Project SynopsisA keen understanding of rising sea Levels, substandard infrastructure, and the community
Low Lying Property and Streets (most built
before Legal Grade established 1945)
Substandard Storm Drainage System
Rising Sea Levels (expected to rise an
additional 4 to 24 inches for next 20 years)
Parking Constrictions

Goals, Needs, WantsDeveloping the scope, and prioritizing the elements of this reconstruction project
Goals
Needs
Wants
Reduce frequency and severity of flooding within the public space Preserve the family-oriented residential feel of the community Restore the ecology along the coastline
Raise elevation of public space (streets) Install new public infrastructure (water, sewer, storm, sanitary) Harden coastal line Mitigate impact to private homes and property Install water, storm, and sanitary sewers
Consider aesthetics, ensure the project materials are consistent with community

concept of a shared street
23 MARCH 2017
Broad Channel Streets and Bulkheads Reconstruction
West 14th Road – West 19th Road9|
Innovative way to approach street raising
• Raise the entire public space to an elevation that takes into account historical flooding elevations and future climate change projections
• Create a single surface where pedestrians, bicycles, and automobiles share the space and interact
• R.O.W. is ADA compliant
• Special zone for visually impaired
• Single bi-directional moving lane with pullover zones to allow vehicle passing

Bulkhead / WaterfrontHardened waterfront protection
• Similar in nature to the shorelines proposed under Phase 1
• Bulkhead built to the 100-year FEMA floodplain elevation
• Provides protection against coastal flooding and storm surge
• Prevents natural marsh migration and may create seaward erosion

Broad Channel Streets and Bulkheads Reconstruction
West 14th Road – West 19th Road26|
Alternative Bulkhead / Living ShorelineCombination of hardened shoreline and Living Shoreline
• Resilient against storm surge
• Natural wave attenuation, decreasing effect of storm surge
• Improves water quality
• Marshes trap sediment from tidal waters allowing them to grow as sea level rises
• Consistent with existing ecology of Jamaica Bay
