Around 150 cuddly examples of the world’s best-loved toy are featured in our City Museum’s new free show.Portsmouth is the first city in the south to host the Teddy Bear Story, a major exhibition organised by the V&A Museum of Childhood, London.

The exhibition explores the history of the teddy bear from the first designs based on real animals to modern character and designer bears. There are many rare and diverse examples of the toy, as well as teddies from books, films and TV, and even bears with their own personal stories to tell.

Also included is a teddy bear theatre with more than 50 animated Steiff bears and animals in a version of Shakespeare’s Globe theatre. There’s also a special Three Bears play house and activity area for families.

Local knitters from The Fratton Live at Home Group have created teddies for visitors to find on bear hunts around the museum.

Teddy Bear Story is at the museum until 15 September and entry is free. The museum is open from 10am to 5pm, Tuesday to Sunday.

Give kids cycle space!The school run is a major cause of traffic congestion, with many children being driven as little as a mile or two.

Although many children want to cycle to school, less than 3% actually do. One of the main barriers is that parents see it as unsafe.

Our Give Me Cycle Space campaign is under way in Paulsgrove and Cosham, where there are a lot of schools close together. We’re asking drivers to watch out for child cyclists and give them plenty of space when overtaking.

We’re also working with schools to run training sessions, hold cycle shows and offer prizes to pupils who cycle to school. The campaign will move to other areas soon.

She says: “Education holds the key to the majority of opportunities and I do everything within my means to support and encourage my children to learn.

“I’m dyslexic, and I used to think that would limit how much I could do. But if you think about how much you’ve already taught your child, such as how to walk, talk and dress, you begin to see how amazing you can really be.”

We’re getting tough on drivers who park on zigzag lines outside schools.Anyone who parks on zigzags during school hours now risks receiving a £1,000 fine.

And we’ve tripled the amount of patrols, because police, police community support officers (PCSOs) and our community wardens are now guarding zigzags, along with our parking officers.

The most common factor in road accidents involving children is a child trying to cross the road from between parked cars, where visibility is poor.

But more and more drivers – particularly parents – are parking on zigzags.

If you’re seen stopping on zigzags – even if you stay in your car – you’ll get a warning letter. Do it again, and you’ll get a visit at home. Do it three times, and we’ll take you to court, where the maximum fine if found guilty is £1,000.

We’ve caught around 150 offenders since we started our new campaign late last year.

Parking on a zigzag also risks a £70 parking ticket.

Andy Macfarlane is site manager at Court Lane Junior School, Cosham, where the picture here was taken. He said: “We were delighted to hear about the new zigzag enforcement plan, and the children were really excited to feature in the campaign.”

Park and strideIt’s great if kids can walk or cycle to school.But if you have to drive them, then why not park a little distance from school, and walk the rest of the way? This reduces congestion, improves safety and gives children a bit more exercise. Plus, it teaches them valuable road sense.

We’re sending “park and stride” maps to schools, showing good places to park and how many minutes’ walk they are from school.

New council homesWe’re building new three-bedroom maisonettes to replace an unused block at 415-421 Eastern Road, Milton.

Neighbours are also set to benefit from the project, which will include new flowerbeds and gardens, new gates on gaps between the blocks, and improvements to Sword Sands Road.

Councillor Steven Wylie, our Cabinet Member for Housing, said: “The homes will be a brilliant boost for the families who eventually move in.”

Once completed, the new homes will be allocated via our waiting list, according to need.

More playtime for kidsChildren at three of our adventure playgrounds now have more time to play, thanks to longer opening hours.

Portsea, Landport and Somerstown playgrounds are now open 10am–6pm on Saturdays (except 1pm–2pm). And during the week in term time, Somerstown and Portsea playgrounds will stay open until after 7pm.

If the service proves popular, extended opening may also be introduced at Stamshaw, Paulsgrove and Buckland playgrounds.

The budget includes £17.5m of savings and a council tax rise of 1.95%. But it also includes a £6.8m boost for schools.

This money will be invested in school buildings which have critical maintenance needs, and will provide 1,000 more pupil places – including 300 in a new primary school on the Mayfield school site.

The council tax rise follows a three-year freeze. It is below the general level of inflation and means 34p per week for an average Portsmouth home. It will bring in an extra £1.1m to help the council provide vital services.

Cllr Vernon-Jackson said: “It’s with regret we can no longer afford what we’ve been previously able to provide. A tough economic climate, a bigger government cut, rising social costs and an ageing population all make for a difficult budget.

“But we have three priorities when making savings: to run finances in a business-like way, to protect the most vulnerable, and to protect the most valued services.

“Adult and children’s social care budgets will see an extra £800,000 each. There is also an increase of funding for eligible families to apply for 15 hours of free childcare for two-year olds. The number of health visitors will also double.

“This is a tough but fair budget, which invests in the future of local children.

“Cosham High Street (pictured left) is set for £200,000 of investment, and £154,000 is going towards a new Horsea country park.

“There will also be up to £250,000 of investment in the seafront, and £600,000 for the relocation of the museum’s archive stores.”

Our budget for the next financial year (2013/14) is “tough but fair”, says Leader of the council Cllr Gerald Vernon-Jackson (above).

The team can put you in touch with a support group – a great way to meet people, have a break and share your experience of caring. Some groups are for anyone, while others have a particular focus, like young carers, adult mental health, substance misuse, dementia or multiple sclerosis.

Staff at the centre can also guide you through the benefits system, and help you find out what free support you’re entitled to. They can give advice about rights at work, returning to work and your entitlement to benefits, as well as helping you fill in forms and deal with benefits offices.

Do you look after someone?The self-assessment is an important way to find out about free support you’re entitled to. It’s an easy, short questionnaire, and the centre can help you fill it in. By doing this, you could qualify for a free break to help you recharge your batteries.

The team are there for emotional support too. They’re there to listen, or they can organise sessions with a fully-trained counsellor.

Through the centre, you could go on a day out with a group, or attend a special event. You could also go on a training course, such as first aid or basic computing.

The centre is at 117 Orchard Road, Southsea PO4 0AD (behind Lidl). It has meeting rooms, a café-style area with free internet access and a fully-equipped teaching kitchen.

With a £260m budget and 215,000 patients at its 26 member GP practices, the CCG will be spending around £30,000 every hour a day on NHS health services and care. This includes: f elective hospital care f rehabilitation care f urgent and emergency care f community health services f mental health and learning

disability services.

Dr Jim Hogan, the CCG’s chief clinical officer, said: “The NHS reforms aim to put GPs at the centre of planning services for their patients and we, in turn, intend to put patients at the

heart of everything we do.

“We are listening to patients’ views and trying to spend our budget wisely to deliver on our promises in partnership with local communities, the local authority and our NHS partners.

“We will certainly face financial and other challenges ahead – but we wouldn’t be in this if we didn’t think that we could make a positive and a very real difference to people’s lives and our local health services.”

Drawn up in consultation with partners and patients, two of the CCG’s main priorities include improving: f joined up and urgent care for

frail elderly and people with long-term conditions

f services for children and families.

Dr Hogan said: “Reducing the harm caused by alcohol and reducing the health inequalities that clearly exist across parts of our city are two other very important areas that we are already addressing.”

Free service goes liveFree service goes livePortsmouth residents can now call NHS 111 if they need health advice or information or if they have a non life-threatening health issue and are unsure where to go for treatment.

This free 24-hour service makes it easier for people to access local urgent healthcare while taking pressure off the 999 service and the A&E department at Queen Alexandra Hospital, Cosham.

The three-digit number replaces NHS

Direct and can be called 24/7, 365 days a year, if medical help is needed fast but it’s not a 999 emergency.

A team of advisers supported by trained paramedics and nurses will assess the caller’s symptoms, provide relevant advice and direct them to the right local service at that time, helping eliminate the need to make lots of telephone calls.

Dr Jim Hogan, the CCG’s chief clinical officer, said: “Knowing the right place

to go can be confusing, especially if you’re experiencing a health concern and your GP surgery is closed. Calling 111 will help you, using a system designed by NHS doctors which is simple and free to call. It’s also a 24-hour service now – not just an out-of-hours number.”

The 111 service – operated by South Central Ambulance Service NHS Foundation Trust (SCAS) – has trained handlers taking 111 calls, supported by qualified clinical advisors.

Get ready for the Green Waste ClubWe’re starting a new scheme to help you dispose of garden waste in an easy and eco-friendly way. Join the Green Waste Club and you’ll get a special 240 litre wheelie bin for green waste like lawn clippings, prunings, fallen leaves, twigs and small branches.

The club is run by Biffa, our refuse and recycling contractor, who will empty the bin every fortnight and take the garden waste for recycling into compost.

It costs £40 for a year – but the good news is that the first 5,000 people to sign up will pay just £30. That’s only £2.50 a month.

By signing up to the Green Waste Club you can:

f save yourself trips to the recycling centre

f reduce your carbon footprint

f pay using convenient payment options

Neighbours with small gardens can club together to get even better value for money, and there are convenient payment options such as online, monthly and annual direct debit.

The collections start in April, but you can sign up now. They will replace the council’s current paid-for garden waste sack collections.

Due to the launch of the new Green Waste Club, there will be no more monthly garden waste drop-off days at Victoria Avenue and Burrfields Road recreation ground. Please don’t leave garden waste at these locations – it’s fly tipping and you could be prosecuted.

You can still take your garden waste to the recycling centre at Port Solent, every day except Christmas Day, Boxing Day and New Year’s Day.

Children at St Swithun’s Catholic School in Southsea have shown they know all about the ‘three Rs’ — Reduce, Reuse and Recycle.For a special Green Day, they came to school wearing their best green-themed outfits and took part in lots of fun recycling-related activities, including designing posters and writing eco songs.

All the children made a huge amount of effort, showing how keen on recycling they are, and came up with loads of ideas on how to reduce and reuse rubbish at home and school.

Council environment and recycling officers led a special assembly and judged the best green costumes. Special prizes were awarded to Caitlin Jones, nine, who created an amazing presentation on the subject, and to Rafael Yeoman, 10, and his sister Lily, eight, who came up with their very own song about recycling. We stopped collecting glass as part of household collections a long time ago. The simple reason is that it often breaks in the back of the collection vehicle and then contaminates the rest of the recycling, especially paper. Companies who turn our paper into new products do not want it mixed with shards of glass, as it interferes with the recycling process. What happens to my rubbish?Some people still think the household refuse collected in Portsmouth goes into landfill. In fact, it’s taken to the Energy Recovery Facility in Copnor, where it’s burnt to generate electricity.

“As a mother of a child gripped by addiction there might seem to be only two options. One, the most natural, is to jump in and rescue; the other is to cut yourself off, to demonise the person you love. I’ve tried both and I can tell you, neither of them works.

“At my lowest point I spotted a poster for Rebound in my GP’s surgery. The group helped me to step back and see the difference between supporting my daughter, and enabling her addiction to continue.

“Rebound linked me into Portsmouth User Self Help (Push), who ran a relationships course which gave a unique opportunity for mothers, fathers, sons and daughters, to get up close and

personal; it offered us all an opportunity to face our demons.

“I then joined the recovery brokers’ course run by Push and this gave me a far greater understanding of

addiction and how we can all be susceptible.

“My daughter is now back home and embarking on a detoxification and rehabilitation programme. Although it’s impossible to predict the future, I feel stronger in my own ability to cope. I want to make people who are affected by addiction aware that recovery is possible, and help remove the stigma about addiction in our community.”

Deal for new jobs

The cities have made a joint bid for a £1.5bn City Deal, which would bring thousands of new jobs and homes to the area.

City Deals mean less government red tape and more local freedom to attract investment.

A successful deal would involve millions invested in development

sites and infrastructure, and more local control over the running of national agencies and assets, such as local motorways and railways.

Portsmouth and Southampton are the only two cities in the country to put in a joint bid under the City Deals scheme. They will benefit from a special fast-track process,

with a goal of having the deal signed off by July.

Cllr Gerald Vernon-Jackson, Leader of the council, said: “This means more investment for jobs in southern Hampshire and freedom from government interference.”
