NAY PYI TAW, 27 Nov — Tazaungdine LightsFestival was held in conjunction with a hot-air bal-loons releasing competition in front of the City Hallhere on 24 November.

The City Hall and the square were illuminatedto mark the lights festival and the competition kickedoff at 7 pm and altogether 21 teams participated in it.

The lights festival and the competition wereorganized by Nay Pyi Taw City Development Com-mittee.

Commander of Nay Pyi Taw Command Maj-Gen Wai Lwin and wife, Minister for Progress ofBorder Areas and National Races and DevelopmentAffairs Mayor of Nay Pyi Taw Col Thein Nyunt andwife and Deputy Minister of PBANRDA Col TinNgwe and wife were present on the occasion.

A total of 25 hot-air balloons were released bythe teams while cultural troupes entertained the audi-ence with traditional songs and dances.

Employees of the Nay Pyi Taw DevelopmentCommittee and their families, invited guests, employ-ees of ministries, their families, officers and otherranks of battalions and regiments under the Nay PyiTaw Command visited the festival.

Yangon-Mandalay DualRailroad improves transportsector

Today, there have been a lot of changes andadvancements in the transport sector, but railtransportation still remains a reliable mode oftransport all over the world. In Myanmar also,rail transportation still serves as a main tool fortransporting passengers and goods.

Over 385 miles long Yangon-Mandalay Rail-road plays an important role in transportationbetween the southern and northern parts of thenation. It links strategic towns and villages be-tween Mandalay and Yangon, thereby servingthe interests of the passengers and the people ofthe towns and villages.

In the past, a rail track was constructed inparallel with Yangon-Mandalay Railroad fromYangon to Kyungon and from Mandalay toMyohaung. However, a 150-mile section of thenew rail track was ravaged in the World War II.In the post-independence period, the old sec-tions of the dual track were repaired, and somemore railroad sections were constructed to ex-tend the facility. In 1973, the dual track wascompleted 225 miles from Yangon to Nay PyiTaw Pyinmana, and 2.75 miles from Mandalayto Myohaung.

In the time of the State Peace and Develop-ment Council, the remaining 175.75-mile NayPyi Taw Pyinmana-Myohaung railroad sectionof the facility was completed. The completeddual railroad was put into commission on 24November. Myanma Railways had to construct490 bridges, 10 of which are 180 feet and abovelong, to complete the new dual track.

Now, the 385.5-mile dual railroad hasemerged linking Yangon with Mandalay, andpassenger trains and freight trains are makingmore runs. With smooth operation of the railservices, the transport sector is making greaterprogress and helping national people deal witheach other more.

Death toll from central China landslide rises to 31

BADONG (Hubei Pro-vince), 26 Nov—Rescuers found anotherbody of the victim fromTuesday’s landslide incentral China’s HubeiProvince Sunday morn-ing, bringing the deathtoll of the accident to 31.

The newly-foundvictim was identified asa 32-year-old resident ofDaganping Village,Badong County, whosesurname is Yang. He isone of the two con-struction workers whowere reported missingafter the accident, therescue headquarters toldXinhua.

arrived at the site to dealwith the aftermath, saidTang Mingyi, spokesmanwith the rescue head-quarters.

The landslide

occurred at around 8:40am on Tuesday at theentrance of the railwaytunnel at Badong County.About 3,000 cubic metresof rubble buried a nearby

construction site and along-distance bus passingby, which is said to have30 people aboard.

One constructionworker was killed at thesite and another 29passengers on the busfrom Shanghai toLichuan city in Hubeiwere found dead later.

Rescuers aresearching for the restmissing, includingYang’s collea-gue, a 46-year-old Dag-anpingvillager whose surnameis Li and the lastpassenger on the bus,said the spokesman.

Cyclone loss inBangladesh estimated

at $2.31b DHAKA, 26 Nov—The economic loss from the

cyclone Sidr which hit the country’s southern andsouthwestern coastal areas on 15 November night, isestimated at 2.31 billion US dollars, the FinancialExpress reported on Monday.

A preliminary estimate puts the total loss from thecyclone at 2.31 billion US dollars, including ruralinfrastructure, schools, crops and livestock.

Principal Staff Officer (PSO) at the Armed ForcesDivision Lt Gen Masud Uddin Chowdhury toldreporters Sunday after a coordination meeting betweenthe government and business community.

The meeting urged all to operate relief activities incoordination with the local administration for properdistribution of relief materials. ISLAMABAD, 26 Nov —Pakistani security forceskilled 30 militants in anovernight operation inSwat valley in North WestFrontier Province, theArmy said on Sunday.

“Security forces havesuccessfully cleared thearea up to Imam Dheriand secured prominentmountain heights over-looking Bara Bande, KuzaBande and Imam Dheri,”the Army’s Inter-ServicesPublic Relations said in astatement.

BAGHDAD, 27 Nov— A suicide car bomb killed ninepeople near the Iraqi Health Ministry in central Baghdadon Sunday, security spokesman Brigadier-GeneralQassim Moussawi said.

Moussawi said 30 people were wounded by thebomb, which detonated near street vendors close to theministry building. Police had earlier put the toll at twodead and 15 wounded.

Separately, a roadside bomb wounded two civiliansin the Waziriya District of northern Baghdad, policesaid.

A second roadside bomb exploded when Iraqisecurity forces arrived on the scene, killing one soldierand wounding six others, police said.

Overall attacks have dropped sharply in Baghdad inrecent months after a build-up of US troops this year.

But US commanders have cautioned that militantshave not been defeated, and there has been a upsurgein attacks in the past week in Baghdad.

At least 13 people were killed on Friday when abomb exploded in a popular pet market in the capital.

Vietnam to invest$1b in foodstuff

processingHANOI, 27 Nov—Vietnam will pour 17,248 billion

Vietnamese dong (1.078 billion US dollars) intodeveloping its foodstuff processing sector betweennow and 2010.

Under an overall plan on developing the sector by2010 recently approved by the country’s Ministry ofIndustry and Trade, most of the money will be used torenovate technologies to turn out more high-qualityproducts, including instant noodles, confectioneriesand monosodium glutamate, for domestic consumptionand export, local newspaper Pioneer reported Monday.

The state encourages foodstuff producers in Vietnamto actively build material zones by join hands withfarmers and localities nationwide, and seek moretrading partners to strengthen export. Under the plan,Vietnam will produce 1.5 million tons ofconfectioneries, 870,000 tons of instant noodles, and302,711 tons of monosodium glutamate in 2010.

Chinese automaker Geelyplans joint venture in Russia

BEIJING, 26 Nov—China’s homegrown privateautomobile manufacturer Geely Automobile said itwas planning to set up a joint venture in Russia amid itsefforts of going global.

“We are considering a joint venture in Russia,however, details of the production are yet to be decided,”Hong Shaolun, a high-ranking executive of Geely, toldShanghai Securities Journal.

Geely expects the joint venture to kick off productionin 2008 with a target output of 10,000 vehicles for thefirst year, Hong said.

Hong said the company also plans to set up assemblyplants in Central America and Africa, and is currentlyin talks with partners in both locations about sellingcars there, which could be secured in 2008.

Iran says IAEA closes morefiles over atomic work

TEHERAN, 26 Nov— Iransaid on Sunday the UNnuclear watchdog hadclosed two major issuesrelating to the scope of itsnuclear programme, whichthe West suspects is aimedat acquiring atomic bombs.

Teheran agreed withthe International AtomicEnergy Agency in Augustto answer outstandingquestions by Decemberabout its atomic work,which it insists is purelyfor civilian purposes.

“We have received twoformal letters from theIAEA informing us thatthe case of P-1 and P-2(centrifuges) and also thecase of uranium metal areclosed,” Foreign Ministryspokesman MohammadAli Hosseini said.

There was no im-mediate official IAEAcomment.

A 15 November IAEAreport said Iran hadprovided “consistent”answers clarifying pastcentrifuge developmentwork, although theanswers were still beingchecked for completeness.

It said Iran had alsoturned over a nuclearblack-market documentdescribing how to moulduranium metal intospheres for atom bombs.

The IAEA was con-sulting with Pakistan, theapparent provenance ofthe document, for more

information.The report did not say

either issue was “closed”,but that the IAEA wasmoving on to focus onother outstanding que-stions on a list it hopesIran will answer by theend of the year.

tailings dam collapsedearly Sunday morning innortheast China’sLiaoning Province.

HE Mr Lennart Linner was born in Stockholm,Sweden in 1948. He received a Bachelor of Arts inPolitical Science, History and National Economicsfrom the University of Stockholm in 1972 and aMaster of Arts in United States Foreign and SecurityPolicy and International Economics from the Schoolof Advanced International Studies (SAIS), JohnsHopkins University in 1974. He joined the Ministryof Foreign Affairs in 1977 and served in variouscapacities at Swedish Foreign Ministry, DefenceMinistry and also at Swedish embassies in Beirut,Pretoria and Ottawa from 1978 to 2003. He served asAmbassador of Sweden to the Republic of Indonesiaand the Democratic Republic of East Timor from2003 to 2007. Since 2007, he has been serving asAmbassador of Sweden to the Kingdom of Thailand,the Lao People’s Democratic Republic and theKingdom of Cambodia.

Japan to test “PAC-3”missile defence in Tokyo

TOKYO, 26 Nov—Japan is to test the deployment ofhigh-tech PAC-3 missile interceptors next month atabout 10 locations in Tokyo, the Yomiuri Shimbunnews-paper reported on Sunday.

Japan’s first Patriot Advanced Capability-3interceptors were de-ployed in March at Iruma AirBase in Saitama, north of Tokyo, as part of a shieldintroduced in response to missile tests by North Korea.

But given their limited range, the interceptors wouldneed to be moved closer to the political and financialhub of Tokyo to provide optimal protection if a ballisticmissile attack was believed likely.

The exercises next month will determine where thebest locations for re-deployment would be, with checksto be conducted into the quality of communicationsand whether there are any obstacles such as sky-scrapers in the areas, the Yomiuri said, quoting sources.

PAC-3 equipment will be moved from Iruma to testlocations including a national garden in Shinjuku,central Tokyo, and a military camp next to the DefenceMinistry.

More than 30flights were postponed onSunday, according to LiJingao, an official with themarket managementoffice of the Shanghai-

based CAAC East ChinaAir Traffic ManagementBureau. About 20 of theflights were domestic,mainly from Shanghai toShenyang, Wuhan andChongqing.

“The delay was resultedfrom a backlog caused bythe control in previousdays,” Li said. “We haveworked overtime at thetwo airports, otherwisemore flights would beaffected.” More than 100flights were delayed onSaturday, according to Li,who estimated that theknock-on effect would lastuntil Monday, when abouta dozen flights are to beaffected.

“The airspaces controlthis time is long,” Li said.“Situation would return tonormal by Tuesday.”

More than 150 flightswere delayed in Shanghaiand about 7,000 pas-sengers were affectedduring the first two daysof the airspace controls.Most flights were boundfor domestic destinationsincluding Guangzhou,Xiamen, Shenzhen, Bei-jing and Dalian.

Generations of Chinesechildren have been taughtto practice thrift by puttingtheir pocket change intopiggy banks.

However, manycontinue the habit asadults, which —com-bined with rising prices inChina’s richer regions —has caused severe shor-tages of coins and small-denomination notes.

In hundreds of millionsof these home banks,Chinese are hoarding abig percentage of thenation’s small change. Asa result, stores, peddlers,restau-rants and evenbanks are short of coins,according to a southernChinese weeklynewspaper report.

The shortages areparticularly severe in themore prosperous cities ofsouthern China, whereprices have been risingfast, the newspaperreported.

The shortages havegiven rise to an under-ground trade of “pro-fessional exchangers”who supply coins and low-denomination notes, at acommission of about2 per cent.

But with the shortagesworsening, especially inthe booming southernprovince of Guangzhou,the unofficial price of 100one-yuan coins can be ashigh as 125 yuan,according to the report inthe Workers’ Daily.

Novel MRI technique showssecondhand smoke damages lungs

WASHINGTON, 26 Nov— For the first time,researchers have identifiedstructural damage to thelungs caused bysecondhand cigarettesmoke.

The results of thestudy, conducted byresearchers at theUniversity of Virginia andThe Children’s Hospitalof Philadelphia, werepresented Monday at theannual meeting of theRadiological Society ofNorth America (RSNA) inChicago. “It’s long beenhypothesized that pro-longed exposure tosecondhand smoke maycause physical damage tothe lungs, but previousmethods of analyzing lung

changes were not sensitiveenough to detect it,” saidChengbo Wang, magneticresonance physicist at TheChildren’s Hospital ofPhiladelphia.

Dr Wang andcolleagues used helium-3diffusion magneticresonance imaging (MRI)to study the lungs of 43volunteers, includingseven current and formersmokers and 36 peoplewho had never smoked,18 of whom had a highlevel of exposure tosecondhand smoke.

Patients inhales aspecially prepared heliumgas prior to imaging, andthe scanner is adjusted tocollect images showingthis helium gas in tissue.

Magnetic resonancemeasures how far thehelium atoms move, ordiffuse, inside the lungsduring a specific timeperiod — 1.5 seconds inthis study. Using thismethod, radiologists candetect changes deep in thesmall airways and sacs inthe lungs, which can breakdown, become enlargedand develop holes afterprolonged exposure tocigarette smoke. Helium-3diffusion MRI identifiesthis damage by measuringthe increased distance thehelium atoms move.

“With this technique,we are able to assess lungstructure on a microscopiclevel,” Dr Wang said.

WASHINGTON, 26 Nov— A new study releasedMonday provides the firstevidence that people withhigher body mass index(BMI) may have a greaterresponse to ozone thanleaner people.

Short-term exposureto atmospheric ozone haslong been known to causea temporary drop in lungfunction in many people.This is the first study inhumans to look at whetherbody weight influencedlung function after acuteozone exposure.

A team of US re-searchers analyzed dataon young (aged 1835),healthy, non-smokingmen and women to see ifbody mass index (BMI)—a measure of fatness basedon an individual’s heightand weight— had an effecton lung response to acuteozone exposure.

The study publishedin the November issue ofjournal Inhalation Toxi-cology found that ozoneresponse was greater withincreasing BMI. “Therehas recently been interestin why some people’s lungfunction drops more thanothers (after short-termexposure to ozone) — ageand perhaps genetics, aswell as diet may play a

role,” said co-authorStephanie London.

“We were intriguedby recent mouse studiesthat showed obesityincreases lung responsesto ozone and wanted tosee whether this appliedin humans,” he said.

Based on formerstudies, the research teamstudied 197 people whohad been exposed to ozonefor 90 minutes, duringwhich they alternated 20minutes of exercise with10 minutes of rest.

The subjects’ lungcapacity and functionwere tested immediatelybefore and after theexposure period.

In general, the higherthe BMI, the greater theozone response, providingone more reason why

At the control room of the station, Manager U SawWin Maung and Director U Thein Hlaing of the PowerSupply (South) Project of the Myanma Electric PowerEnterprise, Chief Engineer U Tin Maung Tun, Manag-ing Director U Tin Aung of the of Electric PowerSupply Enterprise and Head U Kyaw Myint ofMyaungdagar Main Power Station reported on ar-rangements for upgrading of the power station.
