MINUTES

The Board of Education of the Fontana Unified School District held a Regular Meeting on October 17, 2001, at the John D. Piazza Education Center, 9680 Citrus Avenue, Fontana, California. Present at the meeting were: Mr. Gus Hawthorn, President; Ms. Laura Abernathy Mancha, Clerk; Mrs. Kathy Binks, Member; Mr. Rick McClure, Member; Dr. D. Wayne Ruble, Member; Dr. Karen Harshman, Superintendent; Mr. Emmanuel J. D’Souza, Associate Superintendent, Business; Ms. Fran Mazzolini, Associate Superintendent, Educational Services; and Dr. Patricia Peoples, Associate Superintendent, Human Resources. The President called the meeting to order at 5:00 p.m.

The President called a Closed Session at 5:01 p.m. The meeting reconvened at 6:05 p.m.

Visitors present at the meeting were: Ms. Linda Young, Vice President, Fontana Teachers Association; Mr. Tony Micciche, President, United Steelworkers of America, Local 8599; and interested employees and members of the community.

The President called the Public Hearing regarding Establishment of Community Facilities District No. 01-1 to order.

It was noted that no written comments had been received regarding the Hearing item.

Mr. Hawthorn called for comments from the audience regarding the Hearing item.

There were none.

The President closed the public comment period.

Public Hearing

On motion made by Mr. Rick McClure, seconded by Mrs. Kathy Binks, and carried, the Board adopted Resolution Nos. 01-37, 01-38, and 01-39 in connection with the proposed Community Facilities District No. 01-01 of the Fontana Unified School District. (Copy attached to Official Minutes)

The President adjourned the Public Hearing and called the Regular Meeting to order.

Regular Meeting

Mr. Dave Ackley, Director, Administrative Support & Student Events, introduced Doug Bergquist, Assistant Principal. Mr. Bergquist introduced students from Southridge Middle School who made a presentation regarding “Literacy in Every Classroom” by reading essays regarding their heroes.

On motion made by Mr. Rick McClure, seconded by Dr. Wayne Ruble, and carried, the Board approved the minutes of the Board of Education Regular Meeting of October 3, 2001 with the following correction:

Page 50, item f. –

“From Organized Sports Incorporated, a KIN-BALL valued at $350.00 to Fontana Middle School.”

The President called the Hearing Session to order and called for comments from visitors.

Mr. Bill Freeman, community member, recounted that he attended school here, worked in this district, and also served on the Fontana City Council. He stated he was present at this time to clear his name and to dispel and refute rumors within the district. He emphasized that he not now nor has he ever been involved in any scheme or plan to endorse candidates for the Board of Education to see that Dr. Harshman is fired. He also emphasized that he has always supported Dr. Harshman and the Board of Education. He explained how the rumors started while he was working with Mr. McClure on a Blue Ribbon Committee. He also noted that about a year ago he did have a conversation with a public official during which he did indicate he might someday like to throw his hat into the ring but only when Dr. Harshman left the position. He endorsed incumbent board members and praised achievements currently occurring in the school district due to board members and superintendent leadership. He congratulated the Board, Dr. Harshman, site administrators, support staff and particularly teachers in the classroom.

Mr. McClure corroborated Mr. Freeman’s comments regarding their conversations.

Mr. Tony Orlich commented regarding Abe Lincoln and Harry S. Truman as Presidents.

Visitors’ Comments

Ms. Linda Young thanked the Board for support for the secondary elective program. She referred to a newspaper article indicating Fontana has done very well and thanked parents, students and teachers for their dedication, hours, and creativity. She noted that teachers are anxiously awaiting a proposal and looking forward to the next negotiations session.

Mr. Tony Micciche reported he had become aware of a situation where several substitute custodians are working 30-day assignments and requests for additional custodians have been denied. He asked when custodians would be hired to meet the district’s needs. He noted that there are classified positions being hired at this meeting, however, there are also many work experience positions on the agenda. Mr. Micciche indicated that the District had cancelled the last 3 negotiations session and expressed hope that the next meeting would not be cancelled. Mr. Micciche reminded everyone this is the last meeting before the election for the Board of Education.

On motion made by Mrs. Kathy Binks, seconded by Mr. Rick McClure, and carried, the Board approved the plan and budget from Mango Elementary School for their Governor’s Performance Award and SB1667 Awards Program Funds for a total amount of $88,775.00.

On motion made by Dr. Wayne Ruble, seconded by Mrs. Kathy Binks, and carried, the Board approved the Vocational Education Department’s application for Carl D. Perkins funding in the amount of $235,416.00 for the 2001-2002 school year.

On motion made by Ms. Laura Abernathy Mancha, seconded by Mr. Rick McClure, and carried, the Board adopted Resolution #01-36 identifying the annual estimated appropriations limit for the current year and the appropriation limit for the preceding year (“Gann” Limits). On motion made by Mrs. Kathy Binks, seconded by Mr. Rick McClure, and carried, the Board approved a reduction in contract days of operation in the State Preschool program at Live Oak Elementary due to a septic tank emergency that occurred on September 4, 2001 at 11:00 a.m. which resulted in a.m. and p.m. preschool classes closing while new septic tanks were installed; classes resumed on Monday, September 24, 2001.

k. From Target, a donation in the amount of $89.09 to Oleander Elementary School.

l. From the U.S. Army Corps of Engineers, a donation of computers and equipment valued at approximately $18,000.00 to the Special Services Department.

Dr. Harshman reported that Randall-Pepper Elementary School was headed for corrective action by the state, however, this year that school leads the county in the amount of API points gained this past year. She noted a letter of congratulations had been received from Delaine Eastin, State Superintendent of Schools, indicating that the State will not be pursuing corrective action.

Correspondence

Dr. Ruble stated he had received note from a former employee who watches the meeting on TV and noted that when the camera is on this side of the room there is a glare and equipment piled behind the glass shows.

Dr. Ruble credited and acknowledged teachers for their excellent work.

Dr. Ruble asked that Congressman Baca’s office be contacted to get a status report on establishing an Army Jr. ROTC Program at Henry J. Kaiser High School. He noted that Mr. Tunney and he had been working on this for some time.

Dr. Ruble asked that Mr. Micciche’s concerns regarding employment of custodians be checked into.

fund those as much as possible and not rely on PTA to do it.

Ms. Mancha asked the Superintendent to comment regarding the transfer of the Fontana High School Drama Teacher which had been a major student concern at the prior Board Meeting.

Dr. Harshman reported that one of the major reasons for the proposed transfer was that Henry J. Kaiser High School had no drama teacher and Fontana High School had two. Also there was a need to transfer several Fontana High School teachers due to enrollment. Mr. Beal provided information about a possible teacher the evening of the Board Meeting. That teacher did meet the requirements and was employed thereby allowing Mr. Beal to stay at Fontana High School.

Ms. Mancha asked the administration to explore the Reading about the 21st

Century learning grant.

Ms. Mancha also gave special thanks to teachers for their hard work in raising API scores.

Mrs. Binks stated she would like to go on record that she does support electives in schools and commented that she did not understand why the word is out there that she doesn’t. She emphasized that she does support the reading program but not at the expense of all electives.

Mrs. Binks also expressed appreciation to teachers and all support team at each school site in relation to API.

Mr. McClure stated he, too, had been enjoying the newspaper articles regarding Fontana’s API scores. He indicated it should be remembered that this is happening in classrooms with teachers and kids who are obviously getting support.

Mr. Hawthorn commented that often concerns are expressed that because of the change in student demographics that the challenges in terms of teaching our diverse population are much greater than in years past. He noted that no doubt there is truth in that statement, however, he referred to a copy of a 1975 Herald-News issue with several education-related articles:

- Critical year for school district, citing low reading scores and financial concerns

- Ad by FTA expressing concern with overcrowded classes, lack of reading materials and potential loss of music classes, sports and clubs

He commented that this serves as a good reminder that while educating kids is a major challenge, it has never been easy. He acknowledged that we have some very hard working teachers and classified employees supported by equally hard working site and district administrators and that expectations are higher than ever before.

Mr. Hawthorn stated that when the tough choices between reading and electives were made some electives were lost. He noted that those reading interventions do seem to be working and it should not be forgotten that as those reading scores improve that those electives will be brought back. He asked how that decision would be made.

Dr. Harshman explained that it would be based on reading scores on the SAT 9 test. Currently students must achieve the 40th percentile. She felt this should be a motivation factor for students. She further explained that electives were cut based on the numbers of students who were eligible to take electives.

Dr. Harshman agreed with Board Members that we are proud of everyone and particularly students who raised API scores. She stated that district students also did extremely well on the High School Exit Exam.

Dr. Harshman announced that the Relay for Life Kick off rally would be held Tuesday, October 23, 2001 from 5-7 p.m. at the Sons of Italy. She encouraged people to come to find out what it is about and sign up for their teams.

The President called a Closed Session, with no action to follow, at 7:10 p.m. The meeting reconvened at 8:15 p.m.
