Mr. Seng Tola is a Deputy Secretary of National Accounting Council (NAC) of Cambodia since 2014 after joining with NAC for 12 years. Tola earned his Master of Business Administration from National Institute of Business in 2008. He has successfully completed one-year pedagog-ical education for higher education. He is qualified in Certified Accounting Technician (CAT) program. Tola was appointed by the Ministry of Economy and Finance as a public accountant at National Social Security Funds for Civil Servants in 2013. He was also appointed as a

member of the several working groups of Accounting, Taxes, and Securities and working group of accounting standards for not-for-profit entities of the Ministry of Economy and Finance. Besides, Tola is a member of Audit Quality Monitoring Committee (AQMC) and a standing vice-chairman of technical working group in public sector accounting standard.

Dr. Prum Virak is a well-known figure in the legal community and brings with him over 10 years of experience in the fields of law and international development. He has served in various lead-ership positions including being a senior political officer at the British Embassy, a senior legal consultant, the Dean of a law faculty, and a public affairs specialist at the United States Embas-sy. Dr. Virak has published articles in various peer-reviewed journals on decentralization, public administration and climate change. He is a frequent speaker and acts as a legal expert at

numerous conferences and workshops and teaches at the Royal Academy for Judicial Professions.

Dr. Virak received his law degree in 2000, a Master of Law in 2003 from Nagoya University (Japan) and a PhD in international development in 2006, also from Nagoya University.

The Diploma in Cambodian Business Law is an exam-based diploma. Exams are held at the end of a 4-month training course.The Diploma in Cambodian Business Law is internationally accredited by the Association of Chartered Certified Accountants (ACCA).Holders of the Diploma in Cambodian Business Law are exempt from ACCA paper F4.The final exam paper is independently prepared by international leading Law experts.The course syllabus is independently reviewed by international leading Law experts.

Course Lecturers

Guest Lecturers

Final exams are held every June and December. Official government identification (passport or driver’s license) is required to sit the exam. The final exam is recorded on video. All exams are marked twice independently by separate lawyers.

The course studies 3 hours every Sunday, starting every January or July and ending in June or December.Students can choose to study in either English or Khmer. The final exam may be taken in either English or Khmer.

Fees

Dr. Sambath is a Deputy Director General of the Securities and Exchange Commission of Cambodia, a position he has held since 2008. Sambath earned his Master of Strategy and Management from Lyon 3 University (France). He was appointed by the royal government as a higher education lecturer at the Royal University of Law and Economics in 2003. He was also appointed to be a member of the National Accounting Council since 2011.
