7. Old Business a. Boise Public Library Policy Review: Section 3.00, Services, Subsection 3.05,

Homebound Services Sarah Kelley-Chase, Library Public Services Manager, will review section 3.00, Services (subsection 3.05, Homebound Services) of the Boise Public Library Policy Manual with the Trustees. There are no recommended changes by staff to policy 3.05, unless the Trustees direct changes. Recommended changes to regulation 3.05a are highlighted and is included in the supporting documentation section of the meeting packet. Regulation changes do not require the Board’s approval and is included for information purposes. This continues the Library Board of Trustees annual policy review for Fiscal Year 2019 as stipulated by the Board’s bylaws.

b. Main Library Vision Project Update Staff will provide an update on the Main Library Vision Project. This is a discussion item only and requires no action.

8. New Business a. Kuna Library District Lynx! Consortium Joinder Agreement-Action Item

Staff will review and submit to the Trustees for approval the Kuna Library District Lynx! Consortium Joinder Agreement. A motion to approve, amend, or reject the agreement will be requested.

b. Customer Comment Quarterly Report Kevin Booe will review the Customer Comment Card Statistics report for the first quarter of Fiscal Year 2019, October-December, and identify trends and issues. The report is included in the supporting document section of the meeting packet.

9. Selection of Trustee to Review Payment Vouchers Trustee review for February vouchers by Westenskow.

10. Selection of Meeting Date Next regular meeting March 14, 2019.

Director’s Report

BOISE PUBLIC LIBRARY Library Director’s Report February 2019 ________________________________________________________________________________ LIBRARY CAMPUS VISION PROJECT This month work continued on the schematic design/design development process with continued review of the budget, scope of the project and potential value engineering items. The project team also reviewed space adjacencies, placement of various public and work space, the placement of the automated storage retrieval system (ASRS), loading dock, and continued site constraints. The project managers continued working on site options for the Log Cabin Literary Center and a site visit was conducted by Safdie Design and CSHQA. This month Chandra Ford and I will continue to meet with potential donors and the Mayor and I will hold a stakeholder/business leader lunch the last week of February. Denise McNeley and I are also working on developing a proposed operating budget with Budget Director Eric Billamoria. CONNECT BOISE The Leadership Circle participated in a two-day training session on implementing the ConnectBoise performance management system that the City has adopted. Supervisors were provided sessions on mind sets, coaching, addressing performance issues, and the new flexible reward system. The Management Team and Leadership Circle members are working to develop processes that will incorporate ConnectBoise into the Library's systems, divisions, and culture. We will provide a trends and issue session for you in the spring so you can learn more about the system. PRIORITY BASED BUDGETING PROCESS The Management Team is working on analyses of various library programs to see areas that might need a revenue increase and areas that operations may need to be revised to save funds. Currently we are conducting an analysis of using selection plans versus direct orders, cost-share formula revisions with the LYNX! Consortium, fines and fees (revenue analysis), and lost item processing charge. The Management Team will be bringing the analyses during the Fiscal Year 2020 budget build process this spring. COLLECTION ASSESSMENT The data analysis for the Library's collection is progressing nicely and shows areas that the Library needs to address in terms of selection and "weeding." The Collection Development Team has done a very impressive job with the analysis and shows a need to improve the graphic novel selection, foreign language, social justice sections, and a variety of other areas. Most notably, I was very interested to know how much the easy reader collection circulates in our library system. This effort will help better plan collection development in a more strategic manner and shows circulation, age of the collection, and gaps. Thank you Collection Development team.

Page 2 RELEVANCY CAMPAIGN In January, the Library launched several on-going public outreach initiatives to help educate the community about the relevance of libraries in the 21st century. Initiatives includes a 21st Century Library Education Tool Kit (included in the miscellaneous section of the meeting packet), radio spots, social media, and the first release of monthly website updates, featuring Libraries = Strong Communities messages. Our “Call for Library Stories” on Facebook and Instagram Reached 7,536 people and Engaged 650 people (likes, shares, comments, and clicks). Stories can be referenced in the meeting packet in the miscellaneous section.

Administration and Management Reports: GUERILLA KINDNESS MAILBOXES In support of the Mayor’s kindness initiative (and the example set by the Collister team!), a guerilla kindness mailbox has been set up at the Library! at Cole & Ustick. Customers can write notes of encouragement and support and leave them in the mailbox for other customers to pick up. The mailbox opened in January and to date have had over 75 participants in the program. STEAM PROGRAMMING WITH THE IDAHO NATIVE PLANT NETWORK Staff from the Idaho Native Plant Network led a science, technology, engineering, arts, and mathematics (STEAM) themed program for school-age children at the Library! at Cole & Ustick to create seedling trays of native plants that will be used to help support and strengthen our native plant habitats of southern Idaho. The program will continue through the summer and involve children in all phases of plant propagation and growth. FAIRY TALE FESTIVAL Over 130 attendees enjoyed a fabulous Fairy Tale Festival of crafts, activities, and fun at the Library! at Collister on Saturday, January 26. Kids of all ages were able to design a sword and shield, visit cardboard castle, build a fairy house, and more. Costumes were encouraged for the Royal Parades through the Library! IDAHO WRITERS GUILD Renee Settle of the Idaho Writers Guild kicked off the 2019 Collister Writes program. Settle conducted a workshop on diversifying author revenue streams and shared tips of the trade on how to make a living as a writer. On the third Thursday of every month, a member of the Idaho Writer's Guild conducts a two-hour workshop on different writing topics and styles, including genre fiction, poetry, short stories, and more. The program is designed for everyone from novice writers to professionals seeking to boost their skills.

Page 3 YOUTH SERVICES OFF-SITE FAMILY PROGRAMS During the month of January, staff shared programs at a variety of events around the valley. These included Science, Technology, Engineering, and Mathematics (STEM) Matters! at the Capitol during which staff shared coding and robotics experiences with over 400 children; JUMP Innovation Day during which staff worked with over 200 community members on hands-on STEAM activities; and Pop Up Storytime at Edwards Greenhouse during which staff read stories in the geothermal greenhouse for a glimmer of spring! SPECTRUM STORYTIME Youth Services launched a new monthly storytime specially designed for children between the ages of three through seven with Autism Spectrum Disorder to help increase their literacy and improve communication skills. The program includes a thirty minute storytime and thirty minutes of play and socializing time. The program meets the first Sunday of each month at 1:30 p.m.

line for books to read or listen to, which could

mean a wait time of up to 5 months. and that's

if nobody renews. Purchasing rights to more

copies. or even bringing back Hoopla would be

awesome. It is frustrating to see $80 mil put into

a new library. but not be able to access the

1 -Oct- Dec resources it is designed to provide.

Boise Public Library Library Stories January 2019 Collected in response to a Call for stories of impact and meaning as we look towards Boise Public Library at 125 years. Stories are as submitted to BoisePublicLibrary.org and Facebook, with names removed for privacy. “After moving to a new state, while struggling with postpartum depression and a colliky babe, I started taking my kiddo to the library. It helped my ppd so much, especially as I met others with kids of similar ages to mine, and there is one librarian we looked forward to seeing every few days. She helped me find books to help me in my health journey, and then to help with my daughters learning. I specifically remember needing a book about throwing fits, and she didn't even have to think for a second before pulling one out, and it helped me teach my daughter vital concepts about emotion. I honestly have found my community in the local libraries wherever I have gone.” – E. “Library means comfort. The shelves close in like a knowledge hug and smell of books conjer a feeling of hope and possibility. Ideas and people commune for sharing and discovery, a consistent source of respite and renewal.” – K.H.

“What the library means to me: Library cards with tigers and Stonehenge! Fun and educational children's programs that include science and technology; Virtual Reality is a big hit! Fun and interesting programs for adults like astronomy, book folding, candle-making. Rumi Night!!!! And, of course, so many online resources as well as wonderful books, DVDs, CDs to choose from, and a very helpful and friendly staff who answers all questions!” – M.W.

“When my children were little, the library and story time were our favorite weekly activity. My kids eyes would light up when I told them we were going. They loved singing songs and listening to stories, and loved even more picking out books and movies to bring home. It was an invaluable resource for us. It was a place for me to connect with my children and with other parents, and a place we could all learn. As they've grown they've moved on to loving other things about the library, like the virtual reality and 3d printing. We've had a blast checking out robots and playing with them at home. The resource

librarians have been invaluable in helping us find books to get the kids interested and continue their love for reading. For me, I use the library so frequently I know my library card by heart. My favorite thing to do is browse the staff recommendations, I've found so many great books I wouldn't have read otherwise.” – A. “My son learned to read last year and one of the highlights of turning 5 was that he got his very own library card so he can check out books by himself. He was so proud! Everywhere we went he would ask

people if they wanted to see his library card. "It has a fish on it and I wrote my name on the back!" 😄😄” – L.G. “My daughter is two and a half and has always loved books. I started taking her to the downtown library about a month ago and her face lit up with pure joy when we walked in and she saw all of the books for the first time. I actually had a difficult time getting her back to the books for her age because I had to pull her away from other books. When wet finally got back there she zeroed in on the Legos and the dinosaurs. Hopefully the more we go, the newness of the toys will wear off and she'll want to listen to story time more. But for now it's just good for her to interact with other kids. She hates when we have to leave and always asks to go back.” ❤ - J.R.

Diane and Kevin taught their classes. They were amazing. The kids loved the dragon, the summer reading program where they could earn a free book for reading a certain amount. They loved the story well and the puzzle area. We checked out so many wonderful books and movies. They both ended up loving reading and both excelled in school which I attribute to their great start and continued love of the library. The staff at the library has always been so supportive and fun. Now my kids are taking their kids to the library and story time. I go with my daughter and her baby boy on Thursdays to story and play time and have been to the new location at Bown Crossing with

my daughter in law and her daughter! It's a wonderful, magical place. Boise Public Library was where I hung out for free WiFi. The thing that impressed me the most was how a librarian treated a homeless man with kindness when he wanted to borrow a book.
