de la Santé - Paris, March 6th 2020
ARQ National Psychotrauma Centre (1973; 2007) consists of 9 partner organisations that are specialised in the aftermath and consequences of traumatic events. Each partner organisation has his own expertise and experience, in prevention, diagnostics, treatment, research, policy advice and training.
OBJECTIVE

Total budget: 6,21 million euro Interreg funding: 3,73 million euro Duration: 67 months June 2016 – December 2021
Funded by INTERREG NWE
e-mental health implementation challenges

design Digital infrastructure Awareness and acceptance (job insecurity) 'Blended care’ treatment protocols Agreement on definitions (transparency, reliability, validity etc.)
How?
WP Transnational policy solution for e-mental health implementation - cooperation with national and
EU stakeholders - mapping national and
European initiatives - promoting a transnational
policy solution for EMH implementation
WP communication - communication plan; - 18 transnational thematic seminars
and 6 conferences; - reaching end users and professional
stakeholders
WP long term (post project strategy) - e-mental health platform development; - business case; - baseline assessment
WP Innovative e-mental health product development - (re)developing and piloting 7 EMH
applications (depression, anxiety, PTSD); in co-creation with SMEs, professionals, end-users
- supporting >15 SMEs - innovative ‘evidence based’ quality
testing eMEN:
e-mental health innovation and transnational implementation
platform
WP project management - Steering Committee - Advisory Board - PMO (NL) - Working Groups - 6 months progress reports
RESULTS (1):
7 eMH products further development, tested and implemented in 9
pilots in FR, DE, IE, BE, UK and NL
> 15 SMEs supported with eMH development and/or implementation
5 conferences and 18 transnational thematic seminars in NWE!
RESULTS (2):
Policy recommendation for eMH implementation (including country
profiles); main recommendations:
1) Political commitment, governance and leadership 2) Ensure legal clarity, ethical correctness, privacy and data security 3) Investment (incl. EU funding) and reimbursement 4) Highest standards of quality, usability, interoperability 5) Increase awareness and acceptance 6) Enhance digital health literacy and skills 7) Integrate eMH into established (mental) health care models, the workplace
and education system
RESULTS (3):
Product development and implementation toolkit (‘grid’) ->
multidisciplinary approach
> 50 national stakeholder meetings on eMH
eMEN platform with 130+ stakeholders -> joining the eHealth Hub
platform with 1000+ eHealth stakeholders
Number of end-users reached (with pilots): 24.500

Regio Stars Finalist 2019!
Post-project perspectives (1)
‘disruptive’ technology for the mental health care sector -> not easy to
address eMH challenges in an integrate way
Accessibility and affordability of mental health care; reaching more
people (including ethnic minorities); addressing waiting lists
Development of ‘blended care’ treatment protocols
Integrating eMH in national mental health care policies
Mental health care sector should have a leading role in transition
towards eMH care
Post-project perspectives (2)
Capitalisation: additional funding until 31-12-2021 -> focus on process
innovation and rural areas; cooperation with eHealth Hub platform
eMH -> mental health in the workplace
eMH -> mental health and climate change
Role of Artificial Intelligence (ai):
o breach the gap between limited access and treatment time
o faster and more accurate diagnoses; patient monitoring
Risks: data errors, privacy, bias and inequality, decrease of human knowledge
and capacity over time
