As patron, I am delighted to offer my warmest congratulations to the winners and finalists of the 18th edition of Communities in Bloom.
There is a certain serenity that comes over us when standing in a well-maintained garden, nature having that innate ability to imbue our otherwise hectic lives with a sense of calm. While travelling across this vast country, I have discerned a profound desire in Canadians to see their communities blossom by shaping the environment through gardening.
From coast to coast to coast, breathtaking floral gardens bear witness to that commitment and to the incredible talent and imagination with which our green-thumbed fellow citizens have been blessed. The participants in this program can be proud of their accomplishments.
I commend the volunteers, organizers and all those who have helped to make Communities in Bloom a success. I wish you the very best for the future.

À titre de président d’honneur, c’est un plaisir de féliciter chaleureusement les gagnants et les finalistes de la 18e édition de Collectivités en fleurs.
Il existe une certaine sérénité lorsque l’on se retrouve dans un jardin bien entretenu, la nature offrant naturellement un sentiment de calme dans nos vies autrement animées. Au fil de mes visites d’un océan à l’autre, j’ai constaté à quel point les Canadiens apprécient faire fleurir leur communauté en modelant l’environnement grâce au jardinage.
À la grandeur du territoire, de remarquables jardins florauxtémoignent de cet engagement, du grand talent et de l’imagination dont sont dotés nos concitoyens aux pouces verts. Les participants au programme peuvent être fiers de leurs réalisations.
Je tiens à saluer les bénévoles, les organisateurs et tous ceux qui ont contribué à faire de Collectivités en fleurs un succès. Je vous souhaite le meilleur pour l’avenir.

The joint project of planting an ornamental Snow Crab Apple Tree in Clinton and in Cache Creek as a part of the CIB mentoring project celebrated the mentoring, partner-ship of the two communities with the Lions Club purchasing the trees. Those attending were treated to a tree planting workshop

Le renouvellement de l’Association canadienne des parcs et loisirs (ACPL) se poursuit! Avec l’arrivée de C.J. Noble comme Directrice administrative et les progrès soutenus du bureau de direction à l’échelle nationale, le groupe de travail des parcs peut se remettre au travail.
Au Canada, le soutien qu’on accorde aux professionnels des parcs a atteint un point critique. Ces professionnels ont une influence considérable sur l’environnement, l’économie et le mode de vie des Canadiens, mais, en cette période de dévolution et de restrictions budgétaires, on les considère souvent comme de simples gardiens de pelouses et de terrains de sport.
Reportons-nous aux premiers jours de New York, au moment où Frederick Law Olmstead a étendu son influence dans ce qui était et est encore le cœur de l’économie de l’Amérique. Les investissements effectués par les Commissaires de New York en 1880 pour désigner un vaste espace qui devait devenir Central Park a généré le développement économique et augmenté la valeur de tous les terrains adjacents au parc.
Des gens déterminés et talentueux sont plus portés à investir dans des collectivités qui ont une vision claire de l’avenir qu’elles désirent et disposent d’espaces et d’endroits qui contribuent à mettre en valeur le patrimoine, le tourisme, les activités et les événements dans un esprit de fierté citoyenne. Souvent, les professionnels des parcs contribuent paisiblement à définir l’image d’une collectivité par des événements, des activités, une apparence et des points de vue qui influencent de façon positive et stimulante le rythme de la vie quotidienne des collectivités.
À mesure que le revenu familial disponible diminue, les parcs et les sentiers, s’ils sont bien aménagés, permettent aux citoyens d’être plus actifs, d’avoir accès à des activités à moindre coût et avec moins de dépense d’énergie et d’effets sur l’environnement. Les enfants peuvent plus facilement entrer en contact avec la nature et comprendre les bienfaits de ce rapprochement sur leur santé et sur leur bien-être mental et social pour le reste de leur vie.

The renewal of the Canadian Parks and Recreation Association (CPRA) continues! With the addition of C.J. Noble as Executive Director and a Board continuing to make advancements on a national scale, the Parks Task Force can now resume its work
The level of support for parks professionals in Canada is at a critical state. Parks professionals have major impacts on the environment, economics and lifestyles of Canadians but, in an era of devolvement and tightening budgets, are often typecast as mere custodians of grass and sport fields.
Let’s harken back to the early days of New York City, when Frederick Law Olmstead’s extended his influence within what was and is one of the economic heartbeats of America. The investment of New York City Commissioners in setting a large tract of land to be Central Park in the 1880’s spawned economic development and higher land values at all adjoining lands of the park
Aggressive and talented persons are more eager to invest in communities with solid visions of a desired future and attractive spaces and places within which to celebrate heritage, tourism, activities and events within a proud civic backdrop. Parks professionals are often quietly and integral in defining the image of a community through events, activities, texture and vistas which in turn, allow the daily rhythms of communities to be positive and uplifting.
As family disposable incomes keep shrinking, parks and trails if designed properly allow citizens to become more active, to have easy access to activity with less costs and environmental and energy impacts. Children are more likely to connect with nature and to understand the benefits such connections have on health and mental and social well-being the rest of their lives.
The Parks Task Force is looking for your input.

Le 20 août 2011, une tornade de magnitude F3 s’est abattue sur Goderich, causant sur son passage une quantité indescriptible de dommages matériels et de destruction. Des édifices et des centaines d’arbres ont été dévastés.
L’un des secteurs les plus touchés a été le centre-ville, qui est le noyau principal des activités institutionnelles, économiques, sociales et culturelles de la ville.
Pour appuyer la ville et la collectivité dans leur entreprise de réfection, on a fait appel à des experts de Toronto et à un partenariat de planification afin d’élaborer un plan d’ensemble pour le centre-ville et un concept d’aménagement pour le parc Court House.
Les experts ont reçu l’appui du Comité consultatif de la planification, présidé par le Maire adjoint John Grace, qui s’est révélé indispensable pour favoriser un processus de collaboration pendant toute l’élaboration du plan d’ensemble.
Le Partenariat de planification a animé des ateliers, où plus de 400 personnes de la collectivité ont assisté pour partager leurs idées avec les membres de l’équipe.
L’un des désirs le plus souvent exprimés au cours du processus de planification était de revoir la voûte de verdure formée de grands arbres dans le parc. En effet, la tornade avait détruit presque tous les arbres matures à feuilles caduques.
La ville a eu recours à PAO Horticulture pour fournir plus de 150 nouveaux arbres qu’on a choisis lors de visites dans des pépinières de l’escarpement du Niagara.
En novembre, l’arrivée des arbres par pleines charges de camions a suscité une grande fête dans la collectivité.
On y retrouvait des érables à sucre, des bouleaux noirs, des chênes des marais, des chênes rouges, des marronniers de l’Ohio et des séquoias. Il a fallu 300 km de corde et plus de 3 km de jute pour attacher et protéger les mottes de racines.
Selon les propos du maire Deb Shewfelt : « En considérant notre situation comme une occasion d’amélioration, les efforts soutenus de reconstruction vont assurer que le parc Court House restera pour Goderich un paysage magnifique pour les années à venir ».
Grâce à son leadership, au travail continu du « Rebuild Oversight Steering Committe (ROSCO) » ainsi qu’à l’implication d’une collectivité bien informée, la renaissance de Goderich s’oriente vers un avenir durable.
On August 21, 2011 a category F3 tornado ripped through the Town of Goderich, causing an incredible amount of physical damage and destruction in its path. Buildings and hundreds of trees were severely affected.
One of the areas greatly impacted was the Downtown Core, which is the town’s hub of institutional, economic, social and cultural activity in the Town.
As part of the Town’s and community’s efforts to re-build this important area, Toronto based consultants, The Planning Partnership were retained to prepare a Master Plan for the Downtown Core and a Landscape Design for Court House Park.
The consultants were assisted by the Rebuild Planning Advisory Steering Committee, chaired by Deputy Mayor John Grace, which proved invaluable in assisting in facilitating a collaborative process throughout the Master Plan’s development.
The Planning Partnership facilitated led community workshops. Over 400 members of the community attended to share their ideas with the team.
One of the strongest messages expressed by the community during the consultation process was the desire to see large canopy trees within the Park again. The tornado destroyed almost all its mature deciduous canopy trees.
PAO Horticulture was hired by the town to supply over 150 new trees which were selected in visits to nurseries in the Niagara escarpment.
In November, with great community celebration trees began to arrive by the truckload.
These included sugar maple, river birch, pin oak, red oak and Ohio buckeye and redwood. The trees required 300 km of rope and more than 3 km of burlap to tie and protect the root balls.
“By looking at our situation as an opportunity for improvement the continued rebuild efforts will ensure that Court House Park will remain a visually beautiful landscape for Goderich
for years to come,” said Mayor Deb Shewfelt.
Through his leadership and the ongoing work of the Rebuild Oversight Steering Committee (ROSCO) along with an involved, informed community the rebirth of Goderich continues in to a sustainable future.

On behalf of the National Committee, I wish to congratulate all the Provincial participants, National and International Finalists for their achievements in the 2012 Edition of Communities in Bloom.
Every year, we are amazed by all the projects and initiatives showcased to the judges on their evaluation tours. This year we have again seen the power of community involvement: the support of elected officials, the untiring work of municipal staff and the commitment and dedication of local volunteers, businesses and community groups that collectively have allowed them to achieve grand results in making their communities better places to live in, to work in and to visit.
If only we could “bottle up” all the community pride… we would have bountiful resources!
On behalf of the communities, I would like to sincerely thank our volunteer judges, our Provincial Organizations, our sponsors and our partners: their dedication and support contributes significantly towards making this program a success.

La Ferme Héritage Miner | Miner Heritage FarmLa Ferme Héritage Miner, ouverte en 2012, est la culmination de plusieurs années de travail acharné pour enfin pouvoir offrir au public une expérience mémorable des bâtiments, de l’histoire et de la vie de la famille Miner qui a marqué l’histoire de Granby. On y retrouve un volet éducatif ainsi qu’un volet d’entraide communautaire en partenariat avec la banque alimentaire ainsi que des animaux de ferme et des ruches d’abeilles.
The Miner Heritage Farm finally opened its doors in 2012, after several years of work and commitment to feature the history of the Miner family and its contribution to the history of the City of Granby.

Special mention should be made of the community volunteer organizations which produce some spectacular floral displays. The town has also stepped up to the plate in a major way with the restoration of the Point Abino Lighthouse.

Restoration of WWI Training Trenches Restauration des tranchées d’entraînement de la Première Guerre mondiale CFB Borden is to be commended for completing the Vimy Ridge Trench restoration project which was planned in 2011. It is a very unique project that highlights the history of the Base back to 1916; to add authenticity, hand tools and techniques passed down from the soldiers who built the original trench in 1916 were used. The interpretive signage adds to the value of the restoration.

En novembre, l’organisme Nutriments pour la Vie et le Musée de l’agriculture du Canada ont signé un protocole d’entente officialisant leur collaboration dans le domaine du développement et de la distribution au public canadien de matériel d’enseignement et d’une intégration en matière d’agriculture, de jardinage, de science des sols et d’agriculture durable. Le Musée reçoit annuellement plus de 170 000 visiteurs, ce qui représente une occasion idéale de les renseigner à propos des treize nutriments essentiels qui se trouvent dans la terre et des trois éléments les plus importants pour la santé de la terre et la production de nourriture : l’azote (N), le phosphore (P) et le potassium (K).
Ce partenariat comprendra aussi la mise en place d’un laboratoire hydroponique mural vivant destiné aux programmes éducatifs des laboratoires d’enseignement du Musée, une autre façon de montrer aux jeunes l’importance pour les plantes des nutriments contenus dans le sol. En 2013, ce partenariat marquera le début d’une fondation visant à enseigner aux jeunes comment nourrir neuf milliards de personnes d’ici 2050 ainsi que les mesures que l’agriculture moderne a entreprises pour assurer une production alimentaire suffisante pour cette population.
In November Nutrients for Life and Canada Agriculture Museum signed a Memorandum of Understanding that formalized the collaboration in the area of the development and distribution of educational and integrative material to the Canadian public in general, on matters of agriculture, gardening, soil science and agricultural sustainability. Over 170,000 visitors come to the Museum annually – this is a perfect opportunity to teach visitors about the 13 essential nutrients that are found in soil, and the three most important to soil health and food production - Nitrogen (N), Phosphorus (P) and Potassium (K).
This partnership will also include the development of a hydroponic and living wall lab for educational programs in the Canada Agriculture Museum learning labs – another way to educate youth on the importance of plant nutrients in the soils. In 2013, this partnership will start to build the foundation on educating youth on how to feed a population of nine billion by 2050 and the innovative processes that modern agriculture is undertaking to make sure enough food will be produced for this population.

Les classificateurs ont visité plus de 140 municipalités pour cette 7e édition. C’est le plus grand nombre de municipalités visitées depuis la 1ère édition. Avec un taux de renouvellement de plus de 90 %, le programme confirme des retombées concrètes pour les municipalités participantes. En 2012, en raison du nombre record de renouvellement, 28 nouvelles municipalités ont pu joindre Les Fleurons du Québec. Au moment du dévoilement annuel 2012, plus de 370 municipalités détiendront fièrement des fleurons du Québec.
L’obtention d’un 5e fleuron a été saluée par l’ensemble des participants. Dans le cadre de sa troisième participation à la classification horticole des Fleurons du Québec, la Ville de Saint-Bruno-de-Montarville a obtenu pour la période 2012-2014 la cote maximale de 5 fleurons. Elle est la toute première ville – et la seule – à avoir obtenu cette distinction.
« C’est avec une grande joie, mais surtout avec une immense fierté que je reçois, au nom de tous les citoyens de la Ville de Saint-Bruno-de-Montarville, ce bouquet de 5 fleurons », a mentionné le maire de Saint-Bruno-de-Montarville, monsieur Claude Benjamin, lors du dévoilement. Invité à prendre la parole, monsieur Benjamin a expliqué les résultats ainsi : « C’est simple et complexe à la fois, et la réponse se résume en deux mots : travail d’équipe ». En effet, la beauté de Saint-Bruno réside dans l’effort d’embellissement inestimable des membres du comité d’embellissement, des organismes communautaires, des citoyens, des commerces, des industries et des employés municipaux. Cette année, tous ont su se mobiliser et réaliser ensemble la plus belle fresque de Saint-Bruno. « Je leur adresse mes plus sincères félicitations pour ce prix, que nous avons gagné ensemble, et je les remercie de leur implication et de leur soutien », de dire monsieur Benjamin. Rappelons que Saint-Bruno a mis le cap sur l’embellissement depuis maintenant 33 ans, représentant bien sa devise Fiers de nos traditions.
Classifiers visited more than 140 municipalities for this 7th Edition. This is the largest number of municipalities visited since the 1st Edition. With a turnover rate of over 90%, the program confirms concrete benefits to participating municipalities. In 2012, because of the record number of renewal, 28 new municipalities were able to join Les Fleurons du Québec. At the annual unveiling of 2012, more than 370 municipalities will hold proudly Fleurons.
Obtaining a 5th fleuron was welcomed by all present. Participating for the third time in the Fleurons du Québec horticultural classification, the Ville de Saint-Bruno-de-Montarville has received the highest rating of 5 fleurons for 2012-2014. Saint-Bruno is the first and only municipality to earn this distinction.
“I am very pleased, but especially deeply honoured, to receive, on behalf of all Saint-Bruno residents, this 5 fleurons distinction”, stated Saint-Bruno Mayor Claude Benjamin, during the presentation of the 7th edition. Invited to speak, Mayor Benjamin explained the results as follows: “It’s both simple and complex, and the answer lies in one phrase ‘team work’. Saint-Bruno’s charm resides in the tremendous efforts to beautify the community by our embellishment committee members, community groups, residents, the commercial and industrial sector, companies and municipal employees. Together this year, Montarvillers were all able to come together to achieve Saint-Bruno’s most attractive mural ever. “I warmly congratulate them all for this collective honour and thank them sincerely for their involvement and support”, added Mayor Benjamin. True to its motto Fiers de nos traditions, Saint-Bruno has maintained a tradition of community embellishment for the last 33 years.

In 2011, Vanco Farms partnered with the Points East Tourism Group and Coastal Drive (www.pointseastcoastaldrive.com) to inaugurate a Tulip Trail on the Eastern portion of the Island. Charlottetown, la prospère capitale de l’Île-du-Prince-Édouard, compte 35.000 habitants et des siècles d’histoire. La ville se situe près de la rive sud de l’île, tout près de la côte est du Canada, dans le golfe du Saint-Laurent.

Collectivités en fleurs a le plaisir d’annoncer le programme des Jardins du Souvenir
Dans un esprit de commémoration, ce programme vise à inciter les collectivités de l’ensemble du Canada à honorer les anciens combattants par des Jardins du Souvenir et d’autres activités. Les jardins feront appel à toute la collectivité, afin que tous prennent connaissance de leur signification, surtout lorsqu’il s’agit d’activités pour les jeunes.
Comme il se doit, on connaît bien le coquelicot comme symbole du souvenir. Dans l’histoire de la guerre, d’autres fleurs ont joué un rôle important, comme par exemple la marguerite, qui était le signe de la résistance aux Pays-Bas pendant la Deuxième Guerre mondiale, ou encore le myosotis, qu’on porte le 1er juillet à Terre-Neuve et Labrador en souvenir des anciens combattants de la Première Guerre mondiale.
Le programme des Jardins du Souvenir a pour but de mettre en évidence notre gratitude envers les anciens combattants, ces hommes et ces femmes qui ont servi leur pays en temps de guerre, de conflits militaires et de paix et ceux et celles qui ont perdu la vie pendant des guerres ou lors d’autres affrontements, et de reconnaître les sacrifices de leurs familles.
Le programme consistera d’abord à évaluer les Jardins du Souvenir existants afin de les mettre en valeur, à encourager la création de nouveaux jardins et à inciter les collectivités de partout au Canada à participer au programme des Jardins du Souvenir.
Les Jardins du Souvenir seront mis à l’honneur lors du Symposium national, et des certificats de reconnaissance seront présentés au cours des cérémonies de remise des prix nationaux qui se tiendront dans la Capitale nationale les 25 et 26 octobre 2013.

Communities in Bloom is pleased to announce the Gardens of Remembrance program.
The program aims, in the spirit of commemoration, to engage communities throughout Canada to honour Veterans by means of remembrance gardens along with local activities. The gardens will involve the entire community to ensure that their meaning is known by all, particularly including activities with our youth.
The symbolism of the poppy is, as it should be, well known for remembrance. There are other flowers that have played an important role in the history of war: the daisy, sign of resistance in the Netherlands during the Second World War; forget-me-nots worn each July 1st in Newfoundland and Labrador in memory of Veterans of the First World War.
The Gardens of Remembrance Program’s goal and objectives are to showcase our gratitude to Veterans—those men and women who served their country in times of war, military conflict and peace, and those who have lost their lives during war and other military engagements—and to recognize the sacrifices made by their families.
The program will consist of evaluating existing memorial gardens to showcase them and promoting the creation of new memorial gardens to encourage communities throughout Canada to participate in the Gardens of Remembrance program.
