This Proposal seeks to demonstrate how both missions can be achieved
by choosing Primavera and Dobbins of Coldwell Banker as the
School District’s real estate agents. To support that decision, we present
our company’s history, our own credentials and a comprehensive
marketing plan to achieve the objective of leasing the building.

To identify and secure the most qualified real estate firm to market its
Uriah Hill Elementary School for rental.

Qualifications of Coldwell Banker Commercial
No other real estate company can lay claim to the #1 position in terms of being:

Colbert Coldwell set up his business of commercial real estate
in direct response to those difficult post-earthquake times
when real estate was in turmoil and, acting as buyers and
resellers of property, realtors compromised the ability of a

still employed by the industry today.
In a few years, he was joined by Benjamin Banker as a partner, and the company’s growth has been steady

Qualifications of the Primavera-Dobbins TeamBILL Primavera is a 10-year
veteran of the Coldwell Banker Office in
the Yorktown Heights/Peekskill market and
he brings to this team a background in
marketing and promotion.
Prior to his full-time commitment to real
estate, he spent 25 years restoring historic
structures and building new homes, while concurrently serving as
president of a full-service public relations firm headquartered in
upper Westchester.
This marketing experience is what enables him to market and pro-
mote his listings successfully. And as a journalist on the subject of
real estate, consumers in Westchester and Putnam Counties have
come to rely on his reports as “The Home Guru” in the Examiner
Newspapers and Patch.com
He first specialized in residential listings and transitioned into
commercial real estate leasing and sales five years ago. Currently
he has a major brick building for lease/sale in Peekskill (the for-
mer Poritzky Meats fabrication facility), and a pre-school building
just into Cortlandt called The Flying Goose.
Bill’s training includes the New York State Realtors License
Course, The Certified Buyers’ Representative Course, NYS
Continuing Education Courses, NYS Ethics Course and Fair
Housing Course. His awards and designations include the Silver
Production Award, and Designation as an accredited Commercial
Associate. His memberships include the National Association of
Realtors, The New York State Association of Realtors, and the
Westchester/Putnam Association of Realtors.
Ken Dobbins is the financial
strategist of the team. having earned a
BBA in Statistics and an MBA in
Marketing from Baruch Graduate
School.
Ken has been in the real estate business
for the last six years. He is a licensed Associate Broker, a
Certified Buyer's Representative and a certified Commercial
Associate. He has received a number of prestigious awards
including the Silver Production award for (2007-2009), and the
Gold Production Award for 2010 and 2011.
He has helped lease space for medical, insurance, real estate,
retail and construction businesses.
In addition to his work in real estate, Ken held prominent posi-
tions in business. He was President of Roanwell Corporation a
major manufacturer of communication equipment for the mili-
tary, telephone, commercial and industrial markets.
He was also Senior Vice President/General Manager for DSA
Encore a provider of leading edge power and environmental
technological equipment.
His background with proven skills in finance, contracts, negoti-
ations and marketing will ensure a seamless transition for the
leasing of the Uriah Hill Elementary School.

Those Supporting the Primavera-Dobbins TeamEdward Smith serves as the Regional
Commercial Director, NRT-Eastern Region,
Coldwell Banker Commercial. In that capacity
he supports the work of over 100 commercial
associates in the region, including the Primavera-
Dobbins Team in Upper Westchester.
With over 39 years experience in real estate, Edward has special-
ized in Commercial and Investment, leasing, sales and manage-
ment. He is the author and instructor of Commercial and
Investment Real Estate Continuing Educational Courses for over
13 years.
Also, he is author of five books on Commercial Real Estate.

Vanessa Batilo is the Commercial Coordinator for the
Commercial Support Center of Coldwell Banker Commercial
NRT, as well as the assistant to the Eastern Seaboard Regional
Director. As such, she coordinates commercial activities within
the New York/New Jersey/Connecticut Metro Commercial
Support Center, serves as Coordinator for agents, training
events, marketing information, and incoming commercial
referrals for the region. Vanessa has a strong background in
administration and accounting. She understands the need for
attention to detail and customer service.
Susan Hembarsky is the Personal Assistant to the
Primavera/Dobbins team at Coldwell Banker. She will assist in
all activities relative to the administration and promotion of
the Uriah Hill Elementary School, both in print and online.
Jean Sheridan is the graphics and techology facilitator
Coldwell Banker’s Yorktown Heights office. It is she who will
work in tandem with Ms. Batilo to coordinate the design and
publication of promotional pieces for the Uriah Hill School.

Determination of Rental Pricing Per Square Foot:

Property Preparation:
r Working with Maintenance, preparing the exterior and interior of property for showing;
r Security checklist;
r Research all utilities and equipment for the information of prospects.
Commercial Listing:
r Creation of listing copy that “sells” the property;
r Photography of the interior, exterior and grounds;
r Place “For Lease” sign on the property;
r Assure that this listing is achieved on Coldwell Banker’s Commercial website and all other commercial websites;
r Development and production of brochuresand flyers, both in print and electronically.

r Promotion with all other commercial realtors in the area, starting with the network of Coldwell Banker Commercial
realtors and those of other companies;
r Production of a glossy brochures and flyers;
r All prospects to receive flyers and brochures;
r Prospecting for qualified buyers through targeted identification and solicitation;
r Production of a professional video of the property (We are not aware of any other realty firm that does this for comercial
properties) for use with the listing and all new media
placements;
r Networking in the business community through chambers of commerce and business groups;
r Cultivation of all commercial realty sites.
Qualifying Lessees:
r Pre-qualifying prospects prior to showings;
r Presenting all findings to the School District.
Reporting and Continued Consultation:
r All showings and prospect reactions reported to you;
r Periodic consultations between us, surveying comments and activity in the marketplace.

Contract Negotiations:
r When a Letter of Intent or a Request for Proposal is received from a prospective tenant, all information is discussed with the
District’s contact person;
r Negotiation of rental price and conditions;
r Will work with District in determining possible landlord improvements of the property and other negotiating points.
Agreement Reached, Contracts Drafted:
r Will prepare transaction memos for your attorney with all pertinent information to be used for contracts;
r Review of contracts from legal counsel;
r Conduct all necessary steps to assure that the contract is brought to a successful conclusion, dealing consistently with
both the District and the tenant’s representation;
r Keep lines of communications open among all parties tomake sure closing goes smoothly;
r Continuing contact with you about all aspects of thetransaction.
Continued Follow-up:
r After leasing the building, we will monitor all tenants for complianceof leases. We will also be available to you for any future leasing or
sale requirements.

The Bottom Line of the ProcessThroughout the entire marketing process, from preliminary research to the contract
signing, the Peekskill Central School District can be assured of the day-to-day diligence

CompensationThe fee structure for services rendered by Coldwell Banker Commercial is as follows:
For the first three years of a lease, Coldwell Banker receives a commission of 7 (seven) percent
per year and 3 (three) percent for the following years of the lease, the sum total of which is
paid upon signing of the lease.
If the lease is renewed, the fee is 3 (three) percent of the gross lease amount. If the District
decides to sell the building to a tenant or third party, Coldwell Banker receives a 7 percent
commission from the sale.

In ConclusionConsidering the sum total of experience and expertise of the Primavera/Dobbins team and
its support system, we feel exceptionally qualified to represent the Peekskill Central School
District for the leasing of the Uriah Hill Elementary School.
