Asparagus Asparagus is one of the easiest vegetables to cook. Bring a frying pan half filled with water to the boil, wash asparagus spears and snap the woody ends as close to the base as possible. Lie the spears in the water making sure they are covered & cook for 2 minutes only. Drain. Now you can go crazy & add whatever you like. Drizzle with olive oil & some balsamic vinegar; crisp some bacon or prosciutto & sprinkle over with some grated parmesan; top with a poached egg & hollandaise sauce; melt some butter & pour over with some lemon juice & freshly cracked pepper. To the editor... I would like to thank everyone involved in our successful hidden gardens event on Saturday. We had over 400 people visiting the gardens and enjoying our main street. A big thank you to the 6 garden owners who made the event with their beautiful gardens. They have worked for months and their gardens were unique to them and showed a real love of gardening. Thank you to all our friendly volunteers who sold tickets or sat at the garden gates all day. Thank you to all the shop owners who stayed open and everyone in the main street who participated with their businesses. The concept of linking the gardens and the heritage listed main street was a great success. I would also like to thank Darryl, Ken and Paul our council team, who with Sally Bourne’s instructions had the Memorial Park looking wonderful. Thank you also to The Phoenix for their great publicity. The winner of the wine was Lynn Rogers from Parkes, the Steve Mullarkey photograph was chosen by Jane Atkinson from The Pines Canowindra (pictured above right with Geoff Yeo from Finns Store), and Jan Harrison Canowindra won the accommodation. CANOWINDRA FOOD BASKET 3RD BIRTHDAY Canowindra Food Basket has just celebrated its third birthday! This service was established by the Cooperating Anglican and Uniting Churches in Canowindra in October 2009 for people who find it difficult to access food because of cost. Food is supplied by Foodbank NSW and is ordered and delivered weekly to the Uniting church Hall. People, once registered, can choose their food requirements from about 100 items at a cost of either $10 or $20 for 11 or 22 items. Food varieties are also sought from local food outlets which supplements what is available each week. This includes flour, sugar, bread, eggs, fruit and vegetables. Many of the clients and volunteers also bring produce that they have grown for others to share. When fresh vegetables are available from the Community Garden, people share them as well. Over 260 clients have registered in these last three years. People are continuing to find it difficult to make ends meet and so there is a constant trickle of registrations. Any person who has a Pension Card, Health Card, or is referred by an agency, is eligible to register.

Volunteers from the local community are amazing, currently 46 generous people comprise five teams. Following an induction process, volunteers are placed in teams with particular duties to under-take. This occurs about once every five weeks. Volunteers and clients all enjoy the fellowship and comradery on the day. Joy Beattie is the Coordinator and a Management Group oversee the program. Without these dedicated folk and the volunteers, the program would not run so efficiently. It is expected that about 100 Christmas Hampers will be available for distribution this Christmas. This is partly funded by the program, and partly by a grant from the Uniting Church. Several hamper items are accessed locally, including Christmas cakes and puddings from the local Lions Club. To show appreciation for the volunteers, it is proposed to have an outing – probably early next year. Details will be available at a later date. Again, we have been funded for this activity by the church. The Food Basket is open every Friday from 9.30am to 12 midday at the Uniting Church Hall. We would love to see you!

THEY CHOO CHOO CHOSE CANOWINDRA Students from the University of NSW are expected to travel to Canowindra next year to undertake an urban renewal design project in the historic town. Cabonne Council has accepted an offer from the University to bring planning, construction, design, architectural and engineering students to Canowindra next March to conduct the project around the heritage rail precinct. Mayor Ian Gosper said the exercise could provide a bonus for ratepayers. “The project will cost council nothing and there’s every chance we could get a high quality design for Canowindra’s redundant rail precinct,” he said. “For that reason we are very happy to offer the University any relevant data to help facilitate the project.” Cr Gosper said the council could provide a considerable amount of information, including heritage reports, management plans, service locations and survey data. The students from the Faculty of Built Environment (BE), will be visiting Canowindra as part of their community outreach program BEOutThere! The experience will allow students to establish partnerships with our community and Council, to identify opportunities and develop strategies in real world situations. The visit is a result of efforts by local resident Dylan Gower who has been in discussions with Nancy Marshall - Associate Dean of BE, Kate Bishop - BEOutThere! Convener and Linda Corkery - Program Director. Dylan, award winning architect and principal of d-CONSTRUCT architects, relocated his business from Sydney to Cowra five years ago, then moved to live in Canowindra January 2012 with wife Phoebe and daughters Mila and Anja. The BEOutThere! concept embraces one of Dylan's main philosophies of ecological, economical sustainable development, and it will also be of great benefit to our town. The students aim to engage with a diverse section of the community, and will be holding consultation sessions with various community groups during their stay. The core values of the program include: ♦ responding to social challenges within

the community and provide outcomes which are mutually beneficial for clients and students;

♦ sustainable social and environmental development and build capacity within communities;

♦ principles of social justice, equity, access and social inclusion;

♦ introducing a practical element for students to connect their planning and design coursework with its impact and responses on a wider audience.

TIME TO BOOGIE AT FOLK Folk@Canowindra will be welcoming Tami Jade & The Boogie Men This month Sunday 28 October from 4-6:15pm. Tami has been singing since 2009 and has matured into a talented young vocalist, as well as a skilled guitarist, bass and mandolin player. Along with The Boogie Men, comprising Stu Sims (vocals, guitar, bass, tuba and piano), Doug Hughes (keyboard) and Dave Brown (drums - Dave was drummer in Jimmy Little's original band!). The four have been working together on a selection of swing and contemporary/classic country music songs, combining great harmonies and musicianship. Tami fronts the band as a capable singer with a maturity beyond her seventeen years, bringing looks to an otherwise ordinary looking lot and helping to lower the average age to just 46! As usual, there will be an open mike segment for any acoustic music or poetry; and it is always enjoyable to hear the variety of acts that turn up on a given Sunday. Come along to taste Canowindra at 42 Ferguson Street; entry is free, although donations are accepted for the feature act. Live music, good food, tea and coffee, amongst new and old friends. EVENT HORIZON Miss Teiya Thornberry was in the region last week, this time not to visit family and friends, but to gain valuable experience by undertaking work placement at the recent Australian National Field Days at Borenore. Teiya, who is currently studying Bachelor of Commerce (Event Management) at the University of Wollongong, completed her HSC last year at Canowindra High. To list Teiya's achievements during her school years would be impossible given the limitations of space here, however what Canowindra, lost Wollongong gained as Teiya is adding extensively to her resume by: studying Certificate III Events and Diploma of Events at Wollongong TAFE; volunteering at the WIN Entertainment Centre for a Hawks basketball game; event coordinator at the Uni bar; involved in the hospitality of two large events - GPT Wollongong Central Launch, and the 2012 Thirroul Seaside and Arts festival. See, it's easy to achieve your goals when you are committed 110%, work hard and thrive on challenges!

FAKE FUNDS PHONE CALLS: BEWARE! Thank you to a regular reader who informed that these calls are being received in our community now. The Way the Scam Works You receive a call from a scammer claiming you are eligible to reclaim several thousands of dollars in over-charged bank fees. The caller pretends to be from a fake government department, specifically an ‘Australian Government Reclaim Department’ (or variations of this). Some scammers also claim to be from the ‘Office of Fair Trading’ or a bank. They ask for an upfront payment of a few hundred dollars, typically calling it a donation to charity, an administration fee or taxes. They will ask for this payment to be sent overseas via a wire transfer service. The scammer may provide you with a reference number, a return phone number (which may look like an Australian number but is often a VOIP - 'voice over internet' number) and in some cases an Australian address. They will try to convince you that their call is legitimate by allowing you to speak with a supervisor if you ask to do so. They will offer to deliver the cheque to your house after you pay upfront costs but in reality you will never receive the cheque or any money from the scammers and will have lost any money you pay them. Protect yourself If you receive a phone call out of the blue claiming you are entitled to a refund, hang up immediately. If you’re not sure that the call was a scam you can check by independently finding the bank or Government department’s contact details and calling them directly. Be suspicious if the caller claims to be from a bank or the Government (especifically a fake ‘Australian Government Reclaim Department’ - or variation on this - or from the ‘Office of Fair Trading’). Remember that you can still receive scam calls even if you have a private number or have listed your number on the Australian Government’s Do Not Call Register. Scammers can obtain your number fraudulently or from anywhere it has been publicly listed such as in a phone book. NEVER provide or confirm your personal details, or give money to someone unless you made the call using details you found yourself and you trust the other party. SCAMwatch urges you to never pay money upfront to receive ‘free’ money – this is advance fee fraud. If you think you have provided your account details to a scammer, contact your bank or financial institution immediately.

This transition process is a chance for more than just a few Orientation visits, for the children to be-come familiar with students and staff at our local schools through interactions with each other throughout the year where possible. As part of the transition for the children the Preschool visits the local schools as well as invites the Year 5 students from the schools to the Preschool. The current year 5 students at both schools will be the Kindergarten Buddies for the new 2013 students. It is important for the children to get to know faces, names and to form a connection before arriving at BIG school in 2013. In Term 3 the Preschool had visited & hosted the Canowindra Public School and now in term 4 is doing the same with St. Edwards. A for all involved with the children to work together for the good of the children and to help alleviate some anxiety for the little ones as well as visit the schools with current Preschoolers and to not be over whelmed by the big change of faces and environment. These opportunities for the Preschoolers have been fantastic, generated many dis-cussions and been a truly positive experience for all. Linking together when it comes to Early Childhood Education is a very positive move educationally for all involved.

In a tragic turn of events, the Fat Lamb Hotel at Eugowra was found ablaze in the early hours of Monday morning 22 October 2012. The site is currently a demolition zone and a safety hazard, so people are asked not to cross the safety barrier due to risk of falling debris. A very sad situation for the historic land-mark and a small community.

Bathurst Bullet takes off: In what is a huge win for much of this electorate, the daily train service to Bathurst, dubbed the Bathurst Bullet got underway at the weekend. All too often these days, Government’s are taking services away from the bush, and locals are becoming increasingly frustrated with the divide in the availability of public services between the city and regional areas. To see the establishment of a new, fast, daily train service between Sydney and Bathurst – which will benefit not only Bathurst residents, but pensioners, business people and families in Oberon, Blayney Orange and surrounds, is a great win for the community and one we should embrace. Budget black hole: Is anyone surprised by the Federal Government’s revelation this week of major spending cuts to make up for $20 billion being wiped off its Budget? I’m certainly not. Having delivered the four worst budget deficits in Australia’s history, Labor has rushed out a budget update this week far ahead of schedule, in its endless efforts to trick Australians it can achieve a budget surplus. But while Labor talks about surpluses and savings, its spending has out-stripped revenue by an incredible $173 billion since 2007. And at what cost? We know $1 billion will be wiped from private health insurance rebates, and the baby bonus will be restricted. But Calare – and all of regional Australia - will suffer greatly in particular, thanks to the freezing of $2 billion in future Regional Development Australia Fund grants. Without anyone from regional Australia in the Gillard Cabinet, regional Australia will bear the brunt of the cuts. The vital RADF scheme is currently funding important projects like the Orange Airport redevelopment and the upgrade of Mount Panorama. What important future projects for our region will now be shelved thanks to Labor’s fiscal mismanagement? DisabiliTEA event to support the NDIS: This week community groups will get together for a cup of tea, in support of DisabiliTEA day, raising awareness of and supporting the National Disability Insurance Scheme. I think we’re all in agreement on the need for a better resourced and better managed disability funding structure. However, it is totally incorrect of the Gillard Government to make any claims that they have funded it – they have not. It’s great to hear of events like these, which are working to make an NDIS a reality. What’s not great is to learn in Senate Estimates hearings last week that there is no funding for the National Disability Insurance Scheme beyond the forward estimates. The Gillard Government has provided only a quarter of the money required over the forward estimates for the first phase of the NDIS and nothing beyond that period.

MATTERS OF STATE with TROY GRANT MP Member for Dubbo 22 October 2012

In one of the biggest wins for farmers and livestock carriers in NSW in the past 20 years, the livestock loading scheme will now be brought into line with Queensland and Victoria, helping to drive the meat and livestock industry forward. Locally this change will create jobs, improve freight productivity and ensure farmers in NSW are on a level playing field with our interstate competitors. Industry estimates the old rules added 15 per cent to freight costs and resulted in extra truck movement. This is fantastic news for farmers and livestock carriers in the Dubbo electorate and complements the NSW Government’s Bridges for the Bush program which improves roads safety in country areas. Ten million dollars will be spent on the Warroo Bridge over the Lachlan River between Forbes and Condobolin to enhance road safety and provide better access for freight trucks servicing the region’s agricultural industries. This is yet another example of the common sense approach adopted by Duncan Gay whose time as Minister for Roads and Freight has been characterised by a series of solutions to problems facing road users in regional and rural areas. Finding ways of saving money in the current financial climate is important. We have delivered on our election commitment to cut government advertising by 25 per cent. In fact, it’s been cut by more than 30 per cent, saving taxpayers $30.5 million. In another practical savings measure, the annual reports for 180 government agencies and other organisations will no longer be printed in hard copy. Last year about 50,000 copies of reports from organisations ranging from the Sydney Water Corporation to the Dental Technicians’ Registration Board were printed at a total cost of around $2 million. A further example of a common sense approach leading to good decisions. It's distressing to learn that only 25% of NSW residents who live in bush fire prone land have a Bush Fire Survival Plan. Waiting until a fire hits could have tragic consequences. The $2.3 million NSW Rural Fire Service Prepare Act Survive campaign encourages people to take action and make a plan for what to do during a fire. Making a plan is not difficult and it could save you and your family this bush fire season. The old phrase 'failing to plan is planning to fail' comes to mind in this instance. Bush Fire Survival Plans and preparation fact sheets are available on the NSW RFS website at www.rfs.nsw.gov.au. Smaller landholders and hobby farmers in the Dubbo electorate are encouraged to take part in shaping a new Biosecurity Strategy to safeguard NSW from plant and animal pests and diseases. While larger scale farmers are familiar with the biosecurity threats to the ‘clean, green’ reputation enjoyed by NSW, smaller landholders are often overlooked. Everybody who has rural lands – primary producers, hobby farmers, boutique livestock breeders and small scale flower and vegetable growers – has a role to play in managing biosecurity risks. The draft Biosecurity Strategy builds on existing measures to keep NSW pest and disease-free. A community meeting in Dubbo at the RSL Club at 4pm on November 15 to gather feedback on the draft strategy. Like many of us I was concerned by unedifying behaviour engaged by some council candidates in the lead up to the Dubbo City Council elections and I made my concerns known to the Minister for Local Government Don Page. I was pleased to see the Minister take steps to address many of these issues with the announcement of a revised model code of conduct. The bill containing the code prescribes the ethical standards that apply to council officials and establishes procedures for dealing with behaviour that does not meet these standards. I am encouraged by the level of co-operation demonstrated by the recently elected Dubbo, Parkes, Forbes, Narromine and Cabonne Shire Councils, these measures will guide councils in dealing with errant councillor behaviour. Left unchecked this can threaten to bring a council into disrepute and render it incapable of functioning properly. Councillors should realise that their behaviour must conform with community expectations of transparency and probity.

BELUBULA WATER SHARING PLAN NSW Water Commissioner, David Harriss, today announced commencing water allocations for the Belubula Regulated River Water Sources which commenced Thursday 4 October 2012. This plan applies to the regulated river in the Belubula catchment only, down-stream of, and including Carcoar Dam including the towns of Canowindra and Carcoar. Mr Harriss said that domestic and stock and local water utility access licence holders would receive 100 percent of entitlement, likewise supplementary access licence holders would also receive 1 megalitre per unit share or 100 percent of entitlement. “High and general security licence holders received access to water held in individual accounts prior to the plan commencement, which will carry forward and be available under this new plan.” “Unregulated and alluvial water sources in the Belubula catchment are covered under the Water Sharing Plan for the Lachlan Unregulated and Alluvial Water Sources 2012. “Other groundwater aquifer types such as f ractured rock , porous rock and miscellaneous alluvium are addressed by separate groundwater sharing plans,” he said.

Under the Commonwealth Water Act 2007, this plan will be regarded as an interim water resource plan. The plan establishes a benchmark against which any changes under the Commonwealth’s proposed Murray-Darling Basin Plan may be addressed. “All water licence holders affected by these plans will shortly receive information on what the plan means to their respective activities for accessing water,” Ms Harriss said.

“This water sharing plan is about protecting the water sources, establishing environmental water rules, setting limits on extractions, enhancing trading and ensuring basic landholder rights to access water.” “The plan also enhances water trading and enables businesses flexibility to change and adapt to future demands and climatic circumstances.” Copies of the water sharing plan can be obtained from the NSW Office of Water website – www.water.nsw.gov.au
