Fall 2012 Chamber’s President & CEO Announces Retirement A fter 25 years with the Hampton Roads Chamber of Commerce, President & CEO Jack Hornbeck, CCE, announced his plans to retire from the Chamber on September 30, 2013. Chamber Board Chair Deborah Stearns, said, “It has been my pleasure to know and work with Jack for nearly 25 years.” She added, “While there have been many changes in the local business community during Jack’s time as President & CEO of the Hampton Roads Chamber, he has not changed his commitment and enthusiasm for the job. I believe Jack’s greatest accomplishments are the Chamber’s excellent reputation as a leading organization in the region, its solid financial position and building a cohesive staff.” Susan Blackman, a partner with Willcox & Savage and the Chamber’s 2013 Treasurer, has agreed to lead the Search Committee. Members of the committee will be appointed in early 2013. Hornbeck said, “It has been an honor to have served the Hampton Roads Chamber and my good fortune to have worked with outstanding community leaders.” He added, “I am proud of the important role the Chamber has played in the development of our region and the Commonwealth through such programs as ChamberSolutions, the Small Business Development Center of Hampton Roads, Hampton Roads Sports Commission, LEAD Hampton Roads, Hampton Roads Economic Development Alliance, and Opportunity, Inc.” A 39-year Chamber of Commerce professional, Hornbeck has served Chambers in Middletown, New York; East Hartford, Connecticut; Pensacola, Florida; and Atlanta, Georgia. From 1978-1980, he served on the staff of the Norfolk Chamber. Hornbeck and his wife Janice plan to remain in Norfolk and continue to be involved in the region. Stearns, CPM, SIOR, is Senior Vice President at Harvey Lindsay Commercial Real Estate. Deborah’s experience includes office property sales and leasing, commercial development, mergers and acquisitions, and operational management. Stearns is focused on brokerage and business development. Stearns is active in the community and serves on the Board of several regional organizations, including the Hampton Roads Partnership and the Hampton Roads Economic Development Alliance. In 2011, Deborah served as the Chamber’s Treasurer. In April 2012, Deborah was elected Chair of the Chamber, replacing Maurice Jones, who relinquished his duties in order to become Deputy Secretary of the U.S. Department of Housing and Urban Development. Chair-Elect Michael M. Dudley is President and CEO of Optima Health Plan and a Senior Vice President of Sentara Healthcare. Optima Health Plan is the health plan division of Sentara Healthcare. Serving 450,000 members in Virginia, Optima Health Plan provider network consists of nearly 20,000 physicians and 92 hospitals. Prior to joining Sentara in 1996, Michael served as President of Kaiser Permanente Insurance Company, President of the Northeast Region of Kaiser Permanente in Hartford Connecticut, and President of Kaiser’s Vallejo Medical Center in California. He completed Stanford University’s executive management program and is a Fellow of the American College of Health Care Executives. Michael serves as a Director on the Boards of America’s Health Insurance Plans (AHIP) – the nation’s principal association of health plans and insurance companies, and the Virginia Association of Health Plans. He has served the Hampton Roads Chamber as Vice Chair of the Marketing & Communications Committee and Co-Chair of the Sustainable Resources Campaign. In 2012, Michael served as the Chamber’s Treasurer. Treasurer Susan Blackman is a partner at Willcox & Savage, P.C., practicing employment law and business immigration law. She helps employers solve workplace issues including medical accommodation, discrimination and matters involving employees’ rights. She represents employers in court proceedings and before the EEOC, Dept. of Labor, and U.S. immigration agencies. She obtains visas and green cards for foreign employees and advises clients about U.S. em- ployment and immigration laws. Susan is in The Best Lawyers in America for both immigration law and employment law. Richmond Magazine named her as one of the “Top 25 Women Attorneys in Virginia,” and she was the only Hampton Roads lawyer recognized by Benchmark Litigation as among the top 250 women litigators in the country. Susan is a past Chair of the Chamber’s Virginia Beach Division and has served on the Chamber’s Regional Board of Directors since 2007. Secretary of Defense Leon Panetta and Senator Mark Warner spoke to more than 500 business professionals, community leaders, and elected officials from Hampton Roads at the Chamber’s “State of the Military” forum on October 19 at the Norfolk Waterside Marriott. The forum sought to explore defense strategy, current and future Department of Defense spending, and the economic impact of the federal presence in Hampton Roads. Panetta acknowledged that changes are coming, but assured Hampton Roads business and military leaders that, even with Pentagon spending cutbacks, the region will continue to play a major role in the nation’s defense strategy. Panetta said, “Simply put, this region houses perhaps the greatest concentration of military might in the world. And support offered by this community to our service members, veterans and their families is an incredibly important part of what makes this area the strategic national asset that it is.” Senator Warner stated that, “Regardless of who is elected, we are going to have to face our issues. We all share responsibility on how we got into the 16 trillion dollar debt.” Secretary Panetta concurred, saying, “The United States is in many ways at a turning point after a decade of war. I know too well the decisions we make in Washington have a real and lasting impact on communities.” Panetta warned of the threat of defense reductions because of automatic budget cuts of $1 trillion over 10 years that are set to start in January. Half the reductions, known as sequestration, would be in defense and half in discretionary domestic programs. Senator Warner and Secretary Panetta agreed that the Hampton Roads community’s support for the military is critical for national security. “I want to do everything that I can to keep this community strong with the military. It is essential to keep our nation strong,” said Panetta. U.S. Secretary of Defense Leon Panettaand Senator Mark Warner spoke to

more than 500 business professionals,community leaders, and elected officialsfrom Hampton Roads at the Chamber’s“State of the Military” forum on October19 at the Norfolk Waterside Marriott. Theforum sought to explore defense strategy,current and future Department of Defensespending, and the economic impact of thefederal presence in Hampton Roads.Panetta acknowledged that changes arecoming, but assured Hampton Roadsbusiness and military leaders that, even with Pentagon spendingcutbacks, the region will continue to play a major role in the nation’sdefense strategy.

Panetta said, “Simply put, this region houses perhaps the greatestconcentration of military might in the world. And support offered by thiscommunity to our service members, veterans and their families is anincredibly important part of what makes this area the strategic nationalasset that it is.”

Senator Warner stated that, “Regardlessof who is elected, we are going to have toface our issues. We all share responsibilityon how we got into the 16 trillion dollardebt.” Secretary Panetta concurred, saying,“The United States is in many ways at aturning point after a decade of war. Iknow too well the decisions we make inWashington have a real and lasting impacton communities.”

Panetta warned of the threat of defensereductions because of automatic budget

cuts of $1 trillion over 10 years that are set to start in January.Half the reductions, known as sequestration, would be in defense andhalf in discretionary domestic programs.

Senator Warner and Secretary Panetta agreed that the HamptonRoads community’s support for the military is critical for nationalsecurity. “I want to do everything that I can to keep this communitystrong with the military. It is essential to keep our nation strong,”said Panetta.

New York Times Best-Selling Author Discusses Private Life of Queen Elizabeth

On September 21, the Chamber held its fourth ProfessionalWomen’s Leadership Luncheon at the Holiday Inn Virginia

Beach-Norfolk Hotel and Conference Center. Sally Bedell Smith, abest-selling author of six biographies including, “Elizabeth theQueen: The Life of a Modern Monarch,” spoke openly about QueenElizabeth and her experiences as a modern monarch. In a dialogueformat, WTKR NewsChannel 3 anchor, Barbara Ciara, interviewedSmith about the personal and private life of Queen Elizabeth.Smith said, “She is consistently modernizing the monarchy”.Smith also spoke about the Queen’s legendary personality, “Shehas the greatest sense of humor and really is quite remarkablyopen-minded.“ Smith enjoyed getting to know the Queen not only asa monarch but as a person stating, “It was great that I got to knowher behind closed doors. There is an earthiness about her thatpeople really don’t see.”

Chamber Volunteers Bring in 154 New Members &Celebrate at Monster Mega Mixer

From September 18-20, the Chamber held a membership drive,bringing together nearly 300 Chamber members who volunteered

their time to work against the clock and against each other to signup new chamber members and create a greater awareness of theimportant role the chamber plays in the business community. Thethree-day effort brought in 154 new Chamber members andgenerated more than $67,000!

Sylvia Haines, Senior Vice President of Organizational Development forthe Chamber, said, “The Chamber thanks all of the dedicated and hardworking volunteers who called on their contacts and ‘sold’ theChamber’s benefits. Bringing in this many new members in such ashort amount of time is a tremendous accomplishment. We arethrilled with the outcome and know that adding these new memberswill help strengthen our Chamber.”

The Chamber partnered with national organization Your ChamberConnection (YCC) to conduct this high energy, out of the boxmembership event. Motivated by YCC’s Jimmy Cusano, teamsvolunteered in shifts at the Chamber’s office on September 18 and 19.The event wrapped up on September 20 and a final celebration partyfor the volunteers took place that evening at Dominion Towers.

The black team, chaired by Neal Crawford (Monarch Bank), finished infirst, bringing in 26 new member businesses and generating $11,828.

James Sherwood (Bon Secours Virginia Health System) brought ineight new members, the most of any individual, earning Sherwood the“Big Dawg” award. Susan Blackman’s (Willcox & Savage) purpleteam, which finished second, brought in $11,257 and 27 newmembers. During the celebration event, Blackman earned the“Godmuddah” award.

Most of the 154 new member businesses which came through in themembership drive, were introduced at the Chamber’s “Monster MegaMixer & Business Showcase” held on October 30 at the VirginiaBeach Convention Center. More than 400 people attended thenetworking event, which included more than 100 of the Chamber’snewest members displaying exhibit booths featuring products andservices. Guests enjoyed networking while listening to musicprovided by Astro DJ and dining on amazing food compliments ofDistinctive Gourmet. Mandalyn Putnam of ZZ Servers, dressed as atime traveler, was awarded first place in the Halloween costumecontest. First place prize for the best decorated booth went toMonarch Bank.

Another exhibitor, Steve of Turf & Garden, added, “We are new to theChamber and this is our first event. We love it.”

More than 750 Attend the 13thAnnual State of the Region Address

Keynote speaker Dr. James V. Koch, spoke to more than 750 businessprofessionals, community leaders, and elected officials from

Hampton Roads at the 13th Annual State of the Region Address onOctober 2, at the Norfolk Waterside Marriott. The event, producedby LEAD Hampton Roads, a program of the Chamber, showcased thearea's premier review of the region's economic strengths, challengesand inter-relationships. Dr. James V. Koch, president emeritus andprofessor of economics at Old Dominion University, presented theaddress based on the annual report produced by the Regional StudiesInstitute at Old Dominion University. Celebrating and Honoring Volunteerism On September 25, the Hampton Roads Chamber held its

Hampton Roads Volunteer Recognition Luncheon at theMarriott Chesapeake. This annual event brought together morethan 125 business leaders and elected officials from the region tohonor volunteers and promote volunteerism in the Hampton Roadsregion. During the luncheon, several outstanding volunteersreceived awards for their accomplishments and contributions.

The Chamber’s 2012 Military Citizen of the Year Luncheon was held on October 12, in conjunction with Fleet Week. Nearly

250 attended the luncheon at the Norfolk Waterside Marriott, toobserve the annual Samuel T. Northern Military Citizen of the YearAward (MCOY), presented to the enlisted military individual whosepersonal and public contributions have had the most positiveeffect on the Hampton Roads community. This year, 29 menand women were nominated for the prestigious award. Mass

Communications Specialist1st Class Eric Brown, PublicAffairs Officer, USS ARLINGTON(LPD 24), was named the2012 Military Citizen of theYear. Brown has dedicatedhundreds of volunteer hours tothe Hampton Roads community.In 2011, he volunteered with

the United Service Organizations (USO) of Hampton Roads andCentral Virginia’s Center at Norfolk International Airport, Nauticus,and Habitat for Humanity of South Hampton Roads. Rear AdmiralByron “Jake” Tobin, USN (Ret.) was the keynote speaker.

Networking and Fun at Sand Kickball Tournament and Golf Outing

On September 14, the Chamber and the Hampton RoadsSports Commission hosted an inaugural Sand Kickball

Tournament. The event, the first of its kind in the region, washeld on the beach in front of the Ocean View Fishing Pier. Nearly150 players on 12 teams from non-profit organizations, small,mid-size and large corporations competed in a high energy,double elimination recreational sand kickball tournament.Participants enjoyed fun and competition, as well as snacks,drinks, and live entertainment by local rock band SevenTen Oil. The event concluded with an awards presentationand networking on the upper deck of the Ocean View FishingPier. The Sheraton Waterside Norfolk team (pictured) tookhome the first place “Grand Sand Kickers” trophy. Secondplace went to The Up Center, and the Chartway Federal CreditUnion team finished third.

On September 28, nearly 150 golfers enjoyed a day atSleepy Hole Golf Course in Suffolk at the annual Hampton

Roads Golf Outing. This year’s event was hosted by theChamber and the Hampton Roads Sports Commission. Guestsenjoyed lunch in the renovated Obici House, followed by asunny afternoon of golf and networking. Winning teamsinclude: First place in the first flight was the team of SuffolkInsurance, the Elizabeth River Crossings team finished firstin the second flight and Knowledge Information Solutionsteam came in on top in the third flight.

Celebrating and Honoring Volunteerism On September 25, the Hampton Roads Chamber held its

Hampton Roads Volunteer Recognition Luncheon at theMarriott Chesapeake. This annual event brought together morethan 125 business leaders and elected officials from the region tohonor volunteers and promote volunteerism in the Hampton Roadsregion. During the luncheon, several outstanding volunteersreceived awards for their accomplishments and contributions.

The Chamber’s 2012 Military Citizen of the Year Luncheon was held on October 12, in conjunction with Fleet Week. Nearly

250 attended the luncheon at the Norfolk Waterside Marriott, toobserve the annual Samuel T. Northern Military Citizen of the YearAward (MCOY), presented to the enlisted military individual whosepersonal and public contributions have had the most positiveeffect on the Hampton Roads community. This year, 29 menand women were nominated for the prestigious award. Mass

Communications Specialist1st Class Eric Brown, PublicAffairs Officer, USS ARLINGTON(LPD 24), was named the2012 Military Citizen of theYear. Brown has dedicatedhundreds of volunteer hours tothe Hampton Roads community.In 2011, he volunteered with

the United Service Organizations (USO) of Hampton Roads andCentral Virginia’s Center at Norfolk International Airport, Nauticus,and Habitat for Humanity of South Hampton Roads. Rear AdmiralByron “Jake” Tobin, USN (Ret.) was the keynote speaker.

Networking and Fun at Sand Kickball Tournament and Golf Outing

On September 14, the Chamber and the Hampton RoadsSports Commission hosted an inaugural Sand Kickball

Tournament. The event, the first of its kind in the region, washeld on the beach in front of the Ocean View Fishing Pier. Nearly150 players on 12 teams from non-profit organizations, small,mid-size and large corporations competed in a high energy,double elimination recreational sand kickball tournament.Participants enjoyed fun and competition, as well as snacks,drinks, and live entertainment by local rock band SevenTen Oil. The event concluded with an awards presentationand networking on the upper deck of the Ocean View FishingPier. The Sheraton Waterside Norfolk team (pictured) tookhome the first place “Grand Sand Kickers” trophy. Secondplace went to The Up Center, and the Chartway Federal CreditUnion team finished third.

On September 28, nearly 150 golfers enjoyed a day atSleepy Hole Golf Course in Suffolk at the annual Hampton

Roads Golf Outing. This year’s event was hosted by theChamber and the Hampton Roads Sports Commission. Guestsenjoyed lunch in the renovated Obici House, followed by asunny afternoon of golf and networking. Winning teamsinclude: First place in the first flight was the team of SuffolkInsurance, the Elizabeth River Crossings team finished firstin the second flight and Knowledge Information Solutionsteam came in on top in the third flight.

Chamber’s President & CEO Announces Retirement

After 25 years with the HamptonRoads Chamber of Commerce,

President & CEO Jack Hornbeck,CCE, announced his plans to retirefrom the Chamber on September30, 2013.

Chamber Board Chair DeborahStearns, said, “It has been mypleasure to know and work withJack for nearly 25 years.” She added, “While there havebeen many changes in the local business community duringJack’s time as President & CEO of the Hampton RoadsChamber, he has not changed his commitment and enthusiasmfor the job. I believe Jack’s greatest accomplishments arethe Chamber’s excellent reputation as a leading organizationin the region, its solid financial position and building acohesive staff.”

Susan Blackman, a partner with Willcox & Savage andthe Chamber’s 2013 Treasurer, has agreed to lead theSearch Committee. Members of the committee will beappointed in early 2013.

Hornbeck said, “It has been an honor to have served theHampton Roads Chamber and my good fortune to haveworked with outstanding community leaders.” He added, “Iam proud of the important role the Chamber has playedin the development of our region and the Commonwealththrough such programs as ChamberSolutions, the SmallBusiness Development Center of Hampton Roads, HamptonRoads Sports Commission, LEAD Hampton Roads, HamptonRoads Economic Development Alliance, and Opportunity, Inc.”

A 39-year Chamber of Commerce professional, Hornbeckhas served Chambers in Middletown, New York; EastHartford, Connecticut; Pensacola, Florida; and Atlanta,Georgia. From 1978-1980, he served on the staff of theNorfolk Chamber.

Hornbeck and his wife Janice plan to remain in Norfolk andcontinue to be involved in the region.

Chamber Announces its 2013 Leadership

ChairDeborah K. Stearns, CPM, SIOR, is Senior VicePresident at Harvey Lindsay Commercial Real Estate.Deborah’s experience includes office property salesand leasing, commercial development, mergers andacquisitions, and operational management. Stearns

is focused on brokerage and business development. Stearns is active inthe community and serves on the Board of several regional organizations,including the Hampton Roads Partnership and the Hampton Roads EconomicDevelopment Alliance. In 2011, Deborah served as the Chamber’s Treasurer.In April 2012, Deborah was elected Chair of the Chamber, replacingMaurice Jones, who relinquished his duties in order to become DeputySecretary of the U.S. Department of Housing and Urban Development.

Chair-ElectMichael M. Dudley is President and CEO of OptimaHealth Plan and a Senior Vice President of SentaraHealthcare. Optima Health Plan is the health plandivision of Sentara Healthcare. Serving 450,000members in Virginia, Optima Health Plan provider

network consists of nearly 20,000 physicians and 92 hospitals. Prior tojoining Sentara in 1996, Michael served as President of Kaiser PermanenteInsurance Company, President of the Northeast Region of Kaiser Permanentein Hartford Connecticut, and President of Kaiser’s Vallejo Medical Centerin California. He completed Stanford University’s executive managementprogram and is a Fellow of the American College of Health Care Executives.Michael serves as a Director on the Boards of America’s Health InsurancePlans (AHIP) – the nation’s principal association of health plans andinsurance companies, and the Virginia Association of Health Plans. Hehas served the Hampton Roads Chamber as Vice Chair of the Marketing& Communications Committee and Co-Chair of the Sustainable ResourcesCampaign. In 2012, Michael served as the Chamber’s Treasurer.

TreasurerSusan Blackman is a partner at Willcox & Savage,P.C., practicing employment law and businessimmigration law. She helps employers solveworkplace issues including medical accommodation,discrimination and matters involving employees’

rights. She represents employers in court proceedings and before theEEOC, Dept. of Labor, and U.S. immigration agencies. She obtains visasand green cards for foreign employees and advises clients about U.S. em-ployment and immigration laws. Susan is in The Best Lawyers in Americafor both immigration law and employment law. Richmond Magazinenamed her as one of the “Top 25 Women Attorneys in Virginia,” and shewas the only Hampton Roads lawyer recognized by Benchmark Litigationas among the top 250 women litigators in the country. U.S. Secretary of Defense Leon Panettaand Senator Mark Warner spoke to

more than 500 business professionals,community leaders, and elected officialsfrom Hampton Roads at the Chamber’s“State of the Military” forum on October19 at the Norfolk Waterside Marriott. Theforum sought to explore defense strategy,current and future Department of Defensespending, and the economic impact of thefederal presence in Hampton Roads.Panetta acknowledged that changes arecoming, but assured Hampton Roadsbusiness and military leaders that, even with Pentagon spendingcutbacks, the region will continue to play a major role in the nation’sdefense strategy.

Panetta said, “Simply put, this region houses perhaps the greatestconcentration of military might in the world. And support offered by thiscommunity to our service members, veterans and their families is anincredibly important part of what makes this area the strategic nationalasset that it is.”

Senator Warner stated that, “Regardlessof who is elected, we are going to have toface our issues. We all share responsibilityon how we got into the 16 trillion dollardebt.” Secretary Panetta concurred, saying,“The United States is in many ways at aturning point after a decade of war. Panetta warned of the threat of defensereductions because of automatic budget

cuts of $1 trillion over 10 years that are set to start in January.Half the reductions, known as sequestration, would be in defense andhalf in discretionary domestic programs.

Senator Warner and Secretary Panetta agreed that the HamptonRoads community’s support for the military is critical for nationalsecurity. “I want to do everything that I can to keep this communitystrong with the military. It is essential to keep our nation strong,”said Panetta.
