In keeping with the Government’s commitment to strengthen and promote Public Procurement, the Ministry of Finance and the Public Service (MOF&PS), Office of Public Procurement Policy (OPPP) is on a drive to expand the use of the Government of Jamaica Electronic Procurement System (GOJEP) to its suppliers of goods, services and works. This is in keeping with the commitment of the Government to all procurement opportunities published and managed through GOJEP.

Suppliers are being urged to register their businesses in GOJEP and take advantage of the free training sessions facilitated by the Ministry of Finance and the Public Service in the use of the system during the month of August.

Registration is easy, simply download and read the User Manuals, accessible from the User Manuals link on the Home page at www.gojep.gov.jm.

Ministry of National Security INVITATION FOR BIDS

Construction of Autopsy Suite, Ref. No. MNS 2020/08/107

The Government of Jamaica (GOJ) intends to apply part of itsRevenue proceeds to payments under a contract for construction of a national Autopsy Suite (Forensic Pathology Laboratory) under the Institute of Forensic Science and Legal Medicine (IFSLM), its role being to conduct post-mortems in cases of violent, sudden or suspicious deaths.

The Ministry of National Security (MNS) now invites bids from eligible and qualifi ed bidders for the construction of the Autopsy Suite with an area approximately 1,550 sq. m. on a 3,600 sq. m. site at 149 Orange Street, Kingston. The proposed building is a single storey structure of reinforced concrete suspended roof slab. The work will involve excavation and associated works;construction of new walls (steelworks, concrete and blocklaying, wall tiles, rendering and painting); installation of windows and doors, Internal drywall partitions, fl ooring (tiling and rendering),roofi ng, other metal fabrication; installation of electrical, HVAC, plumbing, sanitary, and drainage systems; boundary walls, paved driveway, parking lot, guardhouse, walkways and metal sliding gates. The expected construction period is 15 months.

Procurement Method: Bidding will be conducted in a single stage through the National Competitive Bidding (NCB) proceduresspecifi ed in the Public Procurement Regulations (2018), and is open to all eligible bidders as defi ned in the bidding document.

Eligibility Criteria: Tax Compliance Certifi cate (TCC/TaxCompliance Letter (TCL) valid as at the bid submission deadlinedate; Public Procurement Commission (PPC) certifi cate ofregistration in the category of Building Construction, Grade 1.

Qualifi cation requirements include considerations of historicalcontract performance, fi nancial situation, experience, personnel and equipment.

Bidding Documents will be available for download on theGovernment Electronic Procurement (GOJEP) Portal atwww.gojep.gov.jm from Monday, August 17, 2020, 10:00 a.m. This is an online tender where requests for clarifi cations and bids will only be accepted via the Portal. No offl ine (hard copies) will be accepted, and there will be no physical tender drop-off box forsubmission of bids. Bid Security: Bids shall be accompanied by a Bid Securityof JM$4.5M or an equivalent amount in a freely convertiblecurrency. The original instrument must be delivered at MNS Offi ce of the Director, Public Procurement within three days of the deadline for submission of bids.

Bid Opening: An online bid opening will take place on Tuesday, October 20, 2020 at 2:15 p.m. An online bid opening report will be sent to all bidders who submitted a proposal.

SCOPE: The National Land Agency (NLA), an Agency of the Ministry of Economic Growth and Job Creation, now invites bids from eligible bidders for the Supply, Installation and Commissioning of Two (2) Generators, 200KVA and 225KVA, at its Corporate Offi ce and North Street Complex, respectively.

ELIGIBILITY:It is mandatory that Contractors be registered with the Public Procurement Commission (PPC), formerly National Contracts Commission (NCC), in the category of “Electrical Works” Grades 1-3.
