The 2016 Keeneland January mixed sale's fourth

of five sessions concluded Thursday with its

first declines in average and median.

Thursday's session grossed $3,204,000 for 248

horses, down 6.7% from 2015's total for 254 hors-

es. The $12,919 average and $7,250 median fell

by 4.4% and 3.3%, respectively, from last year's

final session but the relatively low buy-back rate

of 15.4%—down from last year's 20.1%—suggests

sellers were realistic in the market and moving

stock when they could.

Through Jan. 14 and with one more session to

go, the auction has sold 843 horses for $33,672,900.

The $39,944 average continues to run ahead, by

7.3%, but the $15,000 median is off 6.3%.

Cumulative RNAs are at 24.2%, down from 25.2%.

Tom Bachman bought the session-topper,

$102,000 Prom Time, a 6-year-old Tale of the Cat

winner who was not in foal at the time of her sale.

BUSY WEEK AT KEENELAND FOR JAMES KEOGHBy Alastair Bull

Few people have been more active at Keeneland's

January sale this week than James Keogh, who's been

busy as both buyer and seller.

"It's interesting wearing both hats—when you're

selling, you always think you could get a bit more, and

when you're buying, you always expect to pay a bit less,"

he said. "But when a special mare goes through the ring,

you have to be prepared to really go for her."

Sales records indicate he's sold 41 horses this week

for $1,070,500, a $26,110 average. These include the

mares Team (Empire Maker) for $300,000, and Voodoo

Tales (Tale of the Cat) for $200,000.

In addition, not listed in the official results, is Royal

Lahina (Chapel Royal), who sold for $280,000 after her

reserve was not achieved.

He was also active buying three mares for Evelyn

Benoit's Star Guitar Inc., including Roan Inish (Elusive

Quality), purchased for $500,000.

"She is an amazing lady who is extremely passionate

about Louisiana racing." BH

FINGER LAKES NEEDS MORE THAN TAX BREAKBy Tom Precious and Eric Mitchell

A 2016 fiscal year budget proposed by New

York Gov. Andrew Cuomo includes a tax

reduction for Finger Lakes Gaming & Racetrack

on its video lottery revenue, but horsemen be-

lieve it's not enough to protect the track from a

new casino being built nearby.

The tax proposal would lower Finger Lakes'

overall tax rate from about 69% to about 59%.

Track president Chris Riegle said the proposal

would give Finger Lakes a chance to compete

against the stand-alone Lago Resort & Casino

in Seneca County.

"I think it will ensure the survival of Finger

Lakes," Riegle said.

Finger Lakes horsemen and the executive

director of the state's breeders association

disagree. What's missing

from Cuomo's proposal is

a provision they've been

seeking to protect purse

money at 2013 levels. Oth-

er racetracks have been

given this protection.

"It means the race-

track will close," said

David Brown, president of

Finger Lakes Horsemen's

Benevolent and Protec-

tive Association, about

the budget proposal. "I

just had a board meeting

and I told them—and I

mean it—that unless we

get the same deals as

any other track we're going to close."

Jeff Cannizzo, New York Breeders Association

executive director, agreed a "hold-harmless"

condition is vital for purses at Finger Lakes,

where New York-breds earn 74% of the available

purses and account for 69% of the track's starts.

"We have 30 days to work on amending the

budget," Cannizzo said. "If we don't make pro-

gress there, then we pursue legislation that has

already been introduced. We have time before

the new casino opens, but obviously we want

this done as soon as possible. It is a number

one priority for the association."

Another budget provision would divert

purse money to equine health programs,

which could cost Finger Lakes horsemen about

$140,000 and the New York Racing Association

an additional $400,000 per year. Brown said he

didn't object to some purse money helping the

industry. BH

158th of his career. Barry Weisbord bred the 5-year-

old mare, owned by Mohamed Albousi Alghufli, in

Kentucky.

Tiz Now Tiz Then, an 11-year-old Tiznow gelding,

set the Kentucky tone by winning the opener.

KY-BREDS DOMINATE AT MEYDANBy Tom Hall

Kentucky-bred horses sired by Kentucky-based

stallions trumped the second Dubai Carnival of

Racing card at Meydan Jan. 14.

Polar River, a daughter of Congrats, cre-

ated a stir by winning the UAE 1,000 Guin-

eas Trial, a main-track prep for the Feb. 11

UAE 1,000 Guineas. She dominated by 4 3/4

lengths over another Bluegrass lass, Godol-

phin's Promising Run (Hard Spun).

Zabeel Racing's venerable 10-year-old

Reynaldothewizard produced one of the

stories of the night. In his 2016 debut the

Speightstown gelding defeated fellow Ken-

tuckian Cool Cowboy (Kodiak Kowboy) in

the Dubawi Stakes over six furlongs. Bred

by Gibraltar Group, he is Speightstown's

second 2016 stakes winner.

MIXED START IN JAPAN FOR CONTRERASBy Naohiro Goda

Leading Woodbine jockey Luis Contreras has had a

decidedly mixed start to his riding stint in Japan.

Contreras, who won the leading jockey title at

Woodbine, Canada, for three consecutive years

from 2011-13—having previously ridden in his

home nation of Mexico and in California—was

granted a temporary license by the Japan Racing

Association and had his first ride at Nakayama

Jan. 5.

He broke through for his first victory in the

fifth race at Nakayama Jan. 11 when he won a

maiden special weight for 3-year-olds aboard

Mendenhall, bred by Darley Japan and owned by

Sheikh Mohammed.

However, a stewards' inquiry was called im-

mediately following the race, and Contreras, who

bore out at the top of homestretch, was one of

three jockeys requested to come to the stewards'

room.

While the result stood, the stewards handed

Contreras a two-day suspension, Jan. 16-17, for

MARKETWATCH INTERVIEW WITH STEVEN YOUNGBy Ron Mitchell

This week's MarketWatch interview is with

Steven Young, a successful trainer turned

agent who is consistently among the most

active buyers at North American sales. Included

among the long list of graded stakes winners

he has found for his clients have been recent

grade I winners Materiality, Slumber, and Wavell

Avenue.

MarketWatch: What traits are you forgiv-

ing of when looking at yearlings and 2-year-

olds?

Steven Young: It's a distinct advantage to

have trained horses when selecting a racehorse

of either age. I think when you train horses for a

time, you realize that most all horses have some

faults or traits. I think mechanics overcome

many conformation issues, and as a trainer, you

have an idea what will and won't affect a race-

horse. If I had to pick one trait that I feel a good

mechanized horse could deal with, I think a lot

of good horses are a tick back at the knee, or flat

kneed as some sellers refer to it. Those horses

need to have good action to stay sound, but that

fault doesn't stop them on the racetrack. It may

affect their resale or marketability reproducing,

but not their speed.

MW: In working a sale, how much home-

work do you do in advance and do you use

the catalog page as a tool for narrowing your

list or do you look at the individual first and

page second?

SY: I personally do a lot of homework be-

fore a sale. No one starts out having a massive

budget to buy horses. I was just like everyone

else in that I needed an edge, something that

might give a horse unseen value, where you

could buy a horse for less money, and still have

a good shot at buying a nice horse. I start with

the catalog page because some horses, based

on pedigree, I'm not going to buy no matter

how nice they are. Then, the horse's presence,

conformation, and athleticism dictate if you still

want them and, more importantly, at what level.

MW: You were active at this week's Keene-

land January sale in buying short yearlings.

What are the advantages and possible pit-

falls of short yearlings?

SY: I feel the advantages are that a good horse

is a good horse at any time. I think some people

might look past the yearlings right now and have

more tunnel vision to the 2-year-olds in training

sales. The advantage is, I think, you usually get

a price break. The pitfall is that the babies now

are further from the starting gate and have more

time to go the wrong way on you. BH
