Project Location and Description: I-25 North at Drew Dix Interchange Improvements

Federal Program Funds: $ State SB228 Funds: $3,000,000 Local Matching Funds: $ Other Project Funds: $

TOTAL PROJECT FUND AMENDMENT: $3,000,000 In 2023, Region 2 programmed $3 million for Dillon/Drew Dix Interchange Project (we also have $1.2 million RPP money in 2022 for this project). The scope of work includes: to construct the frontage road on the east side of I-25 to complete the current unfinished split diamond interchange between Drew Dix Parkway and Dillon. Intersection improvements at the Drew Dix/West side frontage road as well as necessary signage improvements and drainage improvements are also included. The design of the project is underway.

Project Name: I-25 design project through Pueblo STIP Number: SR27010.007 Project Location and Description: I-25 through Pueblo MP 94 to 105 Federal Program Funds: $ State 581 Funds: $750,000 Local Matching Funds: $ Other Project Funds: $ TOTAL PROJECT FUND AMENDMENT: $750,000 This allocation of SB1-2018 funding from fiscal year 2019 will allow for the further design efforts of the I-25 freeway upgrades and construction plans for the corridor. These are SB1 funds. This has been approved by the Legislator. Region 2 got around $20m for 2018-2019 allocation. This is from general fund surplus tax from 2017. There is a shelf life of 10 years from design to completion.

5. Annual Listing of FFY 2018 Federally Obligated Projects* (Informational) In your packet, there are the Federally Obligated Projects, these must be posted electronically annually. Within 90 days of the Federal Fiscal year, by the end of December they need to be published. Brad Curtis had a concern about the 22356 HRR project. Wendy Pettit said that she will check.

6. CDOT Region 2 Updates

(Informational) Wendy Pettit said that there is a redistribution of Federal Funds that aren’t spent. CDOT secured $100m from SB1 and 267. We will have a better idea after the joint TPR meeting in January. There will be a complete change once the Governor is in office. Kristen Castor mentioned that Ballot 109 and 110 failed because there was confusion. Wendy said that there wasn’t enough education.

7. FY 2023 RPP Projects and Other FY 2023 Projects*

(Informational and Discussion) RPP is Regional Priority Projects. Wendy Pettit said this is the last to be added to the 2040 plan. Nothing changed. $3m Dillon/Eden is another piece in the funding along with Freight money. We are almost ready to work on the design. There is an attachment of the amendment. This will improve the Drew Dix Interchange. It might tie in with Eagleridge Blvd. Wendy said that it is Ajin’s project. She said that she will have them do a presentation once the process is done.

8. West Pueblo Connector update

(Informational) We are still waiting on the consultants for the final environmental document. Brad Curtis was wondering how he could get involved. Wendy Pettit said that he should start at the US 50 PEL. Don Bruestle suggested the consultant made a presentation. County has set aside $3m for the Joe Martinez extension.

9. Update on Air Service – Ian Turner

(Informational) Ian Turner said that a year ago their Air Service Provider changed to SkyWest and a Modern Regional Jet has been added. There is a Pueblo to London flight that has been getting decent numbers. There are about 800 enplanements on that flight (10,000 over the year). Prices are a competitive with Colorado Springs except around the Holidays. The flights are about 99% reliable (excluding weather). Service/comfort animals are allowed and up to the airline, the airport allows any animal. Bart Mikitowicz asked about Greyhound services to stop there. Ian needs more information regarding this, but he has a lot of room.

10. Training/Workshop for 2 CFR 200 - UNIFORM ADMINISTRATIVE REQUIREMENTS,

COST PRINCIPLES, AND AUDIT REQUIREMENTS FOR FEDERAL AWARDS (Informational) Region 2 will have 2 CFR (Code of Federal Regulations) 200 training on January 24, 2019 (4th Thursday). This will be a continuation training and not from scratch.

11. Outrider Updated Schedules*

(Informational) The Bustang schedule is in the packet, this does not include Pueblo services. John Adams said he will acquire the new brochures. The Pueblo Service kickoff will be December 17th at the Bus Station (123 Court St).

12. Items from TAC Members or scheduling of future agenda items

(Informational and Discussion) Brad Curtis said that his HR Projects are moving into the design phase. They have been working with the County on the 1A FLAP (Federal Land Access Project) (north entrance of Lake Pueblo). The other project is McCulloch widening from John Powell to Nichols. The District Manager will be announced with a contract this Tuesday meeting.

In 2020 there will be no more federal money from this bill. If you do not have money obligated for design or construction then it’s gone (Levee, Northern). Google Transit Map is live – Testing was fine but live is having problems. Bike/Ped Plan rough draft is 11 x 17. Possible treatments and applying a code to a certain project. Grant – Road to Zero – awarded $1500 for Planning Ped/Bike plan. Bart Mikitowicz is looking for group leaders in each neighborhood. Traffic Analysis Zone will be gone in 2020 Census.
