PROJECT#: EIB/IRS-AAJ-B PROCURING ENTITY: Airports Authority of Jamaica SCOPE: A comprehensive review of all components of the study to produce the following results: improve communicaon between government, operators, stakeholders and customers; boost profitability by eliminang overlap and waste; improve the general operaons and operaonal resiliency across all departments & stakeholder operaons at NMIA; Development of an advisory process. Climate Change Adaptaon: Develop an advisory process; Idenfy partners for monitoring and surveillance of climate impacts; Complete a vulnerability assessment schemac; Development of adaptaon goals and policies and make recommendaons for shoreline protecon projects. GIS/GPS Asset Mapping: The Creaon of an airport GIS Database with spaal and aribute data on electrical & mechanical facilies, civil structures and natural features; Use GPS (and related equipment) to capture and record accurate geospaal references for airport facilies and infrastructure; facilitate accurate real-me data collecon for planning, analysis, migaon and response and determine the airport locality boundaries. Obstacle Limitaon Survey: Provide the basis on which to enter into discussions with other major users of the aerospace that may present obstacles as well as provide informaon to the regulator JCAA who may need to entrench this data in law. Noise exposure and land use compability: Define the noise exposure levels in and around an airport and develop updated Noise Exposure Maps; develop an inial Noise Compability Strategy for land use planning and noise migaon; and determine exisng incompable land use within the airport locality Airport Zoning: Determine the airport locality boundaries; determine exisng incompable land use within the airport locality; specify land use to be permied within the airport locality; develop zoning ordinances/ regulaons for the designated areas; determine and measures to be taken to protect the safety and welfare of property owners, residents and businesses in the airport locality; and idenfy and determine the effecveness of current local and internaonal legislaons, regulaons and policies in for airport land use planning and zoning. The contract is expected to be implemented from 2017 NOVEMBER 1 to 2018 JUNE 30 (Respondents please note that scope and meline may be extended during the award. GOVERNMENT OF JAMAICA ESSEX VALLEY AGRICULTURE DEVELOPMENT PROJECT (EVADP) GENERAL PROCUREMENT NOTICE The Government of Jamaica (GOJ) has received financing in an amount equivalent to £35,515,000 from the Caribbean Development Bank (CDB),United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF), towards the cost of the Essex Valley Agriculture Development Project and intends to apply a poron of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of the Government of Jamaica (GOJ) and upon approval by CDB, and will be subject in all respects to the terms and condions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or enes, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Naons Security Council taken under Chapter VII of the Charter of the United Naons. No party other than GOJ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. The following consultancy assignments will be procured under the project: (a) Off-farm Irrigaon System and Agricultural Markeng Infrastructure – Engineering Designs and Construcon Supervision Services; (b) Development and Delivery of Farmer Advisory Services in Climate Smart Agriculture and GLOBAL G.A.P; (c) Conduct of a Climate Vulnerability Assessment; (d) Development of Gender-responsive Guidelines for Mainstreaming the Economic Inclusion of Vulnerable Groups in Agriculture and Organisaonal Strengthening; (e) Conduct of a Cost of Service and Tariff Study for the Naonal Irrigaon Commission; (f) Development of an Operaonal Plan for Essex Valley; and (g) Conduct of an Energy Audit for Naonal Irrigaon Commission Facilies. It is expected that these will be procured during the period June 2017 to December 2021. The following goods and/or works and/or non-consultancy services will be procured under the project: (a) Conduct of a Cadastral Survey of the Essex Valley Area; (b) Development of irrigaon wells; (c) Development of off-farm Irrigaon Infrastructure – including pumps, water storage tanks and pipe distribuon network; (d) Development of an esmated 3.1 megawas photovoltaic System with an esmated 850 kWh electric storage for the irrigaon system; (e) Agricultural Markeng Infrastructure (Buildings); and (f) Upgrading of Farm Access Roads. It is expected that these will be procured during the period June 2017 to December 2023.
