Primary, secondary and sixth - form colleges will be able to use the funding to pay for facilities to support physical education, after - school activities and healthy eating. Schools will also be able to use the money to improve facilities for children with physical conditions or to support young people with mental health issues. Local authorities and large multi - academy trusts (MATs) will receive an allocation for their schools and will make decisions on how and where the money is spent. Smaller MATs, individual academies and sixth - form centres will be able to bid to the Department for Education for grants for specific projects. The money available from the 2018 - 19 financial year will come from the Soft Drinks Industry Levy, commonly known as the sugar tax. Details on how the fund will be distributed, and guidance on allocation and bidding, will be published later in the year. It is reported by Schools Week that around two thirds of funding for the programme will come from abandoning the Longer Working Day Scheme which was unveiled in the 2016 Budget. It was announced the scheme would pay for around a quarter of secondary schools to open for an extra hour a day from September this year to provide arts and sports sessions. It appears that the new programme will be for capital spending only and will not be used to employ staff to provide pupil programmes. When it was announced, the Longer Working Day Scheme included staff funding. The 2016 Budget also allocated £10 million to fund breakfast clubs, and £160 million to double the Sports Premium.
