Jersey sits in the Bay of St Malo, 19 miles from the coast of France and 85 miles south of the English coast. Jersey’s population is approximately 100,000. Our transport links to all major cities in the UK are excellent, with London only a 40-minute flight away and also sharing the same time zone as the UK.

Jersey is divided into twelve districts or parishes. St Helier is the Islands capital and main retail centre. It offers a varied, low tax shopping experience with many of the shops seen on the UK high street. St Helier boasts two Victorian covered markets: The Central Market, with its cherub-adorned fountain and beautifully decorated gates, specialises in the finest fresh fruit, vegetables, meat and flowers. GENERAL INFORMATION The Health and Community Services Department

The Jersey Health and Community Services Department is independent from the U.K. National Health

Service and is the political responsibility of the Health and Community Services Ministry, consisting of an

elected Minister and two Assistant Ministers who serve as part of the Island’s Government system. A

Director General directs the department for Health and Community Services - Caroline Landon. The

Group Managing Director for Health and Community Services is Robert Sainsbury. The position of Acting

Group Medical Director is Mr Patrick Armstrong.

Funded by the States of Jersey from taxation revenue, the Department of Health and Community Environmental Health for the residents of the island. The island has a resident population of approximately 99,000 which increases to approximately 120,000 in the summer tourist season.

The General Hospital

Jersey General Hospital is the sole location of acute hospital services in Jersey. The hospital provides approximately 250 acute beds, 2 day case theatres, 4 main theatres and 2 more being constructed. There is a dedicated endoscopy suite and Breast Clinic along with a full range of other services and facilities. A wide spectrum of care is available including the following specialties:-

Primary Care

Primary dental care is not the responsibility of the Government of Jersey but is provided as a fee based service by independent general dental practitioners. There are approximately 65 general dental practitioners on the island grouped into practices of various sizes. There is a capitation scheme subsidising treatment for patients in full time education between the ages of 11 and 21.

Management Structure The Director General for Health and Community Services - Caroline Landon. The Group Managing

Director for Health and Community Services - Mr Robert Sainsbury. The position of Acting Group Medical

Director for Health & Community Services is Mr Patrick Armstrong.

Smokefree policy

Health and Community Services operates a smokefree policy. The goal of this policy is to benefit the community by creating a healthy environment for all employees, volunteers, clients, residents, patients, and visitors. Smokefree means that there is no smoking allowed anywhere within our hospital or any other clinical and non-clinical buildings or grounds belonging to Health and Community Services.

Resource Management

The post holder will demonstrate awareness of the departmental budget and the factors which contribute to over/under spending.

Education Centre The Education Centre is a shared facility for the Health and Community Services Department. The

recently refurbished centre is furnished and equipped to a very high standard. The medical library is well stocked with books, journals and computer facilities, including internet access. The centre has numerous excellent teaching rooms and a 90 seat lecture theatre equipped with the highest standard presentation technology.

There is a full time administrator and one of the Consultants is elected as the Postgraduate Educational Tutor. The Post-Graduate Educational Committee meets on a regular basis. At present there are mortality and mobility days with additional audit days.

Teaching The Hospital has been a recognised ATLS centre since 1990 and ALS centre since 1995. Four courses of

each are held annually, one of the ATLS courses is held in conjunction with an ATNC course. APLS courses commenced in 2002 and it is intended to run two courses each year.

The hospital has a Governance committee supported by a team of clinical audit officers. The post holder will be expected to contribute and participate in the Department’s ongoing clinical audit programme. Health & Community Services work with Health Education Wessex to provide high quality medical education to FY1, FY2 and GP Trainee doctors on a rotational basis. The post holder will assist junior staff to identify and meet learning objectives by using the principles of teaching and learning.

Continued Professional Development

The post holder will seek opportunities to develop knowledge, skills and experience and be expected to maintain continued professional development to satisfy the requirement of yearly appraisals including attendance at relevant courses and conferences, involvement at locally organised CME events and comparative audit. Health & Community Services supports the requirements for Continuing Medical Education and is committed to providing reasonable amounts of time and financial support for these activities. Study leave of 30 days in 3 years and an annual study leave allowance is provided, subject to the approval of the Clinical Director / Medical Director. The post holder will be expected to meet the Continuing Professional Development requirements of their relevant Royal College.

Clinical Effectiveness Active and regular participation in Clinical Audit will be expected. Increased emphasis is placed upon medical audit and the post holder will also play a crucial role in co-ordinating these activities

Corporate Governance Health & Community Services place a high importance on excellence in clinical practice. Full participation in ensuring compliance with the organisation’s clinical governance process is required. Dr Paul Hughes is the Lead for this area.

Professional Standards All Medical Staff are expected to comply with management arrangements in place to follow the guidelines on practice laid down by the General Dental Council and to be accountable to the hospital for their actions and the quality of their work.

Appraisal & Review

The post holder is required to participate in the annual appraisal and review process which has been implemented for all medical staff and is in line with the GMC guidelines for re-validation. Training is available for appraisers.

Allocate

The organisation uses electronic web-based software to support job planning, e-Leave, e-Appraisal and e-360. Training in the use of these systems will be provided to the successful appointee where appropriate and necessary.

Commencement of duties

The appointee will be required to take up the post no later than three months from the date of the offer of an appointment, unless a special agreement has been made between the appointee and Health & Community Services. The successful applicant will be expected to provide an Orthodontic Service and to work with colleagues in the Dental department and specifically with the Oral and Maxillofacial surgeon to provide a comprehensive Orthodontic Service. Working on an island offers a unique opportunity where the case mix offers both diversity and complexity. The successful candidate will enjoy a role that is both challenging and rewarding. It is essential that the applicant is on the GDC Specialist Register and provide GDC confirmed eligibility for entry on the Specialist Register. It is essential that the applicant has a willingness to work flexibly to meet the needs of the service. Jersey General Hospital provides healthcare for 100,000 people. The consultant will provide training for the Orthodontic Clinical Assistant, the Orthodontic Therapist and future specialists, plus participating in continuing professional education programmes for all trained providers of orthodontic care. The successful applicant will be expected to provide orthodontic opinions to general dental practitioners and community dental officers, plus consultants in Oral & Maxillofacial Surgery and Restorative Dentistry. There is no orthodontic on call service out of hours. Emergencies are seen with the clinic as required.

At present the Department consists of a Part time Consultant Orthodontist. There is a full-time Orthodontic Therapist and a Dental Assistant who works one session a week. The service is located within the Dental Department, which is a modern, six chair facility, commissioned in 2004, shared with the Oral & Maxillofacial Surgery Department and the Community Dental Department. The Orthodontic Department provides a service for patients who meet certain accepted criteria. They need to be in full-time education to be seen for a consultation. For treatment to be offered, they need to fall into an IOTN Grade 4 and 5 classification. The only exception to this would be for patients referred by the Oral & Maxillofacial Team for remedial work, post trauma/pathology or cases treated for teaching purposes The island has one Specialist Orthodontic Practice, some orthodontists who visit from the mainland and a number of general dentists with a specialist interest (DwSi). The option of providing treatment planning or supervision for cases for patients outside the hospital is provided.
