Rural Transportation Advisory Committee (RTAC) February 19, 2020
Minutes
The Rural Transportation Advisory Committee held their quarterly meeting, February 19, 2020 at 2pm in
the High Country Council of Governments offices at 468 New Market Blvd., Boone, North Carolina. The
following members were present:
Brenda Lyerly- Town of Banner Elk Robert Johnson- Town of North Wilkesboro
John Reeves- Town of West Jefferson Todd McNeil- Ashe County
Larry Prince- Alleghany County Woody Young, Jr.- Avery County
Rennie Brantz- Town of Boone Denise Collier- Town of Burnsville
Cullie Tarleton- NCBOT Larry Turnbow- Watauga County
The following staff members were present from High Country Council of Governments: David Graham-
Transportation Planner and Angie Holman- Receptionist.
Call to Order
Chair, Woody Young, Jr. called the meeting to order and read the ethics statement.
Approval of (November 20, 2019) Minutes
Mr. Young asked for approval of the November 20, 2019 minutes. Motion was made by Cullie Tarleton.
Motion was seconded by Larry Prince. Motion carried.
RTCC Bylaws Amendments
David Graham gave a handout and went over the changes in the bylaws. Woody Young asked for motion
for approval for the bylaw changes. Motion was made by Larry Turnbow. Motion was seconded by
Brenda Lyerly. Motion carried.
Traffic Calming
David Graham gave a presentation on Traffic Calming Techniques which includes the definition (safety,
comfort), vehicle impact speed vs pedestrian injury chart (higher speed greater injury), why we talking
about traffic calming, examples, advantages/disadvantages, additional insights on traffic calming from
Ronald W Eck, PE, PHD. And Todd Moody- Town of Boone Deputy Public Works Director and Federal
Hwy Administration.
Prioritization 6.0 Update
David Graham gave updates for Prioritization 6.0.
Project Development Update
David Graham gave updates for the region.
Division Engineers Report
Sean Sizemore gave updates for Division 11 and Stephan Sparks gave updates for Division 13.
Transportation Planning Division Update
Pam Cook went over the NCDOT TPD News handout which covered Traffic Forecasts, 2020 Census,
Transportation Summit, Yancey County CTP, New Leadership for NCDOT, Public Comment Opportunity
for Future Projects and upcoming events. Pam also went over the NC Moves Needs Assessment handout
that covered future transportation needs, transportation needs projection, results, what happens next
and how we use this information.

Members discussed trash pickup and STIP guidelines.
