The Board of School Trustees of the Fort Wayne Community Schools met in regular session in
the Lester L. Grile Administrative Center on Monday, June 22, 2015 at 6:01 p.m. President Mark
GiaQuinta called the meeting to order with the Pledge of Allegiance and the following members in
attendance:

Dr. Wendy Robinson, superintendent, presented the following information and
recommendations concerning awards and recognitions:
RECOMMENDATION: It is recommended that the Board recognize FWCS students who placed in
the top ten at the State Track and Field finals in June.
RELATED INFORMATION: Over 300 teams competed at the state finals, and athletes from many
Fort Wayne Community Schools performed very well. This evening we are recognizing the students
who placed in the top ten in the State from Northrop, Snider, South Side and Wayne.

RECOMMENDATION: It is recommended that the Board recognize FWCS School Resource
Officers who are part of the team awarded the Model SRO Agency award.
RELATED INFORMATION: The National Association of School Resource Officers (NASRO)
recognized the Fort Wayne Police Department as a Model SRO Agency saying the “program is…a
shining example of the school resource officer program.” The team was selected in an application
process that included a 5-minute video detailing the success of FWCS’ seven officers assigned to
middle schools who use NASRO’s Triad Concept of teacher, counselor and law enforcement officer.

requested the Personnel Report be removed from the Consent Agenda.
Dr. Robinson presented the following consent agenda items with recommendations for
approval: Minutes from the regular Board meeting held June 8, 2015; Vouchers for the Period Ending
June 22, 2015; and Temporary Inter-fund Loan.
The minutes from the regular Board meetings held June 8, 2015, were distributed to Board members for
review with a recommendation for approval.

RECOMMENDATION: It is recommended that the Board approve the vouchers for the period
ending June 22, 2015.
RELATED INFORMATION: All vouchers paid by the Fort Wayne Community Schools appear on a
voucher listing. The voucher listing for the first meeting of the month includes the payroll and fixed
charges for the previous month.
Detail of all invoices paid remains on file in the Business Office until audited by the State Board of
Accounts. Following the audit, vouchers are placed in storage for not less than seven (7) years
following payment.
RECOMMENDATION: It is recommended that the Board approve all inter-fund loans necessary to
eliminate deficits in certain funds of the corporation as of June 30, 2015.
RELATED INFORMATION: Cash deficits in funds of the corporation are not allowed at the end of a
fiscal year. Deficits in property tax supported funds could occur if the distribution of property taxes
from Allen County is short of expectations. Normal timing differences between revenue and
expenditures in the General Fund could cause a temporary deficit. State statute allows temporary
transfers between funds if certain requirements are met. The treasurer will make all necessary transfers
and report the loans to the Board.
A motion was made by Stephen Corona, seconded by Julie Hollingsworth, that the following
consent agenda items be approved: Minutes from the regular Board meeting held June 8, 2015;
Vouchers for the Period Ending June 22, 2015; and Temporary Inter-fund Loan be approved. Roll Call:

Dr. Robinson presented the following recommendation concerning the Occupational Medical,
Drug Testing, Physicals & DOT Services, RFP #101117:
RECOMMENDATION: It is recommended that the Board approve Business Health Services as the
occupational medical services provider for a two-year period, effective July 1, 2015 through June 30,
2017.
RELATED INFORMATION: Proposals were received for occupational medical services, including
occupational medical (worker’s compensation), drug testing, physicals and Department of
Transportation (DOT) services including pre-employment physicals and DOT physical exams for bus
drivers. Business Health Services is the current vendor and proposed no increase to current fees for two
years. The estimated annual cost for the most utilized standard and physical therapy services is
$113,127.
Questions will be addressed by, Charles Cammack Jr., Chief Operations Officer.
A motion was made by Julie Hollingsworth, seconded by Becky Hill, that the recommendation

Dr. Robinson presented the following recommendation concerning the Purchase of Apple iPad
Airs:
RECOMMENDATION: It is recommended that the Board approve the purchase of 560 Apple iPad
Airs.
Apple Inc. Austin, Texas $190,740
RELATED INFORMATION: The iPad Airs will be used in eighth grade math classrooms. They
will provide additional technology opportunities with interactive APPs that FWCS curriculum supports
for students and provide teachers with more tools to deliver interactive instruction. The purchase of the
iPad Airs will occur in one increment for implementation at the beginning of the first semester 2015-16
school year.
Funding will come from the Common School Fund.
Apple, Inc. is the sole source provider for their products. Indiana Law does not require public bidding
for purchases made from sole source providers.
Questions will be answered by Assistant Superintendent Secondary Rita Turflinger.

Computers & Laptops, and Microsoft Surface Pro 3’s:
RECOMMENDATION: It is recommended that the Board approve the purchase of technology for
high schools.
110 HP computers for Wayne New Tech Academy, and 110 HP computers for Towles New
Tech from Hewlett Packard Direct of Omaha, NE for $232,694.00. Additionally, preparation
services for these computers will be purchased from MCPc of Cleveland, OH for $3,960.00.
302 HP laptop/mobile computers for students and 12 HP desktop computers for students from
Hewlett Packard Direct for $205,878.00. Additionally, preparation services for these
computers will be purchased from MCPc for $5,652.00.

131 Microsoft Surface Pro 3 laptop/mobile computers for staff from Insight Public Sector of
Tempe, AZ for $146,765.85.
RELATED INFORMATION: Due to the curricular and instructional needs of the New Tech
programs at Wayne and Towles, technology is a one-to one implementation. Therefore, each year the
purchase of new computers is necessary to meet the needs of incoming students. The funds for these
computers will come from the combination of General Fund and Common School Fund (CSF).
The 314 HP laptop/mobile computers and desktops for students, as well as the 131 Microsoft
laptop/mobile computers for staff will be used to replace outdated. These purchases will be made from
CSF.
For all of the HP computer purchases, Indiana law does not require public bidding for purchases made
below General Services Administration (GSA) pricing. The price of these computers and laptop/mobile
computers is approximately 50% less than GSA pricing.
The purchase for the Microsoft Surface Pro 3 laptop/mobile computers is based on a competitive quote
process.
Faye Robbins, Assistant Superintendent Secondary/High, is available to answer questions.
A motion was made by Jordan Lebamoff, seconded by Julie Hollingsworth, that the
recommendation concerning the Purchase of HP Computers & Laptops, and Microsoft Surface Pro 3’s

Board Member Stephen Corona mentioned former Board Member Lindy Moss passing.
Board Member Becky Hill does not want to forget what happened in Charleston this past week. Don’t
take our lives for granted.
Board Member Julie Hollingsworth, enjoyed attending Snider High School’s graduation. She was
proud of how polite the graduates were. She’d like to wish everyone a great summer.
Superintendent Robinson commented that even though school is out, the district is busy working
throughout the summer.
The next regular meeting of the Board is scheduled for Monday, July 27, 2015 at 6:00 p.m. in
the Lester L. Grile Administrative Center.
Documents to be signed by members of the Board were the Regular Board Meeting Minutes
from June 8, Payroll Certification and Voucher List.
