The Office of Senior Services is pleased to present the Genesee County Senior Millage 2015-2016 Annual Report to the Genesee County Board of Commissioners. This report provides information regarding the 2015-2016 Senior Millage services

and the senior citizens who utilize them. The Genesee County Board of Commissioners awarded contracts totaling just over $6.2 million to area senior

centers and senior service providers.

There are 15 senior citizen centers located throughoutGenesee County. Operations are partially or fully funded withsenior millage funds. In 2015-2016, a total of $2,135,103of the senior millage funding was allocated to these seniorcenters. Over 15,000 seniors utilized the senior centers fora wide range of activities including socialization, nutrition,education, health, and fitness.

Seniors also use the senior centers for social services such asMedicare/ Medicaid counseling, the MiCAFE (Michigan’sCoordinated Access to Food for the Elderly) food program,commodities, legal services, veteran’s services, and theSenior Project Fresh Program.

Case Management & Referral ServicesAlzheimer’s Association __ $430,695Program description – Provides case management and referral services to Genesee County senior citizens in order to determine what type of supportive services are needed Referrals are then made to the appropriate local service agencies and a coordinated plan of care is developed for senior at which time the supportive services will begin.

Guardianship Audits for EAP ProgramGenesee County Probate Court __ __ $85,847Program description – Reviews (audits) the guardianship/conservatorship files of those senior clients who have other individuals overseeing their financial and personal affairs. They ensure that all funds are being used appropriately and that the senior is being provided with appropriate care.

Congregate MealsGenesee County Community Action Resource Department (GCCARD) __________________ ___ $265,893Program description - Nutritious lunches for senior citizens are served in a group setting five days a week at 20 locations throughout Genesee County. One site also serves Kosher and Indian meals.

Elder Abuse & Exploitation Prevention (EAP)Genesee County Sheriff’s Department __ $248,314Program description – The EAP team investigates cases of suspected elder abuse, neglect, or financial exploitation. They work with the Prosecutor’s office to provide the information needed for the Prosecutor to pursue criminal charges and warrants.

Home Delivered MealsGenesee County Community Action Resource Department (GCCARD) $1,164,203Program description – Provides nutritious home delivered meals to senior citizens who are homebound, unable to obtain food and prepare meals for themselves and do not have another adult living in the same home who can assist them. Meals are available up to seven days per week with two meals provided each day.

In-Home Personal Care & Homemaking ServicesFamily Service Agency _____ $808,850Program description – Provides assistance to senior citizens allowing them to maintain their independence within their home. Service include bathing, dressing, grooming, toileting, transferring, and other assistance. In addition, domestic tasks such as light housekeeping, laundry, and meal preparation are provided.












Legal ServicesLegal Services of Eastern Michigan _ $82,500Program description – An elder law attorney and paralegals provide legal services advice, and counseling to seniors. Services will take place in their downtown Flint office, seniors’ homes, at the senior centers, within nursing homes and/or other long term care facilities.












Senior Project FRESH/Market FRESH $20,480Program description - This program is sponsored by the U.S. Department of Agriculture, Food and Nutrition Services and supported by the millage. This program allows eligible seniors to receive $20 in coupon vouchers. They can then purchase Michigan-grown fruit, vegetables, herbs, spices and honey from farmers markets and roadside stands.
