Working together we achieve the country’s development

President Alan Garcia Perez said Peru will have the conditions of a developed country by 2021, when the country celebrates the bicentennial of its independence from Spain.

By that year, the country must have eradicated extreme poverty and drastically reduced poverty in order to match the standards of the developed nations on the planet, he said.

The Peruvian leader added that the government is currently working on 72 road projects aimed at bringing together rural towns across the country.

“Many stretches have already been built but we must continue to complete the 24,000 kilometers of the national road network, so far we have paved and built 10,500 km,” he said after inspecting progress on the construction of the Electric Train project in Lima.

“Peru must cover nearly all the basic needs for electricity, health, education and housing by 2021,”

The Guinness World Records (GWR) appreciated Peruvian President Alan Garcia’s contribution to the record for “The Highest Gas Pipeline,” which required an investment of $3.8 million. The certificate of appreciation noted that the highest gas pipeline reaches a maximum height of 4,900 m 52 cm (16,077 ft 9 in) above sea level. Guinness World Record judge Carlos Martinez Nogues traveled to KP161 in Huancavelica, the pipeline’s highest point, for the corresponding

certification.

The 408 km-long pipeline, crossing the Peruvian Andes, transports liquefied natural gas from Chiquintirca in Ayacucho to Pampa Melchorita on the country’s coastline. The pipeline is owned and operated by PERU LNG S.L.R. (Hunt Oil Company, Repsol, SK Energy, and Marubeni Corporation) and was constructed by TECHINT S.A.C.

On the occasion of the 100th anniversary of the discovery of the Inca citadel and the return of the archaeological pieces from Yale University, 2011 was declared the “Year of Machu Picchu’s Centennial to the World.”

President Alan Garcia said “the scientific discovery that enabled the world to meet this wonder” will be commemorated this year.

He recalled that the artifacts taken from the citadel nearly a century ago will be returned to our country starting from March, after having reached an agreement with Yale University.”

Highway projects benefit people in

Cañete

On January 3, President Alan Garcia inaugurated two sub stretches of the Road Network No. 6 Cerro Azul - Chincha, which includes 20.3 km of roads, a 241-meter bridge and overpasses.

The $32.4-million works benefit more than 200,000 people in Cañete province and 8.5 million people in Lima, Chincha and Ica provinces.

The head of state said the highway will enhance access to Pisco’s airport and reduce airfare cost to this destination. He added that these works will result in improved road safety and travel time reduction with positive impact on social rentability.

The government continues its efforts to bring health care to the population in the country’s regions.

On December 27, President Alan Garcia inaugurated a hospital and an eye center of Peru’s Health Care System (EsSalud) in the northern region of La Libertad.

The newly constructed Hospital Viru has outpatient services, hospitalization ward with 40 beds, delivery room, emergency services and a diagnosis unit, X-ray equipment, electrocardiogram, defibrillator, vital functions monitor, and laboratory equipment.

The hospital was built and equipped with an investment of 7.5 million soles. In addition, the modern eye center, built in the city of Trujillo, is a regional center ensuring eye health throughout the country’s northern regions.

Viru is the sixteenth Essalud hospital inaugurated during President Garcia’s administration. The government will open 10 more hospitals before July 28, 2011.

Cataract surgery has saved 100,000 Peruvians from blindness. A total of 130,000 surgeries will be performed by July this year.

The infrastructure investment in La Libertad has increased from 171 million soles in 2005 to 741 million soles last year.

Electricity for Cusco, Madre de Dios and Puno The inauguration of public works projects does not stop on holidays. On January 1, the government through the Ministry of Energy and Mines launched a series of rural electrification projects in the provinces of Quispicanchis (Cusco), Tampobata and Manu (Madre de Dios) and Carabaya (Puno). These projects, launched in the jungle city of Puerto Maldonado by Energy Minister Pedro Sanchez, have allowed over 9,150 people in 25 towns to have electricity for the first time.The projects required an investment of 8.6 million soles and included the installation of primary and secondary networks and 346 street lamps. A new stretch of the 421km-long highway connecting the departments of Ayacucho, Junin and Huancavelica was inaugurated by Peruvian President Alan Garcia and Transport Minister Enrique Cornejo. The 30-km stretch is located between the cities of Ayacucho and Huanta and will benefit over 64,000 inhabitants. The works on the road which is part of Road Corridor Nº 15 on the Hancayo-Izcuchaca-Huanta-Ayacucho and Imperial-Pampas-Mayocc highways required an investment of 9 billion soles.

In 2011, a total of 631 million soles will be allocated to the construction of highways in the Ayacucho region.

The government’s commitment to prioritise resources for the most vulnerable population is reflected in its efforts to improve the living conditions in squatters and neighborhoods in the outskirts of Lima.

In Manchay, a semi-rural community in the Pachacamac district of Lima, the government has recently built a Plaza Civica and repaired roads and sidewalks with an investment of 5.6 million soles.

The Plaza Civica is a multipurpose square including an amphitheater, a pergola, a bandshell, a gazebo and recreational areas. The renovated roads and sidewalks will enhance safety and traffic flow as well as improve the area’s built environment for the benefit of hundreds of inhabitants.

Costa Verde renovation makes progress

The government-backed project to renovate the 21km of Lima’s coastline, better known as Costa Verde, proceeds at fast pace.

On January 8, President Alan Garcia visited the Barranco district to inspect ongoing works in the Costa Verde. He was accompanied by Mayor Jessica Vargas, Housing Minister Juan Sarmiento, Interior Minister Miguel Hidalgo, and Architect Jorge Ruiz de Somocurcio.

He noted that the government will support the development of urban works in the Costa Verde, which runs from San Miguel to Chorrillos districts. He added that Lima’s coastline will have new sidewalks, bile lanes, sports facilities and recreational areas by March this year.

President Garcia and Mayor Vargas agreed on the need to build four more pedestrian bridges to facilitate safe and easy access to the Costa Verde beaches.

Infrastructure development in Manchay

Peruvian President Alan Garcia said the country’s decentralization process is making good progress as regional and municipal authorities are now able to manage programs and resources more efficiently and honestly.

“Thus, the central government will become one of great goals and guidelines instead of a government that executes works,” the head of state said.

During the swearing-in ceremony of the new regional and local authorities of Callao, Garcia Perez announced that more road and water supply projects will be implemented before July 28, 2011.

The central government has entrusted the administration of Yawar Huaca park and Callao’s Public Asistance Agency to the regional government and provincial municipality of Callao. As for the Yawar Huaca park, Callao’s Governor Felix Moreno announced the construction of a first-class sports complex with an investment of 14 million soles.After presenting this project before the

Council of Ministers, the official said that the sports complex will benefit over 10,000 children and adolescents who will practice up to 10 sports. For his part, Mayor Juan Sotomayor was grateful for the opportunity to manage the public assistance agency and presented a project called “Refrigerios Escolares” (School Snacks) which includes breakfast and lunch for poor children.

Infrastructure projects in PiscoThe works undertaken by the government after the August 2007 earthquake have had great significance for the province of Pisco.

The outgoing Mayor Juan Mendoza Uribe thanked the government for providing funds and relief aid to help the earthquake victims of Pisco. The central government and the provincial municipality carried out water, sanitation and other infrastructure

works in Pisco, including roads between Fermin Tanguis, Abraham Valdelomar and Las Americas Avenues.

An additional 12,000 land titles were delivered to low income people who want to improve their homes or start their own business. The reconstruction of educational institutions, hospitals San Juan de Dios and EsSalud, San Clemente Church and Bethlehem Temple was also completed.

Sucessful Inter-Oceanic Rally between

Peru and Brazil

Peruvian President Alan Garcia flagged off the Inter-Oceanic Rally “President of the Republic Prize” held on January 18-23.

The five-day competition had three stages with the first race starting in Nasca, 450km south of Lima, and finishing in Cusco.

The second race was held from Cusco to the Amazonian city of Puerto Maldonado, capital of Peru’s Madre de Dios region. The final stage covered the Brazilian cities of Iñapari, Brasileia and Río Branco do Sul.

The rally race covered 2,594 km of the Southern Interoceanic Corridor between Peru and Brazil.

Nicolas Fuchs ranked first with 8 hours, 57 minutes and 53 seconds; while Ronmel Palomino and Tito Pardo finished in second and third place, respectively.

The drivers received their prizes from President Garcia, who thanked them for having allowed the country to know its new wealth: the Inter-Oceanic Highway.

He added that the competition will continue to be held in the next years as a way to bring together the Peruvian and Brazilian peoples. “I press the accelerator for Peru to run faster than any country and to make it grow more than any other nation,” the president stressed.

Special allocation for disabled military and

police personnel The members of Peru’s Armed Forces and National Police who became disabled while on duty will have a special allocation from this month to the rest of their lives, as a sign of appreciation for their sacrifice to the Peruvian society.

They will also have additional benefits in the purchase of homes in the government-sponsored programs such as Techo Propio and Mivivienda.

After announcing these measures, President Garcia said that society must show deep gratitude with concrete actions toward those who gave their lives to protect society from crime and subversion.

He also told them that their disability is a proud proof that they have done what nobody did for Peru.

Reaffirming his commitment to work together with all municipal and regional authorities, President Alan Garcia attended the swearing-in ceremony of the mayor of Lima, Susana Villaran, and asked Limeans to support the new mayor’s administration.

After the ceremony held at the Municipal Palace, the head of state said the aim is to turn into the “Pearl of the Pacific” and the “first capital of South America.”

“We are beginning a moment in which all must all work together. I would ask everyone to contribute and collaborate with whom will now manage the destinies of our capital,” he said.

He added that during the new administration, the metropolitan municipality will assume new responsibilities in areas such as education, health and the fight against crime.

LEGAL PROVISIONS Executive passed a law that provides health

protection and education to disabled military and police personnel.

Peruvian President Alan Garcia emphasized the

complete independence of the judiciary and said

he absolutely trusts the personal and professional

vocation of judges to improve the justice system in

the country. President Garcia said he had renewed

“democratic faith” in this power of the State given

the efforts and progress made in recent years. He

stressed the need to impose disciplinary measures in

particular cases, and to that end, he said the Congress

has passed a bill proposed by the Executive branch

to review the Criminal Procedure Code in relation to

crimes committed by public officials. Speaking at the

opening of the judicial year, he said positive changes

will also occur “if the desire to go on trial decreases in

our society,” thus alleviating the work of the judiciary.

Government trusts personal and professional vocation of judges

The Government Palace once again opened its doors to the public for a cultural event. As part of Christmas celebrations in Lima, thousands of people attended a free exhibition of Peruvian-style Nativity scenes.

The exhibit held at the palace’s Eléspuru Hall featured 23 Nativity scenes created by Peruvian artisans, who used wood, ceramics, silver, gourds and vegetable fibers. Visitors appreciated an imposing nativity scene with life-size replicas of Joseph, Mary, Baby Jesus, the Three Kings and some animals.

People also admired a collection of eleven craft pieces that competed for the “Living Human Treasures of the Nation Award.” The award ceremony will soon be held in the presidential palace.

The contest was organized by the Cultural Foundation of Banco de la Nación and Peru’s Institute for the Development of the Informal Sector (Indesi).

The Nuevo Chimbote housing complex will include 4,800 apartments, an Essalud health center, a school and a judiciary office.

The new Chilete-Empalme Ruta 3 highway will increase handicraft and agricultural production and trade between the provinces of San Pablo, Cajamarca and Contumazá.

The Plaza de Acho will be renovated to convert

the area into a tourist attraction in the capital,

as it was declared a national monument.

Fifty towns have recently received electricity supply

in the San Marcos province, bringing the number of such communities that have been

provided with electricity to 823 in Cajamarca.
