its owners, operators, charterers, or agents as a result of a refusal to load or discharge all or part of a nominated shipment, delay to or suspension of loading or discharging, or a requirement to vacate the berth.

3.3.1.12. Each Vessel owner, operator, charterer whose Vessel calls at the Port and each owner or agent of cargo handled there at and each contractor or subcontractor whether individual, person, firm or corporation as a condition to receiving services at the Port, hereby agrees to indemnify and hold harmless the Port Management, any of its agents, servants or employees and any other person, firm or corporation engaged by the Port Management to furnish labour, materials or equipment relating to the services provided, from and against all losses, claims, demands and suits for damages including court costs and council fees, for deaths or personal injury or property damage that may be imposed upon the Port Management or any of its agents, servants, employees or contractors by any such Vessel owner, operator or charterer or such cargo owner or their agents or employees or contactors or subcontractors or any other third party as a consequence of such services received at the Port.

3.3.2. Supply Vessels 3.3.2.1. The Master and Owners of each Vessel utilizing the Port shall ensure that such Vessel, and

its Master, Officers and Crew comply with all the applicable laws which are in force, including by-laws, rules, regulations and/or ordinances enacted or issued by a competent authority and the “Conditions of Use” (hereinafter called “applicable laws”).

3.3.2.2. Vessels using the Port shall be capable of operating within the limitations of the berth, loading facility and mooring equipment, as set forth in these Regulations. The Company shall have the right, at its sole discretion, to exempt a Vessel from the application of the aforesaid design limitations and notify the Master of the Vessel accordingly. It is the responsibility of the Master, the Owners and the Operators of each Vessel nominated for the Port to ensure the safe conduct of its operations at the Port, and to ensure that his Vessel meets the following requirements:

d) Vessels shall have aboard a Master and sufficient Officers and Crew trained and qualified in accordance with the relevant provisions of the International Convention on Standards of Training, Certification and Watch Keeping for 1995, and any subsequent amendment, where applicable.

3.3.2.3. Vessels shall have and retain onboard sufficient personnel with a good working knowledge of the English language to, at all times, enable operations to be carried out safely and efficiently and to maintain immediate and reliable ship / shore communications on operating matters and in emergency situations.

3.3.2.4. Vessels shall have on board a complete and valid set of Statutory Certificates and Operational Documents, these Certificates and Documents shall include, where applicable:

d) Certificate of Registry (Flag State);

e) International Load Line Certificate;

f) Cargo Ship Safety Construction Certificate;

g) Cargo Ship Safety Equipment Certificate. Where a “Cargo Ship Safety Equipment Certificate” is not required by statute, a “Statement of Fact” from the Classification Society to state equipment levels onboard, and the maximum number of persons to be carried, shall be acceptable;

h) Cargo Ship Safety Radio Certificate;

i) Exemption Certificate;

j) International Oil Pollution Prevention Certificate;

k) International Sewage Pollution Prevention Certificate;

n) Minimum Safe Manning Document;

o) Continuous Synopsis Record;

p) Classification Society Certificate including Special Notations;

q) Latest “Hull and Machinery Reports” issued by the Classification Society;

r) Ship Sanitation Control Certificate;

s) Certificate of Inspection of Fire Fighting Equipment (Annual);

t) Crane and Lifting Gear Test Certificate and Inspection Certificates issued by an Internationally recognized Classification Society and in case of vessels under charter to QP, a QP approved Classification Society (inspection not more than 6 months old, tests to be annual);

u) Manufacturers Crane Certificates and Load Charts, and Classification Society installation approval. To be checked and certified by QP Inspection Department (QAI) for vessels on charter to QP;

v) Certificate of Competency of Master and Officers;

w) Catering Staff Health Certificates;

x) H2S Certificates for all crew;

y) Valid certificates of inspection of Liferafts and Hydrostatic releases and other Lifesaving Appliances;

z) Helideck Certification (where applicable). The helideck will be inspected by Gulf Helicopters before approval for use given;

aa) Certificates relevant to vessel type and duty (eg. Bollard Pull, Towing Wire and Winch Certificates for towing vessels, DP Certification);

bb) Oil Record Book;

cc) Garbage record Book;

dd) Garbage management Plan

ee) Stability Information, including limitations (if any) and crane operations. This is to be endorsed by the Classification Society;

ff) Fumigation Certificate (not more than 6 months old). Vessel to be fumigated prior to arrival in Qatari waters;

gg) Diving Spread Certification – to be checked by QP Offshore Field Support Department – FS(O).

hh) Valid P & I and H & M Insurance Certificates, which shall include insurance for oil spills. 3.3.2.5. All vessels entering QP operating areas shall have onboard the Guides and Manuals

detailed below. These should be maintained and kept up to date as required and ready for inspection by the Ras Laffan Port Management:

d) QP Procedure Guide;

e) QP Contractors Safety Rules;

f) Contractors Company Safety Regulations;

g) Required Charts and BA Pilot Books, latest editions and corrected;

h) Chart and Publication Correction Log;

i) Notices to Mariners;

j) Deck, Engine Room and Radio Logbooks;

k) Classification Society approved Stability Information;

l) QP Field Charts covering the vessel’s operating area;

m) QP and British Admiralty Tide Tables;

dd) Schematic diagrams of Power generation and distribution, showing switchboards, transformers, UPS, back-up battery systems and equipment;

ee) Where applicable, general arrangement of Helideck, Diving System and Cranes and outreach;

ff) General Arrangement Plan all safety, lifesaving and fire fighting equipment;

gg) Crane SWL diagrams.

3.3.3. Tugs & Barges 3.3.3.1. The towage of barges into and out of the port will not be undertaken until the relevant

certificates (or legible copies) have been submitted to the Port Management as follows:

d) Tug & Barge Certificates of Registry;

e) Tug & Barge Certificates of Class;

f) Towage Certificate;

g) Valid Certificates of Seaworthiness;

h) Tug & Barge P & I Coverage;

i) Tug & Barge Hull & Machinery Insurance Certificates 3.3.3.2. The following conditions has been met to the satisfaction of the Port:

d) The tug shall have onboard the latest Navigation Charts for Ras Laffan Port & Approaches as well as the latest Notice to Mariners (Specifically notices incorporating the RLC port expansion). All corrections contained in the Notices to Mariners pertaining to Ras Laffan and the Gulf area shall have been carried over to the charts and publications;

e) Pilot ladder as per relevant regulations;

f) Safe gang way with a properly secured safety net for accessing the tug and barge. Particular attention should be given to safe access where there is a large difference in level between the jetty and point of access on the barge or tug;

g) Lights and shapes which comply with international regulations for collision prevention at sea;

h) Barge shall have permanent loading marks placed on each side fwd, amidships and aft to indicate the maximum allowable draft and trim;

i) The loading marks of a Barge shall not be submerged at any time during a voyage or on arrival;

j) The towing equipment shall be arranged in such a way that its use does not compromise the safety of the vessel, crew or cargo. Its strength and arrangement shall be appropriate to the towing operation;

k) Craft used for towing operations shall be capable of remaining maneuverable and stable when towing;

l) Tug Boat shall carry portable VHF and/or UHF Radio for communication with the barge during emergency;

3.3.3.3. The towing operations shall be conducted in a safe manner in order to ensure safety at sea, prevention of human life, avoidance of damage to the environment and to property and in accordance with the following IMO Recommendations and guidelines:

d) Resolution A.765(18) on Guidelines on the safety of towed ships and other floating objects, including installations, structures and platforms at sea;

e) MSC/Circ.884 on guidelines for Safe Ocean Towing. 3.3.3.4. Towage operations into and out of the Port will only be conducted during the hours of

daylight;

3.4. Exemptions and Permits 3.4.1. Port Management is empowered to grant exemptions from specific regulations

in certain circumstances and on receiving a well motivated presentation in sufficient time to assess the merits of the application.

3.4.2. Port Management reserves the right to grant or refuse any application without giving any explanation for their decision.

3.5. Recent Important Amendments to Law 3.5.1. Laws and regulations may change at short notice. 3.5.2. Masters are advised to request their agents to provide latest release of these

4. ARRIVAL CHECKLISTS 4.1. General

4.1.1. Pre-Arrival Questionnaires a) For Pre-arrival questionnaires see Appendixes in “PART VIII – APPENDIXES”

4.2. Arrival checklists 4.2.1. Check lists for documents to be submitted are included in the pre-arrival

questionnaires.

5. NOTIFICATION 5.1. General

5.1.1. Nakilat Ship’s Agency are the only accredited Agency for Ras Laffan and they will handle all required notifications and communication between ship and Qatar Authorities, on subjects such as Health, Immigration, customs etc. They will also liaise with Port on matters pertaining to the Port’s business.

5.2. ETA 5.2.1. ETA’s shall be given at least, 7 days, 72 hours, and 24 hours, in advance of arrival,

with notification of variations in excess of 4 hours within the last 24 hours. Such notices should be addressed via the Agent.

5.2.2. Within six (6) hours of arrival, Vessels should contact “Port Control” by VHF via channel 16 or 12.

5.2.3. The 72 hours ETA notice shall include the information as required in the relevant Pre-arrival Questionnaire referred to in “Arrival & Departure Check Lists” above.

5.2.4. For Vessels operating within Qatari waters, pre-arrival notices are required to be sent to Ras Laffan Port control by radio, or via the vessel’s Agent, at least 24 hours prior to arrival.

5.2.5. Pre-arrival notice is to be confirmed 4 hours prior to arrival.

5.2.6. Vessels requiring Immigration, Customs or Health clearance shall advise of their ETA to the Agent 48 hours prior to arrival.

5.2.7. Fuel and Water requirements are to be made in writing through the Agent, at least 24 hours in advance.

5.3. ETD / Shifting Notice

5.3.1. All vessels shall, through their agents, provide notice of their ETD or shifting time at the latest when loading/discharge is 50% completed and shall regularly update such notice as and when it becomes apparent that the estimate has changed by more than 45 minutes.

5.4. Pilot Requests 5.4.1. Port shall only provide pilots and/or tugs on receipt of a written request

submitted by Nakilat Ship’s Agency. This may be by email in order to comply with QP’s policy of reducing the use of paper.

5.4.2. For sailings or shifting of vessel, Agents are permitted one telephonic change to the service request thereafter a new written request will have to be submitted

5.4.3. Any Vessel requiring the services of a Pilot (and/or Tugs) for sailing or the shifting of berths must confirm their request via their agent to Port Control two (2) hours before the required time.

5.4.4. Vessels failing to give the required notice will receive service at the earliest time convenient to the Port Management based on other shipping.

6. DOCUMENTATION 6.1. Port Clearance

6.1.1. Every vessel wishing to leave the Port and proceeding to a destination outside Qatar shall obtain a Port Clearance issued by the Port Management.

6.1.2. A Port Clearance may be withheld from any Vessel by the Port Management for any violation to the provisions of the Laws and Regulations, or for any legal cause or restraint duly ordered by the Court in the State of Qatar, or for non-payment of Port charges.

6.2. Required documentation, to be available at all times. 6.2.1. Oil/Chemical/Gas Tankers:

8. PORT DESCRIPTION 8.1. General

Situated on the North East coast of Qatar, in Latitude 25o 55.5'N Longitude 51o

36.5'E, the purpose built Port of Ras Laffan has been designed as the export facility for Liquefied Natural Gas (LNG), Liquid Petroleum Gas (LPG), Condensates, Petroleum Products and Sulphur which are all derived from the processing of gas landed from the North Field Gas Reservoir situated 67 km NNE of the Port.

8.2. Buoys 8.2.1. Fairway Buoy

a) A conventional shaped buoy, painted in vertical red and white stripes, with ‘Ras Laffan’ written in white on the sides. It has a focal plane of six (6) metres and is equipped with:

Racon (signature Morse code letter ‘G’)

Fog signal (2 sec. blast every 10 sec.) range 0.5 miles, synchronized with the light.

Conventional bell, worked by buoy movement. 8.2.2. Channel buoys

a) There are two channels, see BA Chart 3781 for details. b) For position and light characteristics of Buoys / Beacons, see BA Chart 3781

for details. c) Buoys are all of a similar and conventional shape, with:

Starboard Hand buoys painted green, with a green ‘triangle’ top mark (apex upward), and identified by white ‘odd’ numbers from the Fairway Buoy as RL1, RL3, RL5 and RL7.

Port Hand buoys painted red, with a red ‘can’ top mark, and identified by white ‘even’ numbers from the Fairway buoy.

8.3. Cargo

Annual cargo throughput is mainly: Export of LNG and associated Hydrocarbon products such as Condensates and LPG. Sulphur is a by-product in the process of producing LNG and its associated hydrocarbon products. Exports of Gas to Liquids (GTL) have started with one plant in full production. A second, much larger GTL plant is under construction. Imports consist mainly of project cargoes associated with construction of the LNG and other Industrial plants in the RLC Industrial City. Also associated with construction are imports of Cement and aggregates.

8.5. Developments 8.5.1. Ras Laffan has undergone a huge expansion plan with space provided for a

significantly larger number of berths than was provided when the port was built. 8.5.2. While the breakwaters are now completed, ongoing berth construction can be

expected to continue for some time to come.

8.6. Load Lines

8.6.1. The Gulf area is considered to be in the Tropical Zone. 8.6.2. The Arabian Sea outside the Gulf area is Seasonal Tropical between 01

September and 31 May each year. Outside of these dates, it is a Summer Zone.

8.7. Navigation, Weather and Tidal Information 8.7.1. Navigation and Weather Broadcasts

a) Routine Navigation Warnings and Weather Forecasts may be obtained, on request, from the Port Control on VHF,

b) Non routine/ Urgent Navigation Warnings will be broadcast as soon as received and repeated every hour on the hour for the following 3 hours,

c) Attention is drawn to the service provided by MENAS who promulgate warnings for the whole Gulf area,

d) Masters are required to report any navigational hazards to MENAS.

a) The dedicated anchorage area for the Port and lies within the following coordinates.

The above anchorage area has been divided into 21 segments and Port Control will advise in which segment the vessel should anchor.

b) In addition to the designated anchorage area, Supply Vessels and other small craft in consultation with Port Control may anchor in the shelter of the Southern Breakwater but may not approach closer than 500m to the breakwater.

d) Ras Laffan Port is bound by two 10km long breakwaters with a 1km long offshore breakwater separating the two entrance channels. The two entrance channels are 400m wide and have been dredged to minus 15m CD. Within the four docks the depth reduces to minus 13.5m.

e) The enclosed Port area accommodates LNG Carriers, LPG Carriers, partly laden/ballasted tankers up to 300,000 SDWT, Dry Cargo Vessels, bulk (sulphur) carriers, tug/barge spreads carrying construction materials or equipment and Supply Vessels serving the Off-shore Oil & Gas Industry.

8.9. Public Holidays 8.9.1. Qatar follows the Islamic Calendar for religious holidays,

EID al-Fitr and Eid al-Adha are the two main holiday periods. Occurrence in each year is about 11 days earlier than the previous year. QP usually declares 4 and 4 days as Public Holidays respectively but may declare extra days from time to time. Other Government Organizations and Companies may declare more or less days as Holidays.

8.9.2. December 18, Qatar National Day, is a Public Holiday. 8.9.3. During the month of Ramadan, office hours are reduced to 5 hours per day and

additional overtime may be charged for work or services outside of the 5 hours.

8.10. Time Zone 8.10.1. Local time

a) GMT + 3 hrs. There is no Daylight Saving scheme.

8.11. Working hours 8.11.1. The Port working hours are:

a) Cargo handling at Dry Cargo and Ro-Ro Berths See the Port Tariff for normal working hours. Work beyond that may be carried out, by request and subject to overtime charges.

b) Marine Services Pilotage and Towage Services are operated on a 24/7 basis every day of the year.

c) Material handling for Supply Vessels See the Port Tariff for normal working hours. Work beyond that may be carried out, by request and subject to overtime charges.

d) Office Hours Sunday to Thursday inclusive but excluding Public Holidays 07:30hrs to 15:30hrs. This is for commercial activities and arrangement of required services.

9.1.2. The Port Management reserves the right, at its sole discretion, to change the above limitations at any time and without prior notice or consultation

9.1.3. In addition to the physical limitations stated above, consideration must be given to the operating envelope of the loading arms and any other applicable operating limitations at the berth as specified in the relevant Terminal Regulations & Information.

9.1.4. The Port Management accepts no responsibility for inability of vessels to connect to any shore appliance or loading arm.

9.2. Caution Speed

9.2.1. Every Vessel within the Port shall navigate with care and caution at a speed and in a manner which shall not endanger the safety of other Vessels.

9.2.2. Port Control is responsible for controlling the Vessel movements in and out of Ras Laffan, and is responsible for allocating berth space for OSV’s calling at Ras Laffan.

9.2.3. All OSV’s must reduce speed to manoeuvering speed only, prior to approaching their allocated Berth. This speed must not exceed 4 knots.

9.2.4. All OSV’s must stop at least 200 metres from their allocated berth, test the engines astern and test manoeuvering controls prior to approaching the berth.

9.2.5. All OSV’s must report on Ch.12 to Port Control for permission to approach or depart or shift berth and await permission before taking any action.

9.3. Draught and Trim

9.3.1. Arriving vessels shall have their propeller(s) submerged and have a reasonable stern trim not exceeding 3 metres,

9.3.2. For maximum permissible draught alongside the various berths please refer to the “General Berth Information” within “Part VIII Appendixes”

9.4. Mooring Buoys 9.4.1. There are two mooring buoys located at the entrance to the Port and are

reserved exclusively for the Coastguard. Both these buoys are black in colour and have the word “Coastguard” painted on them. One buoy is located on the west side of the spur off the main breakwater and the other is located on the eastern side of the spur.

9.4.2. Mooring buoys are located within the Port. These buoys are available for short, medium or long term hire subject to prior approval having been obtained from Port Management.

9.5. Mooring Requirements and Fire Wires

9.5.1. General a) Masters should not hesitate to increase the number of moorings should

they feel it is prudent to do so, b) Mooring lines are to be in good condition. Coiled or flaked ropes should be

turned up on the bitts in the ‘figure of eight’ style in accordance with OCIMF recommendation (see appendix E), where possible. Ropes turned up on the winch drum and backed up on bitts are not acceptable,

c) Mooring wires and ropes with dedicated winch drums must be spooled in the correct direction on the winch drum,

d) Mooring lines used in a common direction (head / stern /breast / springs) shall be of similar breaking strength, elasticity and material. Under no circumstances will a mixture of wire and synthetic ropes be accepted in a common direction or to the same Dolphin, except moorings which are additional to the indicated minimum requirements,

e) On completion of mooring, winches should be out of gear with the brakes ‘hardened up’. Winches must NOT be left on ‘automatic tension’,

f) It is the Master’s responsibility to ensure that: i. Their Vessels are securely moored in line with the relevant mooring

pattern detailed below and as applicable and with due regard to the current weather forecast,

ii. A strict watch, of sufficient and proficient personnel, is maintained to ensure that moorings are tended, as required, to prevent slack or over taut lines, and undue movement of the Vessel,

iii. Weather forecasts are monitored during the Vessel’s stay alongside, and appropriate action taken in advance of deteriorating weather.

g) Regular checks of the moorings shall be undertaken by the shipboard personnel. The Master shall remain at all times responsible for ensuring the integrity of the Vessel’s moorings,

h) Failure to adequately tend the moorings shall be considered a breach of the Port Regulations with consequent and appropriate action being taken by the Port Management

9.5.2. Fire Wires

a) During the vessels stay alongside, the fire wires should be positioned on the offshore bow and quarter.

b) The wires must be made fast in the following manner: i. The eye of the wire shall be lowered to the level of the sea, with

the inboard end led directly through a fairlead to the bitts, or bollard, where the wire shall be made fast using a minimum of five turns,

ii. There shall be no slack between the fairlead and the bollard, iii. A heaving line, or other comparable rope, shall be secured to the

wire immediately inboard of the eye and hove up until the eye is positioned at a height of approximately three (3) metres above the level of the sea. The eye shall be maintained at that height at all times while the Vessel is alongside.

9.5.3. LNG Carriers Mooring

a) The layout for the mooring arrangement of all the LNG Berths was developed to suit a wide range of LNG tanker designs. All mooring hooks at the LNG berths are equipped with load sensors and are monitored by a tension monitoring system located at the relevant Marine Terminal Building. The Master is responsible for providing adequate mooring ropes and wires (with tails) and ensuring that they are properly tended whilst the LNG tanker is alongside. As guidance, the minimum requirement for a typical LNG tanker is stated in the table below:

* For smaller LNG Tankers, if configuration onboard does not permit the above arrangement, a 3, 2, 2 alternatives may be acceptable.

9.5.4. Oil Tankers and LPG Carriers

a) The Master must ensure that i. Ropes and Wires: the vessel is secured alongside with suitable ropes

and wires which are to the satisfaction of the Port Management. A minimum of eight (8) mooring lines must be in use at each end of the vessel, of which two (2) lines must be springs. The use of mooring lines of dissimilar materials shall be avoided in parallel service. Wires when used must be fitted with synthetic fibre rope tails about 11 metres long overall and which should have a breaking strength at least 25% greater than the breaking load of the wire to which they are attached. If the tail is made of nylon then it should have a breaking strength at least 37% greater than the breaking load of the wire to which they are attached. Alternatively, low stretch synthetic fibre ropes may be substituted for wire if the elongation of the rope does not exceed 3% of the rope length.

ii. Winches: Mooring ropes or wires are secured only to the proper fixtures provided for this purpose. Self-tensioning winches must not be used in automatic mode and winch brakes must be kept hardened up, except when moorings are being tended.

9.5.5. Mooring Requirements for General Cargo & Bulk Carrier Vessels

a) As a general guide, the following minimum mooring requirements shall be followed: i. < 10 000 gross tonnes, use of 3 head lines, 3 stern lines and 2 spring

lines fore and aft as a minimum. ii. > 10 000 gross tonnes, use 4 of head lines, 4 stern lines and 2 spring

lines fore and aft as a minimum. iii. However, Masters should not hesitate to increase the number of

moorings should they feel it is prudent to do so. 9.6. Passage Plan

9.6.1. Master and Pilot Exchange - Pilotage Passage Plan: a) The Port Management encourages communications and exchange of

information between the ship and the Pilot. b) A sample form of the Pilotage Passage Plan for all Vessels is attached in

Part VI.

9.6.2. Passage Plan for vessels’ Masters granted a PEC a) Vessels where the Master has been granted a Pilot Exemption Certificate

are expected to have a passage plan covering their passage from approaching Ras Laffan port to berth and from berth till clear of the port.

b) This may be a generic document produced once and containing the relevant instructions as a checklist and used multiple times.

c) It shall be kept to hand when vessel is within port limits. 9.7. Pilotage

9.7.1. Pilotage is compulsory for all Vessels navigating within the Port Area except, at the sole discretion of the Port Management, the following may be exempted from having to have a Pilot onboard:

a) Vessels of less than 75 metres LOA who’s Master holds a valid Pilot Exemption Certificate.

b) Supply Vessels authorised by the Port Management to use the Port as a regular base for their offshore operations and who’s Master holds a valid Pilot Exemption Certificate.

c) All tugboats operating as such exclusively within the Port Area. d) Military, Coastguard, Police or Customs Vessels of the State of Qatar. e) Any other Vessel exempted by the Port Management.

9.7.2. Boarding Area - Vessels arriving from sea, which are required to take a pilot in compliance with this Direction, or otherwise require a pilot, shall take the pilot on board. Master’s attention is drawn to the following: i. There is no pilot boat or cutter stationed off the port.

ii. Pilots work from the Port Office and proceed to vessels by pilot boat, tug or motor car, as the needs dictate.

iii. Pilots for inbound vessels normally embark in a position 1.0 mile E.N.E of the Fairway Buoy. Vessels may board a pilot in other areas only if expressly directed to do so by the Port Management.

iv. Pilot boats are blue hulled with white superstructure with “PILOT” in black letters plus a red/white “H” flag painted on the superstructure.

9.8. Pilot Ladder Requirements

9.8.1. The rigging of pilot ladders and the embarkation and disembarkation of pilots shall be supervised by a responsible deck officer.

9.8.2. Pilot ladders shall be secured in a position well clear of any overboard discharge and such that each step rests firmly against the Vessel’s side.

9.8.3. Pilot ladders shall be secured in a position where the pilot can gain safe and convenient access to the Vessel after climbing not more than 9 metres. Where the vertical distance exceeds 9 metres then a combination of accommodation ladder and pilot ladder is required.

9.8.4. Adequate lighting shall be provided so that the pilot ladder and the boarding position shall be properly illuminated.

9.8.5. Refer to 'Pilot Boarding Facilities' as per IMO requirements and IMPA recommendations.

9.8.6. Pilot hoists are not acceptable for the boarding and landing of pilots at Ras Laffan.

9.9. Pilot Exemption Certificates

9.9.1. A Pilotage Exemption Certificate will be issued by the Port Management, at the sole discretion of the Port Management, to the Master of vessels that qualify for Pilotage exemption after being satisfied that such Master has sufficient knowledge of the Port and approaches in addition to being conversant with the Port and its operations.

9.9.2. The terms and validity of the Certificate shall be determined by the Port Management.

a) Pilotage Exemption Certificates will be issued for same grade as the appropriate COC held by the applicant and with same limitation if any.

b) Pilotage Exemption Certificates will bear the same validity as the applicable COC or a maximum of 12 month, whichever is the earlier.

9.9.3. Pilot Exemption Certificates may be withdrawn any time at Port Management’s discretion and in any case where a significant transgression of the Port Regulations or the vessels own ISM have been found to have occurred.

9.9.4. Requests for Pilot Exemptions shall be routed through Nakilat Shipping Agency. 9.10. Port Access Documents

9.10.1. These documents will be presented by the Pilot to the Master and are to be signed by the Master before the Vessel will be permitted to enter the Port.

9.11. Port Clearance

9.11.1. With the exception of supply vessels and small craft operating within Qatari territorial waters, each Vessel wishing to leave the Port shall obtain a Port Clearance issued by the Port Management. A Port Clearance for outward sailing may be withheld from any Vessel by the Port Management for any violation to the provisions of the Laws and Regulations, or for any legal cause or restraint duly ordered by the Court in the State of Qatar, or for non-payment of Port charges.

9.12. Port Control 9.12.1. The Port Control room is stationed at the top of the Port Control tower and is on

stand-by for 24 hours/day for communications. 9.12.2. Masters are encouraged to contact ‘Port Control’ (VHF Channel. 12 & 16) should

they have any concerns or be in doubt as to the operational requirements of the Port.

9.12.3. All movements within the Port Limits are subject to the permission of the Port Management. Any Vessel wishing to enter, leave, or move within Port Limits should seek the permission of ‘Port Control’ on VHF channel 12 before moving.

9.12.4. Masters should note that the dredged channels to and from the Port are subject to controlled navigation at all times

9.13. Restrictions 9.13.1. The actual decision to berth or un-berth a vessel depends on many factors which

can only be assessed by the Pilot and the Master. The parameters in the table below may not therefore be strictly observed by the Pilot, if in his professional judgment and in consultation with the Master, more or less restrictive parameters should apply to ensure the safe manoeuvring of the vessel.

9.13.2. Other weather parameters and limitations affecting the cargo operations alongside are contained in the relevant Terminal Regulations.

9.14. Right of way

9.14.1. Draught restricted vessels have right of way. 9.14.2. The dredged channels are subject to ‘one way navigation’, with all movements

within these channels and the ‘deep water basin’ being prohibited during the entry or departure of vessels bound to, or from, any of the berths in the deep water basins. The movement of such vessels will be advised by ‘Port Control’ on VHF Channel 12 - approx. 30 min. before their intended time of entering the dredged channel or departing the Berth.

9.14.3. Instructions from Port Control are to be observed at all times.

9.15. Underwater Keel Clearance 9.15.1. The approach to the Port is through a buoyed channel dredged to -15.0 metres

CD. The Deepwater Harbour is dredged to a depth of -13.5 metres CD. 9.15.2. A one meter clearance under the keel is required for all vessels while at berths in

the port areas. This may be relaxed for clearance under the keel at certain berths when so approved by Port Management.

10.3. Emergency response equipment 10.3.1. All port tugs are FIFI 1 fitted. 10.3.2. Ras Laffan Industrial City has Fire Tenders and Firemen on duty 24/7. There is a

fire station situated inside the port area. A further two fire stations are located outside the port fences within the Industrial City.

10.3.3. Oil Spill containment booms are located at strategic points within the port area 10.3.4. Portable oil spill equipment is immediately available to handle minor oil spills. 10.3.5. QP Corporate has a dedicated Oil Spill Response Unit whose main base is

situated within the port area and can be relied on to react to any major oil spill. 10.4. Emergency Coordination Centre

10.4.1. Ras Laffan Industrial City has an Emergency Control & Coordination Centre situated at the Main Gate on Ras Laffan Avenue. A new purpose built ECC is under construction.

10.5. Emergency Scenarios 10.5.1. Ras Laffan Industrial City has prepared an Emergency Response Plan in which

reaction to a number of scenarios have been formulated.

12. CARGO OPERATIONS 12.1. General

12.1.1. Each Loading Terminal has its own Procedures and Rules that it follows.

12.2. Loading/Discharging procedures 12.2.1. Any departure from standard operating procedures that each terminal has

posted should be reported immediately to Port Control. 12.3. General Cargo

12.3.1. Stevedoring a) Pursuant to the article “Cargo Handling Rights” in PART I INTRODUCTION,

CONTACT INFORMATION AND REGULATIONS, Stevedoring services in Ras Laffan Port have been out sourced by Port Management to a privately owned Contractor. Based on the expected volume of shipping, a basic number of two gangs have been arranged to always be available 24 hours a day, seven days a week. The number of gangs can be increased, should the need be warranted and provided certain conditions of Port Management have been agreed by the party making the request. Such increase in the number of gangs will require at least three months advance notice.

b) Cargo Vessels calling at Ras Laffan Port for loading and unloading cargoes are required to be geared and such gear shall be fully able to handle the carried cargo. Masters of Vessels calling at the Port must ensure that the cargo handling equipment onboard is in good working order for the loading/unloading of the cargo.

c) Stevedoring services shall be limited to: i. Loading or unloading and providing required cargo gear and slinging

all conventional breakbulk cargo with individual pieces or in consolidated bundles of 20 metric tons or less. See the Port Tariff for hire charges for cargo handling gear,

ii. Cargo in excess of 20 Metric tons or oversized cargo under 20 metric tons requiring specialized lifting gear shall be the responsibility of the vessel and shall be handled by vessel’s crew using their own gear. Stevedore labour will, if required, assist in placing slings but responsibility for ensuring cargo is correctly slung shall always remain with the vessel. Ship-owners are to ensure that the crew are qualified and experienced in the safe and efficient handling of such cargo,

iii. Handling cargo in the hatch square. Removing cargo from wings and ends to the hatch square shall only be done by stevedores where this can safely be done by ship’s cranes. 5t, 10t and 15t Forklift equipment to handle cargo to the square are available at additional cost to vessel,

iv. One each of container spreaders for handling standard ISO 20’ and 40’ containers are available with 30 and 40 metric ton SWL respectively. See Port Tariff for cost of hire,

v. Removal and/or slinging/bundling of dunnage are not included in services to be rendered, but laying of dunnage prior to loading shall be included,

vi. All dunnage to be used shall be provided by vessel at their cost, vii. Unhooking or hooking of cargo on the quayside is not included in

stevedore’s services, viii. Cargo unlashing and/or cargo securing works are not included and

shall be undertaken by vessel and/or their engaged operators at vessel’s expense.

d) All cargo operations to be carried out are at the vessel’s Owner and/or Charterer’s risk and remain their responsibility.

e) Port equipment and services supplied or provided in support of the stevedoring operation pursuant to Port Tariff Article “Use of Port Facilities and Equipment” shall be charged at the prevailing tariff.

f) Port Users are reminded that failure to comply with the above will result in the Vessel being refused entry to the Port.

12.3.2. General Cargo Operations a) It is mandatory that all cargo, either import or export, shall be fully cleared

through customs and any other required formalities completed before a vessel will be granted entry to the port.

b) As proof that all formalities have been complied with, cargo interests shall provide the original of the Custom’s bayan duly endorsed by Ras Laffan Customs officials.

c) Part of the other formalities required is the issuance of a Gate Pass by Port Management which shall only be forthcoming once all Port Handling Charges per the Port Tariff have been paid.

d) If there are other vessels requiring the berth and whose cargo documentation is in order, then such vessels will be given preference to berth, even if such other vessel(s) is/are arriving later.

e) Vessels may on application to Port Management be permitted to berth before their documentation is in order but this is at the vessel’s risk and expense and such vessel may be required to vacate the berth to make way for other vessel(s) that are ready to work cargo.

f) Port Management reserve the right to cease cargo work on any vessel where cargo working conditions are considered to be unsafe until the vessel has taken measures to render the situation safe.

g) Port Management reserve the right to remove vessels that, in Port Management’s opinion, are not able to work productively from the port to make way for other waiting vessels and shall only reberth such vessel when there is a suitable window of opportunity. Any and all additional costs that result shall be for vessel’s Owner and/or Charterer’s account.

h) For cargo arriving in Containers, it is a requirement of the Customs Authorities that the original seal applied at port of loading remain intact. Containers with seals found not to be intact; Customs Authorities may require further examination of the contents, even devanning of all the contents if so needed by the authorities. Devanning shall be undertaken by the cargo interests at their cost and risk.
