1.0 INTRODUCTION Geotechnical and Environmental Associates (GEA) has been commissioned by Building Design Consultants, on behalf of Prime City Developments, to complete a ground movement assessment for the proposed construction of a new four-storey apartment block with a single level basement car park at 2-2a Crystal Palace Road, London SE22 9HB. This assessment has been carried out in conjunction with a ground movement assessment performed by the appointed piling contractor, Cannon Piling. A Geo-Environmental Desk Study report (ref R12850/G001A dated November 2013) has been carried out by Pell Frischmann and a Ground Investigation Report has previously been carried out by GEA (report ref J14291, dated January 2015) and the findings of the report have been used in the derivation of parameters for use in this assessment. The purpose of this assessment has been to assess any effects of the proposed basement construction upon nearby sensitive structures.

1.1 Proposed Development

Consideration is being given to the demolition of the existing warehouse and subsequent construction of a new four-storey apartment block with a single level basement car park and areas of private and communal soft landscaping. This report is specific to the proposed development and the advice herein should be reviewed once the development proposals are finalised.

1.2 Limitations The conclusions and recommendations made in this report are limited to those that can be

made on the basis of the investigation. The results of the work should be viewed in the context of the range of data sources consulted, the number of locations where the ground was sampled and the number of soil, gas or groundwater samples tested; no liability can be accepted for information in other data sources or conditions not revealed by the sampling or testing. Any comments made on the basis of information obtained from the client or other third parties are given in good faith on the assumption that the information is accurate; no independent validation of such information has been made by GEA.

2.0 THE SITE 2.1 Site Description

The site is located within the London Borough of Southwark, approximately 550 m east of East Dulwich London Underground station and roughly 415 m west of Peckham Rye Common. It fronts onto Crystal Palace Road to the east and is bordered by a two-storey leisure centre to the south and west, two three-storey apartment blocks to the north and a three-storey gymnasium to the northwest. The site may additionally be located by National Grid Reference 534011, 175276. The site is occupied by a single storey high-ceiling brick-built warehouse, which is accessed via two loading bay areas from Crystal Palace Road; a small car parking area is located in the east. A small office area is split over two floors at the front of the building along the eastern boundary and the warehouse is divided into two areas by a wall that spans centrally from east

to west. The site is sensibly level, with a concrete surface internally and a tarmac surface in the car parking area; it is devoid of vegetation and areas of soft landscaping. At the time of the fieldwork the site was unoccupied. A main sewer traverses across the centre of the site in a southwest to northeast alignment. The crown level of the sewer is at approximately 17.5 m OD according to drawing 16001-SL-901 as supplied by the consulting engineer. The invert level is at 14.9 m OD according to service plan 2871155 as supplied by Thames Water. It is understood that the development has been designed to take account of the presence of the sewer and the effect of the basement development has therefore not been considered in this analysis.

3.0 SUMMARY OF GROUND CONDITIONS The investigation has generally encountered a moderate thickness of made ground over the London Clay which was in turn underlain by the Harwich Formation. The Lambeth Group was then found to overlie the Thanet Sand Formation which was encountered to the full depth investigated, of 20.00 m (1.35 m OD); Beneath a concrete slab surface to depths of between 0.30 m and 1.10 m, the made ground comprises pale brown gravelly very silty sand with pockets of dark grey clay, pockets of ash, wood, concrete, coal, metal, glass, brick and occasional ceramic and extends to depths of between 0.60 m and 1.10 m; The London Clay generally comprises soft and firm orange-brown and brown low and medium strength very sandy silty clay with fragments of dark orange-brown siltstone and pockets of dark orange-brown silt and extends to depths of 2.60 m (18.75 m OD) and 2.80 m (18.57 m OD); The Swanscombe Member of the Harwich Formation generally comprises soft and firm pale orange-brown and pale grey fissured silty clay with shell fragments, becoming brown silty clay and occasional dark brown pockets of silt and extends to depths of 5.10 m (16.27 m OD) and 5.50 m (15.85 m OD); The Lambeth Group consists of firm becoming stiff dark greyish brown, pale orange-brown, pale grey and blackish high strength fissured silty clay with black sand partings, frequent shell fragments and occasional greenish brown and pale brown silt partings to depths of 12.50 m (8.87 m OD) and 12.70 m (8.65 m OD). Below this, the Lambeth Group comprises very dense pale greyish brown and grey silty sand with occasional black gravel and greenish grey gravel with sandy clay to a depth of 14.60 m (6.75 m OD). Greenish brown and pale brown mottled very sandy silty slightly gravelly clay with black rounded gravel then extends to a depth of 15.10 m (6.25 m OD). The Thanet Sand comprises very dense greenish grey and greyish brown silty slightly clayey fine to medium sand; the material was initially gravelly and extends to the maximum depth investigated, of 20.00 m (1.35 m OD). Nearby BGS archived borehole records suggest the Thanet Sand to extend to approximately 35 m depth (-14.95 m OD) where the rigid boundary for the ground movement assessment has been assumed.

Groundwater was monitored at a depth of 2.10 m (19.27 m OD).

4.0 CONSTRUCTION SEQUENCE For the purposes of the ground movement assessment, ground level is taken as the proposed ground floor level, at 22.05 m OD. It is proposed to construct a basement from this level to a depth of 3.925 m (18.125 m OD) across the entire footprint of the site. It is understood that the proposed basement wall will be constructed using cantilevered secant piled walls to an assumed depth of 7.0 m (7.5 m OD). In the areas that cross the underlying sewer, the piles are to be cut short and a transfer beam constructed to transfer the loads away from the sewer... The following sequences of operations has been assumed to enable analysis of the ground movements around the proposed basement both during and after construction. In general, the sequence of works for basement construction will comprise the following stages.

1. construct secant piled walls;

2. excavate new basement to capping beam level and construct new capping beam; 3. excavate remaining basement and form concrete blinding to ensure sub-grade

integrity; 4. construct basement floor slab; and 5. construct ground floor slab The model has assumed that the corners of the excavation will be supported by cross-bracing or similar and includes a cantilevered wall that incorporates the movement curves derived from the Cannon Piling assessment. The contour plots appended show the wall installation phase, and the combined effect of the wall installation and basement excavation. The detail of the support provided to adjacent walls is beyond the scope of this report at this stage and the structural engineer will be best placed to agree a methodology with the piling contractor once appointed. When the final excavation depths have been reached the permanent works will be formed, which are to comprise waterproof reinforced concrete walls of the secant piled wall. Reinforced concrete will be used for floor slabs and it is anticipated that heave protection may be installed beneath the basement slab. Following this, the floor slab will be constructed at basement depth and the temporary props will be removed.

5.0 GROUND MOVEMENTS

An assessment of ground movements within and surrounding the excavation has been undertaken using the X-Disp and P-Disp computer programs licensed from the OASYS suite of geotechnical modelling software from Arup. These programs are commonly used within the ground engineering industry and are considered to be appropriate tools for this analysis. The X-Disp program has been used to predict ground movements likely to arise from the construction of the proposed basement. This includes the settlement of the ground (vertical movement) and the lateral movement of soil behind the proposed retaining walls (horizontal movement). The analysis of potential ground movements within the excavation, as a result of unloading of the underlying soils, has been carried out using the Oasys P-Disp Version 19.3 – Build 12 software package and is based on the assumption that the soils behave elastically, which provides a reasonable approximation to soil behaviour at small strains. For the purpose of these analyses, the corners have been defined by x and y coordinates. In the X-Disp and P- Disp analyses the x-direction is roughly parallel with the orientation east-west, whilst the y-direction is roughly parallel with the orientation of north-south. Vertical movement is in the z-direction. The sensitive structures were located using drawings supplied by Building Design Consultants. They have been modelled in the analysis as a set of displacement lines. Each displacement line represents a wall of the building and is given structural characteristics, such as height, length and its construction type; ie masonry, steel framed, concrete framed. The displacement lines have been modelled as 1.0 m long structural elements if the wall is less than 10 m long, or as 2.0 m long structural elements if the wall is greater than 10 m long. The full outputs of all the analyses can be provided on request and samples of the output movement contour plots are included within the appendix.

5.1 Ground Movements – Surrounding the Basement

5.1.1 Model Used

For the X-Disp analysis, the soil movement relationships used for the embedded retaining walls are the default values within CIRIA report C5801, which were derived from a number of historic case studies. Whilst the movement relationships used for the excavation in front of the retaining walls are amended from the default values within CIRIA report C580 using the predictions made in the Cannon Piling Assessment. The analysis has adopted the values for ‘installation of a secant bored piled wall in stiff clay’ to represent the installation of the retaining walls, whilst the ground movement curves for ‘excavations in front of a low stiffness wall in stiff clay’ have been amended to align with the Cannon Piling assessment and adopted as being considered most appropriate for the proposed excavation.. As mentioned previously, limitations in the modelling software do not allow the piled areas that cross the underlying sewer main to be modelled with shorter piles. Instead the analysis has modelled a continuous secant bored piled wall, embedded at 15.0 m depth (7.5 m OD), around the entire circumference of the basement excavation.

5.1.2 Results The predicted movements are based on the worst case of the individually analysed segments of ‘hogging’ and ‘sagging’ and these are summarised in the tables overleaf. It should be noted that the combined effect of segments acting together typically improve the resultant movements and the values below are therefore deemed to be conservative. The diagram below details the relevant sensitive structures in relation to the proposed excavations.  Displacement Analysis Points:   

The building heights for the nearby sensitive structures have been derived from drawing (SD13452-01, dated July 2013) as supplied by the consulting engineer or assumed from site notes. The locations of the buildings have been estimated using the Thames Water 2871155 plan as the exact locations of all sensitive structures were unknown. As no basements are known to be present nearby and in the absence of foundation information for each structure, a foundation depth of 1.5 m below ground level (20.05 m OD) has been assumed. The movements predicted by X-Disp are summarised in the table below; the results are presented below and in subsequent tables to the degree of accuracy required to allow predicted variations in ground movements around the structure to be illustrated, but may not reflect the anticipated accuracy of the predictions.

The analysis has indicated that the maximum vertical and horizontal settlements that will result from wall installation are likely to be less than 10 mm The maximum movements arising from the combined wall installation and excavation phases are likely to be about 12 mm of vertical settlement, whilst the maximum horizontal movements are anticipated to be 16 mm. The estimated movements are considered to represent a worst case scenario, particularly as they do not take account of the increased stiffness due to lining walls, propping at floor levels and the overall completed structure..

5.2 Movements within the Excavation (Heave) 5.2.1 Model Used

At this site unloading of the Harwich Formation and Lambeth Group under the basement excavation will take place as a result of the proposed basement excavation and the reduction in vertical stress in the short term will cause heave to take place. Undrained soil parameters have been used to estimate the potential short term movements, which include the “immediate” or elastic movements as a result of the basement excavation. Drained parameters have been used to provide an estimate of the total long-term movement. The elastic analysis requires values of soil stiffness at various levels to calculate displacements. Values of stiffness for the soils at this site are readily available from published data and we have used a well-established method to provide our estimates. This relates values of Eu and E', the drained and undrained stiffness respectively, to values of undrained cohesion, as described by Padfield and Sharrock2 and Butler3 and more recently by O’Brien and Sharp4. Relationships of Eu = 500 Cu and E’ = 300 Cu for the cohesive soils and 2000 x SPT ‘N’ for granular soils have been used to obtain values of Young’s modulus. More recent published data5 indicates stiffness values of 750 x Cu for the London Clay and a ratio of E’ to Eu of 0.75, but it is considered that the use of the more conservative values provides a sensible approach for this stage in the design. For the Lambeth Group Clays, CIRIA Special Publication 200 indicates stiffness values ranging between 1000 to 800 x Cu for Eu and a ratio of E’ to Eu of 0.8, the lower bound of 800 has been considered for this stage of the design. For the Lambeth Group Gravels, a E’ value of 100 MN/m2 has been considered conservative on the basis of the values given in CIRIA Special Publication 200 and the GEA investigation SPT data. . The soil parameters used in this assessment are tabulated overleaf.

A rigid boundary for the analysis has been set at a depth of 35 m below existing ground level, where nearby BGS records indicate that the base of the Thanet Sand is likely to be present. Given that the ground investigation did not reach the base of the Thanet Sands, strength parameters have been derived through in-house dataset and engineering judgement.

5.2.2 Results

The proposed excavation of the new basement will result in a net unloading of approximately 70 kN/m². The P-Disp analysis indicates that, by the time the basement construction is complete, around 11 mm of heave is likely to have taken place at the centre of the proposed excavation, while around 5 mm to 6 mm of settlement will occur at the edges. An additional 13 mm of long term heave may theoretically occur at the centre of the proposed excavation following construction while an additional 5 mm to 6 mm of heave may occur at the edges of the excavation.

The results of the P-Disp analysis can be used to indicate the likely impact of the proposed basement construction beyond the site boundaries; about 5 m away from the excavation a total movement of less than 10 mm is predicted. In addition, movements outside the excavation will be further constrained to a certain extent by the presence of the new retaining walls.

6.0 DAMAGE ASSESSMENT

In addition to the above assessment of the likely movements that will result from the proposed development, some of the neighbouring structures are considered to be sensitive structures and have been subject to Building Damage Assessments, on the basis of the classification given in Table 2.5 of CIRIA report C5806. All structures are shown on the plan in Section 5.1.2.

6.1 Damage to Neighbouring Structures The movements resulting from the wall installation phase and the combined retaining wall installation and basement excavation phases, have been calculated using the X-Disp modelling software to carry out an assessment of the likely damage to adjacent properties and the results are summarised for the combined wall installation and basement excavation in the table and plan below. Where the analysis has indicated that the structure is unlikely to experience damage of higher than Category 0 – Negligible, they have not been included within the table below.

The analysis has predicted that the proposed installation of the retaining walls and excavation of the proposed basement may generally result in a building damage for sensitive structures of Category 0 (negligible) and Category 2 (Slight), which fall within the range of damage that is considered to be aesthetic and not structural.

In practice, installation of secant piled wall and the subsequent excavation of the proposed basement will be staged processes and will take place over a number of weeks. This will provide an opportunity for the ground movements during and immediately after the installation of the retaining walls to be measured and the data acquired can be fed back into the design and compared with the predicted values. Such a comparison will allow the ground

model to be reviewed and the predicted wall movements to be reassessed prior to the main excavation taking place so that propping arrangements can be adjusted if required.

6.2 Monitoring of Ground Movements

The predictions of ground movement based on the ground movement analysis should be checked by monitoring of the adjacent properties and structures. The structures to be monitored during the construction stages should include the neighbouring structures. Condition surveys of the above existing structures should be carried out before and after the proposed works. The precise monitoring strategy will be developed at a later stage and it will be subject to discussions and agreements with the owners of the adjacent properties and structures. Contingency measures will be implemented if movements of the adjacent structures exceed predefined trigger levels. Both contingency measures and trigger levels will need to be developed within a future monitoring specification for the works.

7.0 CONCLUSIONS

The analysis has predicted that the proposed installation of the retaining walls and excavation of the proposed basement may generally result in a building damage for sensitive structures of Category 0 (negligible) and Category 2 (Slight), which should fall within acceptable limits. The separate phases of work, including excavation of the proposed basement, will in practice be separated by a number of weeks during which time construction of permanent supports, basement slab and retaining wall curing will take place. This will provide an opportunity for the ground movements during and immediately after retaining wall construction to be measured and the data acquired can be fed back into the design and compared with the predicted values. Such a comparison will allow the ground model to be reviewed and the predicted wall movements to be reassessed prior to the main excavation taking place so that propping arrangements can be adjusted if required. It is also recommended that in the areas where the retaining wall overlies the sewer main, further movement analysis in the form of a Wallap model should be considered in order to determine the differential movement between the deeper embedment and shallower embedment of the retaining wall.
