ISSUE: Election of Calendar Year 2013 Officers
VOTE: Consider approval of the Calendar Year 2013 Nominating Committee’s recommendation for the TTC Chair and Vice-Chair positions.
BACKGROUND:
The MPO TTC Chair annually appoints a nominating committee to recommend a slate of candidates for the election of the MPO TTC Chair and Vice-Chair for the calendar year (CY). Chair Bailey appointed Vern Willey, City of Altoona, and John Peterson, City of Ankeny, to serve on the CY 2013 Nominating Committee. The CY 2013 Nominating Committee will present its recommended slate of candidates at the January 3, 2013, MPO TTC meeting. Nominations from the floor will also be accepted at the meeting. The CY 2013 Chair and Vice-Chair will assume their responsibilities beginning in February 2013.
RECOMMENDATION:

ISSUE: Appointment to the Statewide Urban Design and Specifications Board of Directors
REPORT and OPTIONAL VOTE: Consider re-appointing Duane Wittstock, City of West Des Moines, as the MPO’s representative to the Statewide Urban Design and Specifications Board of Directors.
BACKGROUND:
Iowa's Statewide Urban Design and Specifications (SUDAS) is an effort among cities, counties, the Iowa Department of Transportation, and Iowa State University's Institute for Transportation (InTrans) to develop and maintain common standards for public improvements. Metropolitan Planning Organizations, Regional Planning Affiliations, and the Iowa DOT currently fund the SUDAS program, which is managed by InTrans. SUDAS is governed by a Board of Directors comprised of licensed engineers that serve two-year terms. Each MPO is provided an appointment to the Board of Directors. Duane Wittstock, City of West Des Moines, has served as the MPO's representative since 2005. Mr. Wittstock's two-year term expires at the end of 2012.
RECOMMENDATION:
Re-appoint Duane Wittstock, City of West Des Moines, as the MPO’s representative to the SUDAS Board of Directors.

ISSUE: Federal Highway Administration Weather Vulnerability Adaptation Options Analysis
REPORT and OPTIONAL VOTE: Consider allowing MPO staff to submit an application for a Federal Highway Administration grant to conduct an adaptation options analysis of selected areas within the MPO boundary prone to flooding.
BACKGROUND:
The Federal Highway Administration (FHWA) is soliciting applications for a Weather Vulnerability Adaptation Options pilot project to study the adaptation options for locations that are vulnerable during extreme weather events and/or the impacts of climate change. The minimum funding the MPO could request is $75,000, and a 100% local match is required. In-kind staff hours may be counted toward the local match. FHWA approximates that four to ten projects will be funded nationwide. The deadline to submit an application to FHWA is January 22, 2013. In December, the MPO staff solicited project locations from the MPO’s TTC representatives. The MPO staff received submittals from Des Moines, Johnston, Polk County, and West Des Moines. These submittals included over 40 locations. The MPO staff selected from this list four of the most heavily traveled and impacted routes for the grant application. These routes are:
Fleur Drive from George Flagg to Martin Luther King, Jr. Parkway (Des Moines);
Northwest 66th Avenue from Kempton Bridge to Northwest 26th Street (Polk County/Johnston);
Beaver Drive from Johnston Drive to Meredith Drive (Johnston/Polk County); and,
Grand Avenue at Raccoon River Park, at 1st Street, and west of Interstate 35 (West Des Moines).
The entire list of roadways provides the MPO with valuable information that can be utilized for other purposes regardless of whether the grant application is successful. If there are other roadways that should be on the overall informational list, please send those routes to MPO staff.
RECOMMENDATION: Allow the MPO staff to submit an application to the FHWA’s Weather Vulnerability and Adaptation

ISSUE: Travel Demand Modeling Overview
PRESENTATION: Presentation by Phil Mescher, Iowa Department of Transportation, regarding the practice of regional travel demand modeling.
BACKGROUND:
Metropolitan Planning Organizations routinely use regional travel demand models as a tool in the transportation planning process. The MPO currently is undertaking a peer review of its regional travel demand model with assistance from the consulting firm HNTB and the Iowa Department of Transportation’s (DOT) Forecasting and Modeling Team. Phil Mescher, Team Leader for the Iowa DOT’s Forecasting and Modeling Team, will provide a presentation at the January 3, 2013, meeting that will focus on the importance of the travel demand model, how the model impacts transportation projects, and the role the technical committee representative play in making sure the model inputs are reasonable.

ISSUE: Southwest Connector Facility Classification
REPORT: Discussion regarding the type of facility the Southwest Connector southwest of Iowa 5 should be to enhance the regional transportation system.
BACKGROUND:
A corridor study for the Southwest Connector southwest of Iowa 5 is underway. In order to advance the project’s basic design concepts, particularly access spacing, a determination must be made about the type of facility the Southwest Connector should be. Consideration must be given to both localized traffic and land use needs, as well as how the facility will fit within the region’s long-range transportation system. The Iowa Department of Transportation’s District staff has asked that the MPO initiate these discussions. The project consultant team seeks input from the MPO on the following questions:
What role should the Southwest Connector play to aid in alleviating anticipated regional travel demand on the existing metropolitan highway infrastructure?
What type of facility design and character is desired between Iowa 5 and Interstate 35, and between Interstate 35 and 105
th Street (e.g., access-controlled, at-grade
intersections vs. access-controlled, grade-separated intersections)?
What multimodal elements should be considered in the general Southwest Connector corridor and on the facility itself?
The MPO staff will take any input from the TTC at the January 3, 2013, TTC meeting or via email.

ISSUE: Federal Fiscal Year 2017 Surface Transportation Program Projects
REPORT: Brief report on the Surface Transportation Program Federal Fiscal Year 2017 project applications.
BACKGROUND:
The deadline for submission of Federal Fiscal Year (FFY) 2017 Surface Transportation Program (STP) applications was Friday, December 7, 2012. The MPO staff received 23 applications. Included, immediately following, is a listing of the projects that applied for FFY 2017 STP funding. The MPO staff is currently developing preliminary scores for the FFY 2017 STP projects. After the scores are developed, the MPO staff will schedule a meeting of the MPO TTC Engineering Subcommittee to review the preliminary scores. Projects that score 50 points or higher will be considered eligible to receive FFY 2017 STP funding. After the scoring process is complete, the STP Funding Subcommittee will meet in March to hear presentations from sponsors with projects that scored 50 points or higher. This workshop provides project sponsors the opportunity to discuss their projects and to answer specific questions from the STP Funding Subcommittee. Following this workshop, the STP Funding Subcommittee will meet to develop a funding recommendation for consideration by the MPO Executive Committee and the MPO Policy Committee.

ISSUE: The Tomorrow Plan Update
REPORT: Update on activities related to The Tomorrow Plan. BACKGROUND:
Beginning in November 2012, the planning team worked to draft The Tomorrow Plan. Work on the plan continues, with the MPO expecting a complete draft of the plan in early January 2013. The MPO staff will work with The Tomorrow Plan’s committee to review the draft and will submit comments to the consultant team by mid-January. Revisions then will be incorporated into the materials for outreach series #5, Here Comes Tomorrow. The Here Comes Tomorrow events will be open houses around the metro area. The open houses will be held from 5:00 to 7:00 pm during the last week of January and the first week of February. A flyer with additional details is included on the following page.

The MPO Chair annually appoints an Executive Director Review Committee (Review Committee) to complete an evaluation of the Executive Director’s performance over the past year. Additionally, the MPO staff provides all MPO TTC and Policy representatives with a copy of the Fiscal Year (FY) 2013 MPO Executive Director’s Annual Review Survey. Surveys are also provided to the Chairs of the MPO’s multiple subcommittees, the primary representatives of the MPO’s advisory and associate member organizations, the MPO staff, and key personnel of the following partner organizations that the MPO works closely with: the Iowa Department of Transportation, the Greater Des Moines Partnership, and the Transportation Management Association. Surveys were distributed in late December. MPO staff requests that all responses be submitted by February 15, 2013. MPO staff will deliver the responses to the Review Committee for their consideration.

ISSUE: Transportation Management Association Update
INFORMATION: Report of the Transportation Management Association’s (TMA) Commuter Club program performance through November 2012 and other recent activities.
BACKGROUND:
The TMA’s Commuter Club program, formerly known as Rest Your Car, is a volunteer-based program that allows commuters to track trips made using alternatives to single-occupant vehicles.

Attended the American Planning Association Iowa Chapter conference;
Attended the Iowa Public Transportation Association mid-year meeting;
Reported on public involvement activities to the Iowa Association of Rail Passengers;
Attended the Bicycle-Pedestrian Roundtable;
Participated in the Tomorrow Plan small-group technical meetings;
Participated in the Public Transportation Roundtable; and,
Updated information on the Downtown Community Alliance transportation webpage and the All Aboard for Iowa website.
The TMA has discussed making the following changes to the Commuter Club program:
Prizes may be discontinued 12/31/12; and,
