NHS Intermodal Facilities Inventory Report Introduction The Merrimack Valley Planning Commission conducted this National Highway System (NHS) Intermodal Facilities Inventory in support of improving intermodal connections in the Valley. An intermodal connection involves switching between modes of transportation during a trip. An intermodal connection requires a facility at which to make the change between means of transportation, for example from a car to a train. Intermodal travel and connections are an important element of many goals and objectives of both the Massachusetts Department of Transportation (MassDOT), the Merrimack Valley Planning Commission (MVPC), and the Merrimack Valley Metropolitan Planning Organization (MVMPO). The MassDOT‘s “sustainability initiative”, “Green DOT”, undertaken to “promote sustainable economic development, protect the natural environment, and enhance the quality of life for all of the Commonwealth’s residents and visitors” has three goals, all of which have an intermodal component to them. These are:

• Reduce greenhouse gas emissions’ • Promote the healthy transportation modes of walking,

bicycling, and public transit, and • Support smart growth development.

The Merrimack Valley Priority Growth Strategy, the official regional policy plan for the region, is founded on this same “smart growth” principal. The Merrimack Valley Priority Growth Strategy (MVPGS) identifies the most desirable

locations for growth to take place considering “zoning, infrastructure, access and limited environmental impacts”, and then designates these areas as Concentrated Development Centers (CDCs). The intention of the MVPGS is to encourage significant employment and affordable housing growth in these areas, while preserving important environmental resource lands. A regional transportation network that supports these “smart growth” principals is essential to meeting these goals and objectives. Greenhouse gas emissions are reduced and “smart growth” principals are achieved when people travel fewer miles driving alone in their vehicles to and from their destinations. Alternative means of transportation need to be available, and in a suburban environment, this generally requires more than one means of transportation to make a trip. Intermodal facilities have a key role in encouraging people to switch modes of transportation during their trip. The facility needs to accommodate many modes of transportation in one location. If public transportation is available, the facility must have platforms for the trains, or turning space for the buses. People wanting to take public transportation, or carpool, need a place to park their car, or bicycle, or they need a safe path to walk to the facility. Convenient, safe intermodal facilities, and access to them from our National Highway System (NHS) of roadways, are some of the factors involved in personal decisions to get out of a single occupant vehicle and embrace the more sustainable systems of commuter rail; local, regional and commuter buses; and car pooling and van pooling. This report provides a first step toward improving intermodal connections in the region. Accessing the condition of existing

intermodal facilities and the condition of the roadways connecting these facilities to the National Highway System is the focus of this report. The physical condition of the major public intermodal facilities in the region, including, commuter rail; commuter, regional, and local bus; and park-and-ride facilities are inventoried. Recommendations are made to address any issues or needs identified during the inventory. Improvements that are made to intermodal facilities will likely lead to more people choosing alternatives to single occupant vehicles.

Conditions Inventoried Several aspects of the intermodal facility, and access to it from the National Highway System (NHS), were inventoried. Physical facility factors examined included the pavement conditions of the parking areas, walkways, ramps and platforms; the number of parking spaces, the number of accessible parking spaces, and the occupancy of the spaces; safety factors including lighting, sidewalks, pavement markings, signage, drop-off zones, and circulation for cars and buses; and the condition of facility structures including garages, pedestrian and bicycle racks/shelters, seating, and restrooms. Access conditions considered included both the intersection of the facility driveway with the adjacent street, and the roadways leading to/from the NHS. Sight distance issues, ease of merging with traffic, and existence/condition of crosswalks were noted at the intersection of the driveway with the adjacent street. Distance to the NHS; pavement and pavement marking conditions; the existence of sidewalks, crosswalks, and accessible ramps; and signs indicating location of the intermodal facility were inventoried on the roadway leading to the NHS. Data regarding congestion and traffic accidents along the roadway leading to the NHS was gathered from existing sources. Any intersection on the routes outlined between the facility and the NHS which had 25 or more accidents in three years have been noted. The accident data used is from 2006-2008. The Public transportation services available at the facility are also noted.

Facilities Inventoried The MVPC staff inventoried thirteen intermodal facilities for this report, including the two regional transit facilities, the seven commuter rail stations and the four park-and-ride lots. There are also two industrial/commercial warehousing/trucking areas in the region for which the roadways leading to the NHS are evaluated. These are “intermodal” in the since that it is likely these facilities at least provide a place where goods are transferred from larger trucks to smaller trucks for regional distribution, and may be part of the larger intermodal network of ship or train to truck and warehousing/distribution. Also, the railroads in the region, in addition to carrying passengers, also carry freight, and although the rail yard in Lawrence is not considered to be large enough to have warranted study in the Statewide Rail Plan, there are facility improvements to the tracks themselves currently underway which are discussed in the next section. There are a combined total of seven commuter rail stations on two commuter rail lines (Haverhill and Newburyport) in the region. The Haverhill line has five stations in the region. These are Bradford Station and Haverhill Station in Haverhill, McGovern Transportation Center in Lawrence, and Andover, and Ballardvale Stations in Andover. The two stations on the Newburyport line are Newburyport and Rowley Stations. All of the stations are managed by the MBTA (Metropolitan Boston Transit Authority) and trains travel to/from North Station in Boston.

Two facilities inventoried are managed by the Merrimack Valley Regional Transit Authority (MVRTA) which provides local, regional and commuter bus services to the people in the Merrimack Valley. Currently there are two

transportation hubs from which most of the local and regional bus routes begin. One is the Buckley Transportation Center in Lawrence, and the other is the Washington Square Station in Haverhill. An additional facility is currently under construction in Amesbury.

There are four park-and-ride lots owned by MassDOT

in the region. These are located at Dascomb Road in Andover, Route 133 (East Main Street) in Georgetown, Pelham Street in Methuen and Route 113 (Storey Avenue), in Newburyport. All, except Dascomb Road in Andover, have commuter bus service to Boston.

The two industrial/commercial areas with significant

truck traffic that are evaluated are Pelham Street in Methuen from I-93 west to the intersection of Pelham Street with Aegean Drive and Danton Drive and Main Street in Salisbury from Toll Road west to the I-95 southbound ramps west of I-95.

Facilities Inventory Results Andover – Andover Commuter Rail Station The Andover Commuter Rail Station is located at 17 Railroad Street, approximately one third of a mile west and downhill from the center of Andover, located in the Regional Concentrated Development Center of Downtown Andover Village as designated by the Merrimack Valley Priority Growth Strategy. There are 146 spaces 95 of which were occupied. There are 4 Accessible Parking spaces one of which was occupied. The station is 1.3 miles from the NHS Route 133 via Essex Street and Shawsheen Road, or 1.5 miles to NHS Interstate 495 via Railroad Street to Route 28. Along that route, the intersection of Route 28 and Route 133 is flagged as congested by the MVMPO’s 2012 Regional Transportation Plan, and is identified as a high accident location with 41 accidents in three years (2006-2008). The intersection of Route 28 with Stevens Street and Harding Street had 38 accidents in these three years. Along the route to NHS Route 133 the intersection of Shawsheen Road and Beacon Street with Route 133 experienced 27 accidents in the three years.

The MVRTA provides local and regional bus transit services to the station. The small roofed waiting area, seating, lighting, shed roofed bike racks, parking and crosswalk pavement markings are all in good condition. However, the parking lot has many potholes which need to be repaired.

While the sidewalk and part of the platform and wheelchair curb-cut have recently been repaired, their condition is still only ‘Fair’ to ‘Good’.

RECOMMENDATIONS

• Repair parking lot pavement; • Replace wheelchair ramp in sidewalk.

Andover Ballardvale Commuter Rail Station The Ballardvale Commuter Rail Station is located at 195 Andover Street in Andover. NHS Interstate 93 is 1.4 miles away via Andover Street, Clark Road and Dascomb Road. There are 115, spaces 83 of which were occupied. There are 2 Accessible Parking spaces neither of which was occupied. Parking costs $4.00 a day. Aside from commuter rail there is no other public transportation service at this location.

The waiting shelter has a roof and three sides and is in good condition. The seating and wheelchair ramps, as well as the lighting and pavement markings are in good condition. The driveway, parking lot, and platform need pavement work as there is transverse and longitudinal cracking including along the access from the handicapped parking spaces. Circulation for buses or cars is ‘Fair’ at best. There is a sight distance issue for cars exiting the driveway because the driveway is located on a curve in Andover Street.

RECOMMENDATIONS

• Parking and platform pavement need to be

reconditioned; • Since the parking lot is narrow, providing just one

lane of traffic flow in some places, a turn-around area for cars, if not buses, needs to be built.

Andover Dascomb Road Park-and-Ride Lot

The Dascomb Road Park-and-Ride lot is located at the intersection of Dascomb Road and Frontage Road at I-93 Exit 42. It is just one tenth of a mile from the NHS I-93 ramps. The lot is across Frontage Road from the I-93/Osgood Concentrated Development Center as designated by the Merrimack Valley Priority Growth Strategy. There are 155 parking spaces. 80 vehicles were parked in the lot. There are 5 Accessible Parking spaces none of which was occupied. A project to expand the lot is complete, therefore the entire facility is in excellent condition.

The upgraded facilities include a waiting shelter with a roof and three sides, as well as a bicycle rack with a roof. Parking is free and the lot appears to be mostly used by carpoolers, Flightline runs shuttle service to/from Logan Airport, but there is no overnight parking.

RECOMMENDATIONS

• No remedial work is needed at this time.

Georgetown Park-and-Ride Lot The Georgetown Park-and-Ride Lot is located at 27 East Main Street in Georgetown. The driveway to the lot is to East Main Street, Route 133, which is part of the NHS at this location. It is 2.4 miles east on Route 133 to I-95. The lot is located in the Georgetown Village Concentrated Development Center as designated by the Merrimack Valley Priority Growth Strategy. There are 100 parking spaces. 65 vehicles were parked in the lot. There are 4 Accessible Parking spaces, 1 of which was occupied. Parking is free, and although there is no waiting shelter, there is commuter bus service provided by The Coach Company. The pavement is in fair condition, there are potholes and cracking that need repair. The parking lot also needs to be restriped. There are no built wheelchair ramps because the lot is on the same level as the sidewalk.

RECOMMENDATIONS

• Wait shelter and bicycle shelter be installed; • Pavement is in need of crack sealing and potholes

should be filled; • Pavement should be restriped.

Haverhill Bradford Commuter Rail Station The Bradford Commuter Rail Station is located at 10 Railroad Avenue in Haverhill. It is one half of a mile from NHS roadway Route 125 via Laurel Avenue. Crossing the Comeau Bridge and heading west on Route 110/113 for 2 miles leads to I-495 on the NHS. There are 295 parking spaces. 65 spaces were occupied. There are 7 Accessible Parking spaces, 4 of which were occupied. However, many commuters park along Laurel Avenue and Blossom Street to avoid the $4 parking fee at the station. Local and regional bus service is available for flag stops along Route 125. There is no sign at the intersection of Railroad Avenue, the Comeau Bridge, Laurel Avenue, and South Elm Street indicating that the station is located down Railroad Avenue. The lighting, pavement markings, and variable message signs are in excellent condition. There are two small roofed waiting areas and these, as well as the platform, are in good condition. The wheelchairs ramps are in very poor condition, crumbling to the point of being almost non-existent. The bicycle racks are also in poor condition, and need repair. The parking pavement needs to be sealed as there is grass growing in the cracks. There is also a pothole near the platform and the platform should be crack sealed. The pavement along the boarding area has many sink holes around light posts that need to be repaired.

One intersection along the route to I-495 had 34 accidents from 2006-2008. This is the intersection of

Route 110/113 (River Street) and Lowell Avenue just east of the ramps to I-495.

RECOMMENDATIONS

• Wheelchair ramps to platform from parking lot

need to be repaired immediately; • Platform pavement sink holes need to be

repaired; • Parking pavement needs to be crack sealed; • Platform could use some crack sealing; • Sign needs to be installed at intersection of

Railroad Avenue with the Comeau Bridge, Laurel Avenue, and South Elm Street locating the station.

Haverhill Commuter Rail Station

NOTE: The analyses completed at this location were centered on the existing parking lot and train platform, which are located at the western edge of the Haverhill Main Line with a station driveway off of Washington Avenue. The MVRTA and the City of Haverhill are now completing construction of a new Intermodal Transportation Center that is located at the corner of Granite Street and Moulton Way on the eastern side of the main line. This new facility will include a multi-level parking garage and additional retail space on the ground floor. It is anticipated that this new facility will be in operation early November 2011.

The current Haverhill Commuter Rail Station is

located in the Downtown Haverhill Concentrated Development Center. The NHS is accessed via Merrimack Street eastbound one half mile to Route 125, or Route 110/113 westbound two miles to Interstate 495. There are 153 parking spaces, 74 spaces were occupied. There are 6 Accessible Parking spaces, 1 of which was occupied. The intersection of Route 125, Merrimack Street, and Water Street is flagged as a congested intersection by the 2012 Regional Transportation Plan. Intersection improvements to reduce this congestion are in early design stages.

Local and regional bus service is provided by the

Merrimack Valley Regional Transit Authority.

The facility is generally in ‘Good’ to ‘Excellent’ condition. The parking pavement has a few potholes and needs crack sealing. The roofed seating area, the sidewalks and wheelchair ramps are all in good condition. The transit map sign needs to be replaced. The MBTA signs locating the facility are small. There is a sight distance problem from the driveway onto Washington Street due to cars parked on Washington Street.

The intersection of Route 110/113 (River Street) and Lowell Avenue just east of the ramps to I-495 had 34 accidents from 2006-2008.34 accidents from 2006-2008.

Two intersections along the way to Route 125 had

a high number of accidents in three years. Washington Square, which includes the intersection of Route 110/113 (Merrimack Street) with Essex Street and the intersection of Route 110/113 with Emerson Street experienced 73 accidents from 2006-2008. The intersection of Route 125 (Main Street and Bridge Street) with Route 113 (Merrimack and Water Street) at the foot of the Basiliere Bridge had 44 accidents in three years. This intersection is currently being redesigned by MassDOT as part of a project to improve traffic and safety along Route 125 between its intersection with Summer and Winter streets south to the Basiliere Bridge.

Haverhill MVRTA Washington Square Transit Center

The MVRTA Washington Square Transit Center in Haverhill is located at the intersection of Merrimack Street (Route 113), Washington Street (Rout 110/113) and Emerson Street (Route 110) (a.k.a. Washington Square) in the Downtown Concentrated Development Center of Haverhill. The MVRTA Washington Square Transit Center is approximately 1500 feet from the NHS Route 125 and 2 miles from the NHS Interstate 495. The intersection of Route 125, Merrimack Street (Route 113), and Water Street (Route 113) is flagged as congested by the 2012 Regional Transportation Plan. Improvements to this intersection are in the preliminary design stage (see Haverhill Commuter Rail Station).

The facility is the hub of the MVRTA’s fixed route

bus service in the greater Haverhill area of the region. This facility provides heated indoor space for waiting as well as, an available attendant for purchasing tickets and providing information. There are no bicycle racks available. The building restrooms need to be repaired. Otherwise the building, wait seating, sidewalks, wheelchair ramps, and platform are in good to fair condition. The facility is located at a very busy city square with typical downtown congestion.

There is limited sight distance exiting the driveway

due to cars parked along the street. The roadway that

enters the square essentially opposite the Transit Center exit drive is offset from the driveway and is not at ninety degrees to the intersection. These factors make exiting the driveway difficult at times.

In fact, Washington Square, which includes the

intersection of Route 110/113 (Merrimack Street) with Essex Street and the intersection of Route 110/113 with Emerson Street experienced 73 accidents from 2006-2008. Also the intersection at the junction with Route 125, the intersection of Route 125 (Main Street and Bridge Street) with Route 113 (Merrimack and Water Street) at the foot of the Basiliere Bridge, had 44 accidents in three years. This intersection is currently being redesigned.

RECOMMENDATIONS

• Restrooms at the facility be repaired; • Bike racks be installed.

Further recommendations regarding exit

driveway issues and tight turning radii may not need to be addressed as there are preliminary plans to relocate the facility near the commuter rail station, about one half of a mile away, but still in the Concentrated Development Center of Downtown Haverhill.

Lawrence MVRTA Buckley Transportation Center

The MVRTA Buckley Transportation Center in Lawrence is located along Common Street in the Lawrence Gateway / Downtown Concentrated Development Center. The NHS is accessed from Common Street, Lawrence Street, and Lowell Street to Route 28, which is located approximately one half of a mile from the transportation center, or from Common Street, Union Street, Canal Street and Marston Street, approximately one mile, to Interstate 495. There are 600 parking spaces, 205 spaces were occupied. There are 21 Accessible Parking spaces, 4 of which were occupied. Canal Street is flagged as congested by the 2012 Regional Transportation Plan. The bids have been opened on a project to replace the Canal Street bridge over the Spickett River and improve the Canal Street intersections with Marston Street/Prospect Street and with Union Street.

The Buckley Center is the Greater Lawrence area

regional hub of the MVRTA. Most of the MVRTA routes in Lawrence, Andover, North Andover, and Methuen originate here. The facility is a 600 car parking garage, the street level of which provides a sheltered bus station with seating and a large sidewalk platform where many buses can stand in queue. A small heated area is located near the intersection of Common Street and Amesbury Street with a few seats and an attendant who provides tickets and information. The facility is generally in good condition.

The path to I-495 has one intersection with 26

accidents from 2006-2008, this is the intersection of Union Street with Canal Street. Improvements to this intersection have currently been designed and will be implemented as part of the Canal Street Bridge replacement project.

RECOMMENDATIONS

• City sidewalks and crosswalks closest to the main

entrance (at the intersection of Common Street and Amesbury Street) be repaired and restriped;

• Repair cracked and broken curb-cuts for wheelchairs;

• Crosswalks need to be restriped and pavement

Lawrence McGovern Transportation Center

The McGovern Transportation Center in Lawrence is located at 211 Merrimack Street in the Lawrence Gateway/Downtown Concentrated Development Center. It is a new facility which includes the commuter rail station and a parking garage. The NHS is accessed approximately one half of a mile east on Merrimack Street to the Interstate 495 ramps. There are 385 parking spaces available to commuter rail users and 375 spaces were occupied. There are 15 Accessible Parking spaces, none of which were occupied. The MVRTA provides local, regional and commuter bus service at the facility. Standing taxis are usually available to coincide with commuter rail arrivals.

The facility is new and therefore in excellent

condition. It includes features not generally found at the other commuter rail facilities in the region such as, a staffed parking facility, restrooms, variable message signs, a PA system, and a large fully enclosed area at the base of the stairwell that is glass enclosed and thereby heated by the sun. The sidewalks around the facility are all great, but the sidewalks leading to the facility need some work.

RECOMMENDATIONS

• Crosswalk at the facility driveway to Merrimack

Street needs to be restriped;

• Roadway leading to the NHS, Merrimack Street, needs to have the lane lines and crosswalks restriped. (These improvements might be completed as part of the ongoing work being done to the Monarch Development.)

Lawrence Railyard The railroads in the region, in addition to carrying passengers, also carry freight, and although the rail yard in Lawrence is not considered to be large enough to have warranted study in the Statewide Rail Plan, there are facility improvements to the tracks themselves that are in design and/or construction.

PanAm Railways is the sole rail freight service provider in the region; its operations make use of various rights-of-way and facilities developed by the Boston and Maine Railroad (B&M), its corporate predecessor. Infrastructure in the MVMPO region includes:

• Lawrence Yard on Andover Street • segments of the former B&M Western Division that

are now owned by the MBTA • a spur track from the Lawrence Yard to the

Lawrence Industrial Park, • the Manchester and Lawrence Branch, and • active rail right-of-way connecting to Ayer via

Lowell.

Several improvement projects are in construction. PanAm Railways and Norfolk Southern Railways have formed the Patriot Corridor, a joint partnership that proposes to increase the 263K track weight rating to 286K east of Ayer through the MVMPO region to New Hampshire. On the former Western Division, the MBTA is investing $17.2 million in ARRA funds to restore two-

track capacity between Lawrence yard and Andover, including new interlockings, signal and other equipment.

This project will enable the MBTA, Amtrak and

PanAm Railways to improve coordination of their commuter rail, Downeaster intercity rail and freight train movements, respectively. In conjunction with this project, a new rail spur track will be constructed in the Lawrence Industrial Park to better manage rail freight movements to/from customers. Please refer to the Economic Vitality section of the RTP for additional information.

Methuen Park-and-Ride Lot The Methuen Park-and-Ride Lot is located on Pelham Street just east of I-93 at Exit 47. The NHS Interstate 93 northbound ramps are just five hundred feet west of the lot. Route 28 on the NHS, is seven tenths of a mile east of the lot. There are 171 parking spaces at this facility, 51 of which were occupied. There are 7 Handicapped Parking spaces, none of which was occupied. Parking at the lot is free. The MVRTA provides commuter, regional and local bus service to and from the lot. There is a waiting shelter with a roof and three sides. There are bicycle racks. There are granite curbed sidewalks connecting the lot to Ranger Shopping Plaza to the west and to the residential neighborhood to the east leading to downtown Methuen. These sidewalks are in good condition. This should promote walking between the facility and the eating establishments, rather than parking the car twice, or going through the drive thru. The lot is generally in fair condition, with the exception of graffiti on the plexiglass waiting enclosure. The pavement needs some crack sealing. Fencing needs repairs. The sign at the parking lot is covered by trees and very faded. The intersection of Route 28 and Osgood Street experienced 26 accidents in three years.

RECOMMENDATIONS

• Graffiti be removed from the waiting shelter, or

that the plexiglass be replaced if the graffiti cannot be removed, as soon as possible as graffiti on the waiting shelter does not portray a safe place to be, or park one’s car;

• The lot needs to be crack sealed and the pavement markings could use a touchup;

• The fence needs to be repaired and the sign at the facility needs to be replaced.

Methuen Trucking/Warehousing at Aegean Drive and Danton Drive The Concentrated Development Center of Aegean Park in Methuen contains many large warehouses creating significant tractor trailer traffic at the intersection of Aegean Drive and Danton Drive with Pelham Street. One reason for the development is easy access to the NHS as the intersection is located just one thousand feet west of Interstate 93 ramps. There is extra wide pavement on the Danton Drive and Aegean Drive approaches, making it fairly easy for the tractor trailers to navigate. The pavement at the intersection, and on Pelham Street leading to the NHS, is in excellent condition. However, the pavement between the northbound and southbound I-93 ramps on Pelham Street has ruts where vehicle wheels generally travel. There is also congestion at peak hours at the signalized intersections of the I-93 ramps with Pelham Street.

RECOMMENDATIONS

• Signs for I-93 northbound ramps, both eastbound and westbound on Pelham Street need to be replaced;

• Rutted pavement on Pelham Street between the northbound and southbound I-93 ramps should be replaced;

• Pavement markings need to be restriped on Pelham Street between the northbound and southbound I-93 ramps.

Newburyport Commuter Rail Station The Newburyport Commuter Rail Station is located at 25 Boston Way in the Concentrated Development Center of the Newburyport Industrial Park. There are 814 parking spaces in three lots (A, B, and C):

• 47 vehicles were parked in Lot A which has 329 parking spaces, no vehicles were parked in any of the 7 Handicapped spaces in Lot A;

• 119 vehicles were parked in Lot B which has 292 parking spaces, 2 of the 7 Handicapped parking spaces in Lot B were occupied;

• 26 vehicles were parked in Lot C which has 171 parking spaces, no vehicles were parked in any of the 7 Handicapped spaces in Lot C. Combining all three parking lots there were a total

of 192 vehicles parked in 792 spaces. There are 23 Handicapped Parking spaces, 2 of which were occupied. The station is .3 miles from the NHS designated roadway State Street. Parker Street, Hill Street and Route 1 leading to State Street are NHS terminal connectors. In addition to there being MBTA commuter rail service, the MVRTA provides local and regional bus service to the facility.

Parts of the facility are in generally ‘Good’

condition. However, the enclosed building is closed due to problems with its electrical service. There is a small

roofed waiting shelter. There are three parking lot areas designated Lot A, B and C. Lots B and C are in good condition. Lot A sidewalks, and pavement from Handicapped Parking, as well as the wheelchair ramps themselves, are broken pavement in need of repair. The handicapped access from Lots B and C are in good condition. Boston Way which leads to Lot A and Lot C has potholes and needs to be repaired.

There are bike racks but people do not use them.

Since the multi-use trail leads directly to the platform cyclists lock their bikes onto pillars all along the platform. Therefore, additional bike racks ON the platform would be useful. And they should be under the roof to shield them from rain.

RECOMMENDATIONS

• Repair Boston Way which is the road from Parker Street to Lots A and C;

• Replace the missing light and remove graffiti in Lot A;

• Install bike racks on the platform.

Newburyport Park-and-Ride Lot The Newburyport Park-and-Ride Lot is located on Route 113 (Storey Avenue) six hundred feet east of Interstate 95 Exit 57. There are 615 parking spaces, the lot is 50 cars over capacity. There are 16 Handicapped Parking spaces, 12 were occupied. The Coach Company runs commuter bus service to Boston. C and J Trailways runs bus service to Logan Airport and South Station (Providing connection to AMTRAK), the route extends to Portsmouth, NH and Durham, NH (where the University of New Hampshire is located). The MVRTA provides local and regional bus service. A project to expand the capacity of the parking lot has recently been completed. Parking is free. There is an enclosed heated building that provides shelter and is open 24 hours. The lot is under 24 hour surveillance. There are some light potholes and transverse longitudinal and alligator cracking in the driveway and in the parking area. Crosswalk and pavement markings need to be repainted. These problems will be addressed by the current construction job. Otherwise the facility is in excellent condition.

RECOMMENDATIONS

• Repaint crosswalks on Route 113; • Install sign locating Park-and ride lot from I-95

northbound ramp.

Rowley Commuter Rail Station The Rowley Commuter Rail Station is located near the eastern end of Railroad Avenue. It is approximately two miles to Route 133 on the NHS, via Route 1A and three and half miles to Route 1 on the NHS via Route 1A. There are 282 parking spaces, 37 spaces were occupied. There are 7 Accessible Parking spaces, none of which was occupied. There is a small roofed waiting area. All aspects of the facility are in good condition. The driveway is on a curve in the road which inhibits sight distance. The intersection of Route 1 and Route 133 is flagged as congested by the 2012 MVMPO Regional Transportation Plan. This intersection has also been identified by the MVPC as a high accident location with 49 accidents in three years. Route 1A serves as access to Route 133 which is on the NHS. The intersection of Route 133 and Route 1A has also been identified by MVPC as a high accident location with 29 accidents in three years.

RECOMMENDATIONS

• No repairs or improvements are needed at this time.

Salisbury Trucking Facilities Main Street Access to Interstate The Concentrated Development Center of the Salisbury Redevelopment Zone contains trucking facilities, warehouses and other commercial/industrial businesses creating significant tractor trailer traffic at the intersection of Main Street and the Interstate 95 ramps. The pavement along Main Street for the two thousand foot section between the I-95 northbound and southbound ramps is in good condition. Main Street west of Willow Avenue is flagged as congested by the 2012 Regional Transportation Plan.

RECOMMENDATIONS

• The pavement on the approaches to the Main Street / Willow Street intersection shows evidence of an excessive number of pothole repairs and is very uneven and bumpy. New pavement needs to be installed on these approaches.

NHS Facilities Inventory Recommendations Summary

Andover – Andover Commuter Rail Station Recommendations:

• Repair parking lot pavement; • Replace wheelchair ramp in sidewalk.

Andover – Ballardvale Commuter Rail Station Recommendations:

• Parking and platform pavement need to be reconditioned; • Since the parking lot is narrow, providing just one lane of traffic flow in some places, a turn-around area for cars, if

not buses, needs to be built. Andover – Dascomb Road Park-and-Ride Lot:

• No remedial work is needed at this time. Georgetown – Park-and-Ride Lot:

• Wait shelter and bicycle shelter be installed; • Pavement is in need of crack sealing and potholes should be filled; • Pavement should be restriped.

Haverhill – Bradford Commuter Rail Station:

• Wheelchair ramps to platform from parking lot need to be repaired immediately; • Platform pavement sink holes need to be repaired; • Parking pavement needs to be crack sealed; • Platform could use some crack sealing; • Sign needs to be installed at intersection of Railroad Avenue with the Comeau Bridge, Laurel Avenue, and South

Elm Street locating the station.

Haverhill – Haverhill Commuter Rail Station:

• Pavement needs crack sealing and a few pothole repairs; • Transit system sign needs to be replaced.

Haverhill – MVRTA Washington Square Transit Center:

• Restrooms at the facility be repaired; • Bike racks be installed.

Lawrence – MVRTA Buckley Transportation Center:

• City sidewalks and crosswalks closest to the main entrance (at the intersection of Common Street and Amesbury Street) be repaired and restriped;

• Repair cracked and broken curb-cuts for wheelchairs; • Crosswalks need to be restriped and pavement holes and cracks need to be fixed.

Maintenance, as well as, design and construction, of pedestrian facilities within one half of a mile of a public

transportation station are eligible for most Federal Transit Administration funding grant programs.

Lawrence – McGovern Transportation Center: • Crosswalk at the facility driveway to Merrimack Street needs to be restriped; • • Roadway leading to the NHS, Merrimack Street, needs to have the lane lines and crosswalks restriped. (These

improvements might be completed as part of the ongoing work being done to the Monarch Development.)

Methuen – Park-and-Ride Lot:

• Graffiti be removed from the waiting shelter, or that the plexiglass be replaced if the graffiti cannot • be removed, as soon as possible as graffiti on the waiting shelter does not portray a safe place to be, or park one’s

car; • The lot needs to be crack sealed and the pavement markings could use a touchup; • The fence needs to be repaired and the sign at the facility needs to be replaced.

Methuen – Trucking/Warehousing at Aegean Drive and Danton Drive:

• Signs for I-93 northbound ramps, both eastbound and westbound on Pelham Street need to be replaced; • Rutted pavement on Pelham Street between the northbound and southbound I-93 ramps should be replaced; • Pavement markings need to be restriped on Pelham Street between the northbound and southbound I-93 ramps.

Newburyport – Commuter Rail Station:

• Repair Boston Way which is the road from Parker Street to Lots A and C; • Replace the missing light and remove graffiti in Lot A; • Install bike racks on the platform.

Newburyport – Park-and-Ride Lot:

• Repaint crosswalks on Route 113; • Install sign locating Park-and ride lot from I-95 northbound ramp.

Rowley – Commuter Rail Station:

• No repairs or improvements are needed at this time. Salisbury – Trucking Facilities Main Street Access to Interstate:

• The pavement on the approaches to the Main Street / Willow Street intersection shows evidence of an excessive

number of pothole repairs and is very uneven and bumpy. New pavement needs to be installed on these approaches.
