I’ve found that one of the most satisfying events to attend as the Chairman of the Town Council is the completion ceremony for a new or

upgraded facility. At long last, everyone can enjoy what has taken many months to plan and build.

It may be no more than a ramp to make life smoother for those in wheelchairs or prams. It could be upgrading all the lifts in a neighbourhood. Sometimes it’s right out of the box – like the new cycling tracks we recently completed.

Twenty to thirty years ago when the HDB was planning and building New Towns here in the north, the newly-marrieds who booked the flats wanted privacy. So HDB built flats with common corridors that led to staircases that gave these new residents the privacy they wanted. Years later, the stairs are a problem for their ailing legs, so we are upgrading the lifts to stop on every floor, wherever possible.

And in Sembawang’s early days there was no MRT service and few owned a car. You walked to the bus stop when you wanted to travel. Lifestyles have changed and today many want to use their bicycles to get to the train station or the market. Our Town Council took it as a challenge and responsibility to make cycling as convenient and safe as possible for those who enjoy cycling.

Building 23 kilometers of cycling tracks is part of our overall plan. (An ambitious project that involves the HDB, LTA, SLA, NParks and every grassroots organisation in our Town!)

However, purpose-built tracks alone won’t make cycling safe and convenient. So another part of our plan is to get everyone to walk and ride with care, and with consideration for everyone else who is out and about.

You live in a great Town. The Town Council is doing its best to maintain it – and improve it whenever possible. Please work with us and your grassroots to make it even better.

Bandaran ialah majlis untuk merasmikan siapnya kemudahan baru atau kemudahan yang telah dipertingkatkan. Setelah lama menunggu, setiap orang akhirnya dapat menikmati kemudahan yang memakan masa berbulan-bulan untuk merancang dan membinanya.

Mungkin kemudahan itu tidak lebih daripada sebuah tanjakan yang memudahkan pergerakan penduduk yang menggunakan kerusi roda atau kereta sorong bayi. Ia mungkin peningkatan semua lif dalam sebuah kejiranan. Kadang kala ia suatu yang baru – seperti laluan-laluan basikal yang telah siap kami bina baru-baru ini.

Dua puluh hingga tiga puluh tahun lalu apabila HDB merancang dan membina Bandar-bandar Baru di bahagian utara, pasangan-pasangan yang baru berkahwin yang menempah flat mahukan privasi. Dari itu, HDB membina flat-flat dengan koridor bersama yang menuju kepada tangga yang memberi para penduduk baru ini privasi yang mereka inginkan. Berpuluh tahun kemudian, tangga ini menjadi masalah apabila penduduk ini meningkat tua dan kaki mereka tidak kuat lagi untuk turun dan naik tangga. Oleh itu, kami mempertingkatkan lif agar ia dapat berhenti di setiap tingkat, di mana yang diperbolehkan.

Dan pada waktu Sembawang mula dibina, kawasan ini tidak mempunyai perkhidmatan MRT dan tidak ramai penduduk memiliki kereta. Anda berjalan ke perhentian bas apabila anda hendak pergi ke tempat lain. Gaya hidup telah berubah dan pada hari ini ramai orang mahu menggunakan basikal mereka untuk pergi ke stesen MRT atau ke pasar. Majlis Bandaran kita mengambilnya sebagai satu cabaran dan tanggungjawab untuk memastikan berbasikal dapat dilakukan dengan cukup selesa dan selamat untuk mereka yang menikmatinya sewaktu berbasikal.

Kerja untuk membina laluan basikal sepanjang 23 kilometer adalah sebahagian daripada rancangan menyeluruh kami. (Satu projek besar yang melibatkan HDB, LTA, SLA, NParks dan setiap pertubuhan akar umbi dalam Bandar kita!)

Bagaimanapun, membina laluan-laluan khusus untuk pengguna basikal sahaja tidak akan membuat berbasikal itu selamat dan selesa. Dari itu, satu lagi bahagian rancangan kami ialah untuk

Promote YOG 2010

L ook at them and you’ll want to get involved. You’ll want to join in the action. Or you’ll want your kids to get involved in it.And that’s the idea. For the Youth Olympics

to be the success every Singaporean wants, we should all contribute in some way. And we CAN!

“The Youth Olympics is about more than sports,” said Brendon Png, the Project Paint leader. “It’s about youth getting together on all kinds of things. Here we are working together to produce art for the community!”

About 250 students took part in his one-day painting bee on Saturday, 28 February. But an amazing amount of work went into organising it.

First, on the Thursday, about ten SMU stu-dents drew and painted a mural at Block 302 “To make sure it could be done in a day!” said Bren-don. Then, on the Friday, the same students – with plenty of help from the Nee Soon East YEC and some projectors from the CC – drew the outlines for another five murals..

“You have to do it when it’s dark, or you can’t see what’s being projected,” said Lim Zi Yao from the YEC. They finished their work at about 12.30am!

It was a an amazing example of what young people can organise and accomplish, more or less on their own. The student volunteers came from Anglo Chinese, Guang Yang and Northbrooks Secondary Schools – and they all had a chance to talk with Assoc Prof Ho Peng Kee when he walked around the worksites.

“I’m here to support this project,” he said. “Sports can bring a nation together. Sports can lift the spirits.” He thought that in tough times like the present, sports was an important morale booster.

“We won our bid for the Youth Olympics on the strength of our youth.” He congratulated all the young painters present on the part they had played and were still playing. “It’s a year to go now. Let’s all work together to make 2010 a huge success.”

Visit any of the Blocks from 302 to 305 on Yishun Street 22 and you’re sure to see one or two colourful murals brightening up the void decks. “Project Paint” put them there to promote the Youth Olympic Games coming to Singapore in 2010. Their message? Create Action Now! CAN!

Upgrading our townThe sound of jackhammers and heavy

machinery is common all over our town. But most of us don’t really mind – we know

that when the dust has settled and the last power drill is unplugged, there’ll be something to make our homes a little better. New seating. A pavilion. Covered walkways to provide shelter to the bus stop.

Now, the main upgrade taking place in Sembawang Town is lift upgrading, carried out by the HDB and the Town Council. New lifts with better lighting and ventilation, that stop on every floor, for every block that votes for it.

And at the voting or completion parties, we all get together to have a good time. Food, entertainment and neighbours getting to know each other. With every upgrade to our homes, our community and neighbourliness gets a little boost as well!

Our block party to celebrate the completion of lift upgrading to eight blocks at Yishun Central was a blast. Held at the void deck of Block 306, you could hardly move, there was so much going on – and so many of us. After good food, great shows and catching up with Assoc Prof Ho Peng Kee, we all went home happy in our spiffy new lifts!

We juggled a lot of things at our LUP poll party at Block 820 Woodlands Street 82 on 20 February. Well, the juggler performing certainly did – balls, blocks and knives. He was quite fantastic. The rest of us took turns watching, eating, chatting and saying hello to Ms Ellen Lee, PBM. There were quite a few of us – ten blocks in the estate were going to be upgraded. Of course, we voted yes. That means work on our new lifts is being carried out right now!

Over 200 blocks have been selected for upgrades since 2008. That’s an impressive total. Most of the upgrades will involve the installation of new lifts. Here is the list of selected blocks; where work on upgrades is underway, or about to begin:

Word for word, in WoodlandsWoodlands residents, students and grassroots leaders filled our CC theatrette on 22 March for a Community Forum on public transport among other things.

Before the floor was opened for questions, we watched a video about public transport, followed by a short presentation by

Mr Saiful Rasno from the Land Transport Authority (LTA).

We learned plenty about what the LTA has done to improve safety and make traffic better for us in Woodlands – including raised zebra crossings near schools, and more visible road signs. Mr Saiful also wanted to to tell us about public transport planners, which he uses often.

With the planners, found on the websites of SBS Transit and SMRT, you begin by entering where you are and where you want to go. In seconds, the planners will tell you where to go to catch the best buses to take you there!

We had several questions for the LTA, chief among them was whether Woodlands would get the real-time bus information panels found at bus stops in town. Mr Saiful said it was unlikely, as the panels are meant to help those who have a choice of several buses.

Many questions were also directed to the Town Council, and Mr Soon Min Sin, the General Manager, answered questions about how the Council records and acts on feedback. He also explained to one man who wanted more security cameras around his estate that the Council works closely with the police to decide where the cameras should go. They are tough decisions, because cost must always be kept in mind.

Ms Ellen Lee, PBM thanked everyone for their feedback. But she reminded us not to think it’s always someone else’s problem. “If we can do it ourselves, let us step forward. Be civic-minded. For example, don’t litter – and if you see someone littering, tell them not to do it. The authorities are doing what they can.

“Let’s help look after our homes, together. ”

That’s how Dr Lim Wee Kiak, PBM described the residents of Canberra Zone 2 on 29 March when he awarded certificates to all

those who had worked so hard to make their Clean Everyday campaign a success. And then there was a gift for us all: a brand-new elderly fitness corner next to the 358 multipurpose hall.

The Clean Everyday campaign was launched a year ago, when grassroots leaders went door-to-door throughout the Zone to explain it to us. It was simplicity itself: Zone 2 would be clean and litter-free if we remembered to do three things.

1. To put our own litter in the bin.2. To pick up and bin any litter we see.3. To stop others from littering.That last one was the hard one, of course. It’s

not too difficult to ask some neighbourhood kids to bin their candy wrappers, but it’s harder to ask total strangers waiting at the bus stop to do the same. But we did. And it worked.

“It’s a normal human response,” said Dr Lim. “When they see the whole place so clean, they just don’t litter.” He said he hoped other RCs would follow our example.

Then he officially opened the fitness centre and tried out the equipment.

Every Sunday morning, Zone 2 residents gather for a good workout at Block 358, then do a Brisk Walk around the green. Every month or so, they’ll get on a bus and go for a longer walk – at Labrador Park, for example. A Shining

Cycling in Sembawang will be given a new spin, with cycling tracks to make travel faster and safer for cyclists and pedestrians.

At the launch of the Safety Wardens Scheme on 4 April, Mr Hawazi Daipi said Sembawang was not built with cyclists in mind. But through observation and feedback from residents and the grassroots, it was clear that something should be done. And because Sembawang has the space, dedicated cycling tracks were a good solution.

and NParks. Through the Town Council, 7.4km of cycling tracks have been added to our town, at a cost of $2.8 million. And Minister Khaw Boon Wan announced at the opening of the Sembawang and Woodlands Cycling Track at Sembawang Crescent on 19 April, that more will be built by 2012, to bring the total to 23km.

The Town Council, HDB and LTA will work together on a 7.5km cycling track along Yishun Ring Road. The project, costing some $6.3 million, will be completed by 2012 and NParks will add 8km to its network of park connectors along the MRT viaduct. There will be more park connectors by NParks to eventually link all the parks in the north, including the upcoming Coastal Promenade.

Here’s to safe cycling!L ike any other tool, a bicycle is useful – but it

can be dangerous if not used properly. Now that we have new cycling tracks in our Town

(with more to come!), it’s even more important that we cycle safely.

To that end, grassroots volunteers from Sembawang GRC have signed up as Safety Wardens, who will hand out leaflets with safety tips for both cyclists and pedestrians, and caution reckless cyclists. They were appointed at the launch of the Safety Wardens Scheme at Block 792 Woodlands Avenue 6 on 4 April (below).

Before handing the Wardens their official certificates, Mr Hawazi Daipi commended them for giving up their time to help better our Town.

Here are some of the tips in the leaflets the Wardens will be handing out. Read on, and the next time a warden stops you to give you a safety tip, surprise him by giving him one right back!

Walking on sunshine

L ike that new car smell, there are some things you can only enjoy for a little while, and only while they’re fresh. For us, it was walking on a freshly-paved path

that was so new, the tarmac still felt springy. And the crisp morning air, bright sun and greenery made it the perfect time to be out.

Mr Hawazi Daipi joined us for the morning. Before declaring the connector open, he told us more park connectors and cycling tracks were coming up, and said he hoped more of us would make good use of them for exercise.

It won’t be too long before a new cyclist takes up that offer. At the lucky draw we had after our walk, a young boy won a bicycle!

But first he would have to learn how to cycle, he told us sheepishly.

The new park connector running along Woodlands Street 11 will let you do just that. To celebrate its completion, hundreds of us went for a morning walk on 26 April.

Ms Grace Fu, Senior Minister of State for National Development and Education, came to Yishun on 8 February to launch the Heritage Exhibition on the Heritage Corner and Heritage Trail. “Yishun has a rich history that makes the town unique and distinctive,” she said.

This was the latest step in the realisation of the plans for remaking Yishun laid out by the Prime Minister in August 2007. In July 2008, the HDB held an exhibition showing the key

strategies for Yishun – one of which was preserving history.

The first heritage corner developed by HDB and the National Heritage Board will help residents to appreciate Yishun’s history with greater understanding Ms Fu said – and hoped that it would help them develop a deeper attachment to the place where they live.

The exhibition was held where the Heritage Corner will be built, next to the HDB branch office at Yishun Central 1.

The Corner will trace Yishun and Sembawang’s history from the time of the orang seletar, through the influx of immigrants in the 1800s and 1900s to the new housing estates of today. It will help to bridge the gap between the generations and help visitors to appreciate Yishun better.

Starting from the Heritage Corner, markers will be placed along a Heritage Trail at selected significant landmarks, such as Yishun Park, Admiralty House, and Lower Seletar Reservoir. A brochure will be printed giving information on each landmark.

Preserving history...

Mr Ye Yun liked the idea of the Trail: “I can take my family along it on a weekend and get some fresh air.”

The Heritage Corner will present the full development of the town – from waterways to plantations, to British military bases, to the vibrant hub of high-rise homes that it is today.

Mr Lee thought the Heritage Corner was a “Good idea. You need to have something like this because so few know anything about the place where they live.”

Ms Quek Pei Qi thought the Heritage Trail would be good for people new to the area “...and it will bring us closer to nature.”

Getting down to work: Dr Tony Tan being

his election as MP for Sembawang in 1979.

The Sembawang Malay Settlement was developed in the 1960’s,

mainly by Naval Base workers, on old rubber estate land

between Sembawang Road and Kampung Tanjong Irau. Before the

settlement was built, less than a dozen estate employees had houses in the area. The settlement covered

the land from the sea to Andrews Avenue. If you wanted to live there,

you balloted for a plot, built your house, and paid one dollar land

rental monthly.

By 1942, the area that is now Sembawang Town had the Naval Base along the northern coast, from the causeway to Sembawang Road. South of that there was a lot of swampy jungle and the rubber estates of Bukit Sembawang. There was not much else. Small kampongs were dotted along the main roads, in the rubber plantations, and along the seashore.

The naval base was fenced until 1972. It was a restricted area that could only be entered by four gates: Rotherham (beside the Causeway), Canberra (where that road enters Sembawang Road), Sembawang (shown at left, at the junction with Admiralty) and Mata (by Sembawang Park, but only opened for heavy vehicles.)

Nee Soon village was named after Lim Nee Soon, a man who built a career and then a fortune in rubber. He built his rubber factory in Kangkar in 1912. Kangkar was the Malay name for a type of land concession and became the name for the area where Upper Thomson meets Mandai and Sembawang Roads, at the headwaters of the Seletar River.Chinese pioneers settled on the shores of the Seletar river in the middle of the nineteenth century to grow gambier and pepper. At the end of the century, rubber and pineapples became their crops of choice. The Seletar and the sea were used to transport the early produce to town for the overseas trade. But the boom in rubber brought roads, factories and large estates to Upper Thomson Road and many migrants from China found work here before WWII.

Lim Chong Pang asked Koh Chin Chong to build this bridge across the Seletar in the late 1930s. The bridge and the Post Office are probably the only links with the past left standing in Kangkar.

The church (below) was established in 1909 and relocated here in 1924 to make way for the expansion of Lim Nee Soon’s rubber factory (above left). He gave the land for the new church and helped pay for its construction. The picture (left) shows many renovations of the 1924 original.
