I GENERAL PROVISIONS

1 With the allgemeine bauaufsichtliche Zulassung ('national technical approval') the fitness for use and the applicability of the subject of approval according to the Landesbauordnungen ('Building Regulations of the Land') has been verified.

2 If, in the allgemeine bauaufsichtliche Zulassung ('national technical approval') requirements are made concerning the special expertise and experience of persons entrusted with the manufacture of construction products and types of construction according to the relevant regulations of the Land following section 17, sub-section 5 Musterbauordnung ('Model Building Code'), it is to be noted that this expertise and experience can also be proven by equivalent verifications from other Member States of the European Union. If necessary, this also applies to verifications presented within the framework of the Agreement on the European Economic Area (EEA) or other bilateral agreements.

3 The allgemeine bauaufsichtliche Zulassung ('national technical approval') does not replace the permits, approvals and certificates prescribed by law for carrying out building projects.

4 The allgemeine bauaufsichtliche Zulassung ('national technical approval') will be granted without prejudice to the rights of third parties, in particular private property rights.

5 Notwithstanding further regulations in the "Specific Provisions" manufacturers and distributors of the subject of approval shall make copies of the allgemeine bauaufsichtliche Zulassung ('national technical approval') available to the user and point out that the allgemeine bauaufsichtliche Zulassung ('national technical approval') has to be available at the place of use. Upon request copies of the allgemeine bauaufsichtliche Zulassung ('national technical approval') shall be placed at the disposal of the authorities involved.

6 The allgemeine bauaufsichtliche Zulasssung ('national technical approval') may be reproduced in full only. Publication in the form of extracts requires the consent of Deutsches Institut für Bautechnik. Texts and drawings of advertising brochures may not be in contradiction to the allgemeine bauaufsichtliche Zulassung ('national technical approval'). Translations of the allgemeine bauaufsichtliche Zulassung ('national technical approval') have to contain the note "Translation of the German original, not checked by Deutsches Institut für Bautechnik".

7 The allgemeine bauaufsichtliche Zulassung ('national technical approval') is granted until revoked. The provisions of the allgemeine bauaufsichtliche Zulassung ('national technical approval') can subsequently be supplemented and amended in particular, if this is required by new technical findings.

II SPECIFIC PROVISIONS

1 Subject of approval and field of application

1.1 Subject of approval The Hilti frame anchor HRD 10 is a plastic anchor consisting of a plastic sleeve made of

polyamide and an accompanying specific screw of electro galvanised steel, hot-dip galvanised steel or stainless steel.

The plastic sleeve is expanded by screwing in the specific screw which presses the sleeve against the wall of the drilled hole.

The installed anchor is shown in Annex 1.

1.2 Intended use The anchor is intended to be used for anchorages subject to static and quasi-static loads in reinforced or unreinforced normal weight concrete of strength classes C20/25 at minimum and C50/60 at maximum according to DIN EN 206-1:2001-07 "Concrete; performance, production, manufacture and conformity".

The anchor may be used in cracked and uncracked concrete. The anchor may be used in the following temperature range:

Temperature range (a): max. short term temperature +50°C and max. long term

temperature +30°C, for example internal conditions

Temperature range (b): max. short term temperature +80°C and max. long term

temperature +50°C, for example outdoor conditions

Specific screws of electro galvanised steel, hot-dip galvanised steel and stainless steel (1.4301 and 1.4567):

The specific screw made of galvanised steel, hot-dip galvanised steel or stainless steel (1.4301 and 1.4567) may only be used in structures subject to dry internal conditions.

These screws may also be used in structures subject to external atmospheric exposure, if the area of the head of the screw is protected against moisture and driving rain after mounting of the fixing unit in this way, that intrusion of moisture into the anchor shaft is prevented. Therefore there shall be an external cladding or a ventilated rainscreen mounted in front of the head of the screw and the head of the screw itself shall be coated with a soft plastic, permanently elastic bitumen-oil-combination coating (e. g. undercoating or body cavity protection for cars).

Specific screws of stainless steel (1.4362, 1.4401, 1.4404, 1.4571 and 1.4578):

The specific screw made of stainless steel may be used in structures subject to dry internal conditions and also in structures subject to external atmospheric exposure (including industrial and marine environment), or exposure in permanently damp internal conditions, if no particular aggressive conditions exist. Such particular aggressive conditions are e. g. permanent, alternating immersion in seawater or the splash zone of seawater, chloride atmosphere of indoor swimming pools or atmosphere with extreme chemical pollution (e. g. in desulphurization plants or road tunnels where de-icing materials are used).

2 Provisions for the construction product

2.1 Properties and composition The anchor shall comply with the specifications and drawings given in the Annexes.

The material properties, dimensions and tolerances of the anchor not given in this allgemeine bauaufsichtliche Zulassung shall comply with the information deposited at Deutsches Institut für Bautechnik.

2.2 Packaging, storage and marking 2.2.1 Packaging and storage

The anchor shall only be packed and supplied as a complete fastening unit.

The anchor shall be stored under normal climatic conditions in its original light-proof packaging. Before installation, it shall not be extremely dried nor frozen.

2.2.2 Marking The packaging, enclosed instructions or delivery note of the anchor shall be marked by the manufacturer with the conformity mark (Ü-mark) according to the Übereinstimmungszeichen-Verordnungen der Länder ('Regulations on the conformity mark of the states of the Federal Republic of Germany'). The marking may only be carried out if the requirements according to Section 2.3 "Übereinstimmungsnachweis" ('Verification of conformity') have been met.

Each anchor is marked with the manufacturing mark, type, diameter and length of the anchor, e.g. HILTI HRD 10x80.

The required minimum embedment depth is marked.

The stainless steel screw is marked according to Annex 1.

2.3 Übereinstimmungsnachweis ('Verification of conformity') 2.3.1 General

Each manufacturing plant shall confirm that the anchor complies with the provisions of this allgemeine bauaufsichtliche Zulassung by means of a manufacturer´s certificate of conformity based on the factory production control and a regular external surveillance, including initial testing of the anchor in accordance with the following provisions.

The manufacturer of the anchor shall organise a recognised certification body and a recognised inspection body to issue a certificate of conformity and for the external surveillance, including product testing that has to be carried out.

The manufacturer shall state by marking the products with the conformity mark (Ü-mark) with reference to the intended use, that the certificate of conformity is issued.

The certification body shall send a copy of the issued certificate of conformity to Deutsches Institut für Bautechnik.

2.3.2 Factory production control Each manufacturing plant shall set up and carry out a factory production control. Factory production control is a continuous surveillance of production by the manufacturer who thus ensures that the manufactured construction product is in conformity with the provisions of this allgemeine bauaufsichtliche Zulassung.

Extent, type and frequency of the factory production control shall be in accordance with the control plan which is deposited by Deutsches Institut für Bautechnik and by the external surveillance body.

The results of factory production control shall be recorded and evaluated. The records shall include at least the following information:

- Designation of the construction product respectively the raw material and its components

- Type of control or test

- Date of manufacture and test of the construction product respectively of the raw material or components

- Results of control and tests and, if applicable, a comparison with requirements

- A signature of the person responsible for factory production control.

The records shall be deposited for at least five years. On request, they shall be submitted to Deutsches Institut für Bautechnik and to the zuständige oberste Bauaufsichtsbehörde ('responsible building authority').

If the test results are unsatisfactory, the manufacturer shall immediately take the action necessary to eliminate the deficiency. Construction products which do not meet requirements shall be treated in such a way that confusion with conforming products is excluded. Once the deficiency has been eliminated, the original test shall be repeated immediately, provided that this is technically possible and also required to verify the elimination of the deficiency.

2.3.3 External surveillance In each production plant, external surveillance shall be carried out regularly, but at least once a year, to check the factory production control.

During external surveillance, initial testing of the anchor shall be carried out and random samples taken. Sampling and testing are done on responsibility of the recognised surveillance body.

Extent, type and frequency of the external surveillance shall be in accordance with the control plan which is deposited by Deutsches Institut für Bautechnik and by the external surveillance body.

The results of certification and external surveillance shall be deposited for at least five years. On request, they shall be submitted to Deutsches Institut für Bautechnik and the responsible building authority by the certification body respectively by the surveillance body.

3 Provisions for design

3.1 Design (concept) The anchorage shall be designed in accordance with engineering practice. Verifiable calculation notes and design drawings shall be prepared taking into account the loads to be anchored, dimensions of the structure and tolerances.

3.2 Design (dimensioning) 3.2.1 General The design of anchorages is carried out in compliance with ETAG 001 "Guideline for

European Technical Approval of metal anchors for use in concrete", Annex C edition August 2010 (hereafter referred to as Annex C of the guideline).

If the diameter of clearance hole in the fixture cannot be ensured pull-through has to be prevented by taking adequate measures (e.g. usage of a bigger washer). The diameter of clearance hole in the fixture given in Annex 2, Table 3 is decisive over the value of Annex C of the guideline.

Shear loads acting on an anchor may be assumed to act without lever arm if the conditions given in section 4.2.2.2 of Annex C of the guideline are fulfilled and if the diameter of clearance hole in the fixture is df 12 mm.

The verification of the immediate local transmission of the anchor loads into the concrete member is proven. The further transfer of the loads to be anchored within the building component must be verified in every individual case.

Additional loads caused by restraint of deformation (e.g. by temperature variations) in the anchor, in the fixture or in the base material have to be considered.

3.2.1.1 Design method A

The characteristic values of the anchor according to design method A are given in the tables of Annex 4 and 5.

For combined tension and shear loads the interaction according to Equations (5.8a) – (5.8c) Annex C of the guideline shall be used.

3.2.1.2 Design method B

The values of the anchor according to design method B are given in Annex 6.

For a group of anchors at an edge under shear load actions only the most unfavorable anchor / both unfavorable anchors of the group at an edge or at a corner are considered.

3.2.2 Displacement The displacements to be expected are specified in Annex 4 and 5, Table 6 and 8. These values are valid for the appropriate loads given in the Tables. For shear loads the hole tolerance between anchor and fixture have to be considered additionally.

3.2.3 Resistance of concrete member The proof for ensuring sufficient characteristic resistance of the concrete member is given in section 7 of Annex C of the guideline.

3.2.4 Resistance to splitting forces The splitting forces caused by anchors should be taken into account in the design of the

concrete member according to section 7.3 of Annex C of the guideline torque- controlled expansion anchors.

4 Provisions for installation

4.1 General The anchor shall be used only as a fastening unit as supplied by the manufacturer (preassembled or packed as a unit).

The length of the specific screw corresponds to the length of the plastic sleeve + 5 mm at minimum. Anchor installation is done in accordance with the manufacturer's specifications and drawings referred to in section 3.1. Before placing the anchor the quality of the concrete member shall be checked (construction records or execution of tests on site) to ensure that the strength class of the concrete in which the anchor is to be placed, is C20/25 at minimum and C50/60 at maximum.

4.2 Drilling the borehole The position of the borehole, including the undercut, shall be determined such that the

existing reinforcement is not damaged.

Holes are to be drilled perpendicular to the surface with hard metal hammer-drill bits.

Drill hole diameter and cutting diameter of the drill bit are in accordance with the values given in Annex 2, Table 3.

The hard metal drill bits must fulfil the requirements given in the leaflet of the "Characteristic values, requirements and tests for masonry drill bits with carbide cutting body which are used for the manufacture of drilled holes for anchoring", published by the Deutsches Institut für Bautechnik in cooperation with the Fachverband Werkzeugindustrie e.V., edition January 2002. According to section 5 it has to be confirmed that these requirements are met. Holes are to be cleared of drilling dust.

In case of an aborted hole the new drilling is carried out at a minimum distance away of twice the depth of the aborted hole or at smaller distance if the aborted drill hole is filled with high strength low-shrink mortar.

4.3 Setting the anchor Tolerances in the base material are to be equalized, that no further stress occurs during installation. Transfer of compression loads into the concrete must be ensured.

If equalization of the base material is necessary the anchor embedment depth and the screw-in length must be kept.

The temperature during installation of the anchor is -10 °C (plastic sleeve and base material).

The preassembled anchor is inserted through the fixture by slight hammer blows and the special screw is screwed in until the head of the screw touches the sleeve. The special screw is screwed in until the head of the screw touches the sleeve, so that the screw tip penetrates the sleeve.

The anchor is correct mounted, if there is no turn-through of the plastic sleeve in the drill hole and if slightly move on turning of the screw is impossible after the complete turn-in of the screw.

The anchor may be set only once.

4.4 Checking the installation During the installation of the anchors the contractor entrusted with anchorages or the construction supervisor assigned by him or a competent representative of the construction supervisor have to be present on the job site. He has to ensure the proper installation.

During installation of the anchors the actual concrete strength and the proper installation shall be recorded by the construction supervisor or his competent representative. The records must be available on the building site throughout the period of construction and must be made available to persons carrying out inspections upon request.

The records must be available on the job site during construction period and they shall be presented on request for inspection. These records, as well as the delivery notes, shall be deposited by the company for at least five years after completion of the construction work.
