I am pleased to introduce the first edition of the Department of Employment Services internal employee newsletter. This newsletter is designed with YOU in mind. It will provide you with up-to-date program-related information, special announcements, upcoming events, and much more. Please feel free to share your news that may be of interest and relevance to your DOES colleagues.

As you are aware, many changes are happening at DOES! This month, we welcome our colleagues from 64 New York Avenue to the DOES Headquarters. We are also thrilled to welcome all of our recent new hires. With new faces in the building, you may find yourself having to answer questions, provide directional assistance, or simply introduce yourself with a smile.

Along with welcoming new faces, we are planning some exciting events in which I hope you will participate, including Path2Work: A One City • One Hire Job Seeker’s Symposium on Saturday, April 14th at the Washington Convention Center. More information about this and future DOES events can be found in this issue.

It is critical to our mission at DOES that we are all aware of the changes that may impact our service to constituents. Many of these changes will affect not only how some of you conduct your day-to-day operations, personally, but they will affect how we do business, as an agency, as a whole.

We need to break down the silos of individual departments and programs and make our colleagues aware of the importance of what we all are doing collectively as ONE DOES. This newsletter will help us begin to do that. I am excited for the changes DOES is undergoing, and I hope that you embrace them with an open mind and renewed enthusiasm.

WHAT IS ONE CITY • ONE HIRE?

One City • One Hire is Mayor Vincent C. Gray’s ambitious, innovative hiring strategy designed to encourage Washington metropolitan area employers to commit to hire at least one unemployed District resident. With some Wards in the city experienc-ing unemployment levels more than three times higher than the Washington Metro-politan Area Division average, One City • One Hire is a major vehicle to address the urgent need to put people back to work during these difficult economic times. The District provides screenings, trainings, and other services to facilitate these match-ings at no cost to the employer or job seeker. Phase II of this initiative reaches out to thousands of disconnected, unemployed District residents to match them with occupational training and One City • One Hire employer partners who have job openings to fill. Over 580 employers have partnered, to date, and have hired over 2,500 unemployed District residents since the initiative’s launch.

DOES, in partnership with Mayor Gray, is hosting a job summit entitled Path2Work: A One City • One Hire Job Seeker’s Symposium at the Walter E. Washington Conven-tion Center on Saturday, April 14, 2012, from 9:00 AM to 3:30 PM. The goal of Path-2Work: A One City • One Hire Job Seeker’s Symposium is to help motivate thousands of unemployed District residents who in many instances have given up hope, as well as to connect the unemployed, underemployed, veterans, and students to local employers who have viable employment opportunities in the Washington Metropoli-tan area. Employers will be on hand to conduct interviews and, in some instances, make preliminary on-the-spot hiring decisions—pending successful employment background checks—for those job seekers who are qualified for current and up-coming vacancies within their organizations. In addition, we will provide referrals to training opportunities, styling consultations and wardrobe assistance, skill-building workshops, and many other services to help the unemployed be better prepared, inspired, and encouraged. We hope you will volunteer to participate in this exciting event.

Department: Office of Youth Programs (OYP)

Program: Mayor’s Youth Leadership Institute

What is the Mayor’s Youth Leadership Institute (MYLI)?A program whose purpose is to provide positive self development for young people, with an emphasis on developing their leadership potential.

What are some of your day-to-day tasks within MYLI?Conduct training for youth and seek opportunities for them to put their training into practice. In addition, participate in community service projects, ANC meetings, and town hall meetings.

What would the employees you manage say about you?I really believe in what I do and I have a passion for working with young people.

What attracted you to worked at DOES in the Office of Youth Programs?I was a participant in MYLI and started volunteering in the office. Once a position opened, I started working as an intern.

What are some of the biggest work-related challenges you have faced?Previously it was when the program lost most of its funding and we struggled to keep the same services in tact with fewer dollars. Currrently, the challenge is being equipped to deal with a lot of social issues with our youth.

We hear that this is OYP’s unofficial slogan this year: “You Down with OYP…Yeah You Know Me… …Who’s Down With OYP...EVERYBODY!” Tell us more about this. Being “down” means you are down for the cause. On a daily basis we pull together to make sure our office’s goals and objectives are met. As an office we rise to the occasion to get tasks done no matter what.

The OYP is a very diverse office in both age and tenure at the agency. Do you consider this to be more of an advantage or more of an obstacle? Why?I think it is an advantage because of the wisdom of the older employees and the energy of younger employees. Our diversity allows us to share different ideas and different ways to do things. We have the best of both worlds.

If you could dispel one myth about the Office of Youth Programs what would it be? That the summer jobs program is the only program we have. There are several other programs that we have that impact youth on a daily basis.

What kind of youth-related activities are you involed in outside of work, if any?I am a youth football coach at Watkins Recreation Center and am the assistant coach for the 2009 Pop Warner Pee Wee Championship Team.

What are your hobbies and what do you do in your spare time?I am an electronics and gadget buff. I also like to travel and love music - I would be lost without my iPod.

We hear that they call you DJ Stormin’ Norman. How did you get that name and are you really a DJ or interested in this as a hobby or profession?There is already a DJ in DC by that name, so I get called that a lot. But, it’s more of a hobby. I love knowing what to play next to keep the crowd engaged. I have DJ’ed a few of MYLI’s social events and from that I’ve gotten asked to do other events.

What is your favorite book? The Autobiography of Malcolm X.

What is your favorite movie? Cooley High. It reminds me of how much fun me and my guys had growing up.

If you had to live your life over again, what would you change?I probably would have run for political office, like City Council or Mayor.

What Has Kept Him at DOES for Years: He feels like it is part of his mission in life to serve people and have a hand in making sure the next generation is equipped.

What He Loves Best About His Job: The direct impact he gets to make on young peoples’ lives. He enjoys being able to work with them for 3-4 years and see them grow and develop.Working with our young people gives him a glimpse of what the future is going to be like. Despite what people say about young people, you see so many young people who are adamant about making it in society.

Words of Advice/Keys to Success:It is important to understand the goals and mission of the agency and the office you work for. Always stay task-oriented, plan out work properly, and don’t get complacent. Always work harder than your supervisor and be viewed as an asset. Always remember that it is our job to serve the public and it’s not about us individually.For more information, visit

LABOR STANDARDS BUREAU MOVE TO DOES HQ

The DOES Labor Standards Bureau has relocated its offices from 64 New York Avenue, NE to our DOES head-quarters at 4058 Minnesota Avenue, NE in an effort to consolidate resources. The Labor Standards Bureau consists of five divisions including the Compensation Review Board, Administrative Hearings Division, Office of Wage and Hour, Office of Workers’ Compensation, and the Office of Occupational Safety and Health.

The Compensation Review Board provides administrative appellate review and disposition of workers’ and disability compensation claims arising under the DC Workers’ Compensation Act of 1979 (private sector) and the DC Government Comprehensive Merit Personnel Act of 1978 (public sector), while the Office of Workers’ Compensation processes claims and monitors the payment of benefits to injured private-sector employees in the District of Columbia. The Workers’ Compensation office also mediates disputes between claimants and employers (or their insurance carriers) and monitors employers to ensure compliance with insurance cover-age requirements.

Onsite consultation services are provided to private-sector employers in the District of Columbia by the Office of Occupational Safety and Health (OSH). OSH establishes and maintains a safety and health management program that ensures, to the maximum extent possible, a safe and healthful work environment for employees.The Administrative Hearings Division conducts formal administrative hearings, and the Office of Wage and Hour administers the District’s laws regarding wages and hours.

New offices have been constructed on the second, third, and fourth floors at DOES headquarters to provide adequate space and a comfortable working environment for the 150 employees in the Labor Standards Bu-reau that have moved to Minnesota Avenue.

The UnWritten Rules to Success

Ms. Sonya Jenkins, Vice President of Human Resources for the Washington Nation-als Baseball Club, spoke on Thursday, March 1, 2012 in the Community Room on “The Unwritten Rules for Success: Don’t Let Politics Block Your Career.”

Ms. Jenkins’ infectious personality and the comfortable way she persuaded the audience to participate made the event quite enjoyable. She made several key points that resonated with staff. In her experiences, Ms. Jenkins has observed that most older employees hoard information from newer employees. She pointed out that this was used as a weapon of survival, in their minds, which goes hand-in-hand with the entitlement mindset based on seniority. Oh, how many times have we observed that scene being played out? Another point made was how both the older and the newer employees could actually learn much from each other. All in all she gave us something to really ponder and hopefully something we will consider confronting in our own lives as we seek personal growth and development. She ended the session with a good tidbit on gossiping which never seems to go out of style. She said… “If you don’t want anyone saying anything hurt-ful or demeaning about a loved one of yours, don’t repeat it about another in the workplace because gossip hurts. Period.”

Don’t let office politics block your career!

No magic wand! To achieve improved organi-zational change or effectiveness, several com-ponents need to be put into motion. Two com-ponents that are threads across other efforts are training and development.

At the beginning of the fiscal year, Director Mal-lory included a letter of inspiration and encour-agement to all staff with the launch of the first training program “A Customer Service Refresher.” Targeted, “Just-In-Time” training modules are now being provided on an as needed basis to sup-port specific programmatic needs such as One City•One Hire, Office of Youth Programs (OYP), and On-the-Job Training (OJT).

Action Learning Circles, a unique informal way of knowledge sharing, was created to provide an opportunity for staff to have “quick hit learn-

ings” and re-energize on topic s of their choos-ing. To shine a light on professional development, a “Guest Speaker” series was launched. The first guest speaker, Sonya Jenkins, Sr. VP of Human Resources for the Washington Nationals Baseball Club, provided helpful guidance, as the audi-ence explored the topic “The Unwritten Rules for Success: Don’t Let Office Politics Block Your Ca-reer.” Fifty DOES employees attended the pro-gram and gave useful feedback.

At this time, a program on change manage-ment is being provided to all departments, with the goal of providing a new perspective on ways to increase individual effectiveness in times of change. As we progress as ONE DOES, it is useful to consider and treat every day as another good day to learn.

PROGRAM SPOTLIGHT: 2012

No need to wait until summer, the Summer Youth Employment Program (SYEP) has been quite busy since the beginning of the year in preparation for summer 2012. The online application for the 2012 SYEP opened to District residents between the ages of 14 and 21 from Friday, January 27, 2012 through Friday, Febru-ary 17, 2012.

Since the application went live, the Office of Youth Programs has hosted several certifi-cation events at the DOES Headquarters and in the commu-nity to allow youth ap-plicants to submit re-quired documentation that verifies age, DC residency, social secu-rity number, and per-mission to work in the United States.

The Office of Youth Programs would like to thank all DOES Employees who have contributed to the SYEP certification events.

This year, the SYEP has made many enhancements to the program that will improve the overall quali-ty of the experience offered to youth and employ-ers. Key enhancements include an improved em-ployer screening process, structured curriculum for employers, work readiness training for youth, and

a more extensive youth application process.

SYEP is a locally funded initiative that provides District youth with en-riching and constructive summer work experienc-es through subsidized placements in the pri-vate and government sectors. The 2012 SYEP will begin on Monday, June 25, 2012, and end by Friday, August 3, 2012.

On a Tuesday mid-morning, five people stand next to a white Winnebago parked at the New Bethel Baptist Church in northwest Washington, D.C., waiting for the doors to open.

The city-owned Winnebago is known as the Mobile One-Stop Career Center. Since September it has parked itself in front of dozens of churches, recreation centers, and libraries throughout the city’s eight wards, looking for jobless people and promising help. “The most surprising thing is the length of time people have been out of work,” says Hugh Bailey, head of satellite operations for Washington’s Employment Services Dept., whose workers operate the mobile jobs center.
