September 16, 2016 To: All Commissioners From: Mike Lynch, Public Works Chair Re: Purchase offer for Burton Health Clinic As you are aware, the attached purchase offer was submitted in early August by the Hamilton Community Health Network for the purchase of the property located at G-3373 S. Saginaw in Burton, known as the Burton Health Clinic. The proposed purchase price is $1,050,000.00, the appraised value. Hamilton has recently inquired of the status of this offer. See attached memo dated September 10, 2016. I recommend that the Board accept the offer. I am informed by Corporation Counsel that the sale of property requires a simple majority vote (5).

Re: McCree Parking Ramp

Due to safety issues, I request that the Board consider closing down the

McCree Ramp effective immediately. I have serious concerns regarding

the safety of the public and county employees who utilize the structure

based on the architectural studies that have been completed over the

years.

Re: The Genesee County Morgue Construction

As permitted through prior Public Works and Board of Commissioners approval

(Resolution 16-201) I have worked with Edmund London and Associates and Genesee

County purchasing to negotiate with E and L construction to reach an acceptable price for

the construction of the new Genesee County Morgue within the IINN facility. Through an

exhaustive value engineering process, we have successfully lowered the price of

construction from $1.4 million to $762,540.00, a 45% reduction. Below is the full list of

costs associated with this project:

Morgue construction (E and L construction): $760,540.00

Morgue equipment (MOPEC): $317,326.80

Architecture (Edmund London and Assoc.): $70,000.00

Cabling of the morgue for IT needs (not to exceed): $9,787.99

Total Costs: $1,157,654.79

With a previously approved budget of $1,000,000.00, there is a $157,654.79 deficit.

However, negotiations with MOPEC resulted in the following opportunity:

MOPEC will accept a 50% payment at the time of initial equipment delivery:

$158,663.40

MOPEC will not require payment of the unpaid balance until October 1, 2017.

MOPEC requests a 6% annual interest payment on the unpaid balance from the

time of equipment delivery.

Estimated finance cost assuming 9-month finance period: $3,992.97

This plan will allow Genesee County to stay within budget for 2016-2017 and will provide

an opportunity to budget for the balance payment using the 2017-2018 budget. I am

requesting approval and recommendation of these costs through a roll call vote.
