OFFICIAL PROCEEDINGS

The Board of School Trustees of the Fort Wayne Community Schools met in regular session in

the Lester L. Grile Administrative Center on Monday, August 24, 2015 at 6:02 p.m. President Mark

GiaQuinta called the meeting to order with the Pledge of Allegiance and the following members in

attendance:

Dr. Wendy Robinson, Superintendent presented the following consent agenda items with

recommendations for approval: Minutes from the regular Board meeting held August 10, 2015;

Vouchers for the Period Ending August 24, 2015; Personnel Report; Renewal of Insurance Policies and

Purchase of Property – Price Elementary School.

Board Members requested the Personnel Report and Renewal of Insurance Policies be removed from

the consent agenda for discussion.

The minutes from the regular Board meeting held August 10, 2015, were distributed to Board Members

with a recommendation for approval.

RECOMMENDATION: It is recommended that the Board approve the vouchers for the period

ending August 24, 2015.

RELATED INFORMATION: All vouchers paid by the Fort Wayne Community Schools appear on a

voucher listing. The voucher listing for the first meeting of the month includes the payroll and fixed

charges for the previous month.

Detail of all invoices paid remains on file in the Business Office until audited by the State Board of

Accounts. Following the audit, vouchers are placed in storage for not less than seven (7) years

following payment.

RECOMMENDATION: It is recommended that the Board authorize the purchase of the following

property located near Price Elementary School:

RELATED INFORMATION: The current school site is significantly below the State minimum

acreage recommendation. Minimum land acquisition for this site is 10 acres; we are still short even with

the purchase of this property by 2.36 acres. Purchase of property in this block will allow flexibility for

the school to expand parking or develop grass play areas, parent pick-up or bus lanes. The property will

be funded by CPF allocation for Land Acquisition and Development and General Fund.

A motion was made by Becky Hill, seconded by Julie Hollingsworth, that the following

consent agenda items be approved: Minutes from the regular Board meeting held August 10, 2015;

Vouchers for the Period Ending August 24, 2015 and Purchase of Property – Price Elementary School.

Dr. Robinson presented the following recommendation concerning the Renewal of Insurance

Policies:

RECOMMENDATION: It is recommended that insurance coverage for property, commercial general

liability, inland marine, foreign package, business automobile, commercial umbrella liability, law

enforcement professional liability, school leaders errors and omissions, and boiler and machinery be

awarded through USI Insurance Services to two underwriting carriers for a premium of $1,219,164.

RELATED INFORMATION: The Boiler Explosion/Equipment Breakdown policy will be

underwritten by The Cincinnati Insurance Company. Wright Risk Management will remain our

insurance company for all other policies and Catlin Indemnity Company will be the underwriter. Total

premiums decreased $94,446 or about 7.2% with this renewal effective September 1.

Questions will be answered by Director of Fiscal Affairs, Stefan Pittenger.

Insurance representative, Mr. Bill Niezer answered questions put forth by Board Members.

RELATED INFORMATION: Currently, there are 17 Title I Pre-K programs fully funded by Title I

servicing just over 500 four-year-old students. All programs have been, or are in the process of

becoming, NAEYC (National Association for the Education of Young Children) accredited. The

change in location is due to the consistent lower enrollment in the Nebraska area and consistent wait

lists for the Waynedale area families. All 17 programs have one certified teacher and one classified

assistant to instruct students at a 1:8 ratio, in alignment with NAEYC standards.

Dr. Robinson presented the following recommendation concerning the Safe Haven Grant for

2015-2016:

RECOMMENDATION: It is recommended that the Board approve the acceptance of a grant from the

Indiana Criminal Justice Institute for the 2015-2016 Safe Haven Program for $20,000 for a School

Resource Officer at Miami Middle School.

RELATED INFORMATION: The Safe Haven Program provides funds for school corporations for

evidence-based prevention programs and school resource officer programs. The grant is to assist

schools in creating a physical environment that promotes the safety and well-being of students and staff

within the school campus.

This competitive grant, written by Dottie Davis, Director of Security, and Carol Guse, consultant

supports FWCS Goal I: Achieve and Maintain Academic Excellence.

Dr. Robinson presented the following recommendation concerning the Turnaround School

Leaders Program Grant:

RECOMMENDATION: It is recommended that the Board approve the acceptance of the Turnaround

School Leaders Program Grant from the United States Department of Education in the amount of

$3,318,257.

RELATED INFORMATION: This is a competitive grant from the United States Department of

Education and is a three year grant.

The purpose of the Turnaround School Leaders Program grant is to support projects that enhance and

implement a leadership pipeline that selects, prepares, places, supports and retains school leaders for

School Improvement Grant schools and/or School Improvement Grant-eligible schools in a LEA.

Through this grant, FWCS proposes multiple strategies designed to evaluate school leader effectiveness

and support the improvement of school leader effectiveness in lowest-performing FWCS schools.

Achievement of goals, objectives, GPRA and performance measures will help FWCS develop highly

effective leaders whose well-supported and finely-tuned leadership skills improve student achievement

rates in teacher classrooms.

Included in this grant are Bloomingdale, Northcrest, and South Wayne Elementary Schools, Shawnee

and Miami Middle Schools, and Wayne High School, yet many of the supports and/or programs will

benefit all building administrators.

Board Member Becky Hill thanked principals from the schools she visited the first day of classes.

Board Member Julie Hollingsworth commented on the 47th annual PDK/Gallup Poll of attitudes toward

public schools, the longest-running survey of Americans’ views on public education. The poll shows

the public rejects standardized testing as a measure for how well students and schools are doing.

Board Member Anne Duff commented that her family is enjoying the new later start time for high

school.

Board Member Jordan Lebamoff thanked Board Member Julie Hollingsworth for being on the lookout

and forwarding pertinent education articles.

Superintendent Wendy Robinson commented that the first two weeks of school have gone very well

considering all the changes in place. She thanked the teachers and staff for the smooth start to school.

The next regular meeting of the Board is scheduled for Monday, September 14, 2015 at 6:00

p.m. in the Lester L. Grile Administrative Center.

Documents to be signed by members of the Board were the Regular Board Meeting Minutes

from August 10, 2015, Payroll Certification and Voucher List.

Fort Wayne Education Association (FWEA) President Julie Hyndman thanked Board members for their

support of teachers. FWEA will continue to lobby and speak in support of public education.
