Municipality targets high earning consumersNQOBILE MTOLO>>[email protected]
WITH the MsunduziMunicipality debt increas-ing by 2,6% from last year
June to last year December, pushingthe debt up to R1,69 billion, themunicipality is targeting municipalconsumers who can afford to paymunicipal services, but are reluctantto do so.
Msunduzi Municipality ChiefFinancial Officer Nelisiwe Ngcobo
told Exco said that the high-earningmunicipal consumers are low-hang-ingfruit,andtheyarethemainpriori-ty.
She presented the 2014/ 2015mid-year budget performancereview, saying that the collection rateis a challenge.
“As management we haveappointed service providerswhowillassist us with collections. BeforeDecember last year, we appointedTransUnion to analyse our debtors’book. They gave us a report in
including our contract employees,but they owe the municipality.
“They [TransUnion] havereconstructed the ID numbers thatwere on the system and theiraddresses. In our debtors book, we
willnothaveaproblemcontactingtheperson to come and pay. Our firstpriority is thepeoplewhoareearningwell,” said Ngcobo.
In June last year, the averagecollection was 101% and inDecember, that decreased to 94%.
“That is notwhatwewant.DuringJuly,August andSeptemberwehadachallenge because we did not haveenough debt collectors. Those who
we had appointed left because theywere on contract and joined otherdepartments,” said Ngcobo.
By last year December, Msunduzihouseholds contributed 62,57%towards the billion rand debt while
government departments andbusinesses contributed 7,39% and21,68% respectively. Ngcobo saidthat the municipality is intending toclear the other debtors whocontribute 8,35% towards the totaldebt.
Ngcobo said that another majorworry is unspent grants.
“Weareconcerned thatwearenotspending as much as we want to
spendbutthemunicipalmanagerhassincestartedmeetingseveryMonday,where all the project championsreportontheircash-flowandonwhatthose departments are doing tocorrect the situation,” addedNgcobo.
The challenges the municipalityface include revenue collectionswhich are not enough, fluctuatingdebtors and the inability to spendgrants.
“Slowlyweareeatingintothedebt,if ourconsumerspaymore thanwhattheyarebilled,”saidMsunduzimayorChris Ndlela.
Ngcobo said that they will investi-gate factors which may have causedunder-collection.
“The collection rate for Decemberwas very low and it should not havebeen like that, taking into accountthatpeople get bonuses inDecember.We are going full-swing withdisconnections. We even disconnectpeople who are in high places, but Iam not mentioning names,” she saidwith a laugh.

Ntokozo Nxele is one of thematriculants from Siyanda Second-ary School in Sweetwaters whopassed with flying colours lastyear.
Hisdreamistostudymedicineandmake a difference in the Okhalweniarea in Sweetwaters, which is hishometown.
Speaking to the Echo aboutthe hardships of paying all hisuniversity fees, he said he has been
abletopayhalfoftheaccommodationfees, and only the registration feeat the University Of KwaZulu Natal(UKZN) inDurbanwherehehasbeenaccepted.
“I haven’t paid the tuition fees andhalf of the accommodation fees havenot been fully paid,’ he said.
Nxele passed with A’s in allhis subjects - mathematics, physicalscience, English, geography,life orientation, IsiZulu and lifesciences.
“My mother, who is a domesticworker, managed to get a small loanfrom the bank. That helped me topay half of the accommodationand the registration fee.
“I am appealing for help fromanyone who could assist me withpaying the outstanding fees so that I
can start my new journey.“At the moment, the tuition fees
are my biggest worry. I’m a hardworker and I promise that if I’moffered help I will never disappoint,but I will work harder.
“Helping me would also be abenefit to others as I will strive toworkhard inchanging the livesof thepeople in my area.
“It has always been my dream tostudy medicine and to see anincrease number of young peoplein the field of medicine. This wouldbe putting Sweetwaters on the mapandIwouldbeflyingtheflagofthecityof Pietermaritzburg as awhole,” saidNxele.

SINCE 2008, the country has beenexperiencing a crisis of power cutsanditdoesn’t look likeasituationthatwill be sorted out any time soon.
In a recent statement, Eskomurged all South Africans to partnerwith them to save 10% of electricityusage throughout the day.
They added that saving electricitywill make it significantly easier tomanagethepowersystemduringthischallenging time. As power cuts
continue, here are some tips on howto deal with load shedding:
•Ensure your cellphone is alwaysfully charged when power isavailable.
•Ensure your car, bakkie or bikealways has petrol in the becausepetrol stations cannot pump fuelduring power outages.
•Ensure you have enough cashbecause ATM’s cannot operatewithout electricity.
•Release automatic electricgarage doormechanisms so that youcan gain access to your property
during a power outage.•Release electric security gates
and switch to manual operation toavoid being either locked out of or inyour home.
•Keep a torch with fresh batteriesby your bedside at all times.
•GetasmallLPgaslamp,asitgivesgood quality lighting for a large area.
•Boilwater andkeep it in thermosflasks for hot drinks for when thepowerisscheduledtobeswitchedoff.
•Prepare meals beforehand incase of power cuts.

JOBseekers need towatch out forjob scams.
Taryn Heathcote fromrecruitment and staffing companyExpress Employment Professionals,said that there are a couple of scamson the market which include fax toemail scams, interview or trainingpayment scams and work-from-homeopportunities, tomentionbut afew.
She advised job seekers toinvestigate the advertised positionand the potential employer.
“Bear in mind that manycompanies do use the 086 faxnumbers legitimately andprofessionally for business, so trustyour gut and employ your investiga-tiveskillsbeforeyoumakeajudgmentcall.
“Fax toe-mail servicesareusedbythese scammers and the fax numberissetuptoincurchargesbeyondstan-dardrates,sothejobseekergetsover-charged on their phone bill and the“recruiter” earns revenue foreverypagethatgets faxedthroughforthe fake position,” explainedHeathcote.
To avoid being a victim of thisscam,shesaidit is importanttoverifyif the company’s contact detailsactuallyexist,andtocheckfortheVATnumber.
“Make sure that fax is not the onlyway to communicate with them.Insistone-mailingyourCVandif theystill insist thatyoushould faxyourCV,they’re probably not legit,” saidHeathcote.
Another employment scaminvolves job seekers paying fortraining or registration before a jobinterview. Heathcote said that oneshould not pay a recruiter to getemployedortobeinterviewedforthatmatter.
“Legitimate recruiterswill not askyou a fee to get registered on theirdatabase, because they are gettingpaid by companies to recruit staff forthem,” she said.
She also advised job seekers toguard against illegal work-from-home opportunities which includetypingwork,addressingenvelopesofany kind, addressing labels of anykind, filling of envelopes of any kind,administrative opportunities,compiling data and direct sellers ofconsumer goods that do not honestlyidentify themselves, the firm andtheir product offering in theiradvertisements.
She said that since 2011, 99% ofwork-from-homeopportunities have
been outlawed by the South Africangovernment.
“Being involved in an illegalwork-from-home opportunity is acriminaloffenceand ispunishablebya fine not exceeding R200 000 orimprisonment for a period notexceeding five years, or both a fineand imprisonment,” warnedHeathcote.
Job scams are also linked toidentity theft.
“Some people in these jobadvertisements ask for photos alongwith your CV. Be vigilant. Don’t sendany photos via the internet andcertainly don’t provide any otherdetails such as your ID or homeaddress.
“This can lead to identity theft andfraud which is a huge threat. Watchout for spelling, grammar, andpunctuationmistakesinjobads.Itnotonly indicates a lack of professional-ism, but also betrays a scamartist’spotential lack of education.”

University of KwaZulu-Natal(UKZN) graduate Slindile Bhenguis one ofmany graduates in SouthAfrica who are unemployed.
After finishing her studies atone of the high schools in theMkhambathini area, she enrolledfor a teaching diploma.
She matriculated in 2000.“At high school we never
received career guidance and wewerenever exposed to a variety ofcareers.
“By the time we matriculated,we never really knew what wewanted to study at a tertiarylevel.
“In 2001 and 2002, I enrolledforateachingdiplomaatoneoftheteaching colleges. I was alwaysdiscouragedbya lotofpeoplewhotold me that the teachingprofessionwas fading and that bythe time I finished my diploma,Iwouldnot get employment,” saidBhengu.
Without any proper guidance,Bhengudroppedoutofcollegeandchanged to what she viewed as a‘sophisticated course’.
“I studied psychology but dueto financial restrictions, Idroppedout. I received credit for the
modulesI hadpassedandin2004,I managed to obtain a humanresources diploma from UKZN,”said Bhengu.
Bhengu spent most of her timeapplying for internships but shenever received any feedback.
“I was unemployed until Ipassed the age limit forinternships,” said Bhengu.
She only got employed sevenyears ago by a retail company asa cashier.
“I have given up looking foranother job. Maybe it was justnot meant to be. Maybe I need tofocus on the job I have andmake it work for me,” saidBhengu.
Bhengu is not alone.It has been reported that last
year, the number of discouragedjob seekers increased by morethan 200 000.
The South African unemploy-ment rate decreased to 25,40% inthe third quarter of last year from25,50% in the second quarter of2014.

THE Economic FreedomFighters (EFF) in the KZNprovince say that the African
National Congress (ANC) will have tokick them out of parliament andthey will resist the rule to banthem from wearing overalls andgumboots.
Last Wednesday it was reportedthat sub committee chairpersonRichard Mdakane revealed thatthis year, they would be strict aboutthe way Members of Parliament(MPs) dress.
This includes banning EFFmembers in parliament fromwearing overalls and gumboots inparliament.
The EFF’s convener in KZN,Vusi Khoza, told Echo that the rulingparty cannot dictate how they shoulddress.
He said instead of discussingimportant issues like education,the ANC is “whining” about issuesthat don’t matter.
He bashed on the ANC for turninga blind eye on matters that affectthe education system in thecountry.
‘There are schools that have notbeen delivered text books and somedon’t have toilets,’ said Khoza.
“There are so many issuesthey should be discussing. In theeducation system we are facedwith so many irregularities. Thereare still schools without toilets,books that have not been deliveredand over expenditure.
“Visiting schools as the EFF,we are exposed to great disappoint-ments. Their focus should beonhow they can better the educationsystemthathasgoneon itsknees,”hesaid.
Khoza said that the ANC hasdictated enough and it will notsucceed in telling them how theyshould be dressed.
“Theyhavenotbeenexemplary intheir suits and ties, all we have seenis corruption,’ he said.
“People cannot be judged basedon how they are dressed. Theyare trying to apply the rules thatwere used in the old governmentand it is not going to work.
“If we allow this, it means theywill tell us when to sleep or wakeup, they will even tell us what to eat.As theEFFin theprovinceofKZN,wewill not let that happen.
“We are not working for theANC or parliament. We are workingfor the people who voted for us inMay so theANCmust forget that theywill win with their dictatorship,”added Khoza

Creative arts college for PMBEDWARD WEST
STUDENTS should forget aboutfinishing their courses andheading to Johannesburg for a
job and rather focus on starting theirown companies.
This was said at the launch of theCreativeArtsCollege inPietermaritz-burg recently, the first tertiaryeducation institution in the city thatfocuses on preparing students for acareer in thebroadermedia industry.
The college in Victoria Street is anexpansionoftheCreativeArtsCollegeinDurban- thecolleges represent theeducation division of the SouthAfrican Film Institute.
College academic facilitatorNivashni Pillay said registration forthe college in Pietermaritzburg wasalready going “exceptionally well”.
All the courses are designed toprepare students for the industry,and, according to Pillay, each courseeven has an entrepreneurshipmoduletoencouragestudentstostarttheir own businesses once they havefinished their courses.
The courses include musicproduction, movie technology,graphic design, animation,journalism, beauty therapy,performing arts, fashion design,radio production, advertising,scriptwriting, and DJ and musicindustry operations.
The college is accredited through
the Media Information andCommunication Technologies SectorEducationTrainingAuthorityandthethree-year courses are accredited
through UK-based City & Guilds, aninternational education agent.
DepartmentofTradeandIndustry(DTI) deputy director-general
Mzwakhe Lubisi said creative artswas one of the sectors that thegovernmentwaspushinghardtohelpre-industrialise the economy.
“Wewantyou togetaway fromthementality that you are leaving thiscollege to get a job in Johannesburg.We want you to start your owncompany,” he said.
Lubisi said the DTI had a range ofincentives for entrepreneurs, suchasgrants for the formation of co-opera-tive, that young entrepreneurs coulduse to form their own companies inthe creative arts.
Therewerealso, for example, filmproduction incentives.
“We want to see a proliferation ofco-operatives and we want to helpyou to grow them,”he said.
Kevin Pallium, chief executiveofficer of the Creative Arts College,saidoneofSouthAfrica’s competitiveedgesintheworldwasitsrichculturaldiversity, as expressed in its arts andmedia.
He said in this countrypeople onlyassociate factories, farms and officeswith industry, but the Create ArtsCollege was helping to create aplatformtoestablishabiggercreativearts industry.
“The power of the creative mediais known to the powerful,” andwestern countries were increasinglyturningtoAfricaforrenewedcreativestimulation.
“It must remain under ourownership,” he said.
One of the college’s mottos is:“Choose a job you love and you neverhave to work a day in your life.”

A LOCAL film documentary “Ingoma”, thatreveals the preparations of the Ingoma event,will air on ETV on Sunday.
The lead character is none other thanNkululeko Mthembu, who was born and bredinNhlazuka inRichmondwhere thedocumen-tary was filmed.
The documentary highlights Mthembu’snegotiations on a learning journey aboutindigenous music, preparing the event andlearning about Inkosi Dingane.
Echo spoke to theproducerof thedocumen-tary, AyandaMama,who said that filming andall the preparations of the documentary werea success.
“It’s a 23minute documentary that focusesonthe journeyofayoungmanandhisprepara-tions for an event,” she said.
“It was a great success and one gets tosee the real person in the lead character. He(Mthembu)hadinvitedIngomagroupstocomeand be part of the day.
“The weather was not on our side butMthembureceiveda lotofsupportandnineoutthe 10 groups he invited did show up.

The Brian dot Khoza’sRhythm And Poetry Sessionevents will be held every lastSaturday of the month at TheRed Door in Quarry Road.
The upcoming music andpoetry session will be on 31January and will run from1pm to4pm,with an entry feeof R50.
“I lovemusic. I lovehiphopand poetry. Without a doubt,we have a lot of hidden talentin Pietermaritzburg but whatwe lack is the platform. Mostlocal artists relocate toGauteng to establish theircareers because they do notknow how to get to the nextlevel. This platform willintroduce artists to the localcrowd and will give themexposure to other opportuni-ties,” said Khoza.
He also added that therhythm and poetry sessionswill allow artists to sell theirmusic to crowds in attend-ance.

VusiLetsoalohasstartedabroadcast-ing academy in a bid to provide skillsdevelopment to aspiring presentersin historically disadvantagedcommunities.
The award winning radiopersonality, with 22-years radiobroadcasting experience, willconduct workshops across theprovince, starting on 16 February.
In an interview with Echo,Letsoalosaid thiswill be the firstof itskindinSouthAfricawherepeoplewillbe offered a course on the basics ofradio presenting.
He said that while tertiary institu-tionsfocusonradioproduction, thereis very little on radio presenting.
“After listening to many youngpresenters from different radiostations, I realized that there wassomething missing. There are somanyunskilledpresenters,andtheseworkshopsareaimedatbridgingthatgap. This course is about unearthingyoung talent and developing it.”
Students will be taught on thebasics of radio presenting, voiceprojection, news reading, setting upinterviews, how to conductinterviews, microphone techniques,ratings and research, air checks,producing a show, script writing andediting, production and program-ming, management structure, sales
and marketing and radio consulta-tion, how to control yourself on airand building your own brand.
“The advent of community radiostations has prompted a need toprovide a skills developmentprogrammefor thesecommunities tobe able to run and manage theseentitiessotheybecomeprofitableandbe able to sustain themselves.
“Tertiary institutions provide thetechnical side of radio production,and it is very sad that in the countrywe still do not have courses that are
specifically designed for radiopresenting.”
The course will run for threemonths, after which successfulstudents will be placed in differentcommunity radio stations across theprovince.

SUZUKI has launched a budgethatchback, the Celerio, in South Africaat the expense of its Alto range.
Suzuki now has two sub-R130 000 cars –theCelerioandtheSplash,thelatterlaunchedin 2014.
The Hatchback is available in twospecifications (GAandGL), two transmissionoptions (five-speed manual and newautomated manual transmission), each withthe same one-litre, three-cylinder, petrolengine.
The Celerio is 3.6m long, 1.6m wide and1.5m high - that’s 100mm longer and 70mmhigher than the outgoing Alto though it’s thesame width.
Its wheelbase has increased by 65mm to2.4m,thosewheelsshodwith165/70R14tyr-es on 14” steel rims - alloys optional.
The three-cylinder, 55kW/90Nm enginedrives througha five-speedgearboxcalledbySuzukian“automatedmanual transmission”- actually a constantly variable transmission(CVT)withfivepreselectedratiosactivatedbya shifter, boldly described by Suzuki as“achieved via an electro-hydraulic actuator,making the use of a clutch pedalunnecessary”.
One isacutelyawareof theCelerio’s55kW,especially when climbing a hill or carrying afull complement of passengers.
Overtaking requires thought and amplespace.
ThedifferencesbetweentheGAandGLareminor. The GA’s grille, exterior mirrors anddoor releases are finished in contrastingblack.
It has halogen headlights, a rear wiper/washer and manual external mirrors.Luggage capacity is 235 litres or 1034 litreswith the rear seats folded.
The GL variant adds a glossy black grilletreatment, chromed accents and externalmirrors finished in the body colour.
It also gains fog lights, power for theexternal mirrors and a rear-screendemister.
The black upholstery remains, though isbolsteredwithfabric inserts for thedoorsandchromed door releases. The instrumentbinnacle gains a rev counter, externaltemperature display, four power windows,central locking and a gear-shift indicator onthe AMT.
The steering wheel gains tilt adjustment,Bluetoothanda four-speaker radio/CDaudiosystemwithMP3,USBandBluetoothconnec-tivity. The Suzuki Celerio is soldwith a three-year or 100 000km warranty; a two-year or30 000km service plan is included in theGL’sprice. Service intervals 15 000km.

FORDhas launched it’s hot new sedan in CapeTown and it’s a looker of note, packed withsafety features and loads of technology.
The new Ford Fusion, says the automaker,has refinement and craftsmanship, technolo-giesincludingFord’sadaptivediodeheadlightsand multi-contour seats, and sophisticateddesign.
MarkKaufman,FordSA’svice-president formarketing, sales and service, told Wheels24:“The Fusion is the most technologically ad-vanced Ford vehicle yet to South Africa. The Fusion has a sports-coupe profile witha low roof anda leanprofile sculpted to convey‘visual lightness’, says Ford.

Ford’s new pre-collision teach with ahead-updisplaydetectsaloomingcollisionandautomatically applies brakes if the driver doesnot respond to warnings. It can also applyautomatic braking to mitigate or avoid acollision with a vehicle ahead. Active city stopoperates at up to 40km/h.
Radar technology further enables the newDistance Indication feature and adaptivecruise control technology. Distance Indicationtells the driver the time gap to the vehicleahead. Adaptive cruise control maintains adriver-selected distance from the vehicleahead.
So, it seems the Fusion delivers qualityand craftsmanship to the refined, elegant,sporty and highly expressive exterior, and aninterior that has optimised ergonomics andcomfort, with premium finishes andequipment.

LOCAL Natal Carbineers female athleteNonsikelelo Mbambo was a marvel towatch last Sunday during the 25km
organised by the Pinetown and DistrictAthletics Club.
The race started from Waterfall ShoppingCentre and finished off at Pinetown’s LaheePark. Mbambo came third in the main ladiesrace in 1hr:44min:41secs.
The first athlete home in the ladies mainrace was the experienced Suzette Botha(1:42:12) of Eskom AC.
In second place was Danelle Adlam(1:42:16- Nedbank AC).
Mbambo also took honours for ladiesbetween the age of 35 and 39 years old.According to her, she performedwell becauseshe always takes advice from her husband,Mdumiseni Zondi, who is an experiencedathlete and long serving member of NatalCarbs.
Mbambo works at Bargain Basket inChurch Street and is a former Emzamweniand Mthiyane High School pupil.
Before joining Natal Carbineers, Mbamboran for Run Walk For Life based inPietermaritzburg and only became a licensedrunner in 2007.
Themen’s racewaswonbySiphoMbanjuliin 1:20:54 of Phatane AC, the runner-up wasElmore Sibanda of Ubunye AC (1:21:10) andBabalo Mtsokoba of Stella AC took third posi-tion in 1:22:00.

According to a couple of formernational team players, the SouthAfrican senior outfit is now lookingbetter in many ways and theypredicted a bright future.
Durban-born and former BafanaBafana captain Neil Tovey says the SAteam under Mashaba was one of thegood sides at the on-going 2015African Cup of Nations at EquatorialGuinea, before it was bundled out onTuesday night.
Tovey feels Mashaba brought backthe pride, passion and themeaning ofplaying for the country.
Hesays thecountrymustnotblameor shoot down Mashaba and hisplayers for failing to go far in theAfcontournament.
“We played very well. He took on ayoung team which was formed only afewmonthsago.Iamgladthatwewere
able to learn and bring back alot of experience, which is veryimportant for us going forward in thefuture.
“Let’s keep all the players that tookpart in the Afcon and just supportMa-shaba with everything he faces in thefuture.
“Personally, I think our future isbright and in few months or years tocome, the same SA team will be giantkillers.

“Our mission was to learn and to
build for the future,” said Radebe.Former Bafana Bafana and
Orlando Pirates star striker, BennieMcCarthy, said he was devastatedto see SA going down again, andfailing to get it right three times, butpredicted a bright future for thecountry.
