Weaverville Town Council News by Bob Vigeland

Weaverville Town Council met on April 16 for its regular monthly meeting. Attendance was somewhat sparse, probably due to the snow falling outside. The agenda included a wide variety of issues. I always seem to learn something new about Weaverville at these meetings The first agenda item was water system development fees (SDFs), something I knew nothing about. SDFs are one-time fees charged to the owners of newly constructed homes or business properties when they are added to the town’s water system. According to recently passed state legislation (HB 436), municipalities may only charge SDFs if certain steps are followed at least every five years. The first required step is a professional review that will determine the max-imum permissible fee. That review has been completed and was reported to the Council at the April meeting. Weaver-ville is currently charging developers $600 for each new residential consumer, among the lowest SDFs in the state. According to the professional review, it could charge considerably more, up to a maximum of $2,480. The public will have ample opportunity to comment on these SDFs as HB 436 requires a review period and a public hearing before the Council may take any action. However, with the likely need to expand the town’s water treatment facility in the fore-seeable future, I think it is likely that Weaverville’s SDFs will be raised in connection with the fiscal 2018 budget. The developers of proposed Weaverville Townhome development (proposed for the area behind Wal-Mart) have filed a Conditional Zoning District application to limit their obligation to install sidewalks that would otherwise be required for a new multi-family development. This was the initial consideration of the application by the Council and it will be referred next to the Planning and Zoning Board for their recommendation. The Council seemed willing to be somewhat flexible on the issue of sidewalks but felt it would be important for this development to provide safe pedestrian access to the nearby shopping areas. The Council also approved an application to increase the previously approved water allo-cation amount for 50 homes to the final plan for 53 homes. Other discussion and action items at the April meeting included: • Town Manager Selena Coffey presented a preliminary budget for 2018-19 calling for expenditures of $9,015,200, a

decrease of 1.5% from the current year. Budget deliberations are ongoing. • Justin Hembree, Executive Director of Land of Sky Regional Council, presented an update on the Council’s activities. • The Town Council approved the selection of Gould Killian CPA Group to perform the audit of the Town’s fiscal 2018

financial statements. The Town Council received quarterly reports from the from the Town’s finance and planning directors. Current year’s tax collections amount to 97.95% of the total tax levy. The Town issued 13 new zoning permits for residential construc-tion and one for a commercial structure, the Fairfield Inn Weaverville. As part of its effort to revise and update the Town’s Personnel Policy, the Town Council approved changes to the or-ganization of personnel systems, conditions of employment, records and reports, harassment and travel policies. The Pritchard family has moved into 86 Hawtree Court. Hannah and Sam have 3 children, Joel 10, Ruthie 8, and Jude 3 months old. The Pritchard’s moved to the area about 2 ½ years ago, from Pennsyl-vania. They lived in Weaverville prior to moving to our community. Sam likes to Kayak, hike, and play

music. He works for Kaplan where he helps students prepare for testing. Hannah is a stay at home mom. She schools the children from home and likes to hike and would love to travel. Joel plays the clarinet, piano, flag football and likes sports. Ruthie likes to help cook, wants to learn violin, and does some gardening. Jude likes to sleep, eat and have a clean diaper. The annual RCGC Ashe-ville Tourist baseball outing is scheduled for Friday, July 20 -- a night that will keep our tradition of “Dollar Hot-Dogs” and fire-works alive. The prices per tick-et have remained constant at $9.00 for seniors (65 & up), chil-

dren 12 & under, and military (active & retired). All others -- $11.00. This year we will be on the first base side of home plate in the Premium Box seats of Section J. Though July 20th seems a ways-off, don’t procrastinate as we have a lim-ited number of seats available and they will go on a first-come first-served basis. On Friday, June 15th, the S & B group travel to Hendersonville for lunch at West First, and then a 1:00 tour of The Oriole Mill, an amazing local working textile mill. The 72,000 sq. ft. mill is not your typical mill, but is more like a craft, design studio. From the beginning design to the high quality finished product the emphasis is always on quality not quantity.

During the 1-hour tour we will learn about and see in action, the fascinat-ing Jacquard loom and the high speed Dobby loom. The Oriole Mill is considered a new breed of mills and is quoted as the “Magical King-dom for Jacquard Junkies.” After the tour we will have time to browse and shop in the Oriole Mill Store where you can find distinctive, beautiful, high quality products.
