The Board and the staff discussed the establishment of a transit connection between The Hernando Express Bus and the Pasco County Public Transportation systems at the Pasco Hernando Community College Spring Hill Campus, which was being considered and the status tracked by the staff and the Department of Transportation.

FIXED-ROUTE TRANSIT SERVICE HOUR EXPANSION
The staff recommended that the Board authorize the appropriate public outreach and other activities necessary to initiate the transit service modification. Following the public outreach, the finalized schedules and budget amendment will be presented to the Board of County Commissioners for approval.
Upon the request of Chairman Dukes, MPO Coordinator Dennis Dix agreed to track the success of the route expansion to ensure the system was operating efficiently and that the change was effective.

TITLECommunity Transportation Coordinator (CTC) Recommendation
BRIEF OVERVIEWPursuant to Rule 41-2, FAC, and Chapter 427, F.S., the Transportation Disadvantaged Local Coordinating Board and the MPO shall review and recommend to the Commission for the Transportation Disadvantaged (CTD) a Community Transportation Coordinator (CTC).
A Request for Proposals was issued and three firms responded: McDonald Transit, Incorporated; Mid-Florida Community Services, Incorporated; and MV Transportation, Incorporated. On March 11, 2013, the Selection Evaluation Committee reviewed, ranked, and recommended Mid-Florida Community Services, Incorporated as the Community Transportation Coordinator (CTC) for Hernando County. On April 10, 2013, the TDLCB reviewed and approved the recommendation of the Committee to select Mid-Florida Community Services, Incorporated.
As the contractual administration for the provision of Transportation Disadvantaged (TD) services is made via a standard form provided by the CTD called a Memorandum of Agreement (MOA) between the CTD and the CTC, the MOA must be approved by the TDLCB Board prior to its execution by the CTD. A copy of the MOA is attached. Additionally, a resolution (2013-05) has been prepared for the MPO's approval and the Chairman's execution.
FINANCIAL IMPACTThere is no financial impact to the County budget associated with this item.
LEGAL NOTE
The MPO has the authority to review and act upon this matter pursuant to Rule 41-2. F.A.C. and Chapter 427 F.S.
RECOMMENDATION
It is recommended that the MPO recommend to the Commission for the Transportation Disadvantaged the selection of Mid-Florida Community Services, Incorporated as the Community Transportation Coordinator for Hernando County, and authorize the Chairman's signature upon MPO Resolution 2013-05.

BRIEF OVERVIEWAt the request of the MPO Board to facilitate a transit connection with Pasco County, attached is a letter prepared for the MPO Chairman's signature requesting that PCPT plan for a fixed-route connection with THE Bus at the Pasco-Hernando Community College (PHCC) Spring Hill Campus on US 19.

STAFF RECOMMENDATION
