2013-2015 Westside Pathways Project

Co-Founder & Director Co-founded and co-directed all aspects of a pathways project that includes three separate programs – the Adelante Partnership, K-6th grade, elementary school model, the ALAS (Activist, Leaders and Scholars) Program, a 7th-8th grade, middle school model, and Mestizo Arts and Activism (MAA), a high school youth participatory action research collective. Managed all programmatic, administrative, and research aspects of the project, including supervision of seven graduate students, and relationship building at three sites. Administered annual budget of $120,000. Wrote grants and developed grant opportunities with university and college staff. Maintained programs with school, district and university professionals. Conceptualized and conducted community-based research with graduate students, parents, university students and K-12 youth.

2012-2014 University of Utah, Office of Equity & Diversity

Assistant Vice President for Student Equity & Diversity From January 2013 to May 2014 was the Assistant Vice President for Student Equity & Diversity. Reported directly to the University’s chief diversity officer and provided leadership, education and coordination of all student diversity support programs and initiatives. Managed a total budget of over $830,000 with a staff of 26, including directors, coordinators, and student staff. Supervised directors for the Center for Ethnic Student Affairs (CESA), Undergraduate Diversity Scholarships Office, American Indian Resource Center (AIRC), and the Lesbian, Gay, Bisexual, and Transgender (LGBT) Resource Center. Enhanced collaborative relationships and partnerships with a variety of campus units, including the Division of Student Affairs, Undergraduate Studies, Academic Outreach, academic departments and colleges and other offices that support the success of LGBT and historically underrepresented students of color. Lead and advocated for institutional policies that enhance opportunities for historically underrepresented students and students that identity as LGBT, including policies related to or affecting undocumented students, admissions policies, diversity and equity regulations, and financial aid and student employment policies.

Served in an interim capacity from May 1st through December 31st, 2012, in the University’s Office of Equity & Diversity and reported directly to the University’s chief diversity officer. Provided leadership, education and coordination of all student diversity support programs and initiatives, during the re-organization of the division. Managed staff and began the evaluation of budgets, outcomes, and policies that impact students of color and those students who identify as LGBT.

2005-2013 Adelante Partnership

Co-Founder & Co-Director Co-founded and co-directed all aspects of the partnership, including program administration and implementation, service learning components, and relationship building with university departments/programs and community organizations/agencies. Managed annual budget of $90,000 for the maintenance of the partnership’s programs. Fundraised and develop opportunities for donors to contribute to the partnership. Managed a team of six graduate student coordinators. Strategized for the growth of the partnership and replication of the model at other sites. Publicized the work of the partnership via mainstream media and community-based outlets. Conducted research and publish findings in traditional academic venues, as well as community accessible sites.

1998-2004 Texas Education Agency, Division of State Funding

Program Administrator Consulted with and advised school district officials and leaders on school budgets and funding formulas. Managed the state’s $300 million annual school facilities’ budget. Allocated new funding to school districts that issued school construction bonds. Managed programmatic standards, application guidelines, and state administrative rules. Presented on school finance topics at state and regional school administrator conferences.

1997-98 Texas State Auditor’s Office

Assistant State Auditor Conducted performance audits of state agencies, including the Texas Education Agency. Consulted with state officials, wrote reports, and investigated state programs for financial compliance, human resource administration, and program effectiveness.

1996-97 Bronx Borough President, Department of Policy Development & Management

Policy Analyst Intern Conducted policy analysis and prepared policy briefs for the Director of Policy, including reports on Bronx economic development opportunities and housing and development policies. Compiled initial research for analysis of educational opportunities in Bronx schools. Represented the borough president at public meetings.

1996-97 Columbia University, Barnard-Columbia Urban Center

Graduate Program Assistant Assisted the Director in conducting research and managing programs initiated by the graduate school. Planned the urban policy institute, including scheduling presenters and developing the program.

1993-94 Central Intelligence Agency, Office of Security Security Generalist Conducted research and produced analysis of security, terrorist, and computer threats to Agency installations around the world. Traveled to Moscow, Russia; Skopje, Macedonia; and Frankfurt, Germany as a member of a security analysis team. Assisted with the development of procedures for a joint, U.S.-Australia security operation.

1991,1992 Central Intelligence Agency, Office of Security Intern Received top-secret clearances as an undergraduate student intern and assisted with report preparation. Assisted with travel documents, planning and preparation.

Seated in the courtroom were a handful of her classmates, two of her siblings, and residents of her small, South Texas agricultural community. Behind the defense attorneys' table were her first and second grade teachers, her school principal, and the district's superintendent – all of whom were White. As a 9 year-old second grader, Lupe had already been in first grade for three years, not

because of her academic performance but because she was Mexican American. Administrators and teachers argued that their practice was necessary because – as they defined it in court documents and in testimony – the Spanish "retardation of Latin children" would adversely impact the education of White children. Mexican American students were relegated to a "beginner," "low," and then "high" first grade - a practice that was not uncommon across Texas and the Southwest. After almost sixty years, the case was never spoken about in the farming community where they lived. Stolen Education documents the filmmaker - and Lupe's son - on his journey to recapture the remarkable story of the schoolchildren who changed education in Texas and confronts the inequity that exists in public schools today.
