FOR THE NORMAN MANLEY INTERNATIONAL AIRPORT

The Airports Authority of Jamaica (AAJ) received a loan from the European Investment Bank (EIB) towards the cost of the Norman Manley International Airport (NMIA) Project and is the beneficiary of a subsidy which is being utilized to provide technical assistance and studies related to the planned privatization of the airport.

PROJECT#: EIB/IRS-AAJ-BPROCURING ENTITY: Airports Authority of Jamaica

SCOPE: A comprehensive review of all components of the study to produce the following results: improve communication between government, operators, stakeholders and customers; boost profitability by eliminating overlap and waste; improve the general operations and operational resiliency across all departments & stakeholder operations at NMIA; Development of an advisory process.Climate Change Adaptation: Develop an advisory process; Identify partners for monitoring and surveillance of climate impacts; Complete a vulnerability assessment schematic; Development of adaptation goals and policies and make recommendations for shoreline protection projects.GIS/GPS Asset Mapping: The Creation of an airport GIS Database with spatial and attribute data on electrical & mechanical facilities, civil structures and natural features; Use GPS (and related equipment) to capture and record accurate geospatial references for airport facilities and infrastructure; facilitate accurate real-time data collection for planning, analysis, mitigation and response and determine the airport locality boundaries.Obstacle Limitation Survey: Provide the basis on which to enter into discussions with other major users of the aerospace that may present obstacles as well as provide information to the regulator JCAA who may need to entrench this data in law. Noise exposure and land use compatibility: Define the noise exposure levels in and around an airport and develop updated Noise Exposure Maps; develop an initial Noise Compatibility Strategy for land use planning and noise mitigation; and determine existing incompatible land use within the airport localityAirport Zoning: Determine the airport locality boundaries; determine existing incompatible land use within the airport locality; specify land use to be permitted within the airport locality; develop zoning ordinances/ regulations for the designated areas; determine and measures to be taken to protect the safety and welfare of property owners, residents and businesses in the airport locality; and identify and determine the effectiveness of current local and international legislations, regulations and policies in for airport land use planning and zoning. The contract is expected to be implemented from 2017 NOVEMBER 1 to 2018 JUNE 30(Respondents please note that scope and timeline may be extended during the award. EOIs are being accepted through an open international call from which the Procuring Entity will shortlist firms being considered).

EOI OPENING: Tuesday, May 9, 2017; 3:15 p.m. EST Expressions of Interest will be opened at the address of the Entity in the Board Room located at the AAJ Administration Building. Applicants and their representatives are invited to attend the opening.

Late EOI documents will be returned unopened. The AAJ reserves the right to terminate the Bidding process at any point before the award of contract without incurring any liability to any of the bidders.

GOVERNMENT OF JAMAICA

ESSEX VALLEY AGRICULTURE DEVELOPMENT PROJECT (EVADP)GENERAL PROCUREMENT NOTICE

The Government of Jamaica (GOJ) has received financing in an amount equivalent to £35,515,000 from the Caribbean Development Bank (CDB),United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF), towards the cost of the Essex Valley Agriculture Development Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of the Government of Jamaica (GOJ) and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOJ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The following consultancy assignments will be procured under the project:

(a) Off-farm Irrigation System and Agricultural Marketing Infrastructure – Engineering Designs and Construction Supervision Services;

(b) Development and Delivery of Farmer Advisory Services in Climate Smart Agriculture and GLOBAL G.A.P;

(c) Conduct of a Climate Vulnerability Assessment;

(d) Development of Gender-responsive Guidelines for Mainstreaming the Economic Inclusion of Vulnerable Groups in Agriculture and Organisational Strengthening;

(e) Conduct of a Cost of Service and Tariff Study for the National Irrigation Commission;

(f) Development of an Operational Plan for Essex Valley; and

(g) Conduct of an Energy Audit for National Irrigation Commission Facilities. 

It is expected that these will be procured during the period June 2017 to December 2021.

The following goods and/or works and/or non-consultancy services will be procured under the project:

(a) Conduct of a Cadastral Survey of the Essex Valley Area;

(b) Development of irrigation wells;

(c) Development of off-farm Irrigation Infrastructure – including pumps, water storage tanks and pipe distribution network;

(d) Development of an estimated 3.1 megawatts photovoltaic System with an estimated 850 kWh electric storage for the irrigation system;

(e) Agricultural Marketing Infrastructure (Buildings); and

(f) Upgrading of Farm Access Roads.

It is expected that these will be procured during the period June 2017 to December 2023.

Consultants and/or Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.
