Guidelines for Popularization of Agril Machinery /
Implements / Equipments
The state Agriculture Policy -2013 provides different pattern of
Assistance for different type of Machinery and Implements . This subsidy is the maximum for any individual machinery / implements grouped under
different category. The subsidy for farm Mechanization is being taken up
from different Centrally sponsored schemes , RKVY etc and a state plan
scheme namely “popularization of Agril Implements ,equipments and diesel pumpsets” .The subsidy pattern is also being communicated from
Govt of India time to time. As per latest pattern of assistance , if
required subsidy from State plan scheme will be provided over and above the Govt of India subsidy.
When the subsidy for sanctioned programme from GOI on different
machinery implements / equipment is insufficient as per the demand of
farmers of state , then the full subsidy as per latest pattern of
assistance for these machinery / implements / equipments will be met
solely from the above referred state plan scheme. That to say , pattern of
assistance for any particular machinery / implement / equipment on farm
mechanization includes the GOI subsidy for that particular machinery /
implement / equipment and also may be met from the solo State Plan Scheme.
The state Govt has framed the following guidelines for smooth
implementation of the scheme .
A. PATTERN OF ASSISTANCE .
The machinery / implement of different firms so approved by the
State Level Technical committee are come under subsidy fold as per the
new agriculture policy -2013. The list of the machinery with pattern of
assistance is in annexure-I .
B. EFFECTIVE REPLACEMENT PERIOD OF THE MACHINERY /
IMPLEMENTS / EQUIPMENTS
A beneficiary who has availed subsidy for a particular machinery/
implement earlier can also be eligible for subsidy for that particular
machinery / implement as per the stipulated replacement period of the
machinery mentioned below.
1. Tractor/Combine harvester- … … 5 years

C. REGISTRATION OF SUPPLIERS / DEALERS
The procedure for implementation and procurement of above
mentioned machinery / implements concerning the different
schemes (Where subsidy is to be released by Approved bank ) will be made as per the stipulations .
As a preliminary step, dealers of SLTC approved
manufacturers of different machineries are required to register
themselves at http:// as1.ori.nic.in /agrisnetodisha . Besides filling
the scheduled registration form available on the dealer registration
link of the Farm mechanization Home page, they have to furnish
documents like up to date VAT clearance and the authorization
certificate of the Manufacturer/suppliers. The above two documents
would be verified by the DDAs of the 30 districts and after
confirmation their mobile numbers would be registered and they
can log in to the system with their user ID and password. In case of
tractors, the respective District Managers, OAIC would be registered
as dealers and by default they would be the dealers for all other
implements as reflected above. In case of a particular Manufacturer
having same dealer for all the 30 districts of Orissa, the required
papers are to be checked and confirmed by the Engineering cell of
the Directorate. annexure -II
D. CONFIRMATION OF SUPPLIERS / DEALERS
When registration of dealers is over, the DDAs of the 30
revenue districts will confirm after verifying their VAT clearance and
Manufacturer authorization certificate by clicking on the confirm
button. In case of sole distributor for entire odisha (only the source companies) will be confirmed by the Joint Director of Agriculture
engineering wing of the Director of Agriculture and Food
Production, Odisha, Bhubaneswar. A sample format of the
confirmation page is given in annexure –III.
E. UPLOADING OF TARGET
DAO wise target of different machinery / implements which
come under on line permit system for different category are
uploaded in to the domain of respective DAO time to time by the
Engineering wing of the Directorate / Deputy Director of
Agriculture as per demand from the field .
F. ELIGIBILITY OF FARMERS
Every individual farmer irrespective of his or her land holdings
/ registered farmer group like Pani panchayat , Vana Surakshya
Samiti etc / Registered NGOs / Co-operative societies etc engaged on
agricultural farming are eligible for the scheme. In case of a group, a
nominated individual will be the applicant.
G. APPLICATION FORM and MODE OF APPLICATION
The application can be down loaded from http://as1.ori.nic.in /agrisnetodisha and is also available at
block and district level agriculture offices. The above referred
applicants shall apply in the local DAO circle in the prescribed
application Form (A sample is given below).The application will be
received in the office at any working day and an acknowledgement
will be provided to the farmer / group reflecting his serial number for that particular machine. Farmer / group will submit the ID proof,
Bank consent letter (for bank finance cases) along with the
application form is in Annexure-IV
H. GENERATION OF PERMIT
Prior to issue of of permit, all applications will be scrutinised at
DAO office . After scrutiny all the eligible applicants for different
machinery / implements will be short listed and will be ready for
issue of permit from the available target ( from different category )
of particular machinery / implement as per 1st come 1st serve
principle .
DAO will log in through their User ID and Password and fill up
the blank fields in the application form on line (a sample form is
given below) as per the serial number. Annexure-v
The system in turn will generate the permit order as per the
availability of target. The permit order would be generated on 1st
week of every month and if required 2nd permit date would be
preferably in the 3rd week of the month. Normally the quarterly
permit calendar is communicated to the field by the respective
scheme officer. The validity of the supply order for self finance case
is 30 days and for Bank finance case is 60 days .There would be
no revalidation of any permit. The farmer with a lapsed permit
will have to apply again for a permit. After generation of the permit
order, the DAO will sign on the hard copy and hand over it to the
beneficiary.
I. PROCUREMENT OF THE MACHINERY / IMPLEMENT
After generation of permit, the computer will send SMS and E-
mail to the concerned registered vendor / supplier for that particular
machine in the respective DAO circle . The vendor would contact the
prospective beneficiary as per the SMS and sell the machine keeping
the non subsidy amount in case of all above mentioned implements.
But in case of combine harvestor , the vendor can sell the combine
harvester at the full cost as the subsidy involvement is high, and the
subsidy would be released to the beneficiaries’ bank account. In all
other cases, the vendor must sell the machinery after
deducting the subsidy cost from its price. After the delivery of
the machine, the registered vendor will log in through their User ID
and Password and fill up the machine details in the below mentioned
sample format. The vendor must put his seal in favour of supply in
the permit order.The machinery must be delivered within the
stipulated permit period. annexure -VI
J. INSPECTION OF MACHINERY / IMPLEMENTS
After filling up the machine details by the vendor, the system
will send the SMS and E-Mail to the concerned AAE (Inspector) for
verification. At first, AAE will check the machinery/implement
with respect to SLTC approval. If the verification is in conformity
with reference to the details in the SMS and E-mail, then the AAE
will click the “OK” button. For “not OK” cases, the reasons must
be specified. A sample verification form is mentioned below. After
verification AAE will up load the photo of the machine, himself
along with the beneficiary. The verification should be conducted
within 15 days after receipt of the SMS and E-mail by the AAE
.This is shown in annexure –VII
Even after sale, the AAE has a big role for optimum utilization
as well as performance of the machine. He will advise the farmer
regarding matching implement best suited to the tractor according to
the width, HP, draft and PTO RPM. In case of power tiller, AAE should
interact with the farmer for maximum utilization of the machine by way of using suitable attachments. He will interact with the farmer
on adjustment, repair and maintenance of the machine. For
popularization of upcoming machine, AAE will brief the farmer
regarding the use; cost benefit etc.
K. SUBMISSION OF SUBSIDY CLAIM BY THE VENDOR
The supplier/ vendor will submit the following documents
directly to the approved bank.
• Subsidy claim application
• Copy of the invoice / bill
• Original permit
He must quote the permit number on every document
prominently. A sample copy of the subsidy claim application form is
mentioned below.
L. RELEASE OF SUBSIDY .
For the release of subsidy the bank has been selected in the
process of EOI and memorandum of Understanding has been
effected to that count between designated bank ( Now Bank of
India , Sailashree Branch ) and Director of Agriculture and Food
Production of Odisha, Bhubaneswar .
Approved bank will follow 2-step verification for release of subsidy.
� In Step -1 Bank will scrutinize all the documents
physically and online given by the vendor for release
of subsidy.
� In Step -2 Bank will verify the scrutiny document
again related to the financial part and then finally
release the subsidy to the Farmer/Vendor through
RTGS / NEFT only.
Approved bank after receipt of subsidy claims will release the
subsidy directly to the supplier (for all the machineries /
implements) within 3-7 (three - seven days) of receipt of correct
documents from the registered vendor . For Combine Harvesters,
depending on the mode of finance and the options exercised by
the farmer, the subsidy can be paid either to the vendor or to the
farmer in to the bank which financed the purchase and it is shown
in Annexure-viii .
Guide line for Manual /Bullock drawn implements
and all type of Power threshers
All type of power threshers would be popularized as per prevailing
guideline for manual bullock drawn implements . Subsidy amount will be
placed at Executive Engineers / Range AAEs for release of subsidy
towards manual / bullock drawn implements and power threshers .
Normally power threshers are hand operated winnowers fitted with a
electric motor. Both the implements are manufactured by the same
registered SSI (Small Scale Industries) units and procured through the
OAIC (Odisha Agro Industries Corporation ) , OSIC (Odisha Small
Industries Corporation) and Development Engineer , Odisha Farm
Machinery Research & Development Center .
NB-Director of Agriculture , as the nodal agency for successful
implementation of the scheme may revise the format and guide
line with inclusion / modification / deletion through executive
order looking to the changing circumstances.
