major new jukebox deal betweenoperator Gamestec, digital musiccontent provider Soundnet, jukeboxmanufacturer Sound Leisure and theOfficial Charts Company. The agree-ment will involve the supply andoperation of 250 of the UK’s first Offi-cial Charts-branded jukeboxes.

Built by Sound Leisure, with con-tent provided by Soundnet andcharts and editorial content sup-plied by the Official Charts Com-pany and OfficialCharts.com, thejukeboxes will be rolled out byGamestec across its estate over thenext 12 months. They will comeloaded with the weekly OfficialAlbums Chart, exclusive musicnews and artist content in additionto the Official Singles Chart.

“We’ve been working on thisexclusive deal with Gamestec sinceNovember, and we’re happy to saythat this order represents the biggestjukebox order this century. The roll-out starts in March as production hasalready begun,” stated SoundLeisure’s Chris Black.

“Gamestec was our first ever cus-tomer in 2001 for digital jukeboxes,so we’ve got a long history of work-ing together,” explained Soundnet’sSimon Davies. “Now they’ve provedtheir commitment to the UK juke-box sector by placing this massive

order - it’s a big commitment to thefuture of jukeboxes, and long-termproject.”

He continued: “Last year, therewere 16 million plays on SoundLeisure/SoundNet jukeboxes and375,000 people per day listened tomusic on Sound Leisure jukeboxes.This order by Gamestec demon-strates that all three parties believein the long-term future of jukeboxesin the UK.”

“From our perspective, the ordermarks a new investment which will

reinvigorate the market. Gamestecbuilt its roots on digital jukeboxoperation and this next generationof music will crystallise our visionin the shape of 250 machines whichall have new features and new tech-nology,” added Gamestec’s PeterDavies.

A joint statement issued by thefour companies read: “We aredelighted to be able to announceone of the most significant dealsaffecting the jukebox market inrecent history - a partnership thatputs the pay-to-play music genrewell and truly on the map. This is adeal built upon the manufacturingpedigree of Sound Leisure; expertmusic and video content fromSoundnet; the vast operating experi-ence of Gamestec; and the authority,relevancy and weekly excitement ofthe UK’s Official Charts.”

While the single site sector hasoverall taken something of a com-mercial hit in recent years, news ofthis deal shows that some of the UK’smajor coin-op forces truly believethat money can still be made in thepub and club arena. With the newsbreaking only days after confirma-tion of the £100 Cat C prize upliftfrom the DCMS, the above four-waycollaboration represents a raredouble-whammy of good news forthe single site sector.

long to reintroduce? The pubsector has been hit hard by theglass ceiling on Category Cjackpots whilst licensed bettingoffices, many of whom are situ-ated very close to town pubs,have been allowed to operatewhat are basically mini-casinoson the high street!”

Langham concluded:“Notwithstanding the delay, theIOA has been in close dialoguewith the manufacturing commu-nity for many months regardingthe £100 prize structure and thepercentage pay-out levels. Themanufacturers know how impor-tant it is to use £100 to provide a

quality experience for existingplayers and a compelling propo-sition for new and lapsed play-ers. There’s much to be doneand the IOA will be playing a fullrole in helping to bring com-pelling, value for money gamingto pubs the length and breadthof the country.”

While, as Langham rightlyidentified, the Cat C prize reviewcouldn’t have come a momenttoo soon for the single site sector,it presents a big opportunity forcoin-op manufacturers to showtheir mettle in the immediateaftermath of the DCMS rubber-stamping the uplift to £100.

A foremost single site operator has seen the recent £100 Cat C prize uplift in a very positive light, welcoming themove, but wondering why it took so long in the first place. The IOA’s Paul Langham talks to Coinslot.

Speaking at the recentCommons debate on theissue, York Central MPHugh Bailey told his col-leagues that the amount ofmoney being spent onFOBTs had hurt those localeconomies dependent onincome from tourist trade.

He said: “I do not believethat the proliferation ofhigh-street gambling inthese tourist destinationsis good for tourism.

“For tourist towns aswell as the deprived areas,this is a serious problemthat needs to beaddressed.”

Despite concernsexpressed by several MPs

during the debate, plans togive councils increasedpowers to limit the spreadof FOBTs on the high streetfailed to pass after Conser-vative and Liberal Democ-rats voted to quash them.

Before the vote, Bayleycommented: “Members ofall parties have rightlypointed out that the top 10per cent of constituencieswith the highest use of, andwith the highest profitstaken from, FOBTs arelargely in deprived areas,although they are not all inthose areas.

“I would like to mentiona group of places in the top10 per cent that I wouldcall tourist destinations.

“They include my con-stituency of York Central,Blackpool South, BrightonPavilion, BournemouthWest, Cambridge, GreatYarmouth, Kensington,

Norwich North, OxfordEast, Torbay and the twoWestminster constituen-cies.”

Caroline Lucas, MP forBrighton Pavilion, added:“We have 70 FOBTs inBrighton, Pavilion alone.

“Does [Labour MP andanti-FOBT campaignerClive Efford] share my con-cern that some bettingshops are now cutting thehourly wages of their staff,but offering them thechance to make up the lossif they can increase theprofit from the machines?Is not that completelyunacceptable?”

Their fears are shared byBlackpool councillor JohnJones, who has cam-paigned against FOBTsafter witnessing theirimpact on his Bloomfieldward.

He told The Gazette

newspaper: “You shouldn’tbe having these machinesin uncontrolled environ-ments. I am very disap-pointed that thegovernment did not gowith the Labour proposals.

“In particularlydeprived areas these estab-lishments are opening upin large numbers.”

According to the Cam-paign for Fairer Gambling,there are 157 FOBTs beingoperated across the Black-pool North and BlackpoolSouth constituencies.

Jones believes they aredeterring tourists: “It willbe off-putting if peoplecome here on their holi-days and lose a largeamount of money.

“The machines shouldbe banned from bettingshops and they should bein an environment that iscontrolled.”

More illegalmachinesseized inLondon

A further ten illegally-sitedgaming machines have beenseized as a result of recentactivity under OperationCondor across the LondonBoroughs of Haringey andLewisham.

Another ten illegal gaming machineshave been identified and confiscated

by the Gambling Commission inLondon. The machines were spotted intakeaway premises in the boroughs ofHaringey and Lewisham. This followedanother series of co-ordinated multi-agency operations supported by theCommission.

Senior compliance manager, CliveNoblett said: “The Gambling Commis-sion was pleased to lend support to thissuccessful multi-agency operation inLondon and we are helping to spreadthis sort of good practice both amongstlocal authorities in London and acrossthe country. Working in partnership withother law enforcement agencies is cen-tral to the Commission’s approach tokeeping gambling fair and safe.”

Haringey Council’s cabinet memberfor planning and enforcement, CllrJoseph Ejiofor (pictured), said: “Ensur-ing Haringey’s local communities, and inparticular vulnerable people, are pro-tected from being exploited by gamblingis a serious issue that I’m committed totackling. I’m pleased to see successfulresults from this latest operation thatclearly shows Illegal gambling activity isnot acceptable and won’t go unnoticed.”

Niki Lauda, three-time For-mula 1 World Champion and

entrepreneur, has agreed a longterm co-operation with theNovomatic Group. The agree-ment provides for worldwideactivities of Niki Lauda as anambassador for the interna-tional gaming group. Apart fromthe branding of his famous redcap Niki Lauda will supportNovomatic as an ambassador atselected national and interna-tional events.

At the official press confer-ence at the Vienna NovomaticForum, the Group’s CEO DrFranz Wohlfahrt explained: “Weare honoured that the long-standing friendship betweenour company’s founder Profes-sor Johann F. Graf and the Aus-trian national hero Niki Lauda

Borel singled out Wetherspoon chiefTim Martin for praise: “Without Tim therewould be no campaign,” he said, beforerevealing that VAT Club activity in 2014would be 60 per cent lobbying and 40 percent fundraising, compared to a ratio of20:80 in 2013). “Before Tax Parity Day(which saw 15,000 pubs and restaurantscut their prices by 7.5 per cent to simu-late a lower rate of VAT), MPs weren’tready to listen. Now the door is open.”

Initial meetings with MPs of all politi-cal parties have been positive, he added,

claiming that all are sympathetic to thecampaign’s arguments that youth unem-ployment must be addressed, and mostaccept that the current VAT regime isunfair on pubs and restaurants. He alsorevealed that he has reopened discus-sions with the Treasury to gain agreementabout the potential costs to the Excheq-uer of a VAT cut, after the governmentdepartment said it disagreed with the VAT

Club’s initial estimates.“My guess is that we will settle on

a figure of £9.3bn. At least that will thengive us a common base on which to nego-tiate.”

Borel hopes that a VAT cut for hospital-ity might yet feature in the 2014 AutumnStatement or become a 2015 GeneralElection manifesto commitment fromone of the UK’s major political parties.

ndustry veteran John Powell is lookingforward to meeting the new challengesof 2014 head-on, including maximising

He stated: “Clearly 2014 willbe very challenging for the IOA as we continueto face market decline in terms of outlets for ourproducts and consumers still on tight budgetswith limited spend. At the same time, productcosts are increasing and things like new pen-sions regulations are rolling out to add furthercost input.”

Powell believes that the IOA must respond tothese challenges and that the trade group mustcarefully review the procedures and practices thathave become, in his view, taken for granted in thesupply model over a long period.

He added: “Product selection is paramount andwe will focus on purchasing to provide our cus-tomers with the best machines. On our part, wewill drive efficiencies within and are planning anumber of internal changes.”

The IOA chairman revealed that the level ofcriminal damage to machines operated by hisgroup’s members increased significantly in 2013.He explained: “Co-ordinated action needs to betaken to curtail the losses both ourselves and ourcustomers are experiencing. In a lot of cases ourmachines are literally smashed to pieces.”

Powell concluded with a few words on the tri-ennial review. He believes that it will afford a more

logical and appealing jackpot toplayers. He hopes that man-

ufacturers will be able tobuild on this opportu-nity to make gamesmore attractive.“Achieving a £100jackpot is only thebeginning of ourjourney to provide

really entertaininggames for pub players.

Thieves who stole hun-dreds of pounds from

machines in FunworldAmusements in Swanagehave appeared at Dorch-ester Crown Court. MarkWheatcroft and EmilyCorbin admitted chargesof theft and goingequipped relating to raids

on fruit machines in theSwanage arcade.

The court was told thatthe above two were spot-ted acting suspiciously inFunworld Amusements inSeptember 2013.

Wheatcroft was seen onCCTV inserting a rod intoone of the machines. Hewas later arrested and

found to have £230 on himwhile the float for one ofthem, which should havecontained £125, was foundto be missing. The pairwere bailed and werecaught again around amonth later committing asimilar offence in theWorcester area.

Tom Horder, represent-

ing Wheatcroft, told thecourt that it was his clientwho had played the leadrole in the offending. Hesaid: “He takes fullresponsibility and heacknowledges that with-out being with him at thetime, it is very unlikely hisco-defendant would havebeen involved.”

Judge Jarvis sentencedWheatcroft to 35 weeks inprison for the offences aswell as a further 15 weeksfor a breach of a sus-pended sentence order,while Corbin received acommunity order with asupervision, residenceand drug rehabilitationrequirements.

Boost Bingo, launchedby The Bingo Association,calls on the government tobring tax on bingo in linewith other popular leisurepursuits. Most other gam-bling activities are taxed at15 per cent, but the bingoindustry has been sub-jected to bingo duty at 20per cent.

Baron added: “Reducingthe tax on bingo will enableclubs to invest in theirfuture and continue toserve their local areas. More

investment means morejobs and thriving commu-nities. If bingo duty is low-ered from 20 per cent to 15per cent, the industry as awhole has committed tosubstantial investment innew premises, modernisa-tion and jobs. We’re urgingpeople to sign our petition,and support the BoostBingo campaign.”

for space this year hasgenerated an increase inf loor space to22,000sq.m, pushing theshow into the entireUpper West Hall atOlympia. The exhibition

is playing host to morethan 280 companies onthe show f loor, anincrease on 2013’s 260.Sixty first time exhibitorsare displaying theirwares - along with 16 fur-

ther companies makingtheir return to the fair,after a number of years ofnot exhibiting.

It was to Canada thatthe final space at Toy Fairwas handed over to withtoy firm Danawares com-pleting the exhibitionline-up.

The company’s DanaLewis said: “We are eagerto showcase our rangesand to meet as many toybuyers and distributionpartners as possible and

feel Toy fair is the rightplace to achieve this.”

Taking place from Jan-uary 21-23, among thosemaking their return tothe Toy Fair are Brookite,Extreme Fliers, Funrise,K'Nex UK, Little Tikes,Terox Toys, Trends UKand Zapf Creation UK.They will join some of themajor names in the toytrade, including Bandai,Character Options, Flair,Golden Bear, Grossman,Hasbro, HTI and LEGO.

The new UK Gambling (Licensing andAdvertising) Bill has taken another

step forward with the House of Lordscommencing a committee stage of theBill, where it will be examined in detail.Despite the arduous line-by-line exami-nation process, the Bill should still beimplemented as an Act of Parliamentbefore the end of 2014.

If approved, the legislation wouldrequire all online gaming companiesserving the UK, regardless of where theyare based, to hold a Gambling Commis-sion licence. The current system onlyrequires UK-based companies to hold alicence, while those located outside ofthe UK are regulated by the jurisdiction inthe country that they are based.

The reforms would demand that allonline gambling firms operating in the UKpay a point of consumption tax, anamount that currently stands at 15 percent of gross gaming revenue. Further-more, the new proposals would stipulatefirms based outside of the UK to inform

the UK Gambling Commission of any sus-picious betting behaviour that involvesUK customers.

The bill first made its move into thepolitical corridors when it was granted afirst reading in the House of Commons inMay last year. The new bill was granted asecond reading in November and later inthe month was the subject of twodebates in the House of Commons.

After the third reading in the Commonson November 26, it was passed on to theHouse of Lords where Parliament’ssecond House took a second readingshortly before Christmas before decid-ing to push the Bill forward to the com-mittee stage.

Cash donation aids plans for Dreamland arcade

The campaign group thathopes to reopen Margate’s

long defunct Dreamland site as aheritage amusement park hashad its funds bolstered by a£25,000 donation.

The sum was raised throughthe proceeds of an art auctionheld before Christmas that wasorganised by two local busi-nessmen.

The Dreamland Trust will now

allocate the money to convertthe amusement arcade inDreamland’s Grade II-listedcinema building into a visitor

and learning centre, due to openin time for Easter.

The centre will display allfuture plans for Dreamland anddetail the restoration project ofthe park’s centrepiece Grade II-listed Scenic Railway ride.

Although BlackpoolCouncil’s planning com-mittee passed the plans forthe new building, it thenadvised developers toreconsider what it deemed

the “uninspiring” design.Committee chairman

councillor David Owencommented: “The actualapproach just looks a littlebit uninspiring.

“The principle of thedesign is satisfactory. It’s amajor feature on our Prom-enade and so I think we’reentitled to say, ‘try andimpress us’.”

Owen said he hopedthat a period of consulta-tion would now follow,and urged the developersto being willing to listen tothe advice the committeeoffered.

Speaking after the meet-ing, he explained: “The

sketch and drawings thatwe have seen are not terri-bly exciting as regards theentrance of the building.

“We do hope the devel-opers will bear that inmind.”

The planning applica-tion was first put forwardand approved three yearsago, but South Pier ownersSix Piers chose not to acton it back then.

Michael Williams, oper-ations director at Six Piers,said: “We are obviouslypleased the planningapplication has gonethrough.

“We will work withBlackpool Council obvi-

ously if there are anytweaks to be made.”

Under the plans, addi-tional land at either side ofthe pier that was createdas part of Blackpool’s newPromenade headlands,will be utilised.

The pier’s current FECfeatures over 500 coin-oper-ated machines in two sepa-rate amusement arcades.

Although those housedin the pier’s promenadearcade will be removedwhile the building work isundertaken, its fairgroundrides and concessions willcontinue to operatethroughout the durationof the project.

Skegness Pier are to undergoa total refurbishment afterthey suffered flood damageduring last month’s storms.

Announcing the news onsocial media website Twit-ter, operator UK Piers con-firmed that both attractionswill remain closed untilEaster while the repairs arecarried out.

A spokesperson for archi-tects William Saunders,which will oversee therefurbishment, said itexpected to complete thework within a four-monthperiod.

They commented: “Weaim to turn the entertain-ment facility back into liveoperation in a short periodof 16 weeks allowing it to

reopen for the busy Easterperiod.

“The majority of this timewill be allocated to theordering and reinstatementof the bowling lanes as theseneed to be specially orderedfrom the USA.”

At the height of the tidalsurges Skegness experi-enced in December, sealevels were more than 20feet above their normallevels - level with the deckof the pier - and resulted inthe sea defences beingbreached.

The entire ground floor ofthe pier’s FEC was floodedwith over three feet of water,including the 10-lane bowl-ing alley, Laser Quest attrac-tion, a licensed bar, severalfast food outlets and coffeeand snack bars.

Parkin explained: “Therewill actually be two roofs,measuring around 35ft and15ft, which will retract intoour current dome.

“It will make a huge dif-

ference and will allowmore rides and seating tobe introduced on our fore-court, which will be pro-tected from bad weather.

Parkin also said the cov-ered area would help meetthe urgent demand formore wet weather attrac-tions in Burnham-on-Seaand create additionalemployment at the resort.

She commented: “Thischange will mean we canhave a longer season,potentially resulting inextra staff being required.

“It will also increase theoverall longevity of thepavilion.”

The pier’s ownerswould like to haveapproval passed for theplans by February, allowingwork to begin in the Springand be completed in timefor Easter.

ten to MPs to urge them to support aparliamentary motion calling for afreeze in beer duty in the Budget onMarch 20.

Early Day Motion 892 has beentabled by Andrew Griffiths, MP forBurton and Uttoxeter, and already hasthe support of 39 MPs from six politi-cal parties.

The EDM calls on the governmentto sustain the momentum created bythe historic beer duty cut and removalof the beer duty escalator by the chan-cellor last year, by freezing duty in the2014 Budget in order to secure over2,000 jobs in pubs.

In her letter, Simmonds com-mented: “The benefits of the cut havebeen highly significant. From smallerbusinesses gaining the confidence to

take on new staff and buy new equip-ment to larger businesses investing inand expanding their pub estates, therehas been a definite change in industryperceptions.

“However, the reality is that taxhikes of 42 per cent in five years arenot easily undone. A further freeze inBeer Duty this year would make atelling difference - with research byOxford Economics indicating that itcould boost jobs by 2,000, across thecountry.”

Simmonds has also urged BBPAMembers to write to their MPs to askthem to support the measure.

Ultimate Fan established manufacturingcompany Syco Gaming. The company’sfirst major release, the Adept cabinet,has been receiving very positive feed-back ahead of EAG, where it will be onpublic display for the first time.

“The response we’ve had has beenabsolutely superb,” said companydirector, Dean Gourlay. The cabinet,which is available in versions featuringtwo or three 19 inch HD screens, is cre-ated at Syco’s 8,000 square foot manu-facturing facility in Telford. This siteoversees the creation of the company’sentire product line, making them one ofthe few cabinet developers to sellmachines that are produced entirely inthe UK.

This commitment to build locally is acore tenet of Syco Gaming and wasborn as the company’s founders spendfrustrating weeks waiting to receivenew parts and machines. “That busi-ness, for us, just didn’t work,” saidGourlay, “so we decided that at the startof last year that we were going to pursueour own cabinet and get manufacturingdone in the UK.”

Having the entire Syco team based inTelford means that customers in need ofsupport are only a phone call away fromassistance. “At the end of the day it’sgood for the customer,” said Gourlay.“There’s a good solid manufacturer in

the UK that’s building their equipment,so if they ever need any parts or anyperipherals there’s no ridiculous leadtimes.” Engineers are also available forsite visits if required, building on theteam’s ethos to maintain customer rela-tionships long after a sale has beencompleted.

Syco Gaming are licensed to producemachines in Categories C, B3, B3a andB4. Among their Cat C products is athird party development for CrownGaming Leisure. This new analogue reelmachine is designed specifically for thenew £100 jackpot increase.

Syco’s sister distribution companyhas been working with Crown for anumber of years and when the Telford-based company got its start their rela-tionship continued to bear fruit. “We buyand sell from one another through thedistribution line so when we set up SycoGaming they were quite receptive forlooking at our products,” said DeanGourlay.

Ahead of the Adept cabinet’s debuttrade show appearance, Dean has beenat pains to champion the commitment ofgaming veteran Neil Chinn in its con-ception and design. Chinn, who passedaway in October, provided consultancyservices to Syco Gaming throughout thecreation of the new machine. “He wasan integral part of developing the cabi-net,” said Gourlay. “It’s just unfortunatethat he’s not here to see the finishedproduct get to market.”

The pair feature as theywere instrumental in manufacturingcoins that were difficult to counterfeit.The note went into circulation in Novem-ber 2011.

There are approximately 224m £50notes in circulation, of which an esti-mated 63m are adorned with Houblon.The Bank of England recentlyannounced plans to introduce plastic(polymer) banknotes into circulation withthe £5 note, featuring Sir WinstonChurchill, in 2016.

If you have an old £50 note - firstissued in April 1994 - it can beexchanged at any bank until April 30.

However, Barclays, NatWest, RBS,Ulster Bank and the Post Office have allagreed to exchange Houblon £50 notes,up to the value of £200, until October 30.

too busy to read this untilat least the day after theEAG International 2014,because you’ve been sobusy either buying or sell-ing at the show. The majorpiece of news whichbroke immediatelybefore ExCel opened itsdoors to the world ofcoin-op, of course, camefrom the Department ofCulture, Media and Sportstating that the £100prize uplift for CategoryC games had beenrubber-stamped.

As this column has tobe written several days inadvance of Coinslot goingto press, I can’t realisti-cally predict how much‘Triennial ready’ Cat Cproduct will be on theshow floor, regardless ofwhat stage of develop-ment it happens to be in.Typcially, however, cer-tainly from what I’m hear-ing from the industrygrapevine, there shouldbe more than a fair smat-tering of the above men-tioned machines at ExCel.I say ‘typically’ becausethe coin-op industry canbe rightly proud of itsability to swiftly react toany opportunitieshanded to it - let’s face it,it has to given that miti-gating circumstanceshave caused the UKindustry to contract somuch in recent times.

Despite not having yetset off for London, I’m

already in ‘show mode’inasmuch as my thoughtsare dominated bywhether my single pair ofsmart shoes will last thefull three days, how manyspare batteries I need tobring down for my digitalcamera, whether thewireless internet con-nection will actuallywork in my Docklandsbase for the week - andindeed whether I’ll get(for the first time in mylife) an internet connec-tion on the train down tothe Smoke. Furthermore,will my risk of not havingmy suit dry-cleaned benoticed by anyone?

Here’s hoping to a suc-cessful show for all con-cerned, then. Obviously,each firm measures‘show success’ in differ-ent ways, but it usuallyboils down to volume ofsales. With the above inmind, I don’t think theshow organisers couldhave done much more intheir professionalapproach of promotingthe event and its benefitsto the industry. It wouldbe great if operators tookthe plunge and investedheavily in what’s on offerand even better if thegreat British publicredoubled its love for allforms of coin-op enter-tainment in 2014. In themeantime, I’ll cross myfingers and wish for a bitof Easter warmth,summer sunshine and asizable dollop of sensible,sensitive legislation.

Aplanning application hasbeen put in to the borough

council to knock down thebingo hall in Hinckley and turn itinto a car park.

According to the HinckleyTimes, the controversial pro-posal, put forward by owner ofthe building, Andrew Tyler, is forthe demolition of the existingbingo hall and the constructionof a new car park to serve theproposed new food retail store,thought to be Iceland, whichhas already been granted plan-ning approval. The art decobuilding was constructed in1929 and was originally used asa cinema.

The application, which islinked to a previous applicationfrom 2011, also promises tokeep the shops on Rugby Roadand the front of the building onthe corner of Rugby Road andLancaster Road. It proposesthat this could be used as aretail unit with a further plan-ning application.

Cllr Bron Witherford (LibDem, Hinckley Castle) said: “I

think we have got to go forwardwith the bus station develop-ment. But I am pleased that thefront is being kept and thebuildings on Rugby Road. Wehave been campaigning to keepthat part of the building so wedon’t lose that iconic corner.We would have liked to havekept it all but the bus station isthe primary project. I think thatany car parking in the town willhelp. We are hoping we can getas many people back shoppingin Hinckley as we can.”

The applicant stated he washopeful that the developmentshould benefit the local econ-omy both during its construc-tion and also after completionby attracting visitors to use theretail store to which the carpark is related together with thejobs created.

Vaughan Cartwright, anevents organiser from Hinckley,however, is passionate aboutkeeping the bingo hall in thetown and using it as a commu-nity space.

He said: “I’d like to see it be

used for events for things likelive music and comedians. Ihave contacts and I know wecould get people like Ministry ofSound or someone like thatplaying there or stand up come-dians. We could even use it forlocal bands to play. I think thiswould help the night time econ-omy. There is nothing in thetown for the 16-plus generationand they are the ones with themoney.”

He added: “It’s such a lovelyspace inside, it would be such ashame to knock it down. Thetrouble is the only people whoknow how beautiful it is are thebingo players. I am sure ifpeople knew what it was likeinside they would be outraged.It still has all the original rigginginside.”

The building is currentlyused for storage by IndigoHome owner Darran Brown. Hesaid: “Something should bedone to save it. The building isgorgeous inside. Personally Ithink the council should buy itand leave it to the community.”

A spokesperson from theborough council said thatthey had looked into makingthe bingo hall a listed build-ing in the past but wereunsuccessful.

A spokesperson from Ice-land said: “Iceland are in dis-cussions to build a newstore and relocate to anadjoining site. This is stillsubject to the local councilagreeing to provide com-pensation to us for the costsinvolved in the move.”

Meanwhile in the Princi-pality of Wales, the Welshcoast has suffered severestorm damage, but localbusinessmen are carryingon regardless, according tothe Shropshire Star.

The storms which have

battered the Welsh coasthave failed to dampen thespirits of holiday bosses,traders and operators alongthe coast are promising thateverything will return tonormal long before the holi-day season begins.

Already hotels on theseafront at Aberystwyth,which bore the full force ofthe worst winter storm foralmost 40 years, havereopened. Meanwhile, work-men have cleared tons ofshingle, sand and stonespiled 18 inches deep from thepromenade, road and pave-ment between the beach andthe Victorian seafronthomes.

Ceredigion County Coun-cil chief buildings officer, MelHopkins, said the biggestproblem was the damage tothe Grade II-listed Victorianseafront shelter.

“We have had talks to theheritage organisation,Cadw, about how we candismantle the shelter which

is a dangerous building atthe moment.

While Aberystwthreceived international newscoverage, the nearby holidayvillage of Clarach Bay, whichis very popular with holiday-makers, had little mention.

The enormous wavesswamped the beach smash-ing against the soft cliffedges and remoulding thelandscape. The flotsam andjetsam of the sea, from sea-weed, sticks and stones toplastic bottles and otherrubbish, has been washedup yards from caravans atthe Glanymor caravan site.

The 2014 IMA trade show has opened its doors in Düsseldorf’s Messeexhibition centre to an industry which is thriving but living under theshadow of repressive local legislation across Germany’s 16 semi-autonomous states, or Lånder.

After what appears to be a long-cycleswing towards greater permissive-

ness of gambling, it remains true thatmost Americans cannot legally bet onsports events, most Europeans have noaccess to modern casinos and mainlandChinese can only play the lottery.

The most commonly offered reasonby the world’s lawmakers as a justifi-cation for such restrictions is that theyseek to mitigate social disruption asso-ciated with problem gambling. Thishasn’t stopped governments makingmoney out of gambling themselves,either through taxes, auctioning ofgambling licences and ownership ofgaming facilities. The European Courtof Justice recently noted that there is agrowing inconsistency between thesupposed social case for state gam-bling monopolies and their tendencyto spend large amounts on promotingtheir own products.

Research conducted on behalf of theUS gambling commission at the end ofthe last century indicated that casinogaming creates jobs and reduces thelevel of unemployment and govern-ment assistance in communities thathave legalised it. The University ofChicago’s National Opinion ResearchCentre found that communities closestto casinos experienced a 12-17 per centdrop in welfare payments, unemploy-ment rates and unemployment insur-ance after the introduction of casinogaming. NORC also found that commu-nities with casinos have 43 per centhigher earnings in their hotel and lodg-ing sectors than those communities far-ther from casinos.

Whilst there is evidence to suggestthat the creation of gambling facilitiesin areas where problem gamblers liveincreases negative behaviour, there areoften difficulties extrapolating this dataand applying it to whole populations.Indeed research conducted by the Scot-tish Executive Social Research criticiseslobbyists on either side of the gamblingfence. It states: “Claims that casinoscreate significant wealth, new jobs andregenerate local economies; or that theycreate massive social problems throughincreases in problem gambling andcrime tend to be exaggerated.”

Yet if evidence against gamblingbeing harmful is so inconclusive whyhave lawmakers been slow to peel backlegislation? UK gambling consultantSteve Donoughue believes one reasonis that lawmakers are themselvestrapped in a paternalist tradition, rootedin class prejudice. He said: “Gamblingby the working class was integral tosociety and culture, endemic andrestrained, with very little evidence ofexcessive gambling.”

Yet this didn’t stop a cycle of moralpanic, where over a sustained period oftime UK legislators introduced lawsthat were both deeply prejudicial toworking class gamblers and also highlyineffective.

Such heavy handedness seems outof place nowadays. In fact, a recent pieceof analysis produced by the Universityof Salford in Manchester suggests thatmost gamblers are happy with their lot,a state of mind partly attributed to themental rewards they derive from thepastime. The authors argue that restrict-ing choice risks lowering the utility ofthose who choose to gamble, who intheir view aren’t in need of paternalis-tic constraints.

Donoughue believes that the gam-bling industry hasn’t been too success-ful at lobbying for greater liberalisation,which is perhaps a reason why someinnovations within the industry arechallenging the business model thatunderpins it.

A number of new firms appear to belooking to challenge the model, effec-tively returning to the type of focus thatsurrounded betting practices longbefore they became anything resem-bling an industry. They hark back to anera when betting invariably involved atwo-horse race, with wagers betweenindividuals rather than a bookmakerand the incentive less about financialwindfalls and more to do with provid-ing the odd treat.

The hope is that such businesses canre-equip gambling with a social pur-pose that will eventually diminish thedangers of problem gambling. If theycan achieve that, the odds might evenshorten on gambling becoming a forcefor good.

ow in its second year,the Beer InnovationSummit will bring

brewers together with repre-sentatives from the pubindustry to discuss the latestdevelopments in the beer sec-tor. The event, which takesplace on Wednesday 26 Feb-ruary, 2014, will be returningto the home of the FootballAssociation, St. George’s Parkin Burton-upon-Trent.

The event not only pro-vides a platform for drinkscompany executives and puboperators to network withbreweries. Summit organisers

have laid on a series of talksfrom industry experts to pro-vide informed perspectiveson the beer industry.

Speakers include MP forBurton Andrew Griffiths, chairof the All-Party ParliamentaryBeer Group, who will openproceedings by giving West-minster’s view on the beerindustry and Jonny Forsyth,global drinks analyst at Mintel.

The day ends with a ‘stateof the nation’ panel, duringwhich top beer writers andbrewers will debate thechallenges facing the sectorin 2014.
