Delivering his ‘State of the City Address’ at the Royal Showgrounds on Monday, Msunduzi Municipality Mayor Chris Ndlela said that, in conjuction with the Department of Energy, the municipality has funded the integrated national electrification project and 2000 homes from the Swapo community will benefit. “This project, and another in Ezinketheni, will be completed before December this year while another in Peace Valley will be completed at the end of the 2014/15 financial year. “More areas will be identified through IDP [integrated develop- ment project] processes according- ly,” said Ndlela. While seven people, including children, were reported to have died of electrocution in the Jika Joe informal settlement, more than five children have died in Swapo after touching electricity wires used by residents to steal electricity from nearby lamp poles and substations. Ndlela said that they are also providing electricity to Vulundlela. “...constant communication has been taking place between the [mu- nicipal] council and Eskom and high masts for phase one will be connected this week,” he said. Recently, Ndlela and then KZN Finance MEC Ina Cronje launched an electrification project for Nhlalakahle residents in the Northdale area. “By the end of October, the 600 homes in the community of Nhlalakahle will benefit from an electrification project, thanks to a partnership with the KZN Provin- cial Treasury” assured Ndlela. The illegal electricity connec- tions are a big concern to the municipality and it has started an offensive to bring this to an end. “Illegal connections and non- payment of electricity are a thorn in our side, not only because we have lost a lot of money but also because we have lost people,” said Ndlela. He said that from July to Decem- ber alone, seven people lost their lives in Jika Joe and the municipali- ty lost one of its staff members, while others were injured due to interference with electricity. All the houses will be electrified despite their conditions, and the municipality will only build better ones when the budget permits. Ndlela was delivering the inaugural ‘State of the City Address’ which was themed ‘Msunduzi, a good story to tell’. He pointed to the delivery of houses, water and electricity as things that were demanded by many struggle hero’s from the apartheid regime as a part of service delivery. He said that if they were alive to- day, they would be happy to see the change in the lives of many people. He said these include John Langalibalele Dube, iNkosi Albert Luthuli, Harry Gwala, Nelson Man- dela, Lilian Ngoyi, AS Chetty, Oliver Tambo, Wally Adams, Helen Suzman, Peter Kerchoff, Chris Hani, Moses Mabhida and Anton Mfenendala Xaba. He also singled out Councillor Truman Magubane as one of the living struggle heroes who can attest to the positive work that has been done to improve service delivery since 1994. His address, which was attend- ed by councillors, business leaders and MP’s, mirrored the State of the Province Address by Premier Senzo Mchunu last Thursday, and the State of the Nation Address by President Jacob Zuma held recently. Ndlela said that the main aim was to report back to the citizens of the municipality about the progress that has been made since the estab- lishment of the municipality 18 years ago. He said ‘the State of the City Address will be budgeted for as an annual event He, howev- er, said it does not replace izimbizo which are still to continue. Offensive to rid city of street children DUMISANI ZONDI >>[email protected] THE street children living next to Upper Crust in the city centre are to be chased away, as they pose a threat to the city traders, according to mayor Chris Ndlela. Ndlela unveiled the municipal plan to move the children who have made a home for themselves along Hesom street, between Upper Crust and Jonathan’s Spar, as he delivered his ‘State of the City Address’ at the Royal Showgrounds on Monday. “The street kids are going to leave. We can’t allow that kind of practise within our governance precinct,” said Ndlela. It is believed that some of the street children intimidate traders with their unruly behaviour. Ndlela said that a place will have to be found to accommodate them or they “must just go back to their various homes.” “They must just go, they must go some- where else or go back home,” suggested the mayor. Many might be relieved to hear the news, as complaints have often been raised about these children in this particular area. It is suspected that some of the children living in the lane, and those who used to live on Henrietta street, relieve themselves wherever they please as they do not have access to the public toilets at night. KZN Social Development spokesperson Ncumisa Fandesi responded by saying it would be correct to engage the city rather than the department. “This is a mayoral programme and I am not going to allow you to ask me about a municipal programme,” she said, adding that whatever the municipality decides to do about these children, they will be part of it as a department. She said as a department, they have not received any complaints about the children or their conduct in the lane. THE number of high school girls hookedon Kuber tobacco is increasing.

According to Plessislaer Youth Deskchairperson Sbonelo Shangase, some of thegirls have confessed that they use the drugbecause their parents use it at home.

Kuber is a chewable tobacco, rich innicotine, which is labelledasabreath freshen-er and sold in shops in plastic sachets forR2.50.

Another concern that Shangase raised isthatmostof theusersdon’tchewthis tobacco, but rather insert it inside their private parts.

“This is a foreign drug which is found inChinese shops. The private parts of a female, areverysensitiveand need tobehandledwithcare.

“Just takeanormalcigaretteand inhale thesmoke. It’s sensitive to the nose and that is anindication that it is harmful and it causesdanger,” said Dr Nomathemba Singaphi.

She said that African people stronglybelievethatcancerisaforeigndiseaseandthatis absolutely not true.

“By inserting these things inside theirprivate parts, they are inviting diseases likecancer. This drugmay have a chemical that isdangerous to the body and that may result inexposing the body to diseases.

“There aremyths about these things; thereare people who are drawing young girls intobuying these things, telling them that thesedrugs stimulate sex. That is a lie. What thesethings do to the human body is destroy,” shesaid.

Singaphi added that the myth that thesedrugs can stimulate their sex lives leads tounsafe sex which is often followed byunwanted pregnancy and abortion.

Kuber tobaccois dangerous

>> Kuber is becoming aproblem amongst theyouth who are using itas a sexual stimulant

Side effects of the drugs

>> Dizziness, headaches, sleeping, weak teeth and gum bleeding.>> In the long run, the after effects could cause tooth discoloration, holeson the gum line and cervical cancer. Sometimes women can become infertile.>> A further caution is that Kuber is a cause for concern because of themental health issues associated with it.>> It impairs memory and causes depression even mere addiction to it isa mental problem. Fingernail shock>> Women finds human fingernail in her bowl of 2Minute Noodles

DUMISANI ZONDI>>[email protected]

A PANORAMA Gardenswoman and her 13 year-olddaughter suspect that a

fingernail allegedly found in a packofNestlenoodles is thecauseof theirrunningstomachandvomitingsince9 June.

Rosemary Mabizela said that onthe day she prepared the noodlesand ate them, she discovered ahuman fingernail in the food.

“Something prickled my tongueas I was chewing and I picked it out

withmyfingers.Ithenrealiseditwasa human fingernail and I was soshocked,” she said.

Mabizela said she subsequentlybegan to have a runny stomachbefore vomiting.

To her surprise, her daughterPhilile too suffered the same fatelater that week.

She used the telephone contactson the packet to phone Nestle tocomplain.

“Nestle then sent a couriercompany to come and collect thepacket and the fingernail, but I gavethem the packet only.

“They left without takinganything. I want to keep the finger-nail as evidence.

“I had to go to the doctor on 11June. I left my daughter behindbecause hers was not as serious asyet. But I had to take her as well tothe doctor on Saturday, 21 Junesince the sickness did not stop,”explained Mabizela.

Mabizela said it was only whenher daughter got worse that sheadmitted that she had “stolen” hermothers noodles from the bowl onher return from school.

“Thereare fiveofushereathomebut only the two of us are sick. Thisis clear proof that the source of thesickness is that packet of noodlesthathadthenail in it.Allotherfamilymembers are fine.

“Nestlekeepssending for thenailbut I’mnot going to give it to anyonebecause if we die, people need toknow the cause,” said Mabizela.

NestléSouthAfrica spokes-person Motshidisi Mokwena saidMabizela’s refusal to hand over thenail has prevented them frominvestigating thematter, addingthatthe safety and quality of theirproducts are non-negotiable andtheyhave strictmeasures inplace toensure that.

“Untilwereceivetheforeignbodyfrom the consumer, there is nofurther action that we can take.

“We have informed MrsMokwenathatwearestillwaitingforher to reconsider in order for us toconduct the investigation,” saidMokwena.

PHOTO: DUMISANI ZONDIThe fingernail which Mabizela says came out of the noodles she ate withher daugher Philile. She says this caused them running stomachs and andvomiting.

Crazy about crochet

NICOLE JOHN>>[email protected]

RETIRED staff member and dear friend of theKwaZuluNatal Museum, Mabongi Mtshali, spends many of her Saturday afternoons with

a group of children teaching them how to crochet andsew.

The group of about seven children are betweenthe ages of 10 and 12, and live nearby Mtshali’s homein Caluza near Edendale.

They meet on Saturday afternoons when they areavailable and spend time together crocheting.

Mtshali said that she began teaching them howto sew which started with making dolls which she gotfrom Australia.

“When it got to making the hair for the dolls, wehad to knit and crochet.”

Together, the group has crocheted a blanket andareinthefinalstagesofcompletingitnowthatexams

NALINI NAIDOO

EVERY morning, staff at Asmalls inRetief Street have to navigate theirway through a smelly sea of urine

and faeces. The back of their premises onPrince George Street is being used as apublic toilet.

For more than a year, staff membershave been cleaning up the messthemselves, but now Asmalls directorYunus Asmall asks how long can they goondoing this. He said the staffwhodo thecleaning do it voluntarily but that thesituation had become exploitative anduntenable.

This, plusthefeelingthattheMsunduziMunicipality had abandoned downtownPietermaritzburg, motivated Asmalls toinviteotherbusinesses in theRetiefStreetarea to form a committee to look atrevamping their block.

Businesses involved include Ellerines,Quickserve,NuShop,WaltlooandBallimsPharmacy.

They want to adopt the block andembark on revamp, but in order to do soin a sustainablemanner theyneedbuy-in

from the municipality. However all attempts to get senior

municipal officials to attend their meet-ings have proved fruitless.

“This area was ignored and neglectedduring the apartheid era and it seems thesame thing is happening now,” saidAsmall.

KanthaNaidoo,HRmanagerand legaladviser at Asmalls, said safety andsecurity had become a major issue.“When there is a breakdown in law andorder, it is very easy for crime to thrive. This is what we found was happening —the piles of rubbish, the traffic chaos anduncontrolled informal trading that wasallowedtomushroomhasmadeiteasyformuggersandpickpocketstooperateinthearea.”

AccordingtoNaidoo, thegroupstartedmeetinginlate2013andtheSouthAfricanPolice Service had come on board. The businesses have tried to keep theareas around their shops clean, but theyfeel that they are fighting a losing battle. This is why they are looking for a morelong-termandsustainedplanofurbanre-newal for their precinct.

Asmall said they were mindful of thefact that there were certain formalbusinesses contributing to the mayhemand this was why upgrading the areawould also require the strict enforcementof regulations and bylaws.

For Naidoo what they are trying toachieve is similar to New York City’sbroken window policy — fix the littlethings tohelp crimediminish. She saidallthey want is a clean-up, a fix-up and afacelift of the area and they do not expectthe municipality to do everything.

“It is about a partnership. We’ve beenaskinghowcanwework together toupliftthisareaandmakeitsafeforresidentsandvisitors to the city,” she said.

Champion of the city’s UrbanRenewalProject,Madeleine Jackson-Plaatjies, haswelcomed the initiative. She invited thegroup to contact her office so that ameetingcanbescheduledbetweenrepre-sentatives of the Retief Street Precinctcommittee and relevant seniormunicipalmanagers.

“They can present their ideas and wecanworkonfindingmiddlegroundsothatwe can work together for the bettermentofourcapital city,” Jackson-Plaatjies said.

She added that the municipality wasworking on developing a plan that willdeal with the cleanliness of the city on asustainable basis.

“Thisplanwill beput intomotionearlyin the new financial year, which starts inJuly, when we will be in a position toaccess funding from theExpandedPublicWorksProgramme.Thedeputymunicipalmanagerforcommunityservices,BoniweZulu, willmanagethisprogrammeaspartof the Pietermaritzburg Urban RenewalProgramme,” Jackson-Plaatjies added.

ECHOA call to the

youth

CRIME in Imbali has become such an issue that it has warranted a youth convention by local churches in a bid tofight its scourge.

Reverend Mkhothameli Bongimpilo Shamase said the twoday youthconvention is scheduled to begin witha parade from Mehlokazulu to Zamazulu secondary school, which is thevenue of the convention, at 1pm onSaturday.

He said this stems from reports andobservations that youth from theseschools and others are responsible formugging others as they go to school.

“While others are the cause of thecrime, some youth have become victims of it and that has made us comeup with this convention to fight crimeand other social ills,” said Shamase.

He invited all the youth and residents to be part of the gatheringat which artists such as MvuseleloButhelezi, Maqeda and Mhlekazi willentertain while Pastor Vusi Dube is alsoexpected to deliver a speech.

For further information, con-tact Reverend Shamase can at082 335 4741.

Unfortunately, my area is knowntobeadrug lordandgangster’s para-dise. Theunemployment rate is high, but some of us who were lucky andlearnt skills are trying to give back tothePietermaritzburgcommunityandare being rejected.

SILVER Heights Secondary School held its annualfundraising golf tournament recently at Howick GolfClub.

The school is indebted to the Midlands Golf Clubfor bringing teachers, golfers and the business sectortogether in a highly successful event.

The funds that have been raised provide anecessary source of upliftment for the school.

The school is faced with the task of renovating anageing infrastructure and the support the school isreceiving is very important.

Once again, my sincere thanks to all roleplayers.

IN order to address constructively Pietermaritzburg’s crisis, residents shouldapproach their ward councillors andoutline their grievances.

We should ask them critical questionsregarding the sad state of our city and itssuburbs. They are responsible for much ofthe service delivery that affects our dailylives.

Councillors are the legitimate link between communities and the municipality.

If the municipality is not delivering, itis the responsibility of the councillor tobring it to the attention of the city council.

In terms of the Municipalities PublicParticipation Policy, all ward councillors receive funding and support from the municipality.

We need to tell the councillors, in no uncertain terms, that their indifference to ourcomplaints will not be tolerated. We wantto see service delivery and ethical leadership.

If our councillors are not interested indoing their jobs diligently, we should askthem to resign. Some believe that weshould be privileged to get a hearing fromthem. They owe it to us for the positionsthey hold, and not vice versa. Pietermaritzburg residents deserve better.

Our Constitution encourages the involvement of communities and community organisations in matters of local government.

SINCE its launch in 2010, the VW Polo hatch hasconsistently been the second bestsellingpassenger car in South Africa.

The new Polo has been enhanced both visuallyand technically. The driver assistance and infotainment systems as well as the new TSI engines and theaward winning DSG gearbox, have taken the new Poloto another level. Thanks to these TSI engines, the newPolo’s fuel economy has been improved by as muchas 20%.

Visually, the new Polo can be identified by asharper front and rear design. In addition, the newmodel introduces fresh colours, new interior materialsand new specifications. The new Polo now comes inthree equipment levels: Trendline, Comfortline andHighline. Customers who want a Polo with rugged butsporty looks can opt for the CrossPolo.

Assistance systems that are traditionally associated with cars found in upper segments have foundtheir way into the new Polo. For example, the Polois the first vehicle in its class to include an automaticpostcollision braking system, which automaticallyinitiates braking once it has been in an accident, inorder to prevent a subsequent collision.

The radio has been upgraded to a modularinfotainment system. Depending on the equipmentlevel, this includefunctionssuchasbluetoothconnectivity and a proximity sensor.

This sophisticated design of the Polo has nowbeen made even more precise, and the newly designed headlights and tail lights have their very owncharisma. The new Polo has been launched with fuelefficient TSI engines. Initially only the fourcylinder1.2 TSI engines are available, with power outputs of66kW and 81kW.

The entrylevel derivative’s TSI engine delivers anoutput of 66kW at 4 800rpm. The claimed combinedfuel consumption of this engine is as low as4.9l/100km. This engine is mated to a fivespeedmanual transmission, and is available with theTrendline and Comfortline derivatives.

The higher specification model is the 1.2 TSI, whichdelivers an output of 81kW at 5 000rpm, and attainsa fuel consumption value of 5.1 l/100km. The 81kWengine is available in the Highline derivatives as wellas the CrossPolo.

An extra safety feature, known as the Driver Alertsystem, is standard in Highline derivatives. It detectswhen a driver’s concentration begins to wane, andemits an acoustic sound, while a message appears inthe instrument cluster recommending a break fromdriving.

The new Polo comes standard with a 3 year/45000km Service Plan, 3 year/120 000km warranty anda 12 year anticorrosion warranty. Service interval is15 000km.

The new VW polo boasts sharper lines andgreater sophistication.

31A problem of identity

THABO DLADLA

IT is now history that Spainwas knocked out of the 2014World Cup in group stages.

Does this make theirphilosophy less relevant oroutdated? Itwouldbenaïve tothink along these lines. In factit is a sign of ignorance.

All the great footballnations have philosophiesthat form the foundation oftheir football.

It is not possible to beanother person.

Presently, South Africanfootball has a problem ofidentity. We have failed torecognizethatwearedifferenttoothernationsinmanyways.Presently, all the nations inthis tournament playdifferently, mainly becausethey are different people.

I am sure the way they

dance, pray, celebrate, thefood they eat, customs andculture etc. is different.

We are probably one of thefew nations that have triedevery other nation’s philoso-phies.

It is easy inSouthAfrica forforeigners to impose theirideas. In fact, the powers thatbewill give youall the supportas long as you come fromabroad. We still have a longway to go before overcomingthe effects of colonialism.

Thechallengeistooutgrowthe stage of information andknowledge consumption. Weneed tobegindeveloping foot-ball coaching material basedon the qualities, culture, strengths and mentality ofSouth African footballers.Thisrequiresresearch,obser-vationand lots of experiment-ing.

The year 2014was the endof an era for the Xavi group inthe Spanish national team.

This is a group of playersthat have won almost every-thing in footballhistory.Span-ish football remains powerfulbecauseof the foundation laidover the past 20 years. SouthAfricansneedto focusontheirchallenges and start doing theright and correct things.

There are no short cuts inlife.

A week ofquality cricket>> The goal is to be selected for the Sunfoil development team

A GROUP of 300 giftedyoung cricketers fromKZN, Gauteng, Border,

GriqualandWestandWesternProvince have taken to thefields of Hilton College for the2014 Sunfoil TownshipTournament, now in itsseventh year.

The tournament is a keyelement of a successful devel-opment programme run bythe Kwazulu-Natal CricketUnion (KZNCU) and Willow-ton Group, manufacturers ofSunfoil cooking oil, to givedisadvantagedyoungsterstheopportunity to competeagainst other quality playersin match conditions to boosttheir skills and confidence.

The ultimate goal of allplayers is tobeselected for theelite Sunfoil developmentteamwhichwillbeannouncedat the end of the tournament.

“This year’s tournamentpromisesahigher standardofplay than ever before,” saidLinda Zondi, the KZNCU’sTownship DevelopmentManager.

The format remains thesame.

Twenty-four teams madeup of 12 Under-19 and 12Under-15 sides will play 49matches, with 20 overs permatch.

“Wehave introduced somechanges.Wewillbeplayingon

two fields this year instead ofone. We have also invited afourth province from outsideKZN to participate. Griqua-landWest will be joining Gau-teng, Border and WesternProvince in bringing one Un-der-15 and one Under-19teameachtothetournament,”said Zondi.

Shoaib Moosa, Sales andMarketing Director ofWillowton Group said thatThe Sunfoil Township Cricketprogramme is inspiringyoung cricketers to develop alove for the sport.

“There is no doubt that weare seeing an increasinggeneral awareness of thesport in the townships, alongwithanever-growingenthusi-asm for the game amongstdisadvantaged youngsters asa result of our developmentpartnershipwith theKZNCU,”Moosa said.

Moosa and Zondi believethat the annual SunfoilTownship Tournament hasbeen a major factor in thesuccess of the 55 townshipteams playing in the Durbanand District Cricket Unionleague in the 2013/14 season.

“We were delighted to seefive of the teams win theirleague. Our kids are scoringrunsand takingwickets. Now,when theyplay league games, they play to win. Before, they

went out to play with theattitude that they would bebeaten,” said Zondi.

Two of the townshipplayershavealsobeenaccept-ed into the Suncoast CricketAcademywhichisthetrainingground for the Dolphins Bteam.

There are six townshipboys attending GlenwoodPrep on School financialassistance and another tenwho are being educated atother respected schools withKZN, the assistance ofsponsors like Super Sport andother families within theseschools have played a majorrole in this regard.

“It is also rewarding to seethat four township girls werechosen to represent KZNProvincialUnder-19 team lastyear,” Zondi said.

Apart from the300playerstaking part in the SunfoilTownship Tournament, thereis a working committee ofalmost 150 people who scoreand coach, selectors, umpiresall of whom will be staying atHilton College’s world classfacilities this week.

The tournament is anexcellentopportunityforplay-ers to gain match awarenessand enhance their perform-ance but it also gives coachesthe opportunity to improvetheir skills, Zondi believes.

Thedepartureof somanyplayersmay lookdaunting for United’s head coach SteveKomphela, but the situation is under controland some changes were overdue.

Financial challenges and lack of majorsponsorwere someof the reasons that changewasneeded.TheTeamofChoicemanagementcannotaffordsuchhighpaidplayersorplayersthat spend the majority of their season beingsick.

The good news is that Abel Mabaso (rightback), Rodney Ramagalela (striker) andKwandaMngonyana (centreback)areexpect-ed to come on board from Sundowns.

United’s chairmanFaroukKadodia recent-lyconfirmedthatnegotiationsarecurrentlyongoing with the Pretoria outfit.

Meanwhile AmaZulu general managerPeter O’Connor says the club are still on thelookout for players in two positions as theyprepare to step up their pre-season trainingthisweek, their secondoneback following theoff-season.

Msunduzi Mayor Chris Ndlela saidthat the local football club will not leavetheHarryGwalaStadiumandthecityforPort Elizabeth as its home base.

Although he did not have the figuresonhim,Ndlelasaidthat thedeal isbetterthan the three-year sponsorship ofR36 million which had been put on thetable by the Nelson Mandela BayMunicipality.

Ndlela said that there are a numberofstakeholdersinvolvedinthenewdeal. He also added that Maritzburg United’spresence in the city is good for localfootball enthusiastswhowant topursuea career in the football world.

Ndlela said that the Msunduzi

Municipality will be the guarantor forMaritzburg United’s annual sponsor-ship,andsaid that theyareaiming togetthe sponsorship from various stake-holders

“Maritzburg United’s presence isgood for Pietermaritzburg. The young-sters begin to aspire to be professionalfootball players because they watchprofessional football week in and weekout. Also, sports fans take time towatchfootball.

“The offer is better than what wasbeing offered in the Eastern Cape. Butobviously we have put other conditionswhich will see the city and the people ofthe province as well as the people of thedistrict of uMgungundlovu derivingsome benefits out of it,” said Ndlela.

The sponsorship is reportedlyworthR12 million a year.

“Coming in as a guarantor, we are

mindful that if we don’t succeed inraising what we have guaranteed, wewill foot the bill as the council. But webelieve it is worth doing that in theinterest of the citizens of the city.

“We are hoping that we will get theguarantee we have made to them fromtheprivatesector. Ifwedon’t, fullcouncilendorsed that we serve as the guaran-tor,” said Ndlela.

Maritzburg United’s marketing andcommunications manager Brian Zumaalso released a media statementconfirming the news.
