PROPOSED MINUTES OF THE CROOKSTON CITY COUNCIL, POLK COUNTY, MINNESOTA. THE FIRST REGULAR COUNCIL MEETING OF MAY 10, 2021 COUNCIL CHAMBERS, CITY HALL. Mayor Stainbrook called the meeting to order at 7:00 p.m. and requested all present to stand to recite the Pledge of Allegiance. ROLL CALL Council Members present in answer to roll call were: Steve Erickson, Clayton Briggs, Donald Cavalier, Joe Kresl, Dylane Klatt, Tom Vedbraaten, Wayne Melbye and Kristie Jerde. Council Members absent: Staff present: Amy Finch, Pat Kelly, Scott Riopelle, Scott Butt, Greg Hefta, Paul Biermaier, Chad Palm, Ryan Lindtwed, Kent Ellingson and Ashley Rystad. PRESENTATION AND PUBLIC INFORMATION ANNOUNCEMENT

4.01 Mayor Stainbrook proclaimed the month of May 2021 as Community Action Month. Community action builds and promotes economic stability as an essential aspect of enabling and enhancing stronger communities, which in turn promotes self-sufficiency, ensuring that all Americans are able to live in dignity. Tri-Valley Opportunity Council, Inc. served over 2,000 families, over 11,000 individuals including over 7,000 children and seniors in 2020, while utilizing over 1,000 volunteers. Tri-Valley Opportunity Council, Inc. will continue to implement innovative and cost effective programs to improve the lives and living conditions of the impoverished and continue to provide support and opportunities for all citizens in need of assistance.

APPROVAL OF AGENDA On motion by Council Member Kresl, seconded by Council Member Briggs, and duly carried to approve the agenda as presented. CONSENT AGENDA Mayor Stainbrook asked if anyone wished to remove anything from the Consent Agenda. Hearing none, on motion by Council Member Cavalier, seconded by Council Member Jerde, and duly carried to approve the Consent Agenda.

6.01 Approve proposed City Council Minutes from April 26, 2021 meeting. 6.02 Resolution to approve City of Crookston bills and disbursements in the amount of $309,326.95 Check

REGULAR AGENDA

8.01 Motion was made by Council Member Kresl, seconded by Council Member Erickson; it was duly carried to approve the Resolution accepting a donation from Crookston Baseball Association in the amount of $10,000 for Park & Recreation Department. (Res #27253)

8.02 Motion was made by Council Member Cavalier, seconded by Council Member Jerde; it was duly carried

to approve the Resolution to declare Police impound vehicles as surplus vehicles. (Res #27254)

8.03 Motion was made by Council Member Vedbraaten, Seconded by Council Member Melbye. City Attorney Corky Reynolds gave the Council members a summary that stated, various Benedictine facilities throughout the State of Minnesota have gone together and used the Duluth Economic Development Authority in requesting 150 million dollars of bonding. Each city will issue bonds and will be taxed bonds that will be financed by the revenues from each individual entity. There is housing for the elderly involved in this particular matter. There is no liability or responsibility whatsoever to the City of Crookston. It duly carried to approve the Resolutions consenting to the issuance of revenue bonds by the Duluth Economic Development Authority and approving a Cooperation Agreement. (Res #27255)

8.04 Motion was made by Council Member Erickson, seconded by Council Member Cavalier. City

Administrator Amy Finch gave a brief update that stated, our City is eligible for a state -funded grant to replace our Airport REILS. What this agreement with S.E.H. allows is for our Airport consultants to go out, gather bids and construction estimates, so they can go back to MnDOT to see if our City will be able to receive both REILS covered since both ends actually need to be replaced. It was duly carried to approve the Resolution to authorize the contract with S.E.H with respect to the Runway End Identifier Lights (REIL) at the Crookston Municipal Airport. (Res #27256)

REPORTS AND STAFF RECOMMENDATIONS Amy Finch, City Administrator:

• Thank you to City’s staff and crews that worked on Clean up week and it’s much appreciated. • Just wanted to recognize the great community support shown for Brett Schultz and his family. • Also would like to recognize what a great partner Tri-Valley is for our community.

Scott Riopelle, Park and Rec Director:

• Thank you for the Baseball Association for their generous offer to help with our youth program. • Work has started on the Gentilly Bridge just started on the North side of the road.

Scott Butt, Park and Rec Supervisor: • The fishing pier went in at Central Park on Thursday and should hopefully get a few more in this week.

REPORTS FROM CITY COUNCIL MEMBERS Kristie Jerde, Council Member 1st Ward,

• Offer my condolences to Craig Theede and his family. He was the Aspen Chiropractor in town and unfortunately passed and you’ll be greatly missed by many Community Members including myself.

Steve Erickson, Council Member 2nd Ward, • I have not seen these numbers in the paper but I think they should be 84.22 Tons of garbage for Clean-up week.

Clayton Briggs, Council Member 3rd Ward, • Congratulations Tri- Valley and thank you for being part of our Community.

Donald R Cavalier, Council Member 4th, • The Chamber is still interviewing and looking for an Executive Director.

Joe Kresl, Council Member 5th • No report

Dylane Klatt, Council Member 6th Ward, • No report

Tom Vedbraaten, Council Member-at-Large, • Last week was graduation out at UMC and that went as good as we expected.

RESOLUTION APPROVING LIMITED USE PERMIT FOR WELCOME TO CROOKSTON SIGNAGE AT

TWO (2) LOCATIONS ON US HIGHWAY NO. 2

WHEREAS, the City of Crookston desires to construct and maintain two (2) municipal identification entrance signs within the right-of-way of Trunk Highway No. 2.

WHEREAS, the North sign is to replace an existing municipal sign in the same location but will be constructed at least fifty (50) feet Westerly of the Southbound center lane of US Highway 2.

WHEREAS, the East sign will be located Westerly of the intersection with 280th Street near the outer limits of the US Highway 2 right-of-way and the proposed location must be approved by MNDOT Permits prior to construction.

WHEREAS, the Minnesota Department of Transportation maintains jurisdiction over Trunk Highway No. 2 right-of-ways.

WHEREAS, the City of Crookston wishes to enter into an agreement with the Minnesota Department of Transportation for limited use of Trunk Highway No. 2.

WHEREAS, the City Council of the City of Crookston is the duly elected governing body of the City of Crookston, Minnesota.

WHEREAS, the Crookston City Council wishes to enter into a limited use permit with the Minnesota Department of Transportation providing for the limited use of center rights-of-way on the North and East sections of Trunk Highway No. 2.

WHEREAS, the Crookston City Council does hereby authorize the City of Crookston to enter into a limited use permit with the Minnesota Department of Transportation providing for the limited use of center right-of-way on the Trunk Highway No. 2.

WHEREAS, the limited use permit shall have duration commencing May 30, 2021, at 12:01 a.m. and shall terminate at 11:59 p.m. on May 3, 2031.

NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Crookston does hereby authorize the Mayor and City Administrator to sign any, all, and each document necessary with respect to the limited use permit related to the Welcome to Crookston signage on US Highway No. 2.

STATE OF MINNESOTA DEPARTMENT OF TRANSPORTATION

LIMITED USE PERMIT

6002 T.H. 2C.S. 6002 (T.H. 2) County of Polk LUP # 6002-0014 Permittee: City Of Crookston Expiration Date: 05/03/2031

In accordance with Minnesota Statutes Section 161.434, the State of Minnesota, through its Commissioner of Transportation, (“MnDOT”), hereby grants a Limited Use Permit (the “LUP”) to City Of Crookston (“Permittee”), to use two (2) areas within the right of way of Trunk Highway No. 2 as shown in red on Exhibit "A", (the “Area”) attached hereto and incorporated herein by reference. This Limited Use Permit is executed by the Permittee pursuant to resolution, a certified copy of which is attached hereto as Exhibit B.

Municipal Identification Entrance Sign

The Permittee's use of the Area is limited solely for the purpose of constructing and maintaining two (2) Municipal Identification Entrance Signs ("Facility"), and the use thereof may be further limited by Minnesota Statutes Section 173.02 Subdivision 6(a) and Section 173.025.

The Permittee will be allowed access to the Area from said trunk highway for the purpose of constructing and maintaining the Facility at a time and in a manner designated by MnDOT’s District Engineer. When working on the Area, the Permittee will conduct its operations in accordance with the requirements of the "Minnesota Field Manual on Temporary Traffic Control Zone Layouts". The Permittee must not block or close any lane of traffic during construction or maintenance activities unless prior written approval has been obtained from MnDOT.

No advertising of any nature is permitted on the Facility except that the Permittee may incorporate a pictograph or a short promotional slogan which has historically been used in the identification of the Permittee.

This permit authorizes two sign locations, within the Area. The north sign is to replace an existing municipal sign in the same location but will be constructed at least 50 feet westerly of the southbound centerline of US Highway 2.

The east sign will be located westerly of the intersection with 280th Street, near the outer limits of the US Highway 2 right of way, and the proposed location must be approved by MnDOT Permits prior to construction.

All landscaping rocks over 4” diameter must be installed within the area between the sign support posts.

In addition, the following provisions shall apply: 1. TERM. This LUP terminates at 11:59PM on May 3, 2031 (“Expiration Date”) subject to the

right of cancellation by MnDOT, with or without cause, by giving the Permittee ninety (90) days written notice of such cancellation. This LUP will not be renewed except as provided below.

Provided this LUP has not expired or terminated, MnDOT may renew this LUP for a period of up to ten (10) years, provided Permittee delivers to MnDOT, not later than ninety (90) days prior to the Expiration Date, a written request to extend the term. Any extension of the LUP term will be under the same terms and conditions in this LUP, provided:

(a) At the time of renewal, MnDOT will review the Facility and Area to ensure the Facility and

Area are compatible with the safe and efficient operation of the highway and the Facility and Area are in good condition and repair. If, in MnDOT’s sole determination, modifications and repairs to the Facility and Area are needed, Permittee will perform such work as outlined in writing in an amendment of this LUP; and

(b) Permittee will provide to MnDOT a certified copy of the resolution from the applicable governmental body authorizing the Permittee’s use of the Facility and Area for the additional term.

If Permittee’s written request to extend the term is not timely given, the LUP will expire on the Expiration Date.

Permittee hereby voluntarily releases and waives any and all claims and causes of action for damages, costs, expenses, losses, fees and compensation arising from or related to any cancellation or termination of this LUP by MnDOT. Permittee agrees that it will not make or assert any claims for damages, costs, expenses, losses, fees and compensation based upon the existence, cancellation or termination of the LUP. Permittee agrees not to sue or institute any legal action against MnDOT based upon any of the claims released in this paragraph.

2. REMOVAL. Upon the Expiration Date or earlier termination, at the Permittee’s sole cost and

expense Permittee will:

(a) Remove the Facility and restore the Area to a condition satisfactory to the MnDOT District Engineer; and

(b) Surrender possession of the Area to MnDOT.

If, without MnDOT’s written consent, Permittee continues to occupy the Area after the Expiration Date or earlier termination, Permittee will remain subject to all conditions, provisions, and obligations of this LUP, and further, Permittee will pay all costs and expenses, including attorney’s fees, in any action brought by MnDOT to remove the Facility and the Permittee from the Area.

3. CONSTRUCTION. The construction, maintenance, and supervision of the Facility shall be at no

cost or expense to MnDOT.

The Facility shall be constructed according to the plans that are attached as Exhibit A. Approval in writing from MnDOT District Engineer shall be required for any changes from the approved plan.

The Permittee shall construct the Facility only at the location shown in the attached Exhibit "A" subject to verification by MnDOT that the construction geometrics and procedures result in a Facility that is compatible with the safe and efficient operation of the highway.

Upon completion of the construction of the Facility, the Permittee shall restore all disturbed slopes and ditches in such manner that drainage, erosion control and aesthetics are perpetuated.

The Permittee shall preserve and protect all existing survey monuments and utilities located on the lands covered by this LUP at no expense to MnDOT and it shall be the responsibility of the Permittee to call the Gopher State One Call System at 1-800-252-1166 at least 48 hours prior to performing any excavation.

4. MAINTENANCE. The Permittee shall keep the Facility in good repair. Any and all maintenance

of the Facility shall be provided by the Permittee at its sole cost and expense, including, but not limited to, plowing and removal of snow and installation and removal of regulatory signs. No signs shall be placed on any MnDOT or other governmental agency sign post within the Area. MnDOT will not mark obstacles for users on trunk highway right of way. MnDOT may, without prior notice, remove any Facility that presents a safety risk or which has not been properly maintained.

5. USE. Other than as identified and approved by MnDOT, no permanent structures or no

advertising devices in any manner, form or size shall be allowed on the Area. No commercial activities shall be allowed to operate upon the Area.

Any use permitted by this LUP shall remain subordinate to the right of MnDOT to use the property for highway and transportation purposes. This LUP does not grant any interest

whatsoever in land, nor does it establish a permanent park, recreation area or wildlife or waterfowl refuge that would become subject to Section 4(f) of the Federal-Aid Highway Act of 1968. No rights to relocation benefits are established by this LUP.

This LUP is non-exclusive and is granted subject to the rights of others, including, but not limited to public utilities which may occupy the Area.

6. APPLICABLE LAWS. This LUP does not release the Permittee from any liability or obligation

imposed by federal law, Minnesota Statutes, local ordinances, or other agency regulations relating thereto and any necessary permits relating thereto shall be applied for and obtained by the Permittee.

Permittee at its sole cost and expense, agrees to comply with, and provide and maintain the Area, Facilities in compliance with all applicable laws, rules, ordinances and regulations issued by any federal, state or local political subdivision having jurisdiction and authority in connection with said Area including the Americans with Disabilities Act (“ADA”). If the Area and Facilities are not in compliance with the ADA or other applicable laws MnDOT may enter the Area and perform such obligation without liability to Permittee for any loss or damage to Permittee thereby incurred, and Permittee shall reimburse MnDOT for the cost thereof, plus 10% of such cost for overhead and supervision within 30 days of receipt of MnDOT’s invoice.

7. CIVIL RIGHTS. The Permittee for itself, successors in interest, and assigns, as a part of the

consideration hereof, does hereby covenant and agree that in the event facilities are constructed, maintained, or otherwise operated on the property described in this permit for a purpose for which a MnDOT activity, facility, or program is extended or for another purpose involving the provision of similar services or benefits, the Permittee will maintain and operate such facilities and services in compliance with all requirements imposed by the Acts and Regulations relative to nondiscrimination in federally-assisted programs of the U.S. Department of Transportation, Federal Highway Administration (FHWA),(as may be amended) such that no person on the grounds of race, color, national origin, sex, age, disability, income-level, or limited English proficiency (LEP) will be excluded from participation in, denied the benefits of, or be otherwise subjected to discrimination in the use of said facilities.

8. SAFETY. MnDOT shall retain the right to limit and/or restrict any activity, including the time and

manner of access to the Facility located on the trunk highway right of way, so as to maintain the safety of both the traveling public and Permittee.

9. ASSIGNMENT. No assignment of this LUP is allowed.

10. IN WRITING. Except for those which are set forth in this LUP, no representations, warranties,

or agreements have been made by MnDOT or Permittee to one another with respect to this LUP.

11. ENVIRONMENTAL. The Permittee shall not dispose of any materials regulated by any

governmental or regulatory agency onto the ground, or into any body of water, or into any container on the State’s right of way. In the event of spillage of regulated materials, the Permittee shall notify in writing MnDOT’s District Engineer and shall provide for cleanup of the spilled material and of materials contaminated by the spillage in accordance with all applicable federal, state and local laws and regulations, at the sole expense of the Permittee.

12. MECHANIC’S LIENS. The Permittee (for itself, its contractors, subcontractors, its materialmen,

and all other persons acting for, through or under it or any of them), covenants that no laborers', mechanics', or materialmens' liens or other liens or claims of any kind whatsoever shall be filed or maintained by it or by any subcontractor, materialmen or other person or persons acting for, through or under it or any of them against the work and/or against said lands, for or on account of any work done or materials furnished by it or any of them under any agreement or any amendment or supplement thereto.

13. NOTICES. All notices which may be given, by either party to the other, will be deemed to have

been fully given when served personally on MnDOT or Permittee or when made in writing addressed as follows: to Permittee at:

The address to which notices are mailed may be changed by written notice given by either party to the other.

14. INDEMNITY. Permittee shall indemnify, defend to the extent authorized by the Minnesota

Attorney General’s Office, hold harmless and release the State of Minnesota, its Commissioner of Transportation and employees and any successors and assigns of the foregoing, from and against:

(a) all claims, demands, and causes of action for injury to or death of persons or loss of or damages to property (including Permittee's property) occurring on the Facility or connected with Permittee's use and occupancy of the Area, except when such injury, death, loss or damage is caused solely by the negligence of State of Minnesota, but including those instances where the State of Minnesota is deemed to be negligent because of its failure to supervise, inspect or

control the operations of Permittee or otherwise discover or prevent actions or operations of Permittee giving rise to liability to any person;

(b) claims arising or resulting from the temporary or permanent termination of Facility user rights on any portion of highway right of way over which this LUP is granted;

(c) claims resulting from temporary or permanent changes in drainage patterns resulting in flood damages;

(d) any laborers', mechanics', or materialmens' liens or other liens or claims of any kind whatsoever filed or maintained for or on account of any work done or materials furnished; and

(e) any damages, testing costs and clean-up costs arising from spillage of regulated materials attributable to the construction, maintenance or operation of the Facility.

RESOLUTION TO APPROVE REHABILITATION LOAN PROGRAM DEFERRED LOAN REPAYMENT AGREEMENT AND MORTGAGE SATISFACTION

WHEREAS, Geraldine M. Newquist and the City of Crookston did on the 1st day of April 2011, enter in to a Rehabilitation Loan Program Deferred Loan Payment Agreement and Mortgage.

WHEREAS, the City of Crookston paid $22,057.00 on behalf of Geraldine M. Newquist as a no interest loan for rehabilitation work on her existing house owned and occupied by Geraldine M. Newquist.

WHEREAS, the proceeds of the loan were used only for alterations, repairs, or improvements on or in connection with the real property owned by Geraldine M. Newquist primarily to improve the condition relating to the health thereon, and to provide essential accessibility improvements thereto.

WHEREAS, the City of Crookston wished to secure the repayment of the loan with a mortgage on the property owned and occupied by Geraldine M. Newquist.

WHEREAS, Geraldine M. Newquist granted and provided to the City of Crookston a mortgage lien on the property with respect to the Deferred Loan Repayment Agreement.

WHEREAS, the Agreement provided that after the end of the seventh year after the date of the loan or at any time thereafter, Geraldine M. Newquist would have no obligation to repay the loan or any portion thereof to the City of Crookston.

WHEREAS, the mortgage lien created by the Agreement between Geraldine M. Newquist and the City of Crookston shall terminate and shall be of no further force or affect in the event the City of Crookston did not on or before April 1, 2018, commence any action to foreclose the mortgage.

WHEREAS, the City of Crookston took no action to foreclose on the mortgage on or before April 1, 2018.

NOW THEREFORE, BE IT RESOLVED, that the City of Crookston execute a Satisfaction of Mortgage with respect to the Rehabilitation Loan Program Deferred Loan Repayment Agreement and Mortgage Satisfaction.

IT IS FURTHER RESOLVED, the Mayor and City Administrator for the City of Crookston are authorized to sign a Mortgage Satisfaction and any and all other documents necessary to release and satisfy the mortgage obtained as a result of the April 1, 2011, Deferred Loan Payment Agreement and Mortgage.

ECONOMIC DEVELOPMENT AUTHORITY AND TO DISSOLVE THE CROOKSTON HOUSING AND ECONOMIC DEVELOPMENT AUTHORITY.

BE IT RESOLVED, by the City Council of the City of Crookston, Minnesota as follows:

1. The Crookston City Council is considering whether to rescind the Enabling Resolutions concerning theCrookston Housing and Economic Development Authority and to dissolve the Crookston Housing andEconomic Development Authority.

2. In accordance with Minnesota Statutes 469.092 Subd. 2 and Minnesota Statute 469.093 Subd. 2, at itsmeeting to be held on June 14, 2021, the Crookston City Council shall hold a public hearing on and considerthe adoption of a Resolution rescinding the Enabling Resolutions concerning the Crookston Housing andEconomic Development Authority and to dissolve the Crookston Housing and Economic DevelopmentAuthority.

Notice is hereby given that the City Council of the City of Crookston, Minnesota will meet at City Hall in Council Chambers on June 14, 2021, at 7:00 p.m. to hear, consider, and pass upon all written or oral comments if any to the proposed resolution to rescind the enabling resolutions concerning the Crookston Housing and Economic Development Authority and to dissolve the Crookston Housing and Economic Development Authority.

The proposed resolution rescinding the Crookston Housing and Economic Development Authority enabling resolutions and dissolving the Crookston Housing and Economic

Development Authority:

1. Dissolves the Economic Development Authority known as the Crookston Housingand Economic Development Authority.

Transfers to the City of Crookston all property, records, assets, cash, or other fundsheld or used by the Crookston Housing and Economic Development Authority whichproperty records, assets, cash, or other funds held or used by the Crookston Housingand Economic and Development Authority shall become the sole and exclusiveproperty of the City of Crookston.

4. Transfers all rights of the Crookston Housing and Economic Development Authoritywhether contractual or of any other kind or character against any person, firm, orcorporation from the Crookston Housing and Economic Development Authority tothe City of Crookston.

5. Provides all rights of the Crookston Housing and Economic Development Authoritywhether contractual or of any kind or character against any person, firm, orcorporation shall accrue to and be enforced by the City of Crookston.

6. Provides upon dissolution of the Crookston Housing and Economic Development Authority any and all debts, obligations, or liabilities of the Crookston Housing and Economic Development Authority shall be the obligations, debts, or liabilities of the City of Crookston.

7. Provides the City of Crookston shall covenant and pledge to perform the terms and conditions of any bonded indentures or other agreement executed for the security of bonds issued by the Crookston Housing and Economic Development Authority.

8. Provides that not withstanding any other provision of this resolution or any other resolution or ordinance of the City of Crookston, the City of Crookston shall exercise all of its powers necessary to perform the terms, conditions, and covenants of any indenture or other agreement executed for the security of bonds, and the City of Crookston shall become obligated on any such bonds by reason of the transfers provided in this resolution.

9. Pursuant to the authority granted to the City of Crookston in Minnesota Statutes Section 469.092 Subd. 2 and Minnesota Statute 469.093 Subd. 2, the Crookston Housing and Economic Development Authority would be dissolved.

10. The Mayor, City Council, City Administrator, or any other appropriate city official would be authorized and directed to take such actions and execute and deliver the documents necessary to give full effect to the resolution.

11. The transfers and obligations provided for and the dissolution of the Crookston Housing and Economic Development Authority would be effective the 14th day of June 2021.

AND REDEVELOPMENT AUTHORITY TO FUNCTION IN THE CITY OF CROOKSTON

BE IT RESOLVED, by the City Council of the City of Crookston, Minnesota as follows:

1. The Crookston City Council is considering whether a need exists that the Housing and Redevelopment Authority in a for the City of Crookston, Minnesota, be activated pursuant to the applicable provisions of Minnesota Statutes Section 469.003, and whether such authority should be authorized to function within the boundaries of the City of Crookston in accordance with Minnesota Statutes Sections 469.001 through 469.047.

2. In accordance with Minnesota Statutes Section 469.003 Subd. 1, at its meeting to be held on June 14, 2021, the Crookston City Council shall hold a Public Hearing on, and shall consider the adoption of, a Resolution (a) finding that within the City of Crookston (i) substandard, slum, or blighted areas exist which cannot be redeveloped without government assistance and (ii) there is a shortage of decent, safe, and sanitary dwelling of accommodations available to persons of low income and their families at rentals they can afford and (b) declaring that there is a need for a Housing and Redevelopment Authority to function in the City of Crookston.

3. The City Administrator for the City of Crookston is hereby directed to cause the Notice of Public Hearing

AN ORDINANCE OF THE CITY OF CROOKSTON, MINNESOTA AUTHORIZING AND CREATING A COMMUNITY DEVELOPMENT DEPARTMENT.

THE CITY OF CROOKSTON ORDAINS, as follows

The following describes the intent and purpose of this Ordinance: Pursuant to City of Crookston, Minnesota Charter Section 5.03, the City Council may establish by Ordinance a City Department and describe its functions; It is desirable that the City of Crookston have a department with a director to build relationships with individuals and organizations to obtain, retain, and secure business entities within the City of Crookston; The City of Crookston Municipal Code shall be amended as follows and the City of Crookston ordains:

• 32.162 Establishment.

• 32.162.A The Community Development Department is hereby established. The head of the Department shall be the Community Development Director.

• 32.162.B The head of the Community Development Department shall be responsible to the

City Administrator and shall make and file reports as may be requested by the City Administrator.

• 32.162.C The Director of Community Development shall make recommendations to the City

Administrator in conjunction with the programs and policies of the City of Crookston related to businesses, development, and planning. The Director coordinates and implements goals and programs of economic development that promote the growth and retention of a vital economy within the City. The Director develops, maintains, and updates the Community Development Department’s long and short ranged developmental goals. The Director creates and maintain an inventory of vacancies of commercial and industrial properties in the City and develops strategies to decrease vacancies within the City. The director develops and coordinates economic development, marketing strategies, and growth management process. The director works with private businesses and public agencies to enhance the economic vitality and viability within the City. In coordination with the City Administrator and other City directors, the Community Development Director evaluates large developmental projects within the City. The Community Development Director oversees and builds relationships with individuals and organizations and is to be a creative force in obtaining, retaining, and securing business entities and manufacturers within the City.
