On April 8, 2013, as part of the University of Denver’s Global Education Week, the International Legal Studies Program at the University of Denver Sturm College of Law will feature a lunchtime lecture by Dr. Michael Strauss, Professor of International Relations at the Paris-based Center for Diplomatic and Strategic Studies (CEDS). Professor Strauss, “one of the foremost authorities” on territorial leases and servitudes between nations, will lecture on “Guantanamo Bay in Diplomacy and International Law.” (Global Journal, Geneva, 2011). As part of his lecture, Professor Strauss will provide a history of the phenomenon of territorial leases between states, specifically in the context of the modern day Guantanamo Bay lease. He will discuss the creation, language, and interpretations of the lease before and since the Cuban revolution—and he will discuss how this lease has affected both international law and diplomatic relations for the United States. Dr. Strauss will also discuss lessons learned from the jurisdictional gap—the “legal black hole”—that has been a topic of much concern and conversation since the 9/11 terrorist attacks, identifying the Guantanamo Bay lease terms as the source of this black hole.
