The New Horizons Regional Education Centers’ Board of Trustees held its regularly scheduled
meeting on January 23, 2018, at the Butler Farm campus in Hampton. The meeting was called to
order by the Chair, Ms. Shelly Simonds, at 5:35 PM.

Welcome Appointed/Reappointed Board Members: Ms. Simonds welcomed new Board
member Mrs. Elisa Nelson, representing Gloucester County Public Schools and also recognized
the reappointment of Dr. George, YCPS who was not in attendance.
Public Comment: There were no public comments.
Announcement of Changes in the Agenda: There were no changes in the Agenda with the
exception that Closed Session will not be required.
Presentation: 2018-39 Governor’s School for Science and Technology (GSST)
Dr. Woo, GSST Instructor introduced Student Presenters Jim Furches, and Cale Overstreet both
from York HS, and Steven Peng from Grafton HS, York County Public Schools. These students
presented on the Conrad Innovation Challenge, in which they were selected as Semi-Finalist. If
selected as one of the five finalists in the Aerospace & Aviation category, they will present their
project at the Conrad Innovation Summit at the Kennedy Space Center in Florida.
Johnathon Torch, GSST Instructor introduced Gabriel Edwards and Nathan Robinson from
Kecoughtan High School, Hampton City Public Schools. These students presented to the board
on their project and also noted they were one of six schools in the country to compete in the 2017
Interservice/Industry Training, Simulation and Education Conference (I/ITSEC). These students
won First Place and plan to publish their paper and apply for a patent.

Ms. Simonds asked if there were any questions regarding Consent Agenda. It was noted Mrs.
Nelson would need to abstain since she was not on the board at the last meeting and Dr. Clemons
would need to vote for GCPS and in order to have a quorum. Being no questions, Mr. Kelly made
a motion to approve the Consent Agenda as presented and Dr. Woodhouse seconded the motion.
The motion carried 5-0.
Board Action:
2018-43 18-19 Audit Mr. Ragland introduced Diane Y. Smith, CPA, P.C. who reviewed the Independent Auditors
Report and financial statements for the year ending June 30, 2017. After a brief discussion Ms.
Simonds asked for a motion to accept the Audit Report. Ms. Sheeler made a motion to approve the
Audit Report as presented and Dr. Woodhouse seconded the motion. The motion carried 5-0.
Board Discussion:
2018-44 CTE Master Plan and Timeline
Mr. Johnson gave an overview on the CTE Master Plan and Timeline and reviewed the
recommendations by Thomas P Miller Associates and Training Modernization Group (TMG)
consultants primarily for the new board members. This provides an understanding of where
NHREC was previously and the plans for NHREC for the next few years. The CTE Master Plan
included the development of the Advanced Technical Careers (ATC) Academy (Automotive,
Construction, and Manufacturing) which is the next Agenda item. A copy of the NHREC 2016-
2021 Master Plan and Timeline: Analysis and Recommendations was provided in the board book
for review.
2018-45 ATC Academy Business Partnership Program (editorial change in nature to agenda item
numbering from original Board Book, does not require a vote.) Joe Barto, and Danny Barto of TMG gave a presentation of the business partnership model design
“The Good Life Solution” and progress to date that would engage businesses in the talent
acquisition and retention of Academy completers. Their overview on the ATC Academy
Partnership Program with TMG & local businesses included the initiatives, as well as enrollment
criteria goals. They stated there are 13 employers participating wanting to hire for 151 positions
with 67 available candidates. The presentation overview was provided in the board book for review
2018-46 18-19 Budget Overview
Mr. Johnson stated that due to the number of outstanding variables related to divisional budgets,
state special education reimbursement program, and state budget, it would be premature to submit
a Draft Cost Allocation. However he reviewed the budget overview and initiatives to give the
board an idea what NHREC was considering stating that at the March meeting he will present a
2018-2019 Draft Budget. A copy of the budget overview and initiatives was provided in the board
book for review.

2018-47 Director’s Report
● February - Board Appreciation Month – Mr. Johnson thanked the board for their
dedication and time to NHREC.
● February - CTE Month - Mr. Johnson pointed out that February is CTE Month the theme
is “Celebrate TODAY, Own TOMORROW”.
● WL CTE Renovation – Mr. Johnson stated the engineering issues on the front entrance
has been resolved and as long as weather permits projected completion should be within
six weeks.
● March Meeting – WL CTE Bldg. A – Mr. Johnson stated, with the completion of the WL
CTE renovation, the next meeting will be held at the WL CTE Bldg. and will be a dinner
meeting with NHREC culinary students.
2018-48 Announcements and Information Mr. Johnson stated there is a letter included in the supplemental folder that was sent to students
and parents referencing the Snow Make-Up Days. He wanted the board to understand that NHREC
follows the NNPS schedule for inclement weather days but is flexible regarding make-up days.
Though NNPS will be out on Friday, January 26th, NHREC will be open for CTE & GSST students
from the other divisions. The Center for Autism (CFA) & Newport Academy (NA) however will
not be open to students as NNPS cafeteria services would not be available.
2018-49 Discussion of Current Issues for Board Members and/or Superintendents There was no discussion.
2018-50 Closed Session A closed session was not required.

SUBJECT: 2018-54 Executive Director’s Proposed 2018-19 Budget
The 2018-2019 budget development process was approved by the Board of Trustees at its December 19, 2017
meeting. In January, after meeting with the Superintendents, the Executive Director presented the 2018-19
Budget Plan as part of the budget planning process.
After meeting with the Superintendents in March, the Executive Director’s Proposed SY 2018-2019 Budget
and Divisional Cost Allocation is being presented for Board acceptance as part of the divisional budget
planning process. The NHREC SY 2018-2019 Budget will be presented for Board Adoption at its May
meeting.
NHREC follows NNPS compensation and is therefore proposing a 2% pay increase for non-teaching staff
and an average 3.2% pay increase for teachers that also address teacher pay scale compression. The VRS
rate is being reduced from 16.22% to 15.68%. NHREC Health Insurance Premium will decrease -2%;
however, employee monthly premiums will increase by $50 for family/plus one and $75 for employee/
family to assist in offsetting the cost related to the increased number of employees taking health insurance
through NHREC and maintain alignment with divisional employee premiums.
The Executive Director’s Proposed 2018-2019 Budget provides for a total budget of $19,054,701 an increase
of $914,792 (5%). The 2018-2019 Divisional Cost Allocation is $16,708,907 an increase of $1,524,013
(10%). The 2018-2019 Divisional Cost Allocation increase is comprised of: Compensation and Benefit
increase of $369,511: salary/benefit adjustment within current budget, and proposed compensation;
Operational increase of $1,134,121 to include: CTE Master Plan initiatives, special education substitutes;
and new special education Additional Positive Support (APS) model.

SUBJECT: 2018-55 Board Net Assets
At the January 2018 Board of Trustees meeting, Diane Smith, DYS Certified Public Accountants, submitted
the 2016-2017 Audited Financial Report. The Audit Financial listed the Board of Trustees net assets effective
June 30, 2017 as $5,163,726 to include a year-end excess over revenue of $239,079.
Requesting $146,059 be moved from Unrestricted to Board Designated: $99,378 are E-rate
reimbursed funds to be used for technology. $46,681 is revenue generated by the Apprenticeship and
Adult Training Program to be used for Equipment Additions. These funds, with leveraged business
assistance, are targeted to equip the renovated Woodside Lane HVAC lab and the Butler Farm OT/PT
lab for SY 2018-2019.
Request $545,348 returned by PNC bank that was designated for Debt Service Reserve on the special
education center PNC Bank loan through New Opportunity LLC remain in Unrestricted Assets to be
designated at a later date as desired.

SUBJECT: 2018-56 CTE Program Fees
CTE 2018-19 Student Program and Credentialing Fees are presented for Board review and approval. The
program fees follow state Regulations Governing Fees and Charges, 8VAC 20-720-80, which became
effective on December 19, 2012. Students and parents will receive a copy of the program fees with their
acceptance letter in May. This document will also be posted on the NHREC website along with the Student
Program and Credentialing Fee policy that also addresses “waiver of fees for economically disadvantaged
students and students whose families are undergoing economic hardships and are financially unable to pay
them.”
By federal requirement, DOE has directed that Carl Perkins funds received by each school division must
follow those students being served in regional programs in proportion to the total CTE students served within
the division. The attached CTE 2018-2019 Student Program and Credentialing Fee Schedule utilizes the
Perkins Funds received by the divisions to offset the cost for one licensing or industry credential exam for
each CTE student. Students will be responsible for paying for retakes of state licensing exams. This is
estimated to save students and their parents $50,000 in credentialing fees charged in SY 2018-2019. Mr. Ray
will review the attached summary of changes to the Student Program and Credentialing Fees. A complete
listing and description of fees is also attached.

SUBJECT: 2018-57 TNCC Mechatronics Lease
At its August 25, 2015 meeting, the Board of Trustees approved a lease with TNCC from 10/1/2015-
10/1/2018 whereby TNCC would rent a 4,068 square foot CTE lab at the Butler Farm Campus at $15 per
sq. foot or $61,020 per year. TNCC would in return provide a training program to 16 high school students
who would receive 22 dual enrollment credits and a career studies certificate upon graduation, and eligible
for Siemen Level 1 Mechatronics certification. NHREC as landlord is responsible for utilities, custodian
services and maintenance of the area. TNCC as landlord is responsible for faculty, furniture, technology
and all equipment.
The High School program was first offered during the 2016-2017 school year with all students earning the
dual enrollment credits and 15 of 16 earning Siemen Certification. In 2017-2018 there is again 16 highly
qualified students enrolled in the program.
The Board of Trustees is being asked to approve The First Amendment to Deed of Lease which extends the
lease for five years (10/1/2018 to 9/30/2023) with the lease rates being year 1, $15.50; year 2 and 3, $16.00;
year 4, $16.50; year 5, $16.75 per sq. ft. The Board is also being asked to authorize the Executive Director
to implement the contact as written on behalf of the Board of Trustees.

SUBJECT: 2018-58 2018-19 Draft Regional Calendar
NHREC follows the NNPS school calendar due to the following: 1) NHREC follows the policies and
procedures of Newport News Public Schools (NNPS), unless specifically designed for NHREC and 2) NNPS
prepares the lunches for the special education program at Woodside Lane (a major consideration related to
school closing). The attached 2018-2019 NHREC School Calendar is being presented for Board approval.
Additionally, NHREC hosts and participates in the development of the regional school calendar which is
being presented for information only. The goal of the regional school calendar is to create a common school
calendar around specific dates (opening and closing of school, winter and spring break, holidays, and regional
professional development).
